1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe most reliable AI-tool comparison starts with the job you need done, not a leaderboard score. Define the users, inputs, success criteria, and test conditions first; run the same realistic tasks on every candidate; then combine task outcomes with contextual user feedback and a separately defined retention measure.
Retention is useful only after you specify who is being followed, what counts as a return, and the observation window. There is no universal retention definition for AI products, so a percentage without those details is not a meaningful cross-tool comparison.

What a defensible AI-tool comparison should answer
A comparison should let a decision-maker answer four practical questions:
- Can each tool complete the intended task to an explicitly acceptable standard?
- Does the test resemble the real inputs, users, workflow and consequences of use?
- Do people find the tool useful, understandable and workable when performing that task?
- Do users return or continue using it under a clearly stated definition of retention?
These questions separate capability from product fit. A system can perform well on a benchmark yet fail in a production workflow because the inputs, interaction pattern or review burden differ. Conversely, repeated use can reflect convenience, habit or a lack of alternatives rather than accurate task performance.

NIST describes dependable measurement as central to trustworthy AI products and services: “The development and utility of trustworthy AI products and services depends heavily on reliable measurements and evaluations of underlying technologies and their use.” NIST’s AI measurement and evaluation overview places measurement in the context of both technologies and their use, which is why task results, user evidence and continued use belong in one evaluation plan.
1. Define the decision and the use case before testing
Write a one-sentence decision statement, such as “Choose the assistant that helps support agents resolve billing questions with the least unsafe editing.” The statement prevents a test from drifting toward whichever tool produces the most impressive demo.
Specify the task
Describe the work in observable terms. “Good at writing” is too broad; “turn a 600-word product brief into a customer email that preserves every price, date and eligibility condition” is testable. If the tool will classify, summarize, retrieve, code, draft, translate or operate another system, name the exact action and output.
Specify users and affected people
Record who will perform the task, their experience level, language or accessibility needs, and who could be affected by an error. A tool used by trained analysts may need different controls from one used by the public. NIST’s AI RMF Playbook Measure guidance recommends incorporating end-user and impacted-community feedback into evaluation metrics, rather than treating a model score as the whole assessment.
Specify inputs, references and constraints
List the permitted files, data sources, tools, prompt context, time limit, privacy rules and human-review requirements. Decide whether candidates receive identical source material and whether they may browse, call APIs or use retrieval. Keep these conditions fixed unless the comparison is explicitly testing different deployment configurations.
Define an acceptable result
State what must be true for the output to be usable. A completion might require factual accuracy, all required fields, a safe refusal in prohibited cases, a workflow state change, or acceptance by a qualified reviewer. Include tolerances and unacceptable errors before anyone sees the outputs.
NIST’s TEVV-Athlon framework describes assessment as a structured approach for evaluating real-world impact and outcomes, with objectives customized to the application. Treat that page as draft guidance: it announced an initial public draft on August 7, 2026, was updated August 14, 2026, and reported a comment deadline of October 6, 2026. Verify its status when you publish or rerun an evaluation.

2. Build comparable, realistic task tests
Create a test set that represents the work people actually need to do. Give every candidate the same task specification and equivalent input conditions. Randomize task order where learning or fatigue could affect users, and record the tool version, configuration and date so a later run can be interpreted.
Use a task mix, not one showcase prompt
Include routine cases, edge cases, ambiguous requests and known failure-sensitive cases. If the intended use spans several materially different tasks, keep their results separate. A single average can hide a tool that is excellent at drafting but unsafe at extraction.
Check benchmark coverage and realism
Benchmarks are useful only when their contents and scoring correspond to the decision. NIST’s Practices for Automated Benchmark Evaluations of Language Models (an initial public draft dated January 2026) advises connecting evaluation aims to benchmark relevance and coverage. It warns that simplified multiple-choice formats may not represent free-response chatbot work. Use a benchmark as one component, then add realistic tasks when the production interaction is open-ended, multi-step or dependent on supplied documents.

Preserve the reference material
For each task, store the input, the reference answer or acceptance rubric, the model output, any tool calls and the human edits. The OECD’s direct-test discussion supports measuring output quality against a reference dataset when one is suitable, but it does not prescribe a universal metric for every task. A reference can be a verified answer, a gold-standard record, a policy rule or a review rubric, depending on the work.
3. Measure task completion with an explicit criterion
Decide what “completed” means before running the comparison. Possible operational definitions include a correct final answer, a usable draft accepted by the intended user, a finished workflow transaction, or successful completion after no more than a specified amount of human correction. Pick the definition that matches the decision; do not silently switch from “correct” to “looks plausible” after seeing outputs.
Record the denominator and conditions
Report the number of completed tasks divided by the number attempted, and state which tasks were excluded and why. Keep the task set, prompt instructions, model settings, time limit and reviewer qualifications alongside the rate. A completion percentage without its denominator or conditions cannot be reproduced or compared fairly.
Score quality beyond a binary pass
Binary completion can conceal serious differences. Add task-specific quality fields such as factual errors, missing requirements, unsafe content, citation accuracy, formatting defects, latency or human-edit time when those characteristics matter. Mark whether a failure was detected by the system, the user or an independent reviewer.
Distinguish assistance from replacement
If the tool is intended to support a person, measure the final human-approved result and the correction burden separately. A draft that is accepted after two minutes of edits is a different outcome from one requiring a complete rewrite. State whether reviewers were allowed to consult outside sources and whether they knew which tool produced each output.

Its framework helps connect a candidate system, defined input data and measured output characteristics; it does not establish one universal task-completion score for commercial products. Read the OECD direct-tests chapter for the task-and-reference approach.
4. Measure retention as a separate, defined signal
Retention can indicate that people continue to find a tool worth returning to, but it does not prove that the tool completed tasks correctly. The sources used for this guide do not define a standard AI-product retention formula or show that retention alone demonstrates task value. Your team must define the measure for the product and use case.
Define the cohort
State who enters the measurement: all sign-ups, users who completed onboarding, users who performed at least one target task, or another eligible population. Separate new-user onboarding from ongoing users when the decision depends on sustained productivity rather than initial curiosity.
Define the qualifying event
Choose the behavior that counts as continued use, such as returning to complete another target task, submitting a second work item or using the tool on a scheduled workday. A login, page view or accidental open may not represent meaningful use. Document whether automated activity, duplicate accounts or internal testers are excluded.
Define the observation window
Specify when the clock starts and the period you observe. A seven-day return measure answers a different question from a 30-day or quarterly measure. Report the window with the result and avoid comparing windows that capture different product cycles.

Define the context
Record plan or deployment type, geography, channel, task mix, release version and any major prompts or interface changes. Compare like with like. If one tool is embedded in a daily workflow and another requires a separate application, their raw return rates reflect different friction and opportunity to use.
Interpret retention with task and feedback evidence
Use retention to ask why people continue, stop or return after a failure. Pair the cohort and event definition with task-completion results and user explanations. High retention with frequent corrections may indicate lock-in or convenience; lower retention during a seasonal workflow may not indicate poor quality. Do not collapse these signals into one unexplained score.
The NIST AI Risk Management Framework provides risk-management context but does not supply a universal retention metric for AI tools. Treat any retention number as a product-specific operational measure, not a standardized industry statistic.

5. Collect user feedback in the task context
Ask people about the work they just performed, not only their general impression of the brand or interface. Contextual feedback explains failures that a benchmark cannot, including confusing instructions, excessive correction, missing controls, privacy concerns and unsafe suggestions.
Use a short post-task instrument
After each task, ask what the user expected, whether the result met the stated criterion, what they changed, how confident they were, and what blocked or slowed them. Include an optional open-text explanation and a field for reporting harmful or sensitive outcomes. Keep questions tied to the task so answers can be joined to the corresponding output and completion result.
Observe the workflow as well as asking questions
Log time to first usable result, number of regeneration attempts, hand-offs, corrections and abandonment points when consent and privacy rules allow. Observation can reveal that a high completion rate depends on hidden expert labor. Do not treat telemetry as a substitute for asking users why an event occurred.
Include affected communities
When outputs affect customers, applicants, patients, students or other non-operators, create a feedback route for those people or their representatives. NIST’s Measure guidance recommends tracking feedback from AI actors and integrating end-user and impacted-community processes into evaluation metrics. Document whose feedback was collected and whose perspective remains absent.
Combine testing modes
NIST’s ARIA Evaluation Planning Manual, dated September 18, 2026, describes model testing, red teaming and user testing as three testing types in its approach. A comparison plan can use model or task tests for performance, red teaming for adversarial or harmful behavior, and user testing for workflow fit. The combination is more informative than a benchmark-only judgment.
6. Check validity, consistency and fairness
Before trusting a result, audit the evaluation instrument itself. The OECD framework for characterizing AI evaluation instruments organizes its facets under validity, consistency and fairness. Its 2023 illustration rated 36 instruments using four raters and described 18 evaluation facets. Those counts characterize the framework; they are not performance results for any commercial AI tool.
Validity questions
- Task performance or capability: Does the test measure the work users need, or only an abstract capability?
- Coverage: Does the task set include the relevant languages, domains, edge cases and failure modes?
- Purpose: Is the instrument for model selection, release approval, monitoring, safety investigation or another decision?
- Realism: Do inputs, interaction steps, time limits and review conditions resemble intended use?
- Reference: Is there a defensible answer key, policy, dataset or reviewer rubric?
- Specificity: Are claims limited to the tested task, version, population and context?
Consistency questions
- Can another team reproduce the prompts, inputs, settings, scoring rules and exclusion decisions?
- Do reviewers apply the same rubric, and is disagreement recorded rather than silently averaged away?
- Are tool updates, prompt changes and data revisions logged between runs?
Fairness and impact questions
- Are groups likely to experience different error rates represented in the test set?
- Were affected people invited to report harms, barriers or unacceptable trade-offs?
- Does the pass criterion penalize a group because of an irrelevant formatting or language assumption?
Use these questions to improve the test plan, not to manufacture a single fairness number when the evidence does not support one. Explain which populations were included, excluded or too small for a reliable conclusion.

7. Build a comparison scorecard
A scorecard should make conditions visible before it presents results. Record one row or section per tool and keep task-level outcomes separate when tasks differ materially.

- Write the decision statement. Name the workflow, users, risk tolerance and decision the results will inform.
- Freeze the protocol. Define tasks, inputs, references, prompts, model settings, time limits, reviewers, privacy controls and stopping rules before testing.
- Assemble the task set. Include representative routine work, edge cases, ambiguous requests and safety-sensitive cases. Keep benchmark items and realistic free-response tasks distinguishable.
- Baseline the human workflow. Record how the task is completed without the candidate tools when that comparison is relevant, including review effort and acceptable quality.
- Run each candidate under equivalent conditions. Capture outputs, tool calls, errors, latency, edits, refusals and any system or version changes.
- Score completion and quality. Apply the prewritten rubric, preserve the denominator, and have reviewers record disagreements and material corrections.
- Collect contextual feedback. Ask users immediately after tasks about usefulness, confidence, friction, correction effort, risks and unmet needs. Include impacted people where the output affects them.
- Measure retention independently. Define the eligible cohort, meaningful return event, window, exclusions and context; then link the result to the same task and feedback records where privacy permits.
- Audit validity, consistency and fairness. Check coverage, realism, reproducibility, subgroup effects and whether the test still matches the decision.
- Publish the scorecard and limitations. Show task-level results, retention definitions, feedback method, test dates and known weaknesses. State what the evidence supports and what it cannot establish.
Common comparison mistakes and how to correct them
Choosing a winner from one benchmark
Problem: A benchmark may measure a narrow capability or use a format unlike the real workflow.
Correction: Explain benchmark relevance and coverage, then add realistic tasks such as multi-turn, document-grounded or free-response work when those are part of the intended use.
Calling a plausible answer a completed task
Problem: Fluency can hide omissions, unsupported claims or unsafe instructions.

Relying only on operator opinions
Problem: Operators may not see harms experienced by customers or other affected groups.
Correction: Add feedback channels for impacted people and report whose perspectives were not captured.
Blending unlike tasks into one average
Problem: Strong performance on easy tasks can conceal failures on high-risk tasks.

Changing the rules after seeing outputs
Problem: Post-hoc criteria favor a preferred tool and make reruns impossible.
Correction: Freeze acceptance criteria, exclusion rules and reviewer instructions before execution; document any later protocol change as a new test.
How to report results responsibly
Start the published comparison with the decision context and test conditions. For every tool, show the task-level completion measure, quality failures and human-review burden before discussing retention. Define retention in the same paragraph as its value, including cohort, event and time window. Describe how users were recruited, what they did, which questions they answered and how feedback was analyzed.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Separate observed results from interpretation. “Users who completed onboarding and returned to submit another target task within 30 days” is an observation definition; “the tool creates durable value” is a broader interpretation that requires supporting task and feedback evidence. Use cautious language when samples are small, guidance is still draft, or affected communities were not represented.
Include the test date, product or model version, configuration, prompt set and any material changes. Keep raw prompts, anonymized outputs, scoring rubrics and reviewer notes available to authorized auditors where privacy and security rules permit. A transparent record lets another team understand whether a difference reflects the tool, the task design or the surrounding workflow.
Official frameworks and what they do—and do not—tell you
- NIST AI measurement and evaluation explains why reliable measurement matters for trustworthy AI and its use.
- NIST TEVV-Athlon frames evaluation around application-specific objectives and real-world impact; the page describes an initial public draft whose status can change.
- NIST’s ARIA Evaluation Planning Manual combines model testing, red teaming and user testing in an evaluation approach.
- The OECD evaluation-instrument framework organizes questions under validity, consistency and fairness and describes 18 facets; its illustration rated 36 instruments with four raters.
- The OECD direct-tests chapter links candidate systems, defined inputs and measured output quality, with references where appropriate; it does not prescribe one metric for every task.
- NIST’s benchmark-evaluation practices draft, dated January 2026, cautions that benchmark format and coverage must match the intended use.
- The NIST AI RMF Playbook Measure function emphasizes structured feedback from AI actors, end users and impacted communities.
None of these sources supplies a universal retention definition for AI products. Retention therefore remains a product- and use-case-specific reporting choice that must be explained rather than presented as a standardized score.
Bottom line for choosing between AI tools
Choose the tool that produces acceptable results on the tasks that matter, under conditions that resemble the real workflow, with a correction burden and risk profile users can manage. Use feedback to explain why outcomes occur and to surface harms or friction that output scoring misses. Report retention only with its cohort, event, window and context, and never let a high return rate substitute for evidence that the tool completes the job well.
