Compare accounting firms by the work they will actually perform, the people assigned to it, applicable credentials and oversight, audit-independence requirements, and the full cost and client workload—not by firm name or quoted fee alone. First define whether you need tax preparation or planning, an audit or other assurance engagement, advisory work, or a combination. Then give each firm the same written scope and compare its response against the same criteria.
Start by defining the work you need
“Accounting services” can mean very different engagements. A tax return, a financial statement audit, and advice on systems or controls have different objectives, deliverables, professional requirements, and responsibilities. A firm that is a good fit for one may not be the right fit for another.

Tax preparation and planning
Specify the returns or tax matters involved, the entities and jurisdictions, whether you need preparation, planning, representation, or a combination, and the deadlines. Ask who will prepare, review, and sign the work. Identify prior-year issues or unusual transactions that may require specialist attention.
Audit and other assurance
Clarify the reporting framework, the type of assurance report required, its intended users, and the standards and oversight that apply. “Audit” is not a sufficient scope description: a statutory audit, an audit requested by a lender, and other assurance work may have different requirements. In the United States, PCAOB registration is required for firms issuing reports for public companies, other issuers, or broker-dealers, and for certain roles in those audits; do not assume that requirement applies in the same way to every private-company or other assurance engagement. See the PCAOB’s information for audit firms.

Advisory work
Name the decision or problem the work should help address—for example, evaluating a process or advising on a transaction—and ask for the expected analysis, recommendations, and any implementation support. If the same firm may also audit your organization, identify the proposed advisory work before accepting it; some services can create independence concerns.
Give every firm the same brief
Prepare a short request for proposal with enough detail for each firm to price and plan the same work. Include:
- Entity type, locations, industry, and relevant affiliates.
- Accounting system, reporting framework, and recordkeeping arrangements.
- Required service, intended report users, deadlines, and prior-year issues.
- Expected deliverables, including reports, returns, recommendations, or meetings.
- Records and other work your organization will provide, and management responsibilities.
Ask each firm to state its assumptions, exclusions, schedule, client responsibilities, review and correction process, and how significant issues will be escalated. Request an engagement letter that sets out the objectives, services, responsibilities, and limitations. PCAOB ET Section 101 guidance says these matters should be understood between the firm and client for nonattest services, preferably in an engagement letter; see ET Section 101.

Verify credentials, specialization, and applicable oversight
For tax work
Ask for the name and role of the person who will prepare, review, and sign the work, and check that person’s credentials with the relevant licensing body. The IRS explains that CPAs are licensed by state boards and that some specialize in tax preparation or planning. A PTIN holder is authorized to prepare federal tax returns, but credentials do not by themselves show experience with your particular entity, transaction, or tax issue. Review the IRS overview of tax return preparer credentials and qualifications, and ask firms for comparable experience.

For audit or assurance work
Tell firms who will rely on the report and what standard or regulator governs the engagement. For covered public-company, issuer, and broker-dealer audits, verify the firm’s PCAOB registration and its role. For other engagements, ask which professional standards, licensing requirements, and oversight apply in the relevant jurisdiction. Requirements can depend on the client, engagement, report use, and location, so confirm them with the applicable regulator or licensing body rather than assuming one rule covers all audits.
Resolve independence and conflicts before choosing a combined firm
A firm may offer tax, audit, bookkeeping, systems, valuation, internal-control, and other advisory services, but the combination is not automatically permissible when that firm audits the client. Ask each candidate to disclose current and proposed services for the audit client and relevant affiliates, identify who evaluates independence, and explain any restrictions, safeguards, or required audit committee or board approvals.
In covered audits, PCAOB independence rules apply; other engagements may be governed by different requirements. Risks include taking on management responsibilities or auditing the firm’s own work. Management decisions must remain with the client when nonattest services are provided. Ask for the firm’s assessment in writing and consult the applicable regulator or adviser if the governing rules are unclear. The PCAOB ethics and independence rules describe rule applicability and effective-date notices, while ET Section 101 addresses independence in connection with nonattest services.

Evaluate the people and quality process behind the firm
The firm’s brand does not tell you who will do the work or how closely it will be reviewed. Ask for the engagement partner and manager by name, their relevant experience, their expected involvement, and which specialists can be brought in. Also ask how the firm supervises staff, reviews work, maintains continuity, and handles a departure or a deadline change. PCAOB quality-control material identifies staff proficiency and supervision, as well as competence, experience, integrity, and objectivity, as quality-related considerations; see QC Section 20.

Peer-review or professional-directory information can provide an additional diligence point, not a verdict on the proposed engagement. The AICPA Peer Review public website exposes some firm participation information. Check what the entry actually establishes, and ask the firm how its experience and review process relate to your specific work.
Compare proposals on the same scorecard
Use a consistent set of criteria and request supporting detail. The questions below help distinguish proposals that appear similar at first glance.
| Comparison area | What to examine | Useful question for the firm |
|---|---|---|
| Service fit | Relevant industry, entity complexity, technical expertise, and experience with the requested engagement | Which comparable matters will the proposed partner or specialist handle? |
| Credentials and oversight | Credentials of the actual preparer or engagement team, applicable registration, standards, and regulator | Which credentials and oversight requirements apply to this work, and how can they be verified? |
| Independence | Other services for the client or affiliates, prohibited activities, safeguards, and approvals | Who reviews independence, and will you provide a written assessment of this proposed service mix? |
| Scope and accountability | Deliverables, exclusions, assumptions, management duties, records needed, and escalation process | What is outside the quoted scope, and what will you need from us to meet the schedule? |
| Team and quality | Partner and manager involvement, specialist access, supervision, continuity, and review layers | Who reviews the work, and what happens if a key team member leaves? |
| Timing and communication | Milestones, response expectations, meeting cadence, technology fit, and deadline capacity | What are the decision points and how will delays or significant findings be raised? |
| Economics | Fee basis, written assumptions, out-of-scope rates, pass-through costs, and your team’s time burden | What changes could increase the fee, and how will additional work be approved? |
This is a decision framework, not a universal formula for pricing or a claim that a particular firm size is superior. Compare total expected cost and client effort alongside scope and quality, rather than selecting the lowest initial quote.

A fixed fee is meaningful only alongside its assumptions and exclusions. For hourly work, ask for estimated hours, rates, and a process for notifying you before the estimate is exceeded. Identify pass-through costs, services billed separately, and rates for additional work. Confirm how changes in records, transaction complexity, or deadlines affect the price and who must approve a scope change.

Compare what each proposal commits the firm to deliver and what it leaves to your organization. A lower fee can reflect a narrower scope or a larger client workload; a higher fee does not, by itself, establish better service. Seek written answers where proposals use different assumptions so you can compare them on equivalent terms.
Make the decision against your priorities
Before choosing, rank the factors that matter most for this engagement—such as specialized tax knowledge, a required audit qualification, independence, partner access, deadline capacity, or predictable scope. Eliminate proposals that do not meet mandatory requirements, then compare the remaining firms on the scorecard. Check credentials and regulatory status with the relevant authorities, obtain a clear engagement letter, and resolve any independence questions before work begins.
A firm-specific shortlist depends on your location, entity type, industry, assurance standard, intended report users, and budget. Requirements vary by jurisdiction and engagement, so confirm current rules that apply to your circumstances.
