The classification number is only the starting point: the duty actually payable also depends on country of origin, entry date and any additional measures. For a consequential or disputed classification, seek a binding ruling from U.S. Customs and Border Protection (CBP).
Why “kitchen and bath” is not a tariff category
“Kitchen” and “bath” describe where merchandise is used or marketed, not a single tariff heading. A stainless-steel sink, a ceramic washbasin, a thermostatic shower valve, a wooden cabinet, an electric food appliance and a replacement cartridge can all be sold through the same retailer while falling under entirely different provisions of the HTSUS.

Classification is made article by article. The decisive facts may include what the item does, how it is constructed, the material that gives it its essential character, whether it is imported complete or unfinished, and whether it arrives as a component or a set. A product’s retail name is useful for starting a search, but it does not determine the legal result.
The United States International Trade Commission (USITC) describes the HTS as “not a list of all products in trade, but a system of categories that classifies imported products, including new or ‘concept’ products.” That distinction matters when a modern product has no obvious everyday-name match in the schedule.

How the HTSUS number is organized
A tariff number becomes more specific as digits are added. The legal text, not the visual appearance of a number, controls what each level means.
| Level | What it identifies | How to use it |
|---|---|---|
| 4 digits | Heading | Start with the heading whose legal terms most specifically describe the article. |
| 6 digits | International subheading | Compare provisions at the same level after the heading has been selected. |
| 8 digits | U.S. legal tariff provision | This level carries the applicable duty-rate text in the schedule. |
| 10 digits | Statistical reporting provision | Use it for the statistical detail required for entry reporting. |
The current schedule identified by the USITC for this article is 2026 HTS Revision 21, published October 9, 2026. Always open the live schedule that applies to the actual entry date; a later revision, temporary provision or additional duty can change treatment.
The classification workflow, from product description to duty treatment
1. Build a precise description of the imported article
Before searching the tariff, write down the merchandise as it will enter the United States. Do not rely on a catalog title alone. The description should identify:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- the article’s principal function and how it operates;
- all significant materials and the material that appears to give it its character;
- every component included in the shipment;
- whether it is a complete article, a replacement part, a set, a kit or an unfinished article;
- dimensions, capacity, power source and other characteristics that distinguish competing provisions;
- the condition and presentation at import, including packaging and whether components are packed together for a specific use; and
- the country of origin and the intended entry date.
For a classification inquiry, the USITC specifically recommends preparing a list of product parts, materials and function. A technical drawing, bill of materials, photographs, operating description and manufacturer specification sheet can prevent an apparently simple search from being based on the wrong configuration.
2. Search the current HTS as a starting aid
Use the USITC’s current online schedule to search the product name and likely synonyms. Searching “toaster” or “electric toothbrush” may locate useful text, but a search for “phone charger” can fail because the legal provision may use different terminology. Search both the commercial name and descriptive alternatives such as the material, mechanism, component or dedicated use.
A search result is not a classification decision. It may be a statistical line, a cross-reference, an incomplete phrase or a provision that applies only to a different form of merchandise. Treat it as a way to find candidate headings, then read the surrounding legal text.

3. Read the heading, subheadings and legal notes
Read the complete heading and every potentially relevant subheading, along with the section notes and chapter notes. Notes can include exclusions, definitions, material rules and directions that override an intuitive commercial description.
General Rule of Interpretation (GRI) 1 directs classification according to the terms of the headings and the relevant section or chapter notes. If those provisions do not resolve the issue, apply the remaining GRIs in order. At the subheading stage, compare only provisions at the same level; do not jump between unequal levels and treat the result as a valid comparison.
4. Compare all plausible headings under the GRIs
When two or more headings look possible, record the reason for each candidate and test them against the legal rules. The following questions are useful investigative axes, but the wording of the HTSUS and its notes governs the outcome:
- Does the exact article fit the heading terms, or only a broad commercial description?
- Which material and construction facts distinguish the candidates?
- What is the principal function, and does the article have a dedicated use?
- Is the shipment a complete article, a component, a set, a kit or an unfinished article?
- Do section, chapter or subheading notes direct the classification or exclude one of the candidates?
Keep the analysis tied to the imported form. A component shipped alone may be treated differently from the same component built into a complete appliance. A collection of articles packed for a specific activity can raise set-classification questions that do not arise for the individual pieces.
5. Select the full provision, not just a familiar heading
After the heading is supported by GRI analysis, work down through the 6-, 8- and 10-digit provisions. Confirm that the selected line matches the article’s material, function, condition and any stated capacity, finish or construction. Record the complete number and the exact legal description used for the decision.

Do not stop at a four-digit heading when an entry requires a more specific U.S. provision. Conversely, do not choose a highly specific statistical line merely because its wording resembles a marketing phrase if the parent heading or notes do not legally cover the merchandise.

6. Determine the duty treatment for the actual entry
A tariff number alone is not a complete landed-duty answer. Check the current HTS for the applicable rate and then evaluate the facts that affect the entry:
- country of origin, determined under the applicable origin rules;
- the date of entry and the version of the schedule in force on that date;
- any country-specific special rate or preference for which the shipment qualifies;
- Chapter 99 provisions and other temporary or additional measures; and
- statistical reporting requirements attached to the 10-digit provision.
Never quote a general percentage for “kitchen” or “bath” merchandise. The rate must be tied to the exact classification, origin and measures applicable to that entry.
7. Preserve the classification file
Keep the product description, drawings, component list, photographs, technical literature, candidate headings, GRI reasoning, final HTSUS provision, origin analysis and the schedule version consulted. Update the file when the product changes, when the supplier changes a material or component, or when the HTSUS is revised.
How product facts can change the result
Material and construction
Two articles with the same household use can be treated differently because their materials or construction differ. Identify the actual composition rather than describing an item only as “a sink,” “a faucet” or “a cabinet.” Note coatings, linings, structural frames, electrical elements and any material that contributes substantially to the article’s identity or operation.
Function and dedicated use
Explain what the article does and whether it is designed for a particular machine, installation or activity. A general-purpose fitting and a component made solely for a named appliance may require different analysis. Function should be described in operational terms: what enters, exits, heats, controls, supports, seals, filters or connects.
Complete articles, parts and unfinished goods
State whether the shipment is ready for use, missing a component, or imported as a replacement part. An unfinished article can require analysis under provisions for the finished article if the legal rules treat it as having the essential character of that article; that conclusion cannot be assumed without applying the relevant GRI and notes.

Sets and kits
List every item in a set and explain how it is packaged and marketed. Do not assume that a retail bundle receives the classification of its most expensive or most visible item. The set rules and the specific contents determine the analysis, and separate entries may be appropriate when the goods are not legally a set.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsExamples of better fact patterns
These examples illustrate the information an importer should collect; they do not assign a tariff number or duty rate.
A sink shipment
Record the basin’s material, number of bowls, mounting style, drain components included, surface treatment and whether the package includes a faucet, strainer or installation hardware. “Kitchen sink” alone does not establish the legal heading or whether accessories are classified with it.
A faucet or shower fitting
Describe the valve mechanism, inlet and outlet configuration, control type, material, thermostatic or pressure-balancing function and whether trim, cartridges or hoses are included. Identify whether the item is a complete fitting or a replacement cartridge imported separately.
An electric kitchen appliance
Document the principal operation, heating or motor elements, electrical specifications, capacity and included attachments. A product name such as “toaster” can lead to candidate text, but the full legal description and notes still control.

Separate the powered device, charging base, adapter and replacement heads in the product description. If “phone charger” or another retail phrase does not appear in the schedule, search by electrical function, connection type and whether the item is a standalone apparatus or a part.

Country of origin and additional measures
Classification and origin are separate questions. The HTSUS provision identifies the tariff treatment associated with the article, while origin facts determine which general, special, preferential or additional measures may apply. Ask where the article underwent the relevant production, not merely where it was shipped from or where it was packaged.
Chapter 99 provisions and other temporary measures can add to, suspend or modify the amount indicated by the ordinary tariff line. Because these measures can change, verify them for the specific entry date and origin. A classification file that omits origin or the entry date is incomplete for duty planning.
When informal help is useful—and when it is not enough
USITC tariff assistance
The USITC provides the schedule and tariff-classification assistance that can help an importer locate relevant provisions and understand the structure of the HTSUS. That assistance is informative, not binding. An informal suggestion should be checked against the legal text and documented facts.

CBP is the agency authorized to interpret the HTSUS and issue legally binding classification rulings or advice. Import-specialist and Center of Excellence and Expertise contacts can help explain what information is needed and may provide practical guidance, but only a CBP ruling gives the level of certainty appropriate for a material, recurring or disputed classification.
Requesting a binding ruling
Consider a ruling when the duty exposure is significant, two headings remain plausible, the product is novel, or a supplier’s classification conflicts with your analysis. Submit a complete description, composition, operation, photographs, drawings, samples when requested, country-of-origin facts and the specific question. A vague request can produce an answer that does not cover the actual imported configuration.
Common classification mistakes and their fixes
| Mistake | Why it fails | Better practice |
|---|---|---|
| Searching only the retail name | HTS language may use a technical or broader term. | Search synonyms, materials, mechanisms, parts and dedicated uses, then read the legal text. |
| Stopping at the first search result | A result may be a statistical line, cross-reference or incomplete match. | Compare candidate headings under GRI 1 and the other applicable rules. |
| Using a code supplied by a vendor without checking facts | The vendor may be describing a different configuration, origin or entry date. | Verify the imported form, origin and current schedule independently. |
| Applying a “kitchen” or “bath” duty percentage | Use context is not a tariff classification. | Calculate from the exact HTSUS provision and applicable measures. |
| Ignoring accessories and packaging | Included components can affect set or parts analysis. | List every item and explain how it is presented at import. |
| Reusing an old number after a product or schedule change | Materials, components, revisions or temporary measures may have changed. | Review the file whenever the merchandise or HTSUS changes. |
| Treating informal advice as binding | USITC assistance and informal contacts do not replace a CBP ruling. | Seek a binding CBP ruling when certainty is important. |
A practical importer worksheet
Complete this worksheet before asking for assistance or entering a recurring shipment:
| Field | What to record |
|---|---|
| Commercial and technical name | Retail name plus a plain-language description of operation. |
| Function | What the article does, controls, heats, pumps, seals, supports or connects. |
| Materials | All significant materials, coatings, linings and structural elements. |
| Components | Every part included, including adapters, cartridges, hoses, attachments and hardware. |
| Condition | Complete, unfinished, disassembled, replacement part, set or kit. |
| Presentation | How items are packed and sold together at import. |
| Origin | Production facts and the country claimed for the entry. |
| Entry timing | Expected entry date and HTSUS revision consulted. |
| Candidate provisions | Each plausible heading, the supporting text and the reason alternatives were rejected. |
| Evidence | Drawings, photographs, specifications, bill of materials and samples. |
Keeping the classification current
Check the live HTSUS before each new product launch and whenever a supplier changes construction. The schedule is revised, and additional duties or Chapter 99 measures can change independently of the product itself. For the schedule identified here, 2026 HTS Revision 21 was published October 9, 2026; that date is a reference point, not a substitute for checking the version in force when the goods enter.
For a high-volume or high-value article, align the purchasing, engineering, logistics and customs records so that the description used for entry matches the physical merchandise. If the goods, origin or legal provisions change, reopen the analysis rather than silently carrying forward an obsolete number.
Quick Recap
Final checklist before filing an entry
- Have you described the actual imported article rather than its retail category?
- Have you listed materials, function, components, condition and presentation?
- Did you read the full heading, subheadings, section notes and chapter notes?
- Did you apply the GRIs in order and compare provisions at the same subheading level?
- Does the selected 10-digit provision match the article’s exact configuration?
- Have you checked origin, entry date, special rates and Chapter 99 or other additional measures?
- Is the conclusion documented well enough for a customs review?
- Would a CBP binding ruling be prudent because the issue is novel, disputed or financially significant?
