Compare business loan offers using the same borrowing amount, purpose, and repayment horizon—and weigh the total cost and terms, not just the quoted interest rate. Ask each lender for a written breakdown of the rate, fees, net proceeds, payment schedule, and total scheduled repayment before deciding.
Start with comparable offers
A rate comparison is useful only when the offers finance the same need on roughly comparable terms. A long-term installment loan and a short-term advance repaid through frequent sales-based deductions are not apples-to-apples, even if both lenders present a percentage figure.

Tell each lender the same requested amount, intended use, and desired repayment horizon. If a lender proposes a different structure, record the difference rather than treating its headline rate as directly comparable. SBA programs themselves vary by permitted use, size, maturity, and rate structure; its overview of lender programs is at SBA lender resources.

| What to compare | What to record |
|---|---|
| Purpose and amount | Intended business use and amount requested; separately note the gross amount approved. |
| Cash received | Net proceeds after any fees or other deductions. A loan approved for a given amount may deliver less cash up front. |
| Rate structure | Quoted interest rate and whether it is fixed or variable. For a variable rate, record the benchmark or base rate, lender margin, reset timing, and any stated floor or cap. |
| Fees and other charges | Origination, broker, closing, servicing, and other charges; note whether each is deducted from proceeds, added to the balance, or paid separately. |
| Repayment | Payment amount and frequency, term, total scheduled repayment, and any balloon payment. Note whether payments are monthly or more frequent. |
| Security and obligations | Collateral, personal guarantee, lien position, covenants, reporting duties, and default terms. |
| Flexibility | Prepayment conditions or penalties and any redraw rights, if offered. |
These categories are not paperwork for its own sake: federal small-business lending pricing data recognize interest rates, origination charges, broker fees, certain non-interest charges, sales-based financing repayment differences, and prepayment penalties as relevant pricing information. See the CFPB small-business lending data collection final rule.
Use APR carefully
APR expresses the cost of credit as a yearly rate. Regulation Z states, “The annual percentage rate is a measure of the cost of credit, expressed as a yearly rate.” The definition appears in CFPB Regulation Z, § 1026.14(a). When two offers calculate and disclose APR on a comparable basis, it can help compare costs that a nominal interest rate leaves out.

Do not assume, however, that every business-purpose financing product must provide a standardized borrower-facing APR under the consumer-credit framework. Disclosure obligations can depend on the transaction and applicable law. Ask the lender how it calculated any annualized figure and what charges and repayment assumptions it includes. The CFPB’s small-business lending data report reproduces agency web guidance describing APR as a way to compare loan costs; that statement is not itself a claim that all commercial products carry the same APR disclosure requirement.

For each offer, distinguish the balance or amount approved from the money that will actually reach the business. Then compare net proceeds with total scheduled payments over the proposed term. This makes deductions and frequent payment schedules visible, though it does not replace checking the contract for variable payments, contingent charges, or early-payoff rules.

Factor rates and sales-based repayment structures need extra care. A factor rate is not itself an annual interest rate, and daily remittances can affect cash flow differently from monthly installments. Do not compare either headline figure directly with a long-term loan’s interest rate. Request a clearly explained annualized cost estimate where available, and compare the actual amount received, repayment timing, and total cash scheduled to be repaid.
Account for rate risk and SBA program limits
Fixed and variable rates
A fixed rate offers a rate that does not change under the contract’s stated terms; a variable rate can change according to its benchmark and adjustment rules. For a variable offer, identify the index or base rate, the margin, reset schedule, and any floor or cap disclosed in the agreement. A lower starting rate may not mean lower future payments if the rate can reset upward.

SBA 7(a) rates
The SBA says 7(a) rates are negotiated between lender and borrower, subject to SBA maximums, and may be fixed or variable. Its lender resources page lists variable-rate maximums by loan size, expressed as additions to a base rate: up to $50,000, base rate +6.5%; $50,001–$250,000, +6.0%; $250,001–$350,000, +4.5%; and above $350,000, +3.0%. These are program maximums, not promised rates for an individual borrower. Confirm the current limits and the actual written offer with the lender using the SBA lender resources.

Choose the offer that fits the business, not just the rate
Once the offers are normalized, compare them across the dimensions that affect cost and the business’s ability to repay:
- Total cost: Comparable annualized cost where available, fees, net proceeds, and total scheduled repayment.
- Rate risk: Fixed or variable pricing, benchmark, margin, and adjustment rules.
- Cash-flow fit: Payment amount and frequency, term, and whether repayment works with the business’s revenue pattern.
- Security and obligations: Collateral, personal guarantees, covenants, reporting, and default terms.
- Flexibility: Prepayment conditions and penalties, plus any redraw rights.
- Purpose and eligibility: Whether the financing can fund the intended use and whether the business qualifies.
SBA’s overview distinguishes 7(a), 504, and microloan programs by uses, loan size, maturity, and rate structure. Compare only programs that can finance the same underlying need; a lower rate is irrelevant if the financing does not fit the purpose or repayment horizon.
Get multiple written quotes
Ask several lenders for offers using the same assumptions, then fill in the comparison sheet before choosing. SBA advises borrowers to compare rates and terms; its loan selection guide and 7(a) page also link to Lender Match, which connects businesses with participating SBA lenders.
Requirements for commercial financing disclosures can vary by state, transaction type, lender, and borrower. For a particular offer, check applicable state requirements and read the agreement carefully; do not assume consumer-loan disclosure rules apply unchanged to business-purpose credit.
