There is no evidence-based universal winner: the vendor pages reviewed here describe features and billing, but do not establish a current, controlled quality ranking across providers. Choose by the voice, language, delivery style, latency and controls your project needs, then compare the same script in the services you are considering.

What should you look for in a text-to-speech model?

A model that sounds convincing for a short English prompt may not be the right fit for another language, a live conversation or a long audiobook. Evaluate the task you actually have, not a provider’s broad quality claim.

The figures below are the rates shown on vendor pages accessed October 8, 2026. They use different billing units: ElevenLabs lists approximate per-minute figures, while the character-based prices from Google Cloud and Amazon Polly are per million characters. They are not direct like-for-like comparisons. Free allowances, model tier and other cloud charges can change the amount you pay.

Google’s pricing page also includes preview prices with date-bounded changes, including rates that change on January 1, 2027. Verify the applicable line item before budgeting. Google Cloud resources beyond speech synthesis may be billed separately. AWS lists higher rates for GovCloud, so its figures above should not be treated as universal across regions and accounts. AWS says generated speech can be cached and replayed without additional cost.

How do the models differ in practical use?

Expressive narration and dialogue

ElevenLabs describes Eleven v4 as its “most emotive, high quality model.” That is the vendor’s description, not an independent comparison. Its page also lists voice cloning, more than 90 languages, multi-speaker dialogue and a 10,000-character request limit. The company positions Flash v2.5 for very low latency, Turbo v2.5 for a quality-speed balance, Multilingual v2 for long-form work and v3 for expressiveness. Treat those as vendor-reported distinctions and confirm that the specific model and voice suit your script.

Character-based cloud synthesis

Google Cloud offers several tiers billed by characters, with markedly different rates and free allowances in the pricing table. Spaces and newline characters count toward synthesis, as do SSML tags except for the <mark> tag. Gemini TTS instead uses text-input and audio-output tokens, so its rate cannot be inferred from a per-character price.

Speech controls and long requests

Microsoft describes standard neural voices across more than 100 languages and locales, real-time synthesis, and asynchronous synthesis for audio longer than 10 minutes. Its SSML controls include pitch, pauses, pronunciation, rate, volume, multiple voices and some speaking styles. Billing counts characters in successfully processed requests, including spaces and punctuation; a language-and-voice mismatch can still be charged. The overview does not establish an exact current price.

Then account for eligible free characters and the provider’s billing rules. For Google, count spaces, newlines and SSML tags other than <mark>. For Azure, spaces and punctuation count, and a successfully processed request can be charged even if its language does not match the selected voice. Do not convert character prices to minutes without stating assumptions about speaking speed and text length. Token-priced audio and per-minute rates require their own unit-specific estimates.

Also check whether your planned use falls within the free allowance, whether the quoted rate applies to the tier you will actually use, and whether related cloud resources or custom voice features add charges. The pricing pages may change, so recheck the applicable rate and allowance before committing to a budget.

How should you compare voices before choosing?

1. Prepare one representative script. Include the language, punctuation, names, abbreviations and specialist terms your application will use.
2. Set a target delivery. Decide whether you need calm narration, energetic dialogue, a particular speaking rate or quick responses in a live interaction.
3. Generate the same passage in each candidate voice. Use the same text and, where possible, comparable settings; keep track of model tier and any markup you add.
4. Listen for task-specific failures. Note mispronunciations, awkward emphasis, unnatural pauses, voice changes and any delay that would disrupt your use case.
5. Test the real workload and price it in the provider’s billing unit. Include request limits, free allowances and any additional resources, then verify current prices on the provider’s page.
