Compare data center proposals on the same assumptions and at the same stage of build-out, then check the developer’s forecasts against local utility, water-provider, and permitting information. Ask for absolute annual electricity and water use as well as peak demand, and compare projected noise against existing conditions at the same locations. Efficiency ratios and permit compliance are useful context, but neither alone shows the project’s full local impact.
Set a fair basis for comparison
Before comparing figures, establish that each proposal describes the same project phase, build-out level, operating schedule, and assumptions. A phased project should show how demand changes as each phase comes online; a single figure for the completed facility may conceal the timing and scale of earlier increases.

| Electricity and power | Annual electricity consumption; peak hourly demand or peak load; build-out schedule; backup-generation plans and fuel assumptions; and assumptions about energy supply and infrastructure. | The serving utility or regulator: available capacity, necessary upgrades, and how upgrade costs would be assigned. |
| Water | Water source; annual consumption; maximum-day demand; cooling system and operating assumptions; wastewater destination and treatment; and reuse, recycling, or closed-loop measures. | The water provider and relevant water authority: whether supply and system capacity are adequate during drought or other constrained conditions. |
| Noise | Existing ambient baseline; modeled sources and operating cases; assessment locations; generator-testing assumptions where relevant; and predicted sound after mitigation. | The local authority: applicable rules, receptor locations, time periods, measurement methods, and enforcement conditions. |
Record the assumptions beside each number, not in a separate note that can get lost. If a proposal does not disclose a requested value, mark it “not stated” and identify the proposal document or applicant response; do not infer it from another project’s figures.

How much electricity will the data center need?
Compare annual energy separately from peak power
Annual electricity consumption describes energy used over a year. Peak demand describes the largest load the facility may place on the system at a particular time. These measures answer different questions: annual use indicates cumulative consumption, while peak demand is relevant to the grid capacity needed to serve the facility. Do not use one as a substitute for the other.
Keep efficiency measures, such as energy-use ratios, alongside the absolute figures rather than instead of them. A ratio does not establish the size or timing of a particular facility’s local demand. Pennsylvania’s 2026 GRID materials distinguish annual energy metrics from peak energy use and call for reporting prior-calendar-year consumption; that is a Pennsylvania-specific reporting example, not a nationwide rule.
Check when demand arrives and how it will be supplied
Request a load ramp or build-out schedule, including the anticipated operating schedule and the assumptions behind each phase. Then ask the serving utility or regulator whether capacity is available, what infrastructure upgrades may be needed, and how costs would be allocated. A developer’s forecast is not the same as a utility’s confirmation of capacity or an agreement on upgrade costs.

Include backup generators and their fuel assumptions in the proposal comparison. They are part of the project’s operating picture, and environmental review may address them. The Minnesota Pollution Control Agency, for example, describes environmental review and possible air, water, and stormwater permitting for data-center projects, including review of backup generators and fuel storage.
How much water will the data center use?
Compare water volume, source, timing, cooling design, and wastewater handling together. Annual consumption alone can obscure the maximum-day demand that a water system must meet, while an efficiency metric alone cannot show whether a particular source is available during scarcity.
Ask whether water comes from a public system, another source, or a combination, and request the assumptions behind projected use. Identify the cooling system, any reuse or recycling measures, whether closed-loop cooling is proposed, and where wastewater will go and how it will be treated. Then ask the water provider and relevant water authority to assess capacity under drought or other constrained conditions.

Location matters: Lawrence Berkeley National Laboratory’s modeling overview estimates onsite electricity and water demand and treats water use as location-specific, varying with cooling design and power-supply scenario. A claim that a facility is efficient therefore does not, on its own, establish the effect on a particular local water source or watershed.

Pennsylvania’s 2026 materials provide a state-specific example of disclosures that include maximum-day water demand and environmental protection measures, as well as conservation, recycling, and closed-loop cooling measures where feasible. Do not assume those reporting requirements apply in other states.
How loud will the data center be at nearby homes?
A useful noise comparison begins with existing ambient conditions, then shows the project’s modeled sound at defined locations under comparable operating cases. Require the applicant to identify modeled equipment and other operational sources, where sound was assessed, and whether the analysis includes backup-generator testing when relevant. Review predicted sound after proposed mitigation as well as the unmitigated case, so the effect of the measures is visible.

Keep baseline measurements distinct from projected post-construction sound. Compare the same receptor locations and time periods across proposals, and check the local measurement method and applicable ordinance. A local limit is not a national benchmark: Nashville’s BL2026-1391 legislative proposal is one example of a local approach describing ambient baselines, mitigation, day/night limits, water plans, and peak-power disclosures. Its provisions are a proposal and may change; they should not be presented as a universal noise standard.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do you tell whether a proposal is locally feasible?
Separate what the applicant predicts from what the relevant service providers and agencies confirm. Grid capacity, water availability, environmental review, permit conditions, and cost allocation depend on local systems and rules. Ask for the underlying technical documents and identify which conclusions are forecasts, which have been independently reviewed, and which are binding permit or service conditions.
Permitting and review can address connected impacts without following a single national process. Minnesota’s pollution-control agency describes possible reviews involving cooling-water and wastewater discharges, stormwater, backup generators, and fuel storage. San José lists energy, water, backup power, noise, and water-quality protections among its local project-review topics. The EPA’s Berkeley Space Center at NASA Research Park EIS record includes separate technical reports on noise and water supply, an example of subjects receiving distinct technical treatment rather than a universal document checklist.

Local requirements should be stated with their jurisdiction and status. Massachusetts Executive Order No. 658, for example, applies specified permit conditions to projects with peak demand over 25 MW, including framework conformance and a community benefits agreement, and directs agencies to develop water quantity and quality protocols. The threshold and conditions are Massachusetts-specific; they should not be used as a general U.S. threshold.
A practical way to compare two or more proposals
- Align the cases. Confirm phase, build-out, operating schedule, and assumptions for each proposal. Mark differences that cannot be normalized.
- Enter absolute values. Record annual electricity, peak power, annual water, and maximum-day water as separate measures. Include source documents and the assumptions for each value.
- Compare local exposure. For water, note source, cooling, wastewater, and constrained-condition availability. For noise, use the same nearby locations, time periods, and operating cases, with existing baseline separate from projected sound.
- Seek provider and agency confirmation. Ask the utility about available capacity, upgrades, and cost allocation; ask water authorities about supply and scarcity; and identify relevant review or permit conditions.
- Track commitments and gaps. Record mitigation, monitoring, build-out limits, and enforceable conditions separately from voluntary plans or unverified forecasts. Keep missing disclosures visible rather than filling them with estimates.
The comparison should make clear not only which proposal has a higher or lower figure, but what each figure covers, when the demand occurs, and whether local systems can accommodate it. Meeting current local rules is a compliance question; comparing demand and mitigation across proposals is a separate question.
