The reliable way to compare cement stocks is to normalize the data before ranking anything. Define the peer group, geography, fiscal periods, currency, consolidation scope, and share-price date; then compare valuation, operating scale, normalized margins, leverage, cash generation, and capital spending together. Capacity shows potential scale, not sales. EBITDA margin shows operating profitability, not cash available to shareholders. A low multiple can signal risk rather than a bargain.

Start with a comparable data set

Cement producers often report similar-sounding metrics that cover different businesses. One company may report a consolidated group containing ready-mix concrete, aggregates, or overseas subsidiaries; another may report cement only. Fiscal years can end in different months, and a quoted “capacity” figure may include grinding plants, clinker lines, projects under construction, or a management target.

Write the comparison rules at the top of your worksheet before collecting numbers. A defensible rule set specifies:

  • Peer group: listed cement producers, or a clearly defined regional subset such as Saudi Arabian companies.
  • Geography: countries and currencies in which the companies earn revenue.
  • Reporting period: the exact fiscal year or trailing-twelve-month period, not just a year label.
  • Consolidation perimeter: consolidated group, cement segment, or another explicitly stated scope.
  • Market-price date: one trading date for every share price and market capitalization.
  • Currency: a reporting currency for the table, with the conversion date and rate documented if conversion is necessary.

Use annual reports, interim filings, results presentations, and investor-relations operating data for fundamentals. Record the publication date of every document. Before publishing or investing, refresh prices, share counts, debt, cash, and corporate actions because valuation multiples change whenever the market price or reported earnings changes.

Build the core worksheet

Create one row per company and separate columns for reported figures, your adjustments, and the final comparable figure. Keep the original number beside every adjusted number so another reader can reproduce the calculation.

Market value and enterprise value

Calculate market capitalization using the same price date and a consistent share-count convention. State whether the count is basic, diluted, or issued shares. A practical enterprise-value bridge is:

EV = equity market capitalization + interest-bearing debt + lease liabilities + minority interests − cash and cash equivalents

Apply the same treatment to every issuer. If one company reports restricted cash, investments, or pension obligations separately, explain whether those items are included or excluded. Do not mix a point-in-time market value with debt or cash from a different reporting date without labeling the mismatch.

Operating and financial fields

At minimum, collect revenue, reported EBITDA, adjusted EBITDA if supplied, EBIT, net income, operating cash flow, capital expenditure, gross debt, cash, interest expense, cement sales volume, production volume, installed capacity, and utilization. Add clinker capacity and grinding capacity separately when disclosed; they are not interchangeable measures of finished cement output.

Mark every earnings input as TTM actual, latest fiscal-year actual, or forecast. A forecast multiple must never appear beside a trailing multiple without an obvious label.

Compare valuation with more than one lens

No single multiple answers whether a cement stock is attractive. Use several measures, state their definitions, and explain what each one misses.

Measure Calculation What it helps answer Main cautions
P/E share price ÷ earnings per share How much investors pay for a unit of attributable profit. Distorted by interest costs, tax rates, impairments, one-off gains, and different capital structures.
EV/EBITDA enterprise value ÷ EBITDA How the market values operating earnings before interest, tax, depreciation, and amortization. Requires consistent debt, cash, lease, minority-interest, and EBITDA definitions; ignores capital intensity and working capital.
EV per tonne enterprise value ÷ comparable capacity or production denominator A rough price for operating scale. Capacity and production are different; clinker, grinding, and cement tonnes must not be mixed.
Price-to-book equity market value ÷ book equity How the market values the recorded asset base. Book values reflect accounting histories and may not represent replacement cost or earning power.

P/E: useful, but sensitive to financing

P/E is straightforward when earnings are positive and recurring. Specify whether earnings are trailing or forecast and whether they are attributable to ordinary shareholders. A company with more debt can have a lower P/E because interest reduces net income, even if its plants perform similarly to a less-leveraged peer. Compare interest costs and tax rates before interpreting a P/E gap.

EV/EBITDA: better for capital-structure comparisons, not a complete answer

EV/EBITDA reduces the effect of different debt levels, but only if enterprise value and EBITDA are constructed consistently. Check whether EBITDA is reported, adjusted, or defined by the analyst. Remove exceptional gains, restructuring charges, impairments, and transaction effects only when the adjustment is transparent and applied consistently. A low EV/EBITDA can reflect weaker demand, higher fuel exposure, poor returns on new capacity, leverage, or a market discount.

EV per tonne: a scale indicator, not a profit valuation

Per-tonne comparisons are meaningful only when the denominator is comparable. Use installed operational cement capacity against installed operational cement capacity, or actual cement production against actual cement production. Do not divide EV by a future target, a clinker line, or a grinding figure while calling the result a production valuation. Include the measurement date and geography because a tonne of capacity in a high-price market is not economically identical to one in a low-price market.

A dated regional example

AlJazira Capital reported average Saudi cement-sector EV/EBITDA of 9.08x for FY25, compared with 10.05x in FY24, and approximately 7.46x for FY26E in a June 2026 report. The first two figures are historical sector averages and the last is an analyst forecast for Saudi companies. They are not a synchronized multiple set for global producers and do not constitute an investment recommendation. The FY26E label matters: a forecast multiple cannot be compared with a trailing multiple as though both were observed results.

Read capacity as dated operating scale

Capacity describes what plants can produce under stated operating conditions; it does not show what was sold. Every capacity number needs four labels: the date, whether it is installed or operational, whether it is clinker or finished cement, and whether it is a realized figure or a target.

Separate current capacity from targets

Ambuja Cements’ FY 2025–26 integrated report states: “With a current capacity of 109 MTPA and a targeted capacity of 119 MTPA by FY 2026-27, Ambuja continues to focus on capacity utilisation with a near-term focus on stabilisation.” The 109 MTPA figure is reported current consolidated capacity in that report. 119 MTPA is a target for the end of FY 2026–27, not achieved capacity. Treating both as current scale would overstate the company’s operating footprint.

Company and source period Capacity or scale figure How to use it
Ambuja Cements, FY 2025–26 integrated report 109 MTPA reported consolidated capacity; 119 MTPA targeted by FY 2026–27 Use 109 MTPA for current-scale analysis; show 119 MTPA separately as a target subject to execution and commissioning.
Dangote Cement, FY 2025 results investor-relations disclosure 55.0 MTA total capacity Verify the unit, plant scope, operating status, and definitions in the linked annual report before putting it beside other companies’ capacity figures.

Pair capacity with actual volumes

For each company, place cement sales, cement production, and utilization next to capacity. A simple utilization calculation is:

utilization = actual production volume ÷ operational production capacity

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the same production basis on both sides. If a group owns grinding plants that use purchased clinker, its grinding capacity may exceed internally produced clinker. Acquisitions, commissioning delays, kiln outages, maintenance shutdowns, and regional demand can all make capacity growth look better or worse than actual sales growth.

Ask what new capacity will cost

A capacity target is also an investment commitment. Identify the kiln, grinding, logistics, or terminal projects required; their expected commissioning dates; and the capital expenditure still to be funded. New plants may expand long-run volume but depress near-term utilization and cash flow while they ramp. A large installed base is an advantage only when the company can sell enough cement at profitable prices.

Normalize EBITDA margins before ranking them

EBITDA margin is:

EBITDA margin = EBITDA ÷ revenue × 100

The formula is simple; the scope is not. Revenue and EBITDA must cover the same entities, period, currency, and business mix. An adjusted EBITDA margin is not automatically more comparable than a reported margin: read the adjustment bridge and decide whether the excluded items are genuinely non-recurring.

Company-reported FY 2025–26 examples

Issuer and period Cement sales volume Reported EBITDA margin Interpretation limit
Ambuja Cements, FY 2025–26 73.7 million tonnes 18% Company-reported figures; confirm consolidation perimeter and EBITDA definition before ranking against another issuer.
ACC, FY 2025–26 43.9 million tonnes 13% Company-reported figures; the different business scope, geography, and accounting definition may explain part of the gap.

These figures show why a margin leaderboard is incomplete. They are issuer disclosures, not a normalized third-party benchmark. Before concluding that one business is structurally superior, reconcile exceptional items, subsidiaries, intercompany eliminations, and whether revenue includes non-cement activities.

Explain the operating drivers

Once definitions match, investigate why margins differ:

  • Realization and price: average selling prices, regional pricing, discounts, and the timing of price increases.
  • Product mix: premium blended cement, bulk sales, bagged cement, ready-mix, aggregates, or other products.
  • Fuel and electricity: coal, petcoke, gas, alternative fuels, power tariffs, and captive generation.
  • Raw materials: limestone quality, additives, gypsum, and purchased clinker.
  • Freight: haulage distance, rail and road mix, distribution structure, and export exposure.
  • Fixed-cost absorption: whether higher volumes spread plant and administration costs.
  • Geography: markets with different demand cycles, taxes, energy prices, and competitive intensity.

Track margin across several periods rather than treating one quarter as a permanent characteristic. A temporary fuel decline or an exceptional gain can make a single period look unusually strong.

Do not call EBITDA cash flow

EBITDA excludes interest, tax, depreciation, and amortization. It also does not deduct working-capital investment or capital expenditure. Compare EBITDA with operating cash flow, maintenance capex, expansion capex, interest, and taxes. A company can report a high EBITDA margin while generating little free cash because receivables rise, inventories build, or a major kiln project consumes cash.

Connect valuation and margins to debt and cash

Balance-sheet risk can explain why two companies with similar margins receive different multiples. Collect gross debt, cash, net debt, lease liabilities, maturities, interest expense, and available liquidity. Then examine:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Net debt relative to EBITDA and operating cash flow.
  • Interest expense relative to operating profit or cash generation.
  • Near-term maturities and refinancing requirements.
  • Currency exposure when debt and cash flows are in different currencies.
  • Committed capital expenditure compared with internally generated cash.

Use net debt cautiously when cash is restricted, held in subsidiaries, or needed for operations. Lease liabilities can be material for logistics and distribution assets; excluding them for one company and including them for another distorts EV and leverage.

Separate maintenance from growth spending

Maintenance capex keeps existing kilns, mills, mines, and logistics assets operating. Growth capex adds capacity or enters a new market. A company investing heavily in expansion may show stronger future volume potential but weaker near-term free cash flow. Read project schedules, expected commissioning, funding sources, and management’s utilization assumptions. Investments in kiln maintenance and capacity efficiency described in issuer materials illustrate why capex belongs beside margins and capacity, not in a separate afterthought.

Account for geography and business mix

Cement is local and logistics-heavy. A producer’s economics depend on the regions around its plants, not just its consolidated tonne count. Compare demand growth, pricing power, imported-clinker exposure, energy costs, transport distances, currency movements, and regulatory conditions in each market.

Also identify non-cement operations. Aggregates, ready-mix concrete, building products, power generation, and trading can change revenue and margin composition. If segment data are available, calculate cement-only margins separately and label the result. If they are not available, say that the consolidated margin is not directly comparable with a cement-only peer.

A repeatable comparison procedure

  1. Define the question. Decide whether you are comparing income, growth, balance-sheet safety, or a combination. Record the intended holding period and tolerance for commodity, currency, and execution risk.
  2. Fix the peer set. List the companies, countries, exchanges, fiscal year-ends, and consolidation scopes.
  3. Freeze the market date. Capture closing share prices, shares outstanding, debt, cash, leases, and minority interests as of that date or the nearest clearly identified reporting date.
  4. Collect operating data. Record operational cement capacity, clinker and grinding capacity where relevant, cement production, cement sales, utilization, and announced projects.
  5. Collect financial data. Record revenue, reported and adjusted EBITDA, EBIT, net income, operating cash flow, maintenance capex, growth capex, debt, cash, and interest expense.
  6. Calculate valuation. Show P/E, EV/EBITDA, and an explicitly defined EV-per-tonne measure. Mark every figure as trailing, fiscal-year actual, or forecast.
  7. Normalize margins. Reconcile EBITDA definitions, remove or retain exceptional items consistently, and separate cement from non-cement activities when possible.
  8. Test operating explanations. Link margin differences to prices, volumes, mix, fuel, power, freight, raw materials, and geographic exposure.
  9. Stress the balance sheet. Compare leverage, maturities, interest burden, liquidity, and planned capex with operating cash generation.
  10. Document uncertainty. Flag different reporting periods, unverified units, target capacity, unavailable utilization, and any denominator that is not directly comparable.
  11. Refresh before relying on the result. Update the share price, earnings, debt, cash, acquisitions, disposals, and project status; then rerun the calculations.

Common comparison mistakes and fixes

Calling the lowest multiple the cheapest stock

Why it fails: the discount may reflect weak demand, leverage, low returns, heavy expansion needs, political or currency risk, or an earnings peak that is about to reverse.

Fix: pair the multiple with normalized margins, cash generation, debt, utilization, and the durability of pricing.

Comparing target capacity with a competitor’s operating capacity

Why it fails: a project can be delayed, resized, or underutilized.

Fix: show current operational capacity and targets in separate columns, with commissioning dates and remaining capital commitments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mixing clinker, grinding, and cement tonnes

Why it fails: the production chain has different bottlenecks, and a grinding plant may rely on purchased clinker.

Fix: label every denominator and compare like with like.

Using reported EBITDA margins without checking definitions

Why it fails: adjustments, exceptional gains, subsidiaries, and non-cement revenue can move the percentage materially.

Fix: read the EBITDA bridge, match revenue scope, and present adjusted and reported figures separately when both are relevant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using different price dates

Why it fails: a rally or sell-off can change EV/EBITDA even when the underlying businesses do not move.

Fix: use one market date and state it beside every valuation table.

Treating EBITDA as distributable cash

Why it fails: working capital, interest, taxes, and maintenance capex still have to be paid.

Fix: reconcile EBITDA to operating cash flow and free cash flow, then account for expansion spending separately.

How to present the final comparison

A useful output is a table followed by explanations, not a one-line ranking. Include these columns:

Category Required label Decision question
Valuation Price date, currency, trailing or forecast, P/E and EV/EBITDA definitions What expectations are already reflected in the price?
Scale Operational capacity date, clinker/grinding distinction, actual sales and utilization How much can the company produce, and how much is it selling?
Profitability Revenue and EBITDA scope, reported versus adjusted margin Are margins high because of durable operations or temporary factors?
Financial risk Gross and net debt, leases, maturities, liquidity, interest burden Can the balance sheet withstand a downturn or higher rates?
Investment Maintenance and growth capex, project status, funding How much cash must be reinvested to sustain or expand earnings?
Context Geography, products, energy, freight, pricing, and regulation Which operating conditions explain the differences?

When a figure cannot be normalized, write “not comparable” and explain why. A transparent mismatch is more useful than a precise-looking number built from incompatible inputs.

What the available figures can and cannot prove

The Ambuja, ACC, Saudi-sector, and Dangote figures are dated issuer or analyst disclosures, not a current global ranking. Ambuja’s reported 109 MTPA current capacity and 119 MTPA FY 2026–27 target answer different questions. Ambuja’s 18% and ACC’s 13% FY 2025–26 EBITDA margins are company-reported percentages that require scope reconciliation. The Saudi EV/EBITDA figures are regional analyst averages with a forecast component. Dangote’s reported FY 2025 investor-relations page lists revenue of ₦4,306,704B, EBITDA of ₦1,981,349B, and total capacity of 55.0MTA; verify the units and definitions in its annual report before using those numbers in a cross-company table.

These examples demonstrate the method rather than establish which stock is superior. A current conclusion requires synchronized market prices, the latest filings, consistent currency conversion, and an investor-specific objective.

Make the decision fit the investor

After the worksheet is complete, describe the trade-off rather than naming a universal winner. A value-focused investor may emphasize normalized EV/EBITDA and free cash flow; a growth-focused investor may accept a higher multiple for credible, funded capacity additions; an income-focused investor may prioritize leverage, maturities, and dividend coverage. None of those conclusions follows from capacity or margin alone.

The final sentence of a comparison should state the valuation date, the key operating assumption, and the main risk that would invalidate the thesis. If those items cannot be stated because the data are not comparable or current, the correct conclusion is that more standardized information is needed—not that the lowest multiple is automatically the best opportunity.
