Start by matching the mission and target—aircraft, cruise missiles, or ballistic missiles—then compare each network’s sensors, command-and-control, interceptor layers, mobility, deployment context, and the quality of evidence behind performance claims. A missile’s advertised maximum range is only one claim in a much longer detection-to-engagement chain, and the available public sources do not support a reliable overall ranking of Chinese, Russian, and Western systems.
What you are actually comparing: an integrated air-defense system
An integrated air-defense system (IADS) is a network that combines surveillance and tracking sensors, command-and-control (C2), communications, electronic-support functions, weapons, and the people and procedures that operate them. A battery or launcher is one node in that network. Its performance depends on whether another sensor can find a target, whether the track reaches the right command post, whether an interceptor is available, and whether the engagement is authorized and coordinated in time.

That is why a table of launcher ranges is a poor substitute for an architecture comparison. A stated range may describe a particular missile variant under stated assumptions. It does not prove that the network can detect a low-observable aircraft or cruise missile at that distance, maintain a usable track, discriminate the target from clutter or decoys, and guide an interceptor through the final engagement.
RUSI’s 2020 analysis describes modern Russian and Chinese IADS as multilayered networks of sensors and surface-to-air missile (SAM) systems, emphasizing that the integrated system is a harder problem than a standalone missile. Read that analysis as an analytical framework dated to 2020, not as a current order of battle: RUSI, “Modern Russian and Chinese Integrated Air Defence Systems”.

First define the mission and target
Before comparing countries, write down what the system is supposed to protect and what is attacking it. “Air defense” covers several missions that impose different technical and operational demands.
Air-breathing targets
Aircraft, helicopters, and uncrewed aircraft generally require surveillance over the relevant airspace, a track maintained through maneuver, and an interceptor or gun system suited to the target’s speed, altitude, and signature. A network defending a base from aircraft is solving a different problem from one protecting a city against a massed cruise-missile raid.
Cruise missiles and other low-altitude threats
Cruise missiles can approach below the line of sight of some radars and may use terrain, sea clutter, or route planning to reduce warning time. Comparing a system’s maximum aerodynamic-target range without discussing radar horizon, sensor placement, and cueing can greatly overstate practical coverage.
Recommended Free Tools
Ballistic missiles
Ballistic-missile defense (BMD) involves high-speed targets, short engagement timelines, specialized tracking and discrimination, and an interceptor designed for the relevant flight phase. Terminal or strategic BMD is related to air defense but is not interchangeable with defense against aircraft and cruise missiles. A system can be strong in one mission and limited in another.
Electronic attack, decoys, and saturation
An IADS may face jamming, deceptive emissions, decoys, simultaneous raids, or attacks on its own radars and communications. Public descriptions rarely reveal enough about readiness, rules of engagement, software settings, crew proficiency, or the number of simultaneous channels to calculate a defensible “success rate.” Treat those factors as questions to investigate, not as variables that a brochure range resolves.
Use the same comparison fields for every system
A repeatable comparison prevents a famous launcher from standing in for an entire national architecture. Record the following fields for each example, and label what is known, claimed, or unknown.
| Field | What to record | Why it matters |
|---|---|---|
| Mission and targets | Aircraft, cruise missiles, ballistic missiles, drones, or a stated combination | Interceptor design, radar performance, and engagement geometry vary by target class. |
| Network context | Surveillance and fire-control sensors, C2 nodes, communications, and links to airborne or other ground systems | The launcher cannot engage what the network cannot detect, track, and assign. |
| Layer and role | Long-, medium-, or short-range function and the adjacent layers supporting it | A tier is a role within an architecture, not a complete national capability. |
| Mobility and deployment | Fixed, transportable, or mobile configuration; documented deployment context | Mobility affects survivability, setup time, relocation, and the locations that can be defended. |
| Engagement claim | Missile name and variant, target type, claimed distance or altitude, source, and date | “Maximum range” is not a guaranteed detection or engagement distance under all conditions. |
| Evidence quality | Official description, manufacturer claim, independent analysis, or observed operational evidence | Different evidence types cannot be treated as equally validated. |
How Russian air defense is commonly described
CSIS’s Missile Threat overview, last updated August 3, 2021, describes a three-tier Russian approach. It places long-range S-200, S-300, and S-400 systems in the upper tier and shorter-range systems such as Osa and Tor in supporting layers: CSIS, “Russian Air and Missile Defense.” This is useful for understanding the layered concept. It is a dated analytical overview, not proof that every listed system remains in the same service status, deployment pattern, or readiness state today.

Long-range layer
The S-300 and S-400 families are generally discussed as long-range components that can contribute to wide-area air defense. The relevant question is not simply how far an interceptor is advertised to fly, but which radar supplies the track, what target class the missile is intended to defeat, and how the battery connects to higher-level command and other sensors.
CSIS’s S-400 profile discusses the 40N6 long-range missile family and contrasts S-400 ballistic-missile-defense technology with Patriot hit-to-kill interceptors. That comparison illustrates why interceptor type, target, and mission must accompany any range statement: CSIS, “S-400 Triumf.” The profile has an older publication history, so any detailed specification should be read with its date and missile variant attached.
Supporting layers
Shorter-range systems such as Tor and Osa are relevant because they can protect higher-value sensors, command posts, and long-range batteries from aircraft, cruise missiles, and other threats that penetrate the outer layer. Their presence does not make the entire network invulnerable: the outcome still depends on coverage overlaps, readiness, ammunition, communications, and the attacker’s route and tactics.
What the Russian description does not establish
- It does not provide a current, complete inventory or readiness picture.
- It does not establish a common success rate for all Russian interceptors.
- It does not show that every S-300 or S-400 unit has identical sensors, missiles, software, crew training, or deployment conditions.
- It does not make Russian strategic missile defense equivalent to ordinary air defense.
How Chinese air defense is described in official sources
A 2019 account from China’s Ministry of National Defense says that HQ-9B and HQ-22 had been commissioned and describes the ground air-defense force as moving toward combined anti-aircraft and anti-missile capability: “PLA Air Force improves comprehensive combat capability of ground air defense system.” This is China’s official description of development and doctrine. It is not an independent test of real-world detection, interception, or combat performance.

Look beyond the missile designation
For an HQ-9B or HQ-22 comparison, identify the exact variant, associated radar and C2 elements, intended target classes, and whether the source is describing a delivered system, a development goal, or an exercise. Do not assume that two batteries with the same family name have identical missiles, radar modes, data links, or software.
The official six-part concept
China’s 2013 defense white paper describes six air-defense subsystems: reconnaissance and surveillance; command and control; aerial defense; ground air defense; integrated support; and civil air defense. The document is useful evidence that the official concept encompasses more than SAM launchers: “The Diversified Employment of China’s Armed Forces.” Because it dates from 2013, it should not be presented as a current organizational chart without corroboration.
Evidence boundaries
Official commissioning announcements can establish that a government says a system entered service. They cannot by themselves establish availability rates, crew proficiency, radar performance against a particular signature, or effectiveness under electronic attack. Those questions require independent observation or carefully matched testing, which the available material does not provide.

How to use Western examples without overgeneralizing
The material available here names Patriot as a Western reference point in a discussion of interceptor technologies. It does not provide a comprehensive survey of Western air-defense architecture. Western systems differ by country, mission, network design, and generation, so Patriot should be treated as one named example rather than as a stand-in for every Western capability.
When placing a Western system beside a Chinese or Russian example, apply the same fields: target set, radar and C2 architecture, layer, mobility, interceptor type, and evidence quality. A comparison is fair only when a Patriot claim is matched to a similar mission and target class, not when one side is represented by a BMD interceptor and the other by an area-air-defense missile.
Also distinguish national architecture from alliance or joint-network arrangements. A system may receive tracks or engagement coordination from sensors and command nodes operated by other services or partner countries. If the source does not establish those links, mark the network context as “not stated” rather than assuming interoperability.
Separate advertised performance from demonstrated performance
Every numerical claim should carry its qualification. Record who made the claim, when, for which missile variant, against what target, and under what conditions. A manufacturer or ministry statement, an analytical estimate, and an observed combat engagement are different evidence categories.
| Evidence type | What it can show | What it cannot show alone |
|---|---|---|
| Official ministry or military statement | Declared doctrine, organization, commissioning, or intended capability | Independent effectiveness, readiness, or a universal success rate |
| Manufacturer or program claim | Advertised design objective and specified performance under stated assumptions | Performance against every target, environment, or operator |
| Independent analysis | Context, architecture, and comparative interpretation | Perfect knowledge of classified software, readiness, or wartime conditions |
| Observed operational evidence | What appears to have happened in a particular engagement | A general rate without information on salvos, target quality, sensors, crews, and rules of engagement |
| Matched test data | The strongest basis for an apples-to-apples comparison when methods are disclosed | Performance in every geography, weather condition, or threat scenario |
The collected sources do not establish matched testing or independently validated success rates across Chinese, Russian, and Western systems. Therefore, do not publish an overall ranking, an invented interception percentage, or a single “best” system.

Two systems with similar stated engagement envelopes can have very different military value if one is fixed and the other can relocate, or if one requires a long setup sequence and the other can move with a maneuver formation. Document what the source actually says about transportability, emplacement, dispersal, camouflage, and protection; do not infer a complete doctrine from a vehicle photograph.
Deployment also changes the geometry of defense. A battery positioned to cover a capital, an air base, a coastline, or a moving ground formation will see different terrain, radar horizons, and attack routes. The same interceptor can therefore produce different practical coverage in different locations. A national comparison should state whether it is discussing homeland defense, expeditionary deployment, point defense, or protection of maneuver forces.

Assess the engagement chain, not just the launcher
- Detection: Identify the sensor expected to find the target and whether the source states its coverage, altitude limits, or role.
- Track formation: Check how the network maintains and updates a track, especially for maneuvering or low-altitude targets.
- Identification and discrimination: Ask how the system distinguishes the intended target from clutter, decoys, friendly aircraft, or multiple objects.
- Assignment: Determine which command node selects the weapon and whether another layer or unit can be tasked instead.
- Launch and guidance: Name the interceptor variant and guidance method when the source establishes them; do not merge different missiles under one family label.
- Endgame: Distinguish proximity-fragmentation effects from hit-to-kill or other mechanisms, and match the mechanism to the target class.
- Assessment: Separate a claimed intercept, a confirmed destruction, a mission kill, and an object that simply disappeared from available tracking.
If a source covers only one step, limit the conclusion to that step. “The radar detected a target” is not evidence that the interceptor destroyed it, and “a missile was fired” is not evidence that the defended asset was protected.
Keep strategic missile defense in its own category
Strategic missile defense concerns the defense of states or strategic forces against ballistic-missile threats and may involve sensors, interceptors, and command arrangements separate from ordinary air-defense formations. The Atlantic Council’s 2024 issue brief addresses Russian and Chinese strategic missile-defense doctrine and development, including HQ-9 and Russian systems: “Russian and Chinese strategic missile defense: Doctrine, capabilities, and development.”
Use that material to discuss strategic doctrine and development, not to assign a score to a low-altitude cruise-missile defense network. A system may contribute to more than one mission, but the relevant interceptor, radar mode, engagement phase, and command chain must be specified each time.
Handle dates and inventory claims carefully
Capabilities and force structures change. The IISS publication European Combat Air Power: A Snapshot is dated 2022 and notes China’s acquisition of Russian S-300 and S-400 systems while discussing a broad Russian range of ground-based air defenses: IISS, “European Combat Air Power: A Snapshot.” Treat it as a dated snapshot, not as current totals, readiness, or deployment data.
The U.S. Air Force’s 2022 PLA Aerospace Power primer is another dated reference for trends in China’s military air, space, and missile forces: GovInfo, “PLA Aerospace Power.” Preserve the publication year whenever using it. A procurement announcement, parade appearance, or transfer of equipment establishes presence at most; it does not establish how many units are operational or how they would perform in a contested network.
A practical scoring worksheet
If you need a structured comparison for a report, score evidence rather than pretending to score combat power. Use a separate row for each system variant and mission.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →| Question | Record |
|---|---|
| What is the target? | Aircraft, cruise missile, ballistic missile, drone, or mixed set |
| What is the declared mission? | Point defense, area defense, force protection, homeland defense, or BMD |
| Which sensors are documented? | Search, tracking, fire-control, passive, airborne, or external sensors; write “not stated” where necessary |
| How is C2 documented? | Organic battery control, higher headquarters, joint network, or unspecified |
| Which layer is it? | Long, medium, short, very short, or strategic BMD; list adjacent layers separately |
| What mobility is documented? | Fixed, transportable, mobile, or not stated |
| What exactly is claimed? | Missile variant, target, distance or altitude, source, and date |
| How strong is the evidence? | Official, manufacturer, independent analysis, observed operation, or matched test |
| What remains unknown? | Readiness, crew training, electronic warfare performance, stockpiles, interoperability, or other missing variables |
Then compare only rows that share a mission and target class. If one row concerns terminal ballistic-missile defense and another concerns aircraft interception, place them in separate sections rather than averaging their numbers.

Common comparison mistakes and how to correct them
Mistake: treating maximum range as a guaranteed bubble
Correction: Attach the missile variant, target type, sensor assumptions, source, and date. Explain that detection, tracking, guidance, and geometry determine usable engagement distance.
Mistake: using one launcher as a national representative
Correction: Describe the launcher’s layer and role, then identify the other sensors and short- or medium-range systems that complete the architecture. Do not claim that one Russian, Chinese, or Western example represents every system in that country or alliance.
Mistake: mixing official claims with independent validation
Correction: Label the source type in the sentence or table cell. “The ministry says” and “independent analysis finds” are not interchangeable formulations.
Mistake: conflating air defense and strategic missile defense
Correction: Create separate mission headings and identify the engagement phase and interceptor technology involved.
Mistake: turning a dated source into a live inventory
Correction: Keep the publication date beside the claim and state that status, deployment, and readiness may have changed.
Mistake: inferring effectiveness from presence or a single combat report
Correction: Ask about sensors, readiness, crew training, target characteristics, salvo size, electronic attack, and the complete engagement chain before generalizing.
What a defensible conclusion looks like
A careful article can say that Russian architecture is commonly portrayed as layered; that Chinese official sources describe HQ-9B and HQ-22 within a move toward combined anti-aircraft and anti-missile capability; and that Patriot is a Western reference point for discussing a different interceptor and network context. It can compare those examples by mission, sensors, C2, layer, mobility, claims, and evidence quality.
It cannot, on the available public material, say that one national family is universally superior, assign an apples-to-apples interception rate, or convert a dated description into a current readiness ranking. The useful result is a transparent comparison that shows readers exactly which part of the system is being discussed and how firmly that statement is supported.
