Combine the three by assigning each a different job: use satellite imagery to track change across the landscape, LiDAR to measure three-dimensional vegetation structure, and field IoT sensors to record changing conditions at selected sites. Put them on a shared timeline and map, check their quality, and compare field observations with remote-sensing results at matching places and times. The monitoring question—not the availability of a sensor—should determine what you collect.
What can each source measure?
These sources do not observe forests in the same way. A satellite pixel, a LiDAR point cloud and a sensor installed at one tree or soil site have different footprints and sampling schedules. Treating them as interchangeable can produce misleading comparisons.

| Source | Best suited to | Scale and timing | Key limitation to plan for |
|---|---|---|---|
| Satellite imagery | Broad-area forest cover, disturbance and spectral change over time. Optical imagery provides spectral information; radar can add observations when clouds limit optical views. | Repeated landscape coverage; use a time series for change monitoring. | Optical observations can be obscured by cloud. Satellite products do not directly provide every field condition or detailed canopy measurement. |
| LiDAR | Three-dimensional canopy and vegetation structure, including height and topography. | Terrestrial laser scanning (TLS) can sample forest plots at fine scale; airborne laser scanning (ALS) can cover stands to landscapes. | Choose the acquisition method and coverage to match the question; a plot scan and an airborne survey represent different areas. |
| Field IoT sensors | Frequent local readings such as tree growth or soil moisture. | Repeated measurements at instrumented sites, with cadence determined by the monitoring setup. | Readings represent selected locations, and both sensor performance and communications can vary across a forest. |
FAO describes satellite remote sensing as a resource for forest assessment and monitoring, while the U.S. Geological Survey’s LiDAR overview distinguishes plot-scale TLS from broader ALS applications. For field measurements, ESA’s Climate Smart Forestry project describes dendrometers for tree growth and probes for soil moisture. The combination gives landscape context, structural detail and recurring local observations without implying that every part of the forest is directly instrumented.

1. Start with a decision and a measurable question
Specify what decision the monitoring must support and the attribute or event involved: for example, detecting forest-cover change, tracking canopy structure, observing growth, or monitoring soil moisture related to drought. Then decide how much area must be covered, how often observations are needed, how quickly results must be available and what level of field access is realistic. A system for landscape disturbance alerts has different requirements from one tracking growth at research plots.

Write down the target variable, the area of interest, the intended observation interval and how results will be checked. This prevents collecting a large, disconnected dataset that does not answer a management question.
2. Build the landscape layer from satellite observations
Use satellite time series to establish recurring, broad-area context and identify where change may be occurring. Optical data can supply spectral observations; where clouds are a recurring obstacle, radar may complement them.
NASA describes a forest-loss approach combining Landsat optical imagery with L-band synthetic aperture radar (SAR). Under the conditions reported for that method, it detected forest loss faster in very cloudy regions than optical-only systems. That is a study-specific result, not a guarantee for every forest, sensor combination or operational workflow. See NASA’s explanation of the method.

3. Add LiDAR where structure affects the decision
LiDAR measures distance with emitted light pulses and produces a three-dimensional point cloud. Include it when the monitoring question depends on vegetation structure rather than only broad cover or spectral change. The USGS overview describes TLS as a fine-scale option for forest plots and ALS as suitable for broader stand-to-landscape measurement. Acquisition method and coverage should be selected to fit the target area and required detail.
LiDAR can also be combined with other remote-sensing data. A USGS-published 2017 study in northern Arizona reported 88% overall classification accuracy for its LiDAR–hyperspectral fusion, higher than either data type alone in that study. It also reported tree-height estimates with R² = 0.90 and RMSE = 2.3 m. Those figures describe that study’s data and setting; they are not general performance guarantees. The study is available from the USGS publication page.
4. Install field sensors at representative sites
Choose instruments according to the variable, not simply because they can connect to a network. Dendrometers can record tree growth, while soil-moisture probes can track conditions in the soil. The ESA Climate Smart Forestry project describes these measurements in a system intended to combine sensor readings with satellite images and climate data.

Select locations that represent the forest conditions or management units you need to understand, and record why each site was chosen. A handful of well-documented sites can help interpret remote-sensing patterns, but they do not directly measure every location in a landscape. The U.S. Forest Service notes that in-situ observations can provide ground-truthed training data to support remote sensing; see its 2021 discussion of sensors and monitoring tools for climate-smart forestry.

5. Test connectivity where the instruments will operate
Do not assume a field network that works at one site will work throughout a forest. A UK Forest Research NB-IoT pilot reports uploading observations every 15 minutes, with high data capture at one site and weaker network penetration in dense conifer stands at another. These are pilot findings from particular sites, not a universal connection rate. The Forest Research project page describes the trial and its connectivity challenges.
Check reception at intended sensor locations and confirm what happens when a connection is unavailable. The pilot illustrates why network coverage, data capture and the chosen reporting interval need to be verified in the field rather than assumed from a map or a test at a nearby site.

6. Align the records before analysis
For each observation, retain enough metadata to identify what it represents and how it was produced:
- Timestamp and location, with the coordinate reference system recorded.
- Instrument or data-product identifier and, for field devices, calibration information.
- A quality flag and notes about missing, suspect or altered values.
- The original measurement and a record of any transformations applied.
Match data by both place and time before comparing it. A point sensor measures a local condition over its own sampling interval; a satellite pixel or LiDAR survey has a different spatial footprint and acquisition time. Document how observations are grouped or summarized to make a comparison, and avoid treating a field reading as if it represented an entire satellite pixel or landscape.

How should you evaluate the trade-offs?
Compare complete monitoring designs against the decision they need to support, not just sensors in isolation. Satellite coverage may be broadly available, while high-detail LiDAR campaigns and maintained field networks add equipment and operational costs. The relevant balance depends on required detail, frequency, latency, access and the resources available for calibration and maintenance.
- Coverage and detail: Is broad landscape screening enough, or is plot- or stand-level structure required?
- Timing: Does the decision need recurring imagery, a repeated LiDAR survey, frequent field observations, or some combination?
- Conditions: Could cloud affect optical observations? Are terrain, canopy density or access likely to affect acquisition or fieldwork?
- Representativeness: Do instrumented sites capture the range of forest conditions relevant to the decision?
- Operations: Can the team maintain and calibrate field instruments, manage connectivity, process the data and respond within the required time?
What tools and integrated examples are available?
Open processing and monitoring tools
FAO describes SEPAL as a free, open-source, cloud-based platform for accessing, processing and analysing Earth-observation data for forest and land monitoring. FAO’s Open Foris overview describes a broader set of tools for gathering, analysing and reporting forest and land data, including Collect Earth and SEPAL. These are public processing resources; they do not remove the need to plan field sampling, check data quality or validate outputs for a particular forest.
Examples of integrated systems
ESA’s Climate Smart Forestry page describes ForestHQ as an architecture integrating IoT readings, satellite imagery and weather or climate information, with fire-risk information also part of the project. Its status update dated 2025-12-11 said software development and IoT network implementation were underway. That update documents a project in progress at that time; it should not be read as confirmation that every described component is now generally available.

The European Commission’s CORDIS reporting on RemoTrees describes integrating Earth-observation data with in-situ observations—including soil moisture, biomass change, stem growth, sap flow and atmospheric variables—for hard-to-reach forests. These examples show possible system designs, not a requirement to adopt a particular platform. Choose the components that answer the monitoring question and that the operating team can sustain.
