Compare construction stocks in three passes: normalize P/E, test P/B against return on equity and asset quality, then audit backlog quality and timing. Use the same reporting date and accounting basis for every company. A low multiple is attractive only when earnings, balance-sheet assets, and contract execution support it.
Why construction stocks need more than one valuation ratio
Construction companies can look inexpensive on a single ratio while carrying very different risks. One contractor may have profitable, funded work and modest debt; another may show a larger backlog made up of low bids, options, claims, or projects that will take years to produce cash. Fixed-price contracts, labor and material inflation, customer concentration, litigation, and regional exposure can all change the value of the same headline multiple.

The practical comparison is therefore a sequence rather than a hunt for one “best” ratio:

- Earnings valuation: calculate trailing and forward P/E on a consistent basis.
- Asset valuation: use P/B as a balance-sheet cross-check, then test the quality of book equity.
- Contract visibility: separate executed and funded backlog from low bids, options, and claims, and estimate when the work can become revenue and profit.
- Financing and cash: adjust the comparison for debt, working capital, retainage, and unbilled receivables.
No universal P/E or P/B cutoff works for every construction stock. The appropriate multiple changes with the business mix, cycle position, expected growth, leverage, and accounting choices. The U.S. Securities and Exchange Commission notes that desirable P/E ratios vary by industry, while FINRA says P/B is most useful among similar companies.

Pass 1: Normalize P/E before ranking companies
The calculation
Investor.gov and the SEC define the price-to-earnings ratio as current share price divided by earnings per share. EPS uses earnings attributable to common shareholders and the common shares outstanding; a trailing figure generally reflects the prior 12 months.
Trailing P/E = current share price ÷ diluted trailing EPS
For a forward comparison, use the same-date share price and an explicitly identified estimate:
Forward P/E = current share price ÷ expected next-period EPS
Record the date of the share price and the period covered by each EPS figure. A ratio calculated with a current price and an old annual EPS can be materially misleading during a fast-moving cycle.
Make the earnings basis visible
Construction issuers often present more than one earnings measure. Put the basis next to the number rather than blending them into one ranking.
| Item to record | Why it matters |
|---|---|
| Share price and date | The numerator changes every trading day; use the same date for all peers. |
| Diluted trailing EPS | Shows the last 12 months, but may include a peak or trough in the construction cycle. |
| Forward EPS and estimate source | Captures expected earnings, but is an estimate rather than reported history. |
| GAAP or adjusted EPS | Adjusted figures may exclude restructuring, impairments, litigation, or other items; they are not directly interchangeable with GAAP. |
| Continuing operations or total company | Discontinued operations can distort a comparison if one issuer includes them and another does not. |
| Basic or diluted shares | Use diluted EPS consistently when options, convertibles, or other instruments could increase the share count. |
How to interpret a low or high P/E
Compare each company with its own history and with close peers that have similar end markets, geography, contract mix, and leverage. A low trailing P/E can mean the market expects earnings to fall after a temporary project surge. A high forward P/E can reflect the cost of investing for growth, unusually depressed current earnings, or a premium for more dependable contracts.

Do not label a loss-making company “cheaper” because a software screen displays a negative ratio. Instead, move to revenue, gross margin, cash flow, balance-sheet strength, and the path to normalized earnings. Forward P/E can be used only when the forecast is clearly identified and compared on the same basis for every issuer.
Check earnings quality before trusting the denominator
- Compare revenue recognized with cash collected from customers.
- Look for large changes in contract claims, change orders, unbilled receivables, and retainage.
- Review whether margins depend on one project or one unusually favorable period.
- Separate recurring operating profit from impairment charges, settlements, restructuring, or gains on asset sales.
- Check whether new awards are replacing recognized revenue or merely expanding a backlog that converts slowly.
Construction accounting can recognize profit before the customer pays. That timing makes the quality of EPS particularly important when a P/E appears unusually low.

Pass 2: Use P/B to test the balance sheet
The calculation and its proper use
FINRA defines price-to-book as price per share divided by book value per share. Book value is the company’s assets minus its liabilities, attributable to the relevant equity holders.
P/B = share price ÷ book value per share
P/B is most informative when comparing similar, asset-heavy businesses. Contractors can own substantial equipment, land, cash, receivables, and other tangible resources, but the reported book value may also include assets whose economic value is uncertain.
Disassemble book value instead of treating it as cash
Read the balance-sheet notes and identify what produces equity:
- Cash and short-term investments: liquid resources, but some cash may be restricted or needed for bonding and working capital.
- Equipment and property: useful capacity that may require replacement spending and can be worth less than carrying value when utilization falls.
- Land and other real estate: values can depend on location, development rights, and appraisal assumptions.
- Receivables and contract assets: amounts due from customers may be delayed, disputed, or reduced by claims and collectability problems.
- Goodwill and acquired intangibles: these are not the same as tangible net assets and can be impaired when a business underperforms.
- Deferred tax assets: their value depends on generating enough future taxable income.
- Project claims and other recoveries: a favorable outcome may be uncertain and can take years to resolve.
A discount to book value can indicate undervaluation, but FINRA cautions that it can also reflect deteriorating prospects or legal risks. A low P/B is not a margin of safety if the assets are overstated or cannot earn an acceptable return.
Pair P/B with ROE, leverage, and impairments
Return on equity (ROE) connects the price-to-book multiple to profitability. A company trading above book can be rationally valued if it earns a strong, sustainable return on that equity. Conversely, a company below book can remain unattractive when its assets produce weak returns or require repeated write-downs.
Review P/B alongside:
- ROE: distinguish operating improvement from a temporary boost caused by a small equity base or unusual gains.
- Net debt and interest cost: leverage can magnify ROE while increasing the chance that a project setback damages equity.
- Impairment history: recurring write-downs indicate that reported book value may not represent earning capacity.
- Tangible book value: remove goodwill and other intangibles when comparing asset backing, but state that adjustment explicitly.
- Cash conversion: weak operating cash flow can undermine the apparent support of receivables and contract assets.
Use the same equity definition for every peer. Mixing consolidated book value, attributable book value, and tangible book value creates a ratio that looks precise but is not comparable.
Pass 3: Audit order backlog instead of accepting the headline
Backlog is an issuer-defined measure
Backlog is not a standardized accounting line. Tutor Perini describes backlog as the total value of work remaining on projects that have been awarded and includes awarded work without major remaining uncertainties. Construction Partners includes work when funding is probable and reports low-bid or no-contract work separately. Those definitions are not interchangeable.
For every issuer, capture the definition from the annual report or quarterly filing before comparing dollars. Ask whether the figure includes:
- signed contracts that are already in progress;
- awarded work awaiting notice to proceed or funding;
- options, task orders, or framework agreements that are not yet committed;
- low bids or apparent awards without an executed contract;
- approved and unapproved change orders;
- claims and disputed amounts;
- work that can be cancelled or terminated for convenience.
Separate firm work from probable and speculative work
Construction Partners’ September 30, 2025 disclosure illustrates why composition matters: it reported $3.0 billion of contract backlog, consisting of $2.2 billion of executed or in-progress work and $0.8 billion of low-bid or no-contract work. Treating the entire $3.0 billion as equally certain would overstate near-term visibility.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Build a table for each company that preserves those categories rather than collapsing them:
| Backlog field | Question to answer | Interpretation |
|---|---|---|
| Executed or in progress | Is there a signed contract and a notice to proceed? | Usually the strongest evidence of future work, subject to performance and termination provisions. |
| Funded or probable | Has financing been secured or is funding considered probable? | More credible than an unfunded award, but still dependent on stated conditions. |
| Low bid or apparent award | Has the company signed a contract? | Do not treat it as firm backlog until the issuer’s definition and conversion history support doing so. |
| Options and task orders | Are quantities and timing committed? | Potential work can lengthen the opportunity pipeline without guaranteeing revenue. |
| Claims and change orders | Is the amount approved, disputed, or merely estimated? | Higher uncertainty and potentially longer cash collection. |
| Cancellation terms | Can the customer terminate or reduce scope? | Rights in the contract affect how much of the headline figure is durable. |
| Geographic and end-market mix | Where and for whom will the work be performed? | Concentration can increase exposure to local budgets, permitting, or one customer. |
| Expected conversion period | How much is expected to become revenue in 12 months? | Determines whether backlog supports near-term earnings or only long-range visibility. |
Measure backlog duration, not just size
Divide backlog by the latest annual revenue as a rough visibility measure, then examine the expected conversion schedule. The quotient is not a valuation by itself: a multi-year civil project and a one-year specialty project can have the same backlog-to-revenue ratio but very different cash and margin profiles.
Tutor Perini reported $20.56 billion of backlog at December 31, 2025 and estimated that approximately $6 billion, or 29%, would be recognized in 2026. The company says civil projects typically convert over three to five years, while building and specialty work generally convert over one to three years. The remaining backlog therefore represents potential work over several periods, not $20.56 billion of next-year sales.
Backlog does not guarantee profit
An annual-report disclosure cautions that backlog may not be realized or may not become profitable. Costs can rise, schedules can slip, customers can cancel or modify scope, and disputes can consume expected margin. Granite also distinguishes unearned revenue from other awards, a reminder that an award is not the same thing as revenue already earned or cash already collected.
Granite reported $7.0 billion of committed and awarded projects at December 31, 2025, up 32% from $5.3 billion. That growth is relevant only after checking how much is committed, how much is merely awarded, the expected timing, and the margin and cash terms attached to the work.
A separate 2025 annual report cited $682 million of backlog while expressly warning that it might not be realized or profitable. The warning is as important as the dollar figure: backlog should be treated as a probability-weighted indicator of future revenue, not as guaranteed earnings.
Turn backlog into an earnings hypothesis
The useful question is not “Which company has the biggest backlog?” It is “What portion can become revenue, at what margin, with what cash investment and risk?” Use the following sequence:
- Start with beginning backlog. Use the prior reporting period’s ending figure, preserving the issuer’s definition.
- Add new awards. Separate executed contracts from low bids, options, and other categories.
- Subtract revenue recognized. This shows how much work was consumed during the period.
- Reconcile the ending balance. Investigate cancellations, scope changes, foreign-exchange effects, and reclassifications.
- Estimate the next-12-month conversion. Use the issuer’s schedule where available, rather than assuming all backlog turns into sales evenly.
- Apply a realistic margin range. Compare backlog margin with recent project performance and identify fixed-price exposure.
- Test cash requirements. Consider mobilization costs, retainage, unbilled receivables, bonding, and working-capital needs.
Tutor Perini’s 2025 filing provides this bridge from beginning backlog through new awards and revenue recognized to ending backlog, with approximately 29% expected in 2026. A growing ending balance can coexist with falling margins if new work is priced aggressively or older projects are delayed. Conversely, a declining backlog can be healthy if the company is completing high-margin work and converting it into cash.
Add debt, enterprise value, and cash-flow checks
P/E and P/B describe equity value. They do not fully capture how a company is financed. FINRA explains that enterprise value adds debt and subtracts cash, making it useful when peers have materially different capital structures.

Enterprise value (EV) = equity value + debt and debt-like obligations − cash and cash equivalents
Use EV or EV/EBITDA as a secondary check, not as a replacement for P/E. EBITDA can ignore the equipment replacement and working-capital demands that matter to contractors, so examine operating cash flow alongside it.
Cash and balance-sheet items to review
- Net debt and maturities: identify refinancing dates and variable-rate exposure.
- Interest coverage: determine how much operating profit is available for interest when project margins weaken.
- Operating cash flow: compare it with net income over several periods, not just one quarter.
- Retainage: amounts withheld until completion can delay cash even when revenue is recognized.
- Unbilled receivables and contract assets: large balances may signal timing differences, disputed work, or collection risk.
- Working-capital intensity: rapid growth can consume cash through inventory, equipment, labor, and mobilization before customer payments arrive.
- Bonding capacity and guarantees: commitments can limit how much additional work a highly leveraged contractor can accept.
Two companies with identical P/E ratios are not equivalent if one has substantial net debt, weaker cash conversion, or large claims embedded in receivables.

Common mistakes and how to correct them
Using a universal “good” multiple
Mistake: declaring that every construction stock below a fixed P/E or P/B is cheap.
Correction: compare the ratio with the company’s own history and with genuinely similar peers, then adjust for cycle position, growth, leverage, and earnings quality.
Mixing reporting dates
Mistake: pairing today’s price with one company’s latest quarter and another company’s year-old book value or backlog.
Correction: record the price, EPS, book value, revenue, debt, and backlog dates in the worksheet and use a common cutoff where possible.

How to reach a decision
After completing the three passes, write a short investment hypothesis for each company rather than ranking ratios mechanically. A defensible hypothesis should answer:
- Why should current or normalized earnings grow or remain stable?
- What portion of backlog is executed or funded, and when should it convert?
- What margin is implied by that conversion, and what could reduce it?
- Does book value consist mainly of productive tangible assets or uncertain claims and intangibles?
- Can operating cash flow, liquidity, and bonding capacity support the planned work?
- Which risk would invalidate the valuation first: a lower award rate, cost overrun, customer cancellation, legal claim, or refinancing problem?
The stronger candidate is not necessarily the stock with the lowest P/E, lowest P/B, or largest backlog. It is the company whose valuation is supported by credible earnings, productive assets, high-quality committed work, manageable conversion risk, and sufficient liquidity. Recalculate the ratios whenever a new filing, major award, impairment, financing change, or material project update alters those inputs.
