How to Classify Confluence Data Without Atlassian Guard

You can classify Confluence information without Atlassian Guard by creating a manual sensitivity scheme and communicating it through ordinary labels, naming conventions, handling rules, and existing permissions. But these practices are signals for people—not Atlassian’s native classification levels, and they do not trigger classification-based security policies. Those native capabilities are documented as Guard Premium features. For controls you may still have without Guard, check Atlassian’s availability matrix one policy and coverage type at a time.

What classification means in Confluence

Atlassian Support defines data classification as “the process of labelling information.” In its native implementation, an organization creates classification levels; space and project administrators can set defaults, and users may classify supported content individually depending on the organization’s configuration. Organization administrators can use those levels as the basis for data-security policies. See Atlassian’s overview of Guard.

Atlassian identifies Confluence pages, blog posts, databases, and whiteboards as classifiable content with Guard Premium. Whether a user can change a classification depends on organizational settings. The levels can describe sensitivity or information type, and policies can use them to target controls such as public sharing and page export. Classification activity is also described as being tracked in the organization audit log. What you can do without Guard

Use a manual sensitivity scheme

Define a small set of sensitivity categories in plain language—for example, public, internal, and restricted—and explain what each means for sharing, copying, exporting, and storage. Use ordinary Confluence labels or naming conventions to signal the category, and publish handling rules where employees will find them. Assign an owner to maintain the definitions and decide how exceptions are handled.

These are governance practices, not native classification enforcement. An ordinary label or page-name prefix should not be treated as an Atlassian classification level that can activate a classification-based data-security policy.

Keep using available access controls

Without Guard does not necessarily mean without security settings. Atlassian’s policy documentation separates availability for organizations without Guard, Guard Standard, and Guard Premium, and availability can vary by rule and coverage type. Check the row for the specific control you want rather than assuming all controls are included—or excluded—based on the subscription name. Use Atlassian’s data-security policy documentation to review the available controls.

Review existing space permissions and sharing settings alongside your manual scheme. A label can tell users how content should be handled; permissions and available settings determine what the system actually allows.

Cloud and Data Center are different cases

Confluence Cloud

For Cloud, Atlassian documents classification setup and policy availability through Atlassian Administration. Confirm the entitlement for your organization and the availability of each intended policy in the current support documentation; do not assume that a feature available in one policy or coverage category is available in another.

Confluence Data Center

Atlassian documents a Guard Premium integration that connects Data Center products to a cloud organization. Classification levels and related policies are prepared in that connected cloud organization. The documented integration currently supports export restrictions and anonymous-access restrictions; other restriction policies may apply only to the cloud organization and be ignored by Data Center products. Consult Atlassian’s Data Center classification guide, last modified June 13, 2025.

In the documented inheritance model, organization defaults flow to connected products, while a space default can set the default for unclassified content. A manually classified page retains its selected level when defaults change. The space or project itself is not classified: applicable defaults determine the classification assigned to contained pages, blog posts, or issues.

If you adopt Guard classification later

Set ownership and defaults before rollout

Decide who can create or change levels, who may set defaults, and how exceptions will be reviewed. Atlassian says an organization-wide default applies to its Confluence and Jira apps and requires Guard Premium. Its guidance also flags classification rules as part of an early-access program and cautions that instructions may differ from an organization’s current Guard administration experience. Confirm the current interface and availability in the organization-default instructions. Space-admin controls can limit whether administrators may set defaults to any sensitivity level or only to a more sensitive one; see Atlassian’s space-admin controls and defaults guidance.

Review automatic rules before applying them

Classification rules can update levels automatically when configured data detections match. Atlassian recommends reviewing a preview because a rule change may affect existing content. Check its scope and likely effect before applying changes using the classification-rules instructions.

Test the consequences of each policy

Data-security policies may govern how users, Marketplace and custom apps, and people outside an organization interact with Confluence pages and Jira work items. Depending on availability, controls include export, public links, anonymous access, and third-party app access. Test the intended user journeys before applying a broad restriction:

  • Anonymous access: Blocking it can also deny licensed users who are not members of an appropriate space group.
  • Exports and files: Export restrictions can prevent users from previewing or downloading files such as PDFs.
  • Marketplace apps: Atlassian says apps may access user-generated content by default. Review app permissions and applicable policy controls before installing or relying on an app that processes sensitive content.

Administrator checklist

  1. Identify whether the deployment is Confluence Cloud or Data Center and confirm the applicable subscription.
  2. Write sensitivity definitions and handling rules in plain language; assign an owner for the scheme and its exceptions.
  3. If using native Guard classification, decide who can change levels and set organization or space defaults before configuring policies.
  4. For automatic rules, inspect the preview and scope, including potential effects on existing content.
  5. Check availability for every desired policy by rule and coverage type.
  6. Test anonymous access, exports, file previews and downloads, and Marketplace-app behavior with representative users.
  7. For Data Center, verify the cloud connection and test the restrictions documented for the integration.
