There is no universally “best” emerging market for AI investment. A defensible comparison pairs two separate judgments: opportunity (where a business can earn and scale) and readiness (whether infrastructure, data, skills, institutions and capital can support delivery). Score both with the same evidence, then test the result against your investment horizon, risk tolerance and route to customers.
Start with two scorecards, not a country league table
A large population, a busy startup scene or a single impressive funding round does not prove that an AI company can deploy reliably or reach profitable scale. The International Finance Corporation describes a complementary way to look at emerging-market AI: map the ecosystem from infrastructure through foundational models to sector applications, while separately examining the structural conditions that allow those businesses to operate. See IFC’s 2026 overview.

Use two scorecards for every market:
- Opportunity score: size and urgency of customer problems, willingness and ability to pay, competitive intensity, distribution, and the investable layer (infrastructure, data services, models or applications).
- Readiness score: connectivity, reliable power, compute access, relevant data, talent, institutions, regulation, financing depth and resilience.
Keep the scores visible as separate numbers. A market can offer a large unmet need but low readiness, implying an infrastructure or enabling-services thesis rather than an immediate application bet. Conversely, a technically ready market may have limited local demand or intense competition.
A transparent editorial scoring model
If you need a repeatable internal screen, rate each factor from 0 to 5 and publish the date and evidence behind every rating. One practical weighting is 40% opportunity and 60% readiness for an early deployment investment; an investor targeting long-horizon infrastructure can reverse that emphasis. The weights are a decision aid, not a forecast.

| Rating | Meaning | Evidence standard |
|---|---|---|
| 0 | Not investable for the defined thesis | Critical barrier with no credible mitigation or route to market |
| 1 | Very weak | Small pilots or isolated assets; economics depend on an unproven change |
| 2 | Early | Some enabling conditions, but material gaps in cost, scale or execution |
| 3 | Workable | Commercial deployment is possible with identified mitigations |
| 4 | Strong | Multiple suppliers, customers and talent channels support the thesis |
| 5 | Deep and resilient | Scale, competition and institutions support durable growth under stress |
Do not convert these ratings into a single “winner” until you have declared the target return, holding period, currency, liquidity needs and tolerance for regulatory and execution risk.
Map the investable AI layers
Compare like with like. A data-centre project, a speech model and a workflow application have different customers, capital needs and failure modes. Classify each opportunity before comparing markets.
| Layer | Typical customer and use case | Readiness evidence to collect | Common bottleneck | Possible mitigation |
|---|---|---|---|---|
| Infrastructure and compute | Cloud providers, telecom operators, enterprises and public agencies needing accelerated computing, storage or reliable hosting | Grid reliability, electricity price and outage data; fibre and mobile coverage; rack, GPU and cooling availability; cross-border cloud latency | High upfront cost, imported hardware, power scarcity or dependence on one supplier | Phased capacity, multiple cloud routes, power contracts, energy-efficient workloads and regional hosting |
| Data and enabling services | Data collection, labeling, privacy-preserving analytics, cybersecurity, integration and model-evaluation providers | Lawful access to representative local data, procurement demand, data-governance capability and repeatable quality controls | Fragmented or poor-quality data and unclear rights | Consortium data agreements, documented provenance, synthetic or federated methods and sector standards |
| Foundational or adapted models | Model developers serving local languages, domains or constrained devices | Compute economics, language and domain corpora, evaluation benchmarks, research talent and distribution partnerships | Training costs and competition from global models | Specialize by language, workflow, latency, privacy or total cost; use transfer learning and open interfaces |
| Vertical applications | Health, finance, agriculture, logistics, education, public services and industrial operators | Clear buyer, digitized workflow, integration access, outcome metrics, human oversight and procurement cycle | Long sales cycles, weak digital processes or uncertain liability | Start with a narrow workflow, prove a measurable outcome and secure channel partners |
The table is a comparison structure, not a claim that every country has a viable business in every layer. Your investment memo should state which layer is being funded and why the local conditions create an advantage.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteApply the four Cs, then add power and institutions
The World Bank’s Digital Progress and Trends Report: Strengthening AI Foundations organizes readiness around connectivity, compute, context and competency. It says priorities must be tailored to each nation. For investment analysis, treat energy and institutional capacity as explicit additional axes rather than hiding them inside a general “infrastructure” score.
Connectivity and reliable power
Measure whether the intended users can reach the service at an affordable, dependable quality, not merely whether a country has internet coverage. Collect fixed and mobile speeds, latency to likely cloud regions, data costs, enterprise service availability and outage frequency for the relevant cities or industrial zones. For physical AI infrastructure, record electricity tariffs, connection lead times, backup requirements, grid congestion and the carbon or water constraints that may affect permitting.
- Ask whether the target workflow still functions during intermittent connectivity.
- Separate urban backbone quality from rural or last-mile access.
- Model power and network costs per transaction, not only headline tariffs.
- Check whether redundancy is available from different routes and operators.
A low-cost application that requires continuous high-bandwidth access may be less viable than an offline-first tool even in a digitally active market.

Compute access
Determine how a company can obtain training and inference capacity: domestic data centres, international cloud services, leased accelerators or a hybrid. The World Bank highlights a policy choice between building domestic capacity and securing international cloud access. Compare price, availability, latency, data-residency rules, import duties, payment and foreign-exchange friction, and the ability to scale during demand spikes.
Do not treat announced capacity as usable capacity. Request evidence of delivered accelerator hours, service-level agreements, utilization, cooling and maintenance. For applications, estimate inference cost per customer and test whether model compression, batching or smaller models change the margin profile.
Context: relevant and lawful data
Data should be evaluated for rights, coverage, freshness, language, demographic representation and compatibility with the target workflow. Local context can improve usefulness, but “local” does not automatically mean accurate or permissible. Review consent, sector secrecy, cross-border transfer rules, retention obligations and the ability to delete or correct records.
Ask for a data map showing source, owner, legal basis, format, update cadence and quality controls. Where one government registry, platform or corporate partner supplies most training data, score concentration risk and identify an alternative before investing.
Competency: talent and execution
Count more than AI graduates. A deployable product needs machine-learning engineers, data engineers, product managers, domain specialists, sales staff, security professionals, support teams and leaders who can manage regulated deployments. Examine training pipelines, experienced practitioner density, compensation relative to global alternatives, retention, diaspora links and the ability to hire outside the capital.
Interview customers about implementation capacity. A market may have excellent researchers but too few integrators to connect models to billing, identity, clinical or industrial systems. Conversely, strong software and business-process talent can support valuable applications without a large foundational-model community.

Institutional and regulatory capacity
The Bank for International Settlements argues that AI preparedness includes infrastructure, skills and institutional capacity, with substantial differences among emerging economies. Its 17 February 2026 bulletin should be read as an analytical institutional publication; its authors note that the views do not necessarily represent the BIS or its member central banks.
Assess clarity and enforcement, not only the existence of an AI strategy. Review data-protection rules, sector licensing, automated-decision requirements, intellectual-property treatment, cybersecurity obligations, tax and import rules, public procurement and the availability of regulatory experimentation. The OECD discusses enabling, predictable environments and experimentation in its analysis of AI investment ecosystems.
Measure commercial opportunity separately from readiness
For each proposed business, document the customer, painful problem, buying authority, budget, sales cycle, deployment dependency and measurable outcome. A large theoretical user population is not the same as an addressable market. Government adoption in developing countries remains early according to the World Bank, so public-sector demand should be modeled with procurement timing, budget execution and payment history rather than treated as immediate revenue.

- Who signs the contract and who uses the system?
- What cost, revenue or risk metric changes after deployment?

- Is the workflow repeated often enough to support subscription or usage pricing?
- What local substitute, manual process or global product is the buyer using now?
- What evidence would make the customer expand beyond a pilot?
For consumer products, test affordability, device capability, language coverage, payment rails and trust. For enterprise products, test procurement, information-security review and integration costs. For infrastructure, test contracted utilization and the credit quality of anchor customers.
Use a market comparison worksheet instead of a league table
When countries are not specified, a reusable worksheet is more honest than a ranking. Fill the same fields for every candidate and attach dated evidence.
| Field | What to record | Decision implication |
|---|---|---|
| Market and segment | Country, target region, sector and customer type | Defines the population and avoids treating a diverse country as one market |
| Opportunity layer | Infrastructure, data/enabling, model or application | Sets the relevant economics and competitors |
| Customer and use case | Named buyer, workflow, budget owner and outcome metric | Tests whether demand can become revenue |
| Readiness evidence | Connectivity, power, compute, data, skills and institutions, with dates | Distinguishes demonstrated capability from announcements |
| Bottleneck and mitigation | Most binding constraint, owner of the fix, cost and time | Shows whether risk is manageable or thesis-breaking |
| Capital sources | Local and cross-border VC, corporate investors, public funds, development finance, debt, pension or sovereign capital and FDI | Matches financing instrument to asset life and risk |
| Regulatory and execution risks | Licensing, data, procurement, currency, security, talent and governance risks | Sets diligence scope and downside cases |
| Evidence that would change the view | Specific milestone such as a cloud contract, rule clarification, paid deployment or talent-retention result | Creates a monitoring plan instead of a static score |
Use ranges where data are uncertain and label estimates. A score should fall when evidence is stale, contradictory or dependent on a single unverified source.

Interpret global AI funding without mistaking it for local returns
The OECD’s 17 February 2026 analysis provides global context, not an emerging-market performance ranking:
| Indicator | Reported figure | How to use it |
|---|---|---|
| AI share of global VC in 2025 | 61%, or USD 258.7 billion, out of USD 427.1 billion total VC | Shows investor attention; it does not establish expected returns in any country |
| Mega-deal share | 73% of AI investment value in 2025, for deals above USD 100 million | Explains why aggregate value can rise while early-stage access remains difficult |
| IT infrastructure and hosting | USD 109.3 billion in 2025, versus USD 47.4 billion in 2024 and USD 256.1 billion cumulatively from 2012–2025 | Signals capital intensity; the OECD classification is broad and can include model developers, so it is not pure data-centre spending |
| Geographic concentration | US firms about 75% (USD 194 billion), EU27 6% (USD 15.8 billion), China 5% (USD 13.9 billion) and UK 5% (USD 13.8 billion) of global AI VC deal value in 2025 | Provides global comparison points, not a ranking of emerging markets |
The OECD series covers venture-capital investment, including corporate VC, through 2025, using Preqin data and OECD firm classifications. Smaller deals can be added retrospectively, historical estimates can change and AI investment is cyclical. Include public and corporate investment, private equity, pension and sovereign funds, debt and foreign direct investment when they fit the asset; VC alone can misrepresent financing depth.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Match the financing instrument to the opportunity
Early application software may suit equity rounds, while power, fibre and compute assets often need project finance, strategic capital, leasing or blended public-private structures. Data and workforce programs may be supported by grants or development finance before commercial revenues are visible. Compare:
- Stage depth: Are pre-seed, growth and late-stage investors present, or must every round be raised abroad?
- Currency fit: Do revenues and costs match the currency of debt and imported compute?
- Exit routes: Are strategic buyers, public markets or secondary transactions realistic?
- Governance: Can investors obtain reporting, board rights, audit access and technical assurance?
- Follow-on capacity: Who funds the next round if global sentiment turns?
Do not infer that global funding concentration makes local opportunities unattractive, nor that capital will automatically “catch up.” Test whether the proposed company can reach a customer and financing milestone before its runway ends.
Build resilience into the investment case
OECD guidance emphasizes diversification across complementary parts of the AI stack. Concentration can appear in cloud providers, imported chips, data sources, investors, customers or skilled employees. For every dependency, record a fallback and the cost of switching.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Concentration signal | Why it matters | Diligence and mitigation |
|---|---|---|
| One cloud or accelerator supplier | Price changes, outages or export restrictions can halt service | Test a second provider, portable architecture and reserved capacity |
| One data owner | Access withdrawal or a legal challenge can destroy model performance | Secure durable rights and add independent data sources |
| One anchor customer | Renewal loss creates a sudden revenue gap | Track pipeline diversity and require expansion evidence from multiple buyers |
| Imported hardware and foreign currency | Exchange-rate and logistics shocks raise unit costs | Model stress cases, inventory lead times and local service capability |
| Small specialist talent pool | Attrition can delay deployment and increase wages | Document succession, training, remote hiring and retention plans |
| One investor or funding source | A financing cycle can end before product-market fit | Map local, regional, development and strategic capital options |
Follow a repeatable comparison process
- Define the mandate. State geography, sector, investable layer, ticket size, return objective, holding period, currency and permitted risk.
- List comparable markets. Use a consistent boundary, such as countries in a regional trade bloc or economies with similar income and population characteristics.
- Map the ecosystem. Identify infrastructure suppliers, data and integration firms, model builders, application companies, universities, accelerators, public agencies and anchor customers.
- Collect four-C evidence. Record connectivity, compute, context and competency metrics, then add electricity reliability, cost and institutional capacity.
- Validate demand. Interview buyers and document budgets, procurement paths, deployment prerequisites, willingness to pay and measurable outcomes.
- Score opportunity and readiness separately. Use dated sources, confidence levels and disclosed weights; do not average away a critical zero.
- Stress-test the economics. Recalculate margins and runway for higher power prices, weaker currency, cloud outages, slower sales and a delayed follow-on round.
- Check concentration and mitigation. Require a credible second route for compute, data, customers and capital where a dependency is material.
- Set monitoring triggers. Define the evidence that upgrades or downgrades the thesis, such as a paid deployment, a rule change, delivered compute or verified talent retention.
Common mistakes and how to correct them
Ranking countries by population or GDP alone
Large aggregate demand can coexist with low purchasing power, fragmented distribution or poor connectivity. Segment by paying customer and workflow, then compare unit economics.
Best Value
Equating announcements with capacity
Planned data centres, national strategies and memoranda do not prove available compute or enforceable policy. Seek operating metrics, contracts, permits and delivery dates.
Using graduate counts as a talent proxy
Measure experienced, retained teams and implementation partners. Include sales, domain, security and governance skills.
Treating local data as automatically valuable
Check legal rights, quality, representativeness and update frequency. A large inaccessible dataset contributes little to an investable product.
Free tools Windows power users keep installed
One-click scans. No signup required.
Assuming venture capital is the only capital
Infrastructure and public-interest capacity may require debt, guarantees, development finance, corporate investment or blended structures. Match the instrument to cash-flow timing.
Turning a readiness framework into investment advice
The World Bank and BIS provide foundations and economic context, not deal underwriting or risk-adjusted return forecasts. Complete company-level diligence before committing capital.
What emerging-market evidence can and cannot establish
The World Bank reports that AI innovation and compute remain concentrated in high-income countries. Adoption is rising in middle-income economies but remains very limited in low-income economies, with connectivity, compute, locally relevant data and skills gaps acting as barriers. Its practical conclusion is that investing in the four Cs is a strategic, largely no-regret approach for low- and middle-income countries, while priorities must reflect each nation’s circumstances.
The Centre for International Governance Innovation’s 18 June 2025 paper examines startups engaging with G7 and other investors across ten middle-income developing countries in Africa, Southeast Asia and Latin America. It is useful for identifying cases and questions about G7 links and South-South ecosystems, but its overview does not provide a comparable country ranking or investment-return estimates.
