The fair way to compare grid-scale storage is to start with the grid service and discharge duration, then compare power (MW), stored energy (MWh or GWh), efficiency, lifetime cost, site constraints and revenue. A 500 MW battery lasting two hours is not equivalent to a 500 MW pumped-storage plant lasting 10 hours: the first supplies 1,000 MWh before recharge, while the second supplies 5,000 MWh. Technology rankings without that context are misleading.
Use a common levelized cost of storage (LCOS) boundary, include charging energy and replacement or augmentation, and test whether the project can earn money from energy shifting, capacity and ancillary services. Batteries often fit fast, modular and space-constrained needs; pumped hydro can provide very large energy inventories and long operating lives where suitable sites and permits exist. Flow, compressed-air, hydrogen, thermal and other options fill different duration and resource niches.

What you are actually comparing
Grid storage is not a single product category. A storage project has a power rating, an energy capacity, a discharge duration and a set of services it can deliver. The right choice depends on the system problem: frequency control within seconds, balancing over minutes, intraday solar shifting, capacity for an evening peak, or backup lasting through several low-renewable days.
Power is the maximum instantaneous output, measured in megawatts (MW). Energy is the amount that can be delivered, measured in megawatt-hours (MWh) or gigawatt-hours (GWh). Duration at rated output is energy divided by power. A 100 MW, 400 MWh installation has a four-hour duration; a 100 MW, 1,200 MWh installation has 12 hours. Both are 100 MW resources, but they are not interchangeable.

Pumped-storage hydropower (PSH) stores energy by pumping water to an upper reservoir and later releasing it through turbines. The U.S. Department of Energy describes PSH as “one of the most-common and well-established types of energy storage technologies.” Its explainer reports a U.S. PSH fleet of about 22 GW of generating capacity and 550 GWh of storage, and says PSH represents 88% of U.S. utility-scale storage capacity. Those are page-reported inventory figures, not timeless totals; the underlying inventory date should be checked when making a current market claim.
Battery storage uses electrochemical cells, power-conversion equipment and controls. Other grid-scale choices include redox-flow batteries, lead-acid and zinc batteries, compressed-air energy storage, hydrogen, thermal storage and gravitational systems. The U.S. Department of Energy cost database tracks these categories and separates procurement, installation, interconnection, operations and maintenance, and end-of-life costs. They are at different stages of commercial maturity and cannot be treated as equally deployable.
Start with the service and duration
Fast balancing and frequency response
When the need is rapid response to a sudden mismatch between generation and load, the project must provide accurate power regulation and frequent cycling. Batteries are commonly configured for this operating pattern because their output can be controlled electronically and expanded in modules. A PSH plant can also respond quickly, but its suitability depends on turbine design, operating mode, hydraulic constraints and the plant’s minimum operating level. Compare the actual response specification offered by the project, not a generic technology label.

Solar-heavy systems often need storage to charge during midday and discharge during an evening peak. Two-, four- and eight-hour configurations can all be relevant, depending on the peak and renewable profile. A short-duration battery may be cheaper when the energy requirement is modest and the site is constrained. A longer-duration PSH project can become attractive when the same power rating must be sustained for many hours and an appropriate site already exists.
Multi-day and long-duration backup
Long-duration cases require much more energy capacity than a typical frequency-regulation project. The DOE’s 2022 assessment examines 2-, 10-, 24- and 100-hour cases, illustrating why duration must be stated with every cost comparison. Pumped hydro, compressed air, hydrogen and some flow or thermal designs can scale energy more independently from power than a conventional lithium-ion battery. Whether that theoretical scaling is economical depends on the specific reservoirs, caverns, tanks, equipment and utilization rate.
Capacity and reliability
A capacity resource must be available during the system’s reliability window, not merely capable of a high nameplate output. Check how many hours the market requires, how state of charge is managed beforehand, and whether charging energy is available during a stressed period. A battery that is empty after two hours cannot provide the same capacity contribution as a reservoir that can run for 10 or 24 hours.

Compare MW and MWh together
| Example project | Power | Energy | Rated duration | What the number means |
|---|---|---|---|---|
| Short-duration battery | 500 MW | 1,000 MWh | 2 hours | High output for a short peak or rapid services |
| Longer-duration battery | 500 MW | 4,000 MWh | 8 hours | Same output, four times the energy inventory |
| Pumped-storage plant | 500 MW | 5,000 MWh | 10 hours | Extended discharge, subject to reservoir and hydraulic limits |
The examples are arithmetic illustrations, not cost or performance estimates. In a project proposal, report usable energy at the delivery point, the duration at rated output, auxiliary consumption, minimum state of charge and any derating over the operating life. Do not compare installed MW alone.
How the main technologies differ
Lithium-ion batteries: LFP and NMC
Lithium-ion systems package cells into modules, racks, inverters, transformers, thermal-management equipment and controls. Lithium iron phosphate (LFP) and nickel-manganese-cobalt (NMC) are distinct cell chemistries with different energy density, thermal characteristics, supply chains and operating limits. A utility project also includes fire detection and suppression, site controls, interconnection equipment and a warranty-backed degradation model.
Battery projects are modular: developers can add containers or racks as the required MW and MWh change. This can shorten construction and allow deployment near load or transmission. The trade-off is degradation. The usable energy may decline with calendar age, temperature and cycling, so a contract can require augmentation or replacement during the project term. Include those additions in the financial model rather than treating the initial nameplate as permanent.
Pumped-storage hydropower
PSH pumps water uphill when electricity is available and generates electricity through turbines when it is needed. Its energy inventory is set primarily by reservoir volume and elevation difference; its power is set by turbine and generator capacity. A plant can therefore be designed for a long discharge duration without multiplying the entire electro-mechanical system.
The National Renewable Energy Laboratory’s 2024 Annual Technology Baseline cites a literature range of 70%–87% round-trip efficiency for PSH and uses 80% as a central planning estimate. This is a range and modeling assumption, not a guarantee for every plant. Pump, turbine, generator, transformer and auxiliary losses, as well as the boundary used to measure charging energy, must be stated.

NREL’s 2024 modeling includes powerhouse designs with eight-, 10- or 12-hour duration at rated output for specified resource assumptions. Real projects can differ substantially. Closed-loop projects, which are not continuously connected to a natural river system, are expected to have lower environmental impacts in the cited resource assumptions; using an existing reservoir can lower costs, but may introduce different water, ecological and permitting issues.

Redox-flow batteries
Flow batteries store energy in liquid electrolytes held in tanks and circulate them through electrochemical stacks. Increasing tank volume can add MWh while stack capacity determines MW, giving a degree of independent scaling. That can be useful for long daily durations and high cycle counts. Pumps, tanks, membranes and electrolyte management add balance-of-plant complexity, and commercial maturity varies by chemistry and supplier.
Lead-acid and zinc batteries
Lead-acid systems are familiar and can be deployed in stationary applications, but project economics must account for cycle life, temperature management and replacement. Zinc-based systems cover several chemistries and configurations; their duration, efficiency, degradation and supply-chain characteristics are project-specific. Treat both as technology families rather than assuming one universal specification.
Compressed-air energy storage
Compressed-air systems use electricity to compress air, store it in a vessel or underground formation, and expand it through machinery to generate electricity. Cavern geology, compression and expansion equipment, thermal management and permitting determine feasibility. A design using supplemental fuel is not directly comparable with a fully electric design; define the system boundary and emissions treatment before comparing efficiency or cost.
Recommended Free Tools
Hydrogen
Hydrogen storage can separate power equipment, such as electrolyzers and turbines or fuel cells, from the amount of stored fuel. It is therefore a candidate for very long duration or seasonal applications, but the full chain has conversion losses, compression or liquefaction requirements, storage and safety rules, and uncertain utilization. Model the electricity consumed to produce hydrogen and the conversion back to power, rather than comparing only the tank or cavern.
Thermal and gravitational storage
Thermal systems store heat or cold and may return electricity or directly serve an industrial or district load. Their value can be higher when the end use accepts heat directly, because converting heat back to electricity is not always necessary. Gravitational concepts raise and lower masses or use other elevation-based mechanisms. DOE includes thermal and gravitational storage in its technology scope, but commercial maturity, site requirements and revenue evidence differ by design.
Use one efficiency definition
Round-trip efficiency is the energy delivered divided by the energy required to charge, measured over a stated boundary. Specify whether the calculation includes transformers, inverters, pumps, compressors, thermal management, standby consumption and other auxiliary loads. A plant-level AC-to-AC figure is not comparable with a cell-level or DC-only figure.

For PSH, the NREL 2024 ATB planning range is 70%–87%, with 80% as its central estimate. Do not transfer that figure to batteries, flow systems or hydrogen. Battery efficiency depends on chemistry, inverter loading, temperature, state of charge, auxiliary systems and the chosen measurement boundary. Ask each bidder for a tested, plant-level value under the intended duty cycle.

If a storage plant buys electricity at a marginal price, charging losses increase the energy it must purchase. A lower-efficiency system can still be the better investment if it supplies a service that a higher-efficiency system cannot provide economically or at the required duration.
Compare cost with LCOS, not a single capital number
The DOE’s 2022 Grid Energy Storage Technology Cost and Performance Assessment uses levelized cost of storage to compare projects across duration cases. LCOS should include the electricity used for charging, fixed and variable operations and maintenance, augmentation or replacement, financing assumptions, decommissioning and end-of-life costs. State whether the result is in real or nominal currency, the discount rate, project life, capacity factor, cycle schedule and treatment of taxes and incentives.
| Cost element | Why it matters | Questions to ask |
|---|---|---|
| Initial equipment and construction | Determines upfront capital and construction risk | Are procurement, civil works, interconnection and owner costs included? |
| Charging energy | Captures losses and the price of electricity used to charge | What charging price, source and time-of-use profile were modeled? |
| Augmentation or replacement | Prevents degraded batteries or worn components from being treated as new | When are cells, stacks, inverters, pumps or turbines replaced? |
| Operations and maintenance | Includes staffing, inspections, software, water management and parts | Are fixed and variable O&M separated? |
| Financing and utilization | Changes annualized cost dramatically | What discount rate, term, cycles per year and availability are assumed? |
| End of life | Captures removal, recycling, remediation or residual value | Who pays for decommissioning and how is salvage treated? |
The DOE cost database organizes procurement, installation, interconnection, O&M and end-of-life categories, but a live dataset query is needed for a current numeric comparison. The cited 2020 DOE assessment is historical and should not be presented as a current price. Do not copy a cost figure without its technology, duration, year, geography and assumptions.

PSH site screening
- Elevation difference and reservoir volume must provide the required head, MW and MWh.
- Geology and dam safety must support excavation, tunnels, dams and pressure conduits.
- Water availability, evaporation, seepage and water rights affect both design and permits.
- Transmission access can determine whether a remote resource can deliver value.
- Environmental review may address aquatic habitat, land disturbance, cultural resources and downstream effects.
A closed-loop layout may reduce some river-related impacts, while an existing reservoir may reduce construction cost. Neither label removes the need for site-specific environmental review.

- Confirm land area, setbacks, fire access, drainage and flood risk.
- Verify interconnection capacity, inverter controls and protection requirements.
- Model heat, humidity and extreme temperatures because they affect usable energy and auxiliary load.
- Plan fire detection, emergency response, monitoring and end-of-life transport or recycling.
- Check supply-chain, warranty and replacement assumptions for the selected chemistry.
Other technologies
Compressed-air projects need suitable caverns or vessels; hydrogen needs production, storage, conversion and safety infrastructure; thermal projects need a compatible heat sink or customer; flow systems need tanks and electrolyte logistics. A technology with a favorable theoretical cost is not viable if its resource is absent at the interconnection point.
Best Value
Match the project to its revenue stack
Storage revenue may come from energy arbitrage, capacity payments, balancing, frequency response, reserves, black start, congestion relief or a bilateral contract. Build a dispatch model that respects duration, state of charge, minimum run time, ramp rates, charging limits and availability obligations.
Energy arbitrage alone may not support a long-lived infrastructure project if price spreads are narrow or cycles are limited. Conversely, a project can earn value from several services, but the same MW cannot be sold simultaneously to incompatible obligations. Test co-optimization and degradation costs.
The International Energy Agency says, “Pumped storage and battery technologies are increasingly complementary in future power systems.” The same IEA analysis notes that PSH financing and remuneration can be difficult where long-term payment for flexibility is missing or market conditions are uncertain. A technically sound PSH site can therefore stall without a bankable contract; a battery can face a different risk if merchant price spreads or ancillary-service prices decline.

A step-by-step comparison method
- Define the need. Write the required service, maximum output, minimum discharge duration, response time, annual cycles and availability window.
- Set the delivery point. Specify whether MW and MWh are measured at the generator, inverter, busbar or grid interconnection, and include auxiliary loads consistently.
- Create the duty cycle. Model charging and discharging by hour for representative seasons, including reserve state of charge and renewable curtailment.
- Screen resources. Eliminate options that lack reservoirs, head, geology, land, water, transmission, safety clearance or a compatible thermal or industrial load.
- Size power and energy separately. Calculate MW for the peak service and MWh for the required duration; do not let a high MW rating hide insufficient energy.
- Request comparable performance data. Obtain plant-level round-trip efficiency, response time, availability, degradation, auxiliary consumption, minimum output and warranty terms.
- Build LCOS. Include initial cost, charging energy, O&M, augmentation or replacement, financing, taxes, decommissioning and residual value under identical assumptions.
- Model revenue. Test energy, capacity and ancillary-service revenues, market rules, curtailment, transmission charges and contract penalties.
- Stress-test uncertainty. Vary electricity prices, utilization, construction time, interest rates, efficiency, degradation, replacement timing, water conditions and permitting delays.
- Make a portfolio decision. A mix of fast batteries and longer-duration PSH or another technology may serve the system better than one technology sized for every service.
Common comparison mistakes
- Comparing $/kW without duration: add $/kWh or MWh and state the hours.
- Using cell efficiency for a plant: include conversion equipment and auxiliary loads.
- Ignoring charging cost: losses and electricity prices can dominate lifetime economics.
- Assuming nameplate energy lasts forever: model battery degradation and augmentation, and major-component replacement for all technologies.
- Treating a resource estimate as a guaranteed project: PSH head, water, geology and permits require site confirmation.
- Ranking technologies by one metric: efficiency, capital cost, duration, response and environmental impact answer different questions.
- Counting every revenue stream twice: enforce dispatch and availability constraints in the revenue model.
- Using old cost figures as current prices: identify the year, geography, financing basis and technology maturity.
Which option fits which project?
| Project requirement | Options to investigate first | Critical qualification |
|---|---|---|
| Seconds-to-minutes response near a load center | Lithium-ion battery; some flow or other battery designs | Verify plant-level response, safety layout and cycling degradation |
| Two- to eight-hour daily shifting | Lithium-ion, PSH, flow, thermal or other duration-specific designs | Compare MWh, cycle schedule and augmentation, not just MW |
| Eight- to 24-hour capacity | PSH, longer-duration battery, flow, compressed air or thermal | Confirm site resource, utilization and market capacity rules |
| Very long or seasonal storage | Hydrogen, PSH, compressed air and selected thermal or flow concepts | Conversion losses, infrastructure and low utilization can dominate LCOS |
| Existing reservoir or strong hydro site | PSH retrofit or new PSH configuration | Water, environmental permits, transmission and civil works decide feasibility |
| Land-constrained urban or industrial site | Modular battery or a compatible thermal system | Fire protection, noise, heat and interconnection limits remain decisive |
Bottom line for a defensible decision
There is no universal winner between batteries and pumped hydro. Choose batteries when modular power, rapid controls, short-to-medium duration and proximity to the grid outweigh degradation and augmentation. Choose PSH when a bankable site offers the necessary elevation, water, transmission and permits, and the system values many hours of energy and long operating life. Evaluate flow, compressed-air, hydrogen, thermal and gravitational options when their resource or duration characteristics solve a problem the first two cannot.
The defensible comparison is a project model: identical MW and MWh definitions, a stated duration, plant-level efficiency, full LCOS, site and permitting evidence, operating-life assumptions and a revenue stack that respects dispatch limits. Technology names come last; the service and project context come first.
