There is no defensible, genre-wide best weapon or build in a looter shooter. The right choice is the complete loadout that performs the job your current activity demands, fits your abilities and perks, and remains reliable in your hands. Define the activity and role first, then compare weapons by practical output, perk synergy, survivability, resource use, comfort, and upgrade effort. Test the whole loadout in a range or representative activity, change one variable at a time, and revisit the decision after balance updates.
Why “best” depends on the activity
A weapon that excels at sustained boss damage can be a poor choice for clearing tightly packed enemies. A build designed to control groups may lack the burst needed for an elite target, while a high-damage setup can fail when an encounter leaves little room for mistakes. Loot only has meaning inside a job, an activity, and a ruleset.

Before comparing item names, write a one-sentence brief: “In this activity, my build must do X, while remaining reliable against Y.” Include the game, mode, platform, difficulty, team size, and current ruleset. Metas change when developers alter damage, cooldowns, enemy health, perks, or available gear, so a ranking detached from those conditions quickly becomes misleading.

| Activity demand | Primary job | Useful weapon qualities | Typical risk |
|---|---|---|---|
| Single boss or raid target | Sustained damage during predictable damage windows | Consistent damage at the required range, manageable reloads, strong uptime, and enough reserve ammunition | A theoretical damage peak may fail if the weapon is difficult to aim or cannot maintain its trigger condition |
| Large groups of ordinary enemies | Fast clearing and control of multiple targets | Wide coverage, quick target acquisition, efficient ammunition use, and effects that remain active across several kills | Over-investing in single-target damage can leave you overwhelmed between reloads |
| Objective or crowd-control encounter | Hold space, interrupt threats, or protect an interaction | Range coverage, stagger or control effects where the game supports them, and a backup option for dangerous elites | A narrow damage build may kill quickly but fail to stop the threat that actually ends the objective |
| High-risk survival activity | Stay alive while producing enough damage to progress | Reliable handling, defensive or healing interactions, safe engagement distance, and forgiving resource demands | Chasing maximum sheet damage can reduce consistency and increase deaths |
| Mixed encounters or solo play | Cover several jobs without outside support | Complementary weapons, flexible ranges, and perks that work without a coordinated teammate | A specialized loadout may leave an important range, enemy type, or defensive need uncovered |
Define the build’s job before choosing loot
Pick one primary goal and, at most, one secondary goal. Useful primary goals include boss damage, group clearing, control, support, survivability, or flexibility. A secondary goal might be “clear minor enemies while my main weapon reloads” or “retain a safe option when the boss leaves its damage window.” If every stat and perk is expected to improve everything, the build has no measurable priority.

Turn the goal into a test
- Damage: Can you finish the target during the activity’s damage window, not merely in an unlimited training session?
- Clearing: Can you remove a normal wave before the next wave or objective phase begins?
- Control: Can you interrupt, slow, stagger, or otherwise manage the threats that cause failures?
- Support: Does the build create useful uptime for allies without leaving its own essential job undone?
- Survivability: Can you remain active through the encounter’s most dangerous sequence?
- Flexibility: Does the loadout have an answer for the ranges, enemy types, and mechanics the activity actually uses?
Choose a practical success measure before testing. For example, record whether a boss phase ends before your ammunition runs out, whether a control effect is available for each objective cycle, or how often you are forced into an unsafe reload. A simple, repeatable measure is more useful than a score that does not reflect the encounter.
Read weapon stats as part of a system
Weapon statistics describe possibilities, not results. Examine the values that affect the job you selected: damage behavior, rate of fire, magazine or capacity, reload time, range, accuracy, stability, handling, projectile behavior, and any resource or ammunition constraints the game exposes. A small advantage in one stat can be irrelevant if it moves the weapon outside your comfortable range or causes missed shots.
Separate theoretical output from practical output
Theoretical damage assumes perfect aim, uninterrupted firing, ideal range, and a permanently active perk. Practical output includes target movement, cover, reloads, weapon swaps, ability animations, missed shots, forced repositioning, and the time you spend surviving. Prefer the option that you can reproduce during the encounter. A slightly lower peak that remains active under pressure often beats a higher peak that collapses when one condition is missed.

Inspect every perk trigger
For each perk, identify four elements:
- Trigger: What exact event activates it—an aimed hit, a final blow, a reload, an ability use, a status effect, a specific range, or another condition?
- Effect: Does it improve damage, reloads, handling, ammunition, control, defense, or another resource?
- Uptime: How often can the trigger occur in your chosen activity, and how long does the benefit last?
- Cost: Does activating it require risky positioning, a particular weapon swap, a kill you cannot reliably secure, or a resource your build already needs elsewhere?
A perk is valuable when its trigger naturally occurs while you perform the build’s job. A kill-triggered effect may be excellent in a dense wave but unreliable against a lone boss. An ability-triggered effect may be strong only if your cooldowns and energy economy can sustain it. Read the trigger and effect together rather than judging the perk’s name or headline value.

Build the synergy around the weapon
Map the loadout as a loop: weapon action creates a trigger, the trigger improves an ability or resource, that ability creates another trigger, and the cycle returns to the weapon. Then check whether the loop still functions when enemies are scarce, when you are taking damage, or when the activity changes phase.
Check the supporting layers
- Abilities: Do cooldowns, damage types, status effects, or ability casts activate the weapon’s perks or benefit from its effects?
- Armor and mods: Do they improve the same resource, range, survivability, or damage window, or are they split across unrelated goals?
- Secondary and heavy weapons: Does each slot cover a different range or target type, or do all weapons compete for the same situation?
- Team composition: In group content, does your setup supply a capability teammates lack rather than duplicating every role?
- Resources: Do ammunition, energy, cooldowns, or charges remain available when the encounter reaches its critical phase?
Remove interactions that exist only on paper. If a perk activates after a condition your activity rarely provides, treat it as inactive for that comparison. If an ability must be saved for survival, do not count it as a permanent damage amplifier. A shorter list of dependable interactions is stronger than a long list of conditional bonuses.
Prioritize stats without trying to max everything
Choose the few stats that directly advance the primary job, then keep enough balance to perform the activity safely. More is not automatically better when the final points are expensive or force you to abandon handling, range, defense, or resource sustain.

A practical priority order
- Identify the stat that determines whether the build can perform its main job at all, such as effective range, survivability, or ability uptime.
- Choose a second stat that improves consistency, such as handling, reload speed, accuracy, or resource generation.
- Set a survivability floor appropriate to the activity before investing in marginal damage.
- Use remaining budget for comfort and flexibility rather than chasing a tiny theoretical gain.
Bungie’s official Destiny 2 build guide gives the same broad rule of thumb: focus weapon and perk choices on synergy with your playstyle. It also explains that players must choose stat priorities instead of maximizing every stat, and recommends selecting armor mods and artifact perks for their synergy with the build. That principle is specific guidance for Destiny 2, but the decision logic applies broadly: prioritize, then balance.

Compare complete loadouts, not isolated items
When two or more real options are available, compare the complete loadouts under the same conditions. The following axes prevent a single score or tier from deciding the result.
| Comparison axis | Questions to ask | Evidence to collect |
|---|---|---|
| Role and encounter fit | Does the option solve the activity’s main failure condition? | Match the weapon’s range, target coverage, and damage pattern to the encounter. |
| Practical damage or utility | What happens during a real damage window, wave, or objective cycle? | Record completed phases, cleared waves, interrupted threats, or useful support actions. |
| Perk and ability synergy | Do triggers occur naturally, and do effects improve the same job? | List trigger frequency, duration, cooldown interaction, and situations where the perk is inactive. |
| Survivability and resources | Can the build stay alive and supplied until the encounter ends? | Track deaths, forced retreats, ammunition shortages, cooldown starvation, and unsafe reloads. |
| Aim comfort and consistency | Can you hit targets at the required range while moving under pressure? | Use the option you can control repeatedly, not only the one with the best displayed numbers. |
| Acquisition and upgrade effort | Is the improvement worth the time, materials, and opportunity cost? | Account for drop rarity, pattern or crafting requirements, enhancement costs, and replacement risk. |
Tier labels and simple item scores are useful for sorting, but they are not a substitute for fit. In Destiny 2 developer commentary dated July 2, 2025, the team stated: “That said, perk synergies are still the prized chase on weapons and even lower tiered gear with synergistic perks may be stronger than a higher tier.” Use the tier as one input, never as the verdict.
Test the loadout before committing resources
Testing should answer one question at a time. Keep the activity, difficulty, character, and other equipment constant while comparing two weapons or one perk change.

- Check the trigger in a safe area: Confirm how the perk activates, how long it lasts, and whether the displayed effect matches your interpretation.
- Use a representative target: Test against the enemy type, range, movement, and cover pattern that matter in the activity.
- Run several repetitions: Include normal shots, reloads, ability downtime, and an imperfect attempt. A single ideal run can hide inconsistency.
- Change one variable: Swap only the weapon, perk, mod, or stat focus so you know what caused the difference.
- Validate in the real activity: Confirm that the result survives mechanics, pressure, teammates, limited ammunition, and the encounter’s actual timing.
- Keep the option you can reproduce: If the numbers are close, choose the weapon that feels controllable and leaves more room for mistakes.
Ubisoft’s Division 2 raid-preparation guidance gives a concrete example: when unsure which weapon loadout to take, visit the shooting range at the Base of Operations. The same article emphasizes diversity in an eight-Agent squad, so a raid decision should consider what the team lacks rather than assigning every player the same damage setup.

Account for acquisition, crafting, and upgrades
The best theoretical item is not automatically the best use of your time. Estimate the complete investment before replacing a serviceable weapon.
- Acquisition: How reliably can you obtain the base item or the required perk combination?
- Pattern or recipe access: If the game uses crafting, what must be unlocked before you can shape or reshape the weapon?
- Enhancement: Which materials, currencies, levels, or activities are required, and what improvement do they provide?
- Opportunity cost: Will spending resources on this item delay armor, abilities, or a more important role for the same activity?
- Future risk: Is the choice strong because of a stable interaction, or only because of a temporary balance state?
Bungie’s player guide describes enhancing weapons and shaping or reshaping them after a pattern is unlocked. Those systems and their availability can change, so verify the current in-game requirements before spending rare materials. Do not invest heavily until the weapon’s trigger, role, and activity fit have survived testing.
Game-specific examples, used carefully
Destiny 2: synergy and tier are separate decisions
Destiny 2 illustrates why a universal tier list is insufficient. Bungie’s build guidance recommends choosing weapons and perks for synergy with your playstyle, then selecting armor mods and artifact perks that reinforce that plan. The developer commentary from July 2, 2025, also states that a fully Masterworked Tier 5 weapon receives +5 to all stats from its tier, in addition to the Masterwork +10. That is a Destiny 2 system detail, not a genre-wide performance rule, and it does not override a poor perk or encounter match.

The Division 2: test and fill the squad’s gaps
For The Division 2 raid context, Ubisoft specifically points players toward the Base of Operations shooting range when deciding which loadout to bring. The recommendation is useful because it tests handling and damage before the cost of a failed raid attempt. The same guidance says diversity matters in an eight-Agent squad: coordinate roles so the team has the damage, control, defense, and utility it needs instead of copying one individual build eight times.
Common failure modes and fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| Great range damage, poor real results | Missed shots, movement, cover, or a trigger that cannot stay active | Test at encounter distance and count reloads, misses, and inactive perk time. |
| Build feels powerful in easy content but fails in high difficulty | Stats or perks scale poorly, or survivability was treated as optional | Set a survivability floor and retest during the activity’s most dangerous sequence. |
| Frequent ammunition or energy shortages | Multiple weapons compete for the same resource, or the trigger loop consumes more than it creates | Change one slot or perk to diversify resource demand and measure reserves at the end of each phase. |
| Perk rarely activates | The trigger depends on kills, range, ability use, or status conditions the activity does not provide | Replace it with a perk whose trigger matches the encounter, even if its listed value is lower. |
| Loadout works only with a coordinated team | It assumes another player supplies defense, control, or a trigger | Decide whether that dependency is intentional; otherwise add a self-sufficient backup. |
| Upgrade feels wasted after a patch | The balance update changed damage, perk behavior, enemy health, or availability | Recheck the activity brief and retest the complete loadout rather than defending the old choice. |
Revisit the decision when the game changes
Do not treat a build as permanent. Reevaluate after a balance patch, a new season or expansion, a difficulty change, a new activity, or a change in your team’s roles. Start with the same brief and test metric so the new result remains comparable. Check whether the update altered the weapon’s damage, perk trigger, ammunition economy, ability interaction, stat value, or acquisition path. If only one component changed, replace that component first rather than rebuilding everything from scratch.
A repeatable decision checklist
- Name the game, mode, difficulty, platform, team size, and ruleset.
- Write the activity’s primary failure condition and your build’s primary job.
- Choose one secondary job only if the activity genuinely requires it.
- List the weapon’s relevant stats and every perk trigger, effect, uptime, and cost.
- Map interactions with abilities, armor, mods, artifact choices, and other weapons.
- Set priority stats, then establish a survivability and resource floor.
- Compare complete loadouts on role fit, practical output, synergy, survivability, consistency, and acquisition effort.
- Test in a range or representative activity, changing one variable at a time.
- Choose the option you can reproduce under pressure, not the one with the most impressive isolated number.
- Recheck the result whenever the activity or ruleset changes.
That process produces a defensible answer to “best” without pretending that one weapon can dominate every encounter. The winning build is the one whose job, triggers, stats, resources, and handling remain aligned with the activity you are actually playing.
