How to Compare Crude Steel Production Figures Across Quarters

By Freedom251 Team · · 11 min read

The reliable way to compare crude steel production across quarters is to add the three monthly observations for the same geography, reporting-country universe, unit, and data vintage, then state whether the result is a year-over-year or sequential (quarter-over-quarter) comparison. A year-over-year comparison uses the same quarter one year earlier to control for seasonality; a sequential comparison uses the immediately preceding quarter to show recent momentum.

Before interpreting a change, check whether any monthly value is estimated, whether the publisher revised earlier figures, and whether the countries included in the total changed. Worldsteel tables are publication snapshots rather than immutable records, so a defensible comparison identifies the source edition and retrieval or update date alongside every result.

What crude steel production measures

Crude steel is an upstream production measure, not a measure of finished-steel consumption, apparent use, shipments, or demand. The World Steel Association defines it as “steel in its first solid (or usable) form: ingots, semi-finished products (billets, blooms, slabs), and liquid steel for castings.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That boundary matters when you choose data. A country can produce crude steel, export semi-finished material, import finished products, or consume steel made elsewhere. Those activities are related but are not interchangeable statistics. Label a chart and its commentary as crude steel production so readers do not mistake it for demand.

Decide which comparison you are making

Year over year: the same seasonal quarter

Year-over-year (YoY) compares a quarter with the matching quarter in the prior year: Q1 2026 with Q1 2025, for example. This is usually the clearest measure of change in production because it compares the same calendar months and reduces distortions from recurring seasonal patterns, maintenance shutdowns, holidays, or weather.

Sequential: the immediately preceding quarter

Quarter-over-quarter (QoQ), also called sequential change, compares a quarter with the quarter immediately before it: Q2 with Q1, Q3 with Q2, or Q4 with Q3. It answers a different question: whether output accelerated or slowed recently. Because the months have different seasonal characteristics, a QoQ result should not be presented as a substitute for a YoY result.

State the baseline in the headline and table

Use explicit labels such as “Q2 2026 versus Q2 2025 (YoY)” or “Q2 2026 versus Q1 2026 (sequential).” Do not write simply “production rose 4%” when the reader cannot tell which period is the baseline.

Lock the scope before collecting numbers

Geography

Choose one scope and keep it unchanged in both periods:

  • A single country, using that country’s monthly observations.
  • A named region, using the same member-country definition in both periods.
  • A reporting-country total, provided the source defines the reporting universe consistently.

Do not compare a country total with a regional total, or a regional total with a world total. If a region’s membership or the reporting-country list changes between editions, treat that as a comparability issue rather than an economic production change.

Reporting universe

World Steel in Figures 2026 describes monthly series for 70 reporting countries covering 2022–2025 and says those countries represented approximately 98% of world crude steel production in 2025. World Steel in Figures 2025 identified 71 reporting countries for its 2021–2024 monthly series. The difference means you must verify the country count and coverage in the specific edition you use; never assume that a “world” series has an identical country universe every year.

Calendar or fiscal periods

For calendar quarters, aggregate January–March (Q1), April–June (Q2), July–September (Q3), or October–December (Q4). If your source or company reports on a fiscal calendar, list the actual months in the period and use those same months for the comparison baseline. A fiscal Q1 covering February–April is not comparable with a calendar Q1 unless you deliberately make that distinction.

Choose and document one data snapshot

Save the publication name, edition, retrieval date, and any displayed “last updated” date before calculating. Worldsteel describes its tables as snapshots of reported figures at the time of issue. Reporting institutions can submit adjustments later, so two downloads made at different times can contain different values for the same month.

The annual production page identifies its unit as thousand tonnes and states that its displayed 2025 total was last updated on 28 July 2026. Monthly publication material uses million tonnes. Record the unit exactly as shown and do not mix annual and monthly values until you have converted them.

A useful source note under a table is: “Worldsteel monthly series, edition and retrieval date stated; values may include estimates and later revisions.” Include the source vintage in your working file even if the published article uses a shorter note.

Build each quarter from matching monthly observations

A quarter total is the sum of its three monthly production observations. Use the same three calendar or fiscal months for both the current and comparison periods.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. List the months. Write the period explicitly, such as January, February, and March 2026.
  2. Extract one value per month. Keep the geography, reporting universe, and source edition unchanged while copying the observations.
  3. Check for missing or estimated entries. Preserve the publisher’s estimate marker in your notes; do not silently replace it with a later value from another edition.
  4. Sum the months. Add the three normalized values to obtain the quarter total.
  5. Repeat for the baseline. For YoY, use the same months one year earlier. For QoQ, use the immediately preceding three-month period.
  6. Attach metadata. Put the unit, source vintage, geography, reporting-country count, and update date beside each quarter total.

For a spreadsheet, if January, February, and March are in cells B2:D2, the quarter total can be calculated with =SUM(B2:D2). Keep the underlying monthly cells visible so another reader can audit the aggregation.

Normalize units before summing

Convert every monthly observation to one unit before calculating a quarter. Worldsteel’s annual production viewer reports thousand tonnes, while its monthly publication material uses million tonnes. The conversion is:

1 million tonne = 1,000 thousand tonnes

Thus, multiply a value in million tonnes by 1,000 to express it in thousand tonnes, or divide a value in thousand tonnes by 1,000 to express it in million tonnes. Do not add 180 (million tonnes) to 180,000 (thousand tonnes) as if they were different quantities; after conversion they represent the same amount.

Choose the unit that best fits the audience and use it in the table heading, chart axis, formula notes, and prose. Retain full precision during the calculation and round only the displayed result. State the rounding rule, such as “rounded to the nearest 0.1 million tonnes.”

Calculate YoY and sequential percentage changes

Once both quarter totals use the same unit, calculate the percentage change with:

Percentage change = (current quarter total − comparison quarter total) ÷ comparison quarter total × 100

YoY formula

YoY % = (Q1 2026 − Q1 2025) ÷ Q1 2025 × 100

A positive result means the current quarter is higher than the same quarter a year earlier; a negative result means it is lower.

Sequential formula

QoQ % = (Q2 2026 − Q1 2026) ÷ Q1 2026 × 100

Call this “sequential” or “quarter over quarter,” and identify the preceding quarter in the table. Avoid implying that the result has been seasonally adjusted unless the source explicitly provides a seasonally adjusted series.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Absolute and percentage changes

Report the absolute difference as well as the percentage when space allows:

Absolute change = current quarter total − comparison quarter total

The absolute change tells readers how many tonnes were added or lost. The percentage change puts that movement in proportion to the baseline. A small producer can show a large percentage move from a small base, while a large producer can show a substantial tonnage change with a modest percentage.

Illustrative calculation

The following numbers are an arithmetic example, not a reported production result. Assume one country’s monthly series is published in million tonnes and has the following values:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Period Month 1 Month 2 Month 3 Quarter total
Q1 2025 10.0 10.5 9.5 30.0 million tonnes
Q4 2025 11.0 10.8 10.2 32.0 million tonnes
Q1 2026 10.8 11.2 10.0 32.0 million tonnes

For Q1 2026 YoY, the change is (32.0 − 30.0) ÷ 30.0 × 100 = 6.7%, rounded to one decimal place. For Q1 2026 sequentially against Q4 2025, the change is (32.0 − 32.0) ÷ 32.0 × 100 = 0.0%. The same quarter therefore shows growth against the prior year but no change against the immediately preceding quarter. Both statements are correct because they answer different questions.

If the source instead displayed those totals in thousand tonnes, the values would be 30,000, 32,000, and 32,000 thousand tonnes. The percentage results would not change because both numerator and denominator were converted by the same factor.

Account for estimates, revisions, and publication timing

Monthly publication cut-offs

Worldsteel says monthly data for a given month is uploaded between the 22nd and 25th of the following month. Some countries may miss that cut-off, so a publication can contain estimated figures. A quarter assembled soon after its final month may therefore include more estimates than the same quarter in a later edition.

Revisions

National statistical agencies and other reporting institutions can revise figures during the year. When you compare two quarters, use one source vintage where possible. Mixing a newly revised January with an older February and March creates a hybrid series whose differences may reflect timing rather than production.

Annual totals and monthly sums

An annual worldsteel total may not equal the sum of the public January–December monthly series. Annual totals can incorporate source revisions that were not published in the monthly tables. Treat the annual figure as its own published statistic; do not force the monthly values to reconcile by inventing an adjustment or silently replacing one set with the other.

Describe uncertainty precisely

Use wording such as “the published snapshot reports” or “the monthly series includes an estimate for one reporting country” when appropriate. Do not present an early estimate as a final national statistic, and do not imply that a later revision proves the earlier publication was calculated incorrectly.

Present a comparison readers can audit

A useful table puts the inputs and metadata in one place:

Quarter Months included Scope Reporting universe Total and unit Source vintage Comparison
Current period Three named months Country, region, or reporting-country total Country count or defined list Calculated from monthly observations Edition and retrieval/update date YoY or sequential baseline
Baseline period Matching or preceding three months Exactly the same scope Exactly the same universe, or a disclosed difference Calculated in the same unit Preferably the same vintage Named baseline quarter

Place the percentage formula and rounding rule in a note below the table. A chart should use the same unit and scope as the table, label each quarter, and distinguish YoY from sequential comparisons in the caption rather than asking readers to infer the baseline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When publishing several quarters, include a data note that names the source edition, the update or retrieval date, and whether values may contain estimates. If coverage changed, show the country count for each edition and explain that totals are not perfectly like-for-like.

Comparison axes that prevent false conclusions

Before calling a movement a production change, check all six axes:

  • Geography: Is the country, region, or reporting-country total identical?
  • Coverage: Are the same reporting countries included?
  • Period: Are the same calendar or fiscal months being compared?
  • Unit: Are all observations expressed in one unit before aggregation?
  • Baseline: Is the result explicitly YoY or sequential?
  • Vintage: Were both periods taken from the same publication snapshot, and are estimates or revisions disclosed?

If any answer is no, qualify the result before interpreting it. A change caused by a newly added reporting country, a unit mismatch, or a later revision is not evidence that underlying steelmaking rose or fell by the same percentage.

Troubleshoot common comparison errors

The quarter total does not match an annual total

First verify the months, unit, and country coverage. If the annual figure still differs from the sum of January–December monthly values, the difference may result from revisions included in the annual total but not in the public monthly series. Report the two published figures separately and identify their vintages.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The source has a missing month

Do not substitute a value from a different edition without documenting it. Mark the quarter as incomplete, locate the publisher’s estimate or later snapshot if available, and state which months are estimated or revised. A percentage calculated from only two months should not be labeled a full-quarter comparison.

The current and prior periods use different country counts

Check the edition’s coverage statement and list the affected countries if the source provides them. You may present the figures as published, but describe the comparison as affected by a reporting-universe change rather than as a pure like-for-like production movement.

A chart shows a large percentage change from a small base

Show absolute tonnes next to the percentage and retain at least one decimal place where appropriate. This lets readers distinguish a high percentage caused by a small denominator from a material change in output.

Quarter labels are ambiguous

Write “Q1 2026 (January–March 2026)” at least once. For fiscal periods, use the actual month range. Ambiguous labels can make a correctly calculated comparison look wrong.

A repeatable workflow for spreadsheets and dashboards

  1. Create a metadata sheet. Record source name, edition, retrieval date, displayed update date, unit, geography, reporting-country count, and notes on estimates.
  2. Store raw observations. Use one row per geography, month, and source vintage. Keep the publisher’s original unit and estimate flags in separate columns.
  3. Add a normalized-value column. Convert all rows to the chosen display unit with a documented factor.
  4. Assign quarter labels. Map months to calendar or named fiscal quarters without changing the underlying dates.
  5. Aggregate only after filtering. Filter to one geography, one reporting universe, and one vintage, then sum the three months.
  6. Join comparison periods. Match each current quarter to either the same quarter in the prior year or the immediately preceding quarter.
  7. Calculate both measures when useful. Keep separate YoY and sequential columns so readers do not confuse the baselines.
  8. Run validation checks. Flag quarters with fewer than three observations, mixed units, changed country counts, or estimate markers.
  9. Publish the audit trail. Include a source note and enough monthly detail for another analyst to reproduce each total.

How to write the result accurately

Lead with the comparison and its scope: “The reporting-country total was X million tonnes in Q2 2026, Y% higher than Q2 2025 (YoY).” Immediately identify whether the source snapshot includes estimates or a changed country universe. If you also provide sequential movement, use a separate sentence: “Against Q1 2026, output was Z% higher sequentially.”

Avoid causal claims that the production figures alone cannot establish. The data can show that output changed; it does not, by itself, prove why. Keep commentary about demand, prices, capacity, outages, or policy separate and support it with appropriate evidence rather than treating a quarterly production calculation as an explanation.

Final pre-publication checklist

  • The metric is crude steel production, not consumption or demand.
  • Both periods use the same geography and reporting-country universe, or the difference is disclosed.
  • The three monthly observations are present for each quarter.
  • Calendar or fiscal months are named explicitly.
  • All values are converted to one unit before summing.
  • The source edition, retrieval date, and displayed update date are recorded.
  • YoY and sequential comparisons are labeled with their exact baselines.
  • Estimates, publication cut-offs, and revisions are noted where they affect comparability.
  • Annual totals are not forced to equal unrevised monthly sums.
  • Absolute tonnes and percentage changes use the same underlying quarter totals.
  • Displayed rounding does not alter the underlying calculation.
