There is no universal “best” cooling system for a hot, humid data center. The right choice depends on hourly outdoor dry-bulb temperature and dew point, the IT equipment’s approved inlet conditions, rack heat density, airborne contaminants, electricity and water constraints, required resilience, and whole-life cost.
Compare each architecture against the same weather file, load profile, equipment limits, maintenance plan, and failure scenarios. Direct outdoor-air economization can reduce mechanical-cooling energy when conditions are suitable, but humidity and contaminants require filtration, monitoring, and a fallback mode. Water-side systems and liquid cooling isolate IT from outdoor air and handle higher heat densities, yet they introduce requirements for facility-water temperature, flow, quality, heat rejection, leak control, and peak-weather backup.

Start with the conditions inside the data hall
Outdoor temperature alone is not a sufficient design variable. Cooling equipment must keep server inlets within the environmental range approved for the installed hardware, while maintaining stable conditions through normal operation, economizer transitions, maintenance, and faults.
Use recommended and allowable equipment ranges correctly
ASHRAE distinguishes a recommended operating envelope from wider allowable classes. The allowable envelope reflects conditions under which equipment has been tested to operate; it is not automatically the appropriate target for continuous design. Obtain the current manufacturer limits for every major server, storage system, network device, and accelerator, then set control limits with a margin that accounts for sensor error and distribution differences between racks.

Track dew point as well as dry-bulb temperature
Relative humidity can change when air temperature changes, even if the amount of moisture in the air remains similar. Dew point is therefore a more consistent moisture indicator for comparing outdoor conditions and assessing condensation or latent-load risk. Use hourly dry-bulb, dew-point, and, where relevant, wet-bulb data for the actual site rather than an annual average or one design-day value.
Include contaminants and corrosion exposure
Humidity does not describe the chemical content of outdoor air. Salt, dust, industrial gases, smoke, and other pollutants can increase filter loading and corrosion risk. A site near a coast, heavy traffic, agriculture, or industrial activity may need a different filtration and monitoring strategy from a rural site with the same weather statistics. ASHRAE’s environmental guidance discusses high relative humidity together with gaseous pollutants as a corrosion concern.
Cooling architectures to compare
| Architecture | What it does | Hot-humid questions to answer |
|---|---|---|
| Direct airside economizer | Brings outdoor air into the data space and exhausts an equivalent volume of room air. | How many hours are within the approved inlet envelope? What filtration, corrosion control, humidity control, and supplemental cooling are required? What happens when outdoor air is unsuitable? |
| Indirect airside economizer | Uses a heat exchanger so outdoor air cools the data-hall air without mixing with it. | What effectiveness is achieved at peak dry-bulb and wet-bulb conditions? How much fan power is added? When are bypass, adiabatic assist, or mechanical cooling needed? |
| Waterside economizer or dry cooler | Rejects heat through a water loop and heat exchanger, often bypassing chillers when water temperatures are low enough. | What facility-water supply temperature and approach are required? How do the dry cooler, cooling tower, or adiabatic assist perform in peak weather? What water treatment and chiller backup are necessary? |
| Chiller-based CRAH or CRAC | Provides mechanical cooling independent of favorable outdoor economizer conditions. | What is the peak design load? How efficient is the plant at part load? What condenser heat rejection, redundancy, water use, and service access are required? |
| Direct-to-chip liquid or rear-door heat exchanger | Captures heat at the processor or rack and transfers it to a liquid loop; room air handles residual loads. | Are the racks and components compatible? What coolant temperature, flow, pressure, quality, leak detection, CDU capacity, and residual room cooling are needed? |
The table is a comparison framework, not a ranking. A valid selection uses the same assumptions for each option and includes the equipment that supports it: pumps, fans, controls, heat exchangers, chillers, cooling towers or dry coolers, filtration, water treatment, and backup capacity.

How to perform a site-specific comparison
- Define the weather file. Obtain a full year of hourly local data for dry-bulb temperature, dew point, wet bulb, wind, and solar conditions where they affect heat rejection. Identify the hours that meet each proposed system’s economizer criteria and the hours that require mechanical or supplemental cooling.
- Describe the IT load by zone. Record design and expected operating loads, rack power, processor or accelerator mix, airflow, inlet temperature, and allowable liquid conditions. Separate current deployment from future high-density phases instead of applying one average density to the entire building.
- Set environmental limits. Establish recommended targets, allowable excursions, humidity or dew-point limits, rate-of-change limits, and alarm thresholds from the installed equipment documentation and applicable ASHRAE guidance. Treat an allowable limit as a boundary to manage, not as the normal set point.
- Characterize outdoor air. Document seasonal pollutants, salt, dust, smoke, and nearby emissions. Select filtration stages, pressure-drop limits, replacement intervals, and corrosion monitoring before claiming direct-air savings.
- Model the complete plant. Include fan and pump power, heat-exchanger approach, cooling-tower or dry-cooler performance, chiller part-load behavior, humidification or dehumidification, controls, and parasitic loads. Compare annual energy and water under the same load and weather assumptions.
- Test peak and transition conditions. Check the hottest and most humid periods, rapid weather changes, economizer changeover, loss of a fan or pump, dirty filters, water-treatment excursions, and restart after an outage. A system that performs well at the annual average can still fail at peak ambient conditions.
- Price the lifecycle. Combine construction cost, electrical infrastructure, water and sewer charges, consumables, filter and treatment labor, planned replacement, spare parts, inspections, and the financial impact of downtime. Use local tariffs and project-specific maintenance contracts rather than generic payback assumptions.
- Document the decision. Record assumptions, equipment limits, weather source, redundancy level, control sequences, and unresolved risks. Require vendors to provide performance maps at the exact supply-water temperatures, airflow, and ambient conditions used in the analysis.
Direct outdoor-air cooling in humid climates
Direct airside economization can have excellent theoretical efficiency because favorable outdoor air removes heat without compressor work. In a humid climate, however, the outdoor air becomes part of the IT environment. Moisture, contaminants, and changing conditions must be managed continuously.
When it can work
- The local hourly dew-point and temperature profile provides enough hours inside the approved inlet envelope.
- Filtration and corrosion controls are sized for the actual pollutant burden, not only for dust.
- Controls can modulate outdoor-air volume, maintain pressure, and prevent abrupt temperature or moisture changes.
- A mechanical or other supplemental mode is available when outdoor conditions fall outside the envelope.
What to measure and maintain
- Outdoor and indoor dry-bulb temperature, dew point, and pressure.
- Filter differential pressure, particle loading, and replacement status.
- Gaseous-contaminant or corrosion indicators where site exposure warrants them.
- Damper position, fan speed, bypass status, and the sequence that transfers to supplemental cooling.
Do not estimate savings from a single “economizer hours” number. Calculate the hours that satisfy the equipment limits after accounting for humidity, contaminants, fan power, filtration pressure drop, and the required fallback system.

Indirect airside economizers
An indirect system uses a heat exchanger to keep outdoor air separate from the IT room. This reduces direct exposure to outdoor moisture and pollutants while retaining some of the efficiency benefit of favorable ambient conditions.
The trade-off is added heat-transfer resistance and fan energy. Compare heat-exchanger effectiveness at the site’s peak dry-bulb and wet-bulb conditions, not only at a mild rating point. Verify whether the system needs a bypass, adiabatic assist, or mechanical cooling during humid peaks, and determine how those modes affect water use and maintenance. Redundant heat-exchanger sections and fans should be evaluated against the required maintenance and fault tolerance.
Waterside economizers, dry coolers, and chillers
Water-side systems keep outdoor air out of the IT room and move heat through a facility-water loop. A waterside economizer can bypass the chiller when the outdoor heat sink is cool enough to deliver the required supply-water temperature. A dry cooler rejects heat without evaporative water; a cooling tower or adiabatic system can improve heat rejection in some conditions but consumes and treats water.
Variables that determine performance
- Facility-water supply and return temperatures and the heat-exchanger approach.
- Flow rate, pump head, control range, and the impact of fouling.
- Dry-cooler, tower, or adiabatic performance at peak dry-bulb and wet-bulb conditions.
- Water quality, filtration, chemical treatment, blowdown, freeze protection where applicable, and leak containment.
- Annual hours in economizer mode and the exact chiller-assist sequence.
Mechanical chillers remain important when ambient conditions cannot support the required water temperature. Compare chiller efficiency at design and part load, condenser heat rejection, redundancy, service clearances, and the consequences of losing a module. A water-side economizer is not “free cooling” if pumps, fans, treatment, or adiabatic equipment consume significant energy or water.
Does liquid cooling eliminate the need for chillers?
No. Liquid cooling removes heat close to high-density components, but it does not remove the need to reject that heat somewhere. The facility still needs a heat sink, pumps, controls, and a strategy for the hottest outdoor conditions.

Direct-to-chip cooling
Cold plates transfer processor heat to a liquid loop, usually through a coolant distribution unit (CDU). Compare the equipment’s approved coolant supply temperature, flow, pressure drop, water quality, connector requirements, and service procedure. Provide leak detection, isolation valves, drip management, and a method for replacing components without exposing adjacent equipment.

Rear-door heat exchangers
A rear-door coil captures much of a rack’s exhaust heat while the servers continue to use air internally. Verify rack compatibility, door weight and clearance, coil pressure drop, condensate or dew-point control, and the remaining room-air load.
Hybrid and thermally segmented designs
High-density racks may require liquid or liquid-assisted cooling while lower-density racks remain air cooled. Separate zones by thermal behavior, provide the appropriate distribution and controls for each, and size room cooling for residual heat, network equipment, storage, lighting, and people. ASHRAE’s current AI data-center framework recommends evaluating liquid or liquid-assisted approaches for high-density workloads rather than assuming room-air cooling alone is sufficient.
Higher-temperature liquid classes
Warmer facility-water classes can increase the opportunity for chiller-free operation, but they do not guarantee it. The local heat sink, heat-exchanger approach, peak ambient condition, and manufacturer-approved temperature range still determine whether chillers can be bypassed. Obtain equipment-specific limits and model the complete heat-rejection path before removing chiller capacity.
Reliability and maintainability in a humid environment
Cooling availability depends on more than the number of installed units. Examine the failure of a fan, pump, heat exchanger, control panel, chiller, cooling tower cell, CDU, water-treatment component, or sensor. Decide whether the facility must tolerate a component failure, a maintenance event, or both while keeping IT in its approved range.

How to compare energy, water, and cost
Use a lifecycle comparison rather than selecting the system with the lowest compressor energy in one operating mode.
| Category | Questions for every option |
|---|---|
| Energy | What are annual fan, pump, chiller, tower, adiabatic, control, and humidification loads under the same hourly weather and IT profile? |
| Water | What are annual consumption, treatment, blowdown, sewer, storage, and drought-management requirements? Is water use continuous or limited to specific modes? |
| Capital | What building space, structural support, electrical capacity, piping, filtration, heat rejection, and backup equipment are required? |
| Operations | How often are filters, coils, pumps, treatment systems, CDUs, and sensors serviced, and what specialist skills are needed? |
| Reliability | What capacity remains after a component failure or maintenance event, and are there common-mode dependencies? |
| Risk | How do humidity excursions, corrosion, leaks, contaminated water, sensor faults, or extreme weather affect IT availability? |
Do not insert an unsupported PUE, water-use figure, or percentage saving. ASHRAE’s frameworks provide categories and design guidance, not a universal site-specific economic result. The project team must calculate results from local weather, tariffs, equipment performance maps, and the selected redundancy model.
Commissioning and operating checks
- Verify sensors against calibrated references and confirm their locations represent the hottest and most moisture-sensitive racks.
- Test every operating mode: normal mechanical cooling, economizer operation, transition, supplemental cooling, maintenance bypass, and emergency recovery.
- Load-test pumps, fans, chillers, dry coolers, towers, CDUs, and heat exchangers at design and reduced loads.
- Introduce controlled filter loading or simulated pressure changes to verify alarms and control response.
- Test leak detection, isolation valves, condensate management, water-quality alarms, and safe shutdown procedures.
- Review trend data after seasonal changes and update set points only through the documented change-control process.
ASHRAE’s AI Data Center Energy Performance Framework is guidance; it does not establish mandatory requirements or supersede local codes and standards. Confirm building, electrical, mechanical, water, environmental, and occupational requirements for the jurisdiction before construction or retrofit.
Common comparison mistakes and fixes
| Mistake | Why it misleads | Better practice |
|---|---|---|
| Using only annual average temperature | It hides humid peaks, transition hours, and heat-rejection limits. | Run hourly dry-bulb, dew-point, and wet-bulb data through each system’s control envelope. |
| Treating allowable IT limits as normal targets | Allowable operation is a tested boundary, not necessarily a robust continuous set point. | Design around recommended conditions and reserve allowable ranges for controlled excursions. |
| Ignoring contaminants in an airside design | Humidity and particles can accelerate corrosion and maintenance even when temperature is acceptable. | Characterize pollutants, specify filtration and monitoring, and budget pressure-drop and replacement costs. |
| Calling liquid cooling chiller-free by definition | Liquid still requires a heat sink and may need mechanical assistance during peak weather. | Model the complete liquid loop and heat-rejection path at the site’s worst conditions. |
| Comparing only nameplate efficiency | Fans, pumps, treatment, controls, and part-load behavior can change the annual result. | Use whole-plant, hourly lifecycle analysis with identical load and redundancy assumptions. |
| Leaving residual room load unplanned | Liquid systems do not remove heat from every device or room source. | Size air cooling for residual rack, storage, network, lighting, and occupancy loads. |

Favor waterside economization or dry cooling when
The site can support a reliable facility-water loop, the heat sink delivers the required supply temperature for many hours, and water treatment, heat rejection, and chiller backup are acceptable.
Favor liquid or hybrid cooling when
Rack densities exceed practical air-delivery limits, the IT vendors support liquid interfaces, and the project can operate CDUs, leak controls, water-quality systems, and residual room cooling.
Favor a chiller-centered design when
Peak ambient conditions are severe, outdoor-air exposure is unacceptable, water-side economizer hours are limited, or the project prioritizes tightly controlled conditions over maximum economizer operation. Even then, evaluate waterside or airside assistance where it improves part-load performance without compromising resilience.
