There is no reliable city-level shortcut to choosing a data center in South Korea. Compare candidate facilities against the same workload, user locations, network routes, and power requirements; then verify the capacity and resilience evidence for each site. Seoul, Gyeonggi, and Busan can help define a shortlist, but regional figures cannot establish an individual facility’s latency, available power, or suitability.
Start with the workload, not the map
A location is good only in relation to what it must serve. Before asking operators for proposals, write down the application’s service objectives and the places its users and dependencies are located. That gives you a consistent basis for testing network performance and judging whether a site has sufficient power and connectivity.

Describe the traffic that matters
- Map users by meaningful region or network, rather than assuming that a single test from Seoul represents all South Korean traffic. Include overseas users if the application serves them.
- List important dependencies such as cloud services, databases, APIs, identity systems, and backup locations. A facility may perform well for end users but poorly for a dependency reached over a different network path.
- Define latency and packet-loss objectives for the application. Use the requirements that matter to the service—for example, whether interactive requests, bulk transfers, or both are sensitive to delays.
- Estimate normal and peak traffic, growth, and the consequences of interruption. These determine how much connectivity and power headroom to request.
Ask each candidate operator to respond to the same workload description. If one proposal assumes different traffic volumes, locations, or redundancy needs, its figures are not directly comparable.

Latency depends on the route between a user or service and the specific facility, not simply the distance between two cities. A nearby site can still perform poorly if traffic takes an indirect route or crosses a congested or dependent network. Conversely, a regional cable footprint or a facility’s presence in a major market does not prove that your traffic will use a fast route.

Run a repeatable test plan
- Choose test origins. Select representative user networks and regions, plus important service or cloud endpoints. Include the locations that are operationally important to the workload rather than selecting origins just because they are convenient.
- Test the candidate facility’s actual network path. Ask the operator for a test endpoint at the site or another way to test the intended connectivity. A test to a provider’s general network, a city address, or a different facility is not evidence for the candidate site.
- Collect round-trip latency and packet loss repeatedly. Run tests across different times and days that reflect expected operating conditions. Preserve the measurement window and origin for every result; one short sample cannot reveal time-of-day variation.
- Record route traces where possible. Route information can help explain changes or unexpected delay, but it is a diagnostic snapshot, not a guarantee that routing will stay fixed. Ask the operator which networks and paths are intended to carry production traffic.
- Compare results with the service objectives. Review typical and poor-period behavior, packet loss, and variability—not only the lowest observed latency. A candidate that meets an average target but has recurring loss or large swings may be a poor fit for a latency-sensitive service.
Use the same test origins, measurement windows, target definitions, and reporting method for every candidate. Keep raw results and record whether the test used a public route, a private connection, or another arrangement. If production will use a different network path from the test, the result may not represent production performance.
Separate network identity from facility connectivity
Internet registry records can help identify network operators and registered Autonomous System (AS) numbers associated with an IP address. KRNIC describes KISA as the delegated manager of Internet address resources and KRNIC as providing IP address, AS number, and domain registration services. That information is useful for identifying networks, but it does not tell you which providers are available inside a particular facility or what routes they will offer your workload. See KRNIC’s policy overview.
Request the facility’s provider and connectivity details directly. For each proposed service, establish which provider delivers it, where the handoff occurs, which upstream networks carry traffic, and whether the routes are available to your intended endpoints. Treat provider logos as a starting point for questions, not proof of independent paths.

Check for meaningful path diversity
Two circuits are not necessarily two independent routes. Ask whether providers share an upstream carrier, building entrance, conduit, meet-me room, or other failure point. Find out whether the proposed links can use separate physical routes and how the operator handles a provider or cross-connect failure. Also request cross-connect lead times: a technically available provider may not be usable by your required service date.

Compare the number of independent paths and providers that are actually available to your deployment, not the total number of names in a facility brochure. Confirm the proposed routing and handoffs in writing, and test the resulting configuration where possible.
Verify power at the facility level
Regional electricity figures are context, not a power commitment. For each candidate, ask the utility and operator for current, written site-level information: how much power can be delivered, how much is contracted, when it can be connected, and what expansion is feasible. Distinguish capacity that is already deliverable from planned capacity or a future possibility.
Request comparable power information
- Current deliverable capacity: What capacity can the facility supply to the proposed deployment now, and what limits it?
- Contracted versus planned capacity: Which amount is covered by a current commitment, and which depends on future work, approvals, or construction?
- Connection date and dependencies: When can the required capacity be available? Ask what utility, interconnection, construction, or facility milestones must occur first.
- Expansion headroom: How much additional capacity could be supported, on what schedule, and subject to which conditions?
- Tariff and demand charges: Request the applicable tariff basis, demand-charge method, and any other material power-cost components for the proposed arrangement. Compare like-for-like terms rather than a single headline rate.
Ask the utility organization and the facility operator to substantiate their respective parts of the answer. KEPCO’s official site is kepco.co.kr; its regional office information can help identify whom to contact, but an office listing does not establish capacity or connection timing at a candidate site. Obtain the site-specific response from the responsible parties.
Read regional capacity figures with their date and definition
A Korea Electric Power Corporation dataset catalogs data-center electricity supply applications by region as of 2023-12-31. It records 48 customer records and 653 MW of contracted power for Seoul, 34 records and 681 MW for Gyeonggi, and 15 records and 179 MW for Busan-Ulsan-Gyeongnam. The catalog describes the figures as a one-time dataset prepared for regional distribution policy, based on electricity-supply applications at that date. Review the KEPCO dataset catalog for that scope.

These are historical regional aggregates, not a measure of current spare capacity, an individual facility’s supply, or a ranking of where a new deployment should go. Do not infer from a region’s total that power is available at a particular site. Ask for current deliverable and contracted amounts for the specific facility and the schedule for the capacity you need.
Evaluate electrical resilience and outage response
A stated supply capacity does not show how the facility handles a grid outage, voltage disturbance, or electrical-system maintenance. Evaluate the design and operational evidence for the proposed site, including the capacity its backup systems can actually support.
Ask for design and operating evidence
- Request an electrical one-line diagram or an equivalent description of the power path, including relevant distribution equipment and points where a failure could affect service.
- Ask how UPS and generator systems are configured, what load each can support, and whether the proposed deployment is within the tested backup capacity.
- Understand the redundancy design and what happens during maintenance. Ask whether a component can be serviced without interrupting the protected load and how maintenance windows are managed.
- Request outage and incident history relevant to the facility, along with the operator’s incident communication and response process.
- Ask how backup equipment is tested, how test results are documented, and what happens if a test identifies a fault.
Assess answers against your required availability and recovery plan. A redundancy label alone does not describe the failure modes covered, the load being protected, or the maintenance practices behind the design.
Treat the rule as dated regulatory context
The Korean National Law Information Center displays an administrative rule, effective 2016-06-27, stating: “정전, 전압 변동 등의 상황이 발생하더라도 데이터 센터에 안정적인 전력을 공급하기 위한 수·배전, 무정전전원장치 등을 구비해야 한다.” In paraphrase, it describes distribution and UPS equipment intended to maintain stable power during outages or voltage fluctuations. The displayed text is available through the National Law Information Center’s administrative-rule page.

That dated text is not evidence of a candidate facility’s actual performance, nor should it be treated by itself as proof of the current legal or technical requirements. Check the rule’s current status and applicable requirements independently. Article 40 of the Intelligence Information화 Basic Act describes government policy support for stable data-center operation and efficient provision; it is policy context, not a site-capacity guarantee. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use South Korea’s regional evidence to build a shortlist
Regional information can suggest which markets merit investigation, but it cannot select a winning facility. Compare current site-level evidence after building a shortlist around the workload’s users, service dependencies, power schedule, and network needs.
Seoul and Gyeonggi
The KEPCO snapshot lists different customer-record and contracted-power totals for Seoul and Gyeonggi, but its 2023-12-31 application-based figures do not establish current availability or individual site capacity. Use them only as dated regional context. For a candidate in either area, verify the facility’s routes from your user and service locations, its deliverable power, and the timing and conditions for any expansion.

Busan and the southeast
A 2024 Busan Finance Center report says Busan hosts approximately 90% of high-speed submarine cables. This is a regional claim from the report, not a current independent cable inventory and not proof of low latency to every destination or to a particular facility. The report can inform a shortlist when international connectivity is relevant; it cannot replace route testing or confirmation of current cable landings, provider presence, and the routes available to your site. See Focus On Busan 2024.
Best Value
A 2023 commercial market report also characterizes Busan as an international bandwidth and connectivity hub. Treat that as market commentary, not as a substitute for operator confirmation of current routes and services. Its coverage is available in the South Korea Data Center Market Report (2023).
For any city, turn a regional claim into specific questions: which facility, which provider, which route, which destination, and which date does the evidence cover? Then validate the answers with repeated tests and site-level documents.
Compare candidates on evidence quality
When proposals make different kinds of claims, do not score them as if they were equivalent. Label each item by date, geographic scope, definition, and evidence type. A repeated measurement or current site-specific commitment should carry more weight for a site decision than a broad regional statistic or an unqualified market statement.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Measured: Results collected from stated origins to the candidate site, using a stated method and measurement window.
- Site-specific and written: Facility or utility confirmation of deliverable power, timing, tariffs, routes, or redundancy that applies to the proposed deployment.
- Regional: Figures or statements about a city, province, or market that may help identify options but cannot establish an individual site’s capability.
- Planned or conditional: Capacity or connectivity dependent on future construction, approvals, or other milestones. Record the dependencies and dates rather than treating it as currently available.
Keep units and definitions consistent. For example, do not compare contracted capacity at one site with planned capacity at another as if both are immediately deliverable. Likewise, compare latency only when origins, destinations, route types, and time windows are sufficiently alike.
Use a site-visit and decision checklist
Before choosing a facility, assemble one evidence set per candidate. Missing information should remain an open question, not be replaced by a regional assumption or a sales description.
Network and latency
- Have you tested from representative user networks and relevant service endpoints to the actual candidate facility?
- Do the results include repeated round-trip latency and packet-loss measurements across relevant periods?
- Are route traces, provider identities, upstream dependencies, and proposed production paths understood?
- Are multiple links genuinely diverse in provider and physical route, and are cross-connect lead times compatible with the deployment schedule?
Power and resilience
- Do you have written current deliverable capacity, contracted capacity, planned capacity, connection timing, and expansion conditions for the specific site?
- Are tariff and demand-charge terms stated on a comparable basis?
- Have you reviewed the electrical topology, backup capacity, UPS and generator configuration, testing, maintenance practices, outage history, and incident response?
- Have current legal and technical requirements been checked separately from the dated administrative text?
Evidence and decision
- Is every important figure dated and defined, with regional and site-level evidence clearly separated?
- Were all candidates assessed against the same workload, user geography, test windows, power definitions, and resilience requirements?
- Are conditional commitments and unresolved dependencies recorded with an owner and a decision date?
- Can you explain why the selected site meets the workload’s requirements using measurements and written commitments, rather than city reputation alone?
Choose the facility that best satisfies the workload’s measured network objectives and documented power and resilience needs on the schedule required. If a key commitment remains conditional, treat it as a decision risk and resolve it before relying on that capacity or route.
