How to Choose the Best Homeowners Insurance in Texas in 2026

There is no single homeowners insurer that is best for every Texas home. The right choice depends on the property’s location, rebuilding cost, coverage needs and the policy terms available to that address. Compare current quotes using identical assumptions, then weigh protection, deductibles and company information alongside price.

Why there is no statewide winner

The Texas Department of Insurance (TDI) reports a statewide average annual homeowners premium of $3,489 in its 2025 market snapshot. That figure is not a 2026 quote or a forecast for an individual home: insurers price risk differently, and premiums depend on the property and location. TDI’s snapshot also reports 8,233,096 active homeowners policies and describes a competitive market, with 157 companies selling homeowners insurance in Texas. TDI’s market overview explains the statewide context.

For a meaningful comparison, get actual quotes for the same home and coverage assumptions. TDI recommends gathering quotes from several companies, using its comparison worksheet, checking that insurers are licensed and reviewing complaint information. Its home insurance shopping guide also suggests asking what discounts may apply.

How to compare Texas homeowners quotes

Ask each insurer to quote the same limits and deductibles for the same property details. A lower premium may reflect less coverage or a higher share of claim costs left to you. Review the policy documents, not just the quote summary.

Dwelling coverage and rebuilding cost

Check whether the dwelling limit is based on the estimated cost to rebuild the house, rather than its market price or your mortgage balance. Review the insurer’s assumptions and flag renovations, unusual features or materials that could affect rebuilding costs.

Personal property and settlement basis

Compare the personal-property limit, special limits for valuables and whether covered belongings are settled at replacement cost or actual cash value. TDI explains that replacement-cost coverage pays current repair or replacement costs, while actual-cash-value coverage accounts for depreciation. Read the policy’s covered-peril terms and water-loss limitations as well. See TDI’s home insurance guide.

Deductibles and out-of-pocket exposure

Compare the deductible amount and check whether wind or hail has a separate deductible or one calculated as a percentage. Consider what you could afford to pay after a loss; choosing a larger deductible can reduce the premium but increases your share of a covered claim. TDI advises homeowners to choose deductibles carefully.

Liability, living expenses and endorsements

Review personal liability, medical payments and additional living expenses limits. Ask whether endorsements such as sewer or drain backup coverage are available and relevant to your property. Confirm what is excluded or limited rather than assuming an endorsement is included.

Check flood and windstorm coverage separately

Flood

Most homeowners policies do not cover flood damage. Ask about a separate flood policy through an insurer or the National Flood Insurance Program, and confirm the policy’s terms and any waiting period before buying. TDI’s home, flood and wind coverage guide outlines the distinctions.

Coastal wind and hail

In coastal parts of Texas and specified areas of Harris County, a homeowners policy may exclude windstorm and hail. TDI says the Texas Windstorm Insurance Association (TWIA) provides wind coverage in 14 coastal counties and parts of Harris County east of Highway 146. Coverage eligibility, exclusions and deductibles depend on the property and applicable rules, so verify them for the exact address with TDI, TWIA or a licensed agent. Do not assume a standard homeowners policy covers these risks.

What Texas claims data can—and cannot—tell you

TDI reported $8.74 billion in homeowners losses paid in 2025 across wind and hail, water, fire, theft, liability and vandalism claims. In its 2026 report, TDI said wind and hail made up an average 62% of homeowners losses since 2019. These statewide figures describe claims and losses, not the probability that a particular home will be damaged or what its premium should be. In announcing the data on June 22, 2026, Texas Insurance Commissioner Amanda Crawford said, “By putting this information online, we’re strengthening transparency and giving Texans a clearer picture of the claims being paid and premium amounts where they live,” TDI’s announcement reports.

A practical quote checklist

  1. Gather accurate details about the home, its condition, construction and renovations so every quote uses consistent information.
  2. Ask each insurer for the same dwelling and personal-property limits, settlement basis, liability and additional living expenses limits, and deductibles.
  3. Identify exclusions, water-loss limits, optional endorsements and any separate wind or hail deductible in the proposed policy.
  4. Check flood coverage needs separately, and verify coastal windstorm eligibility and terms for the specific address where applicable.
  5. Compare premiums only after matching the protection; ask about discounts and what assumptions underpin the rebuilding estimate.
  6. Check each company’s license and complaint information using TDI resources, then review the policy wording before choosing.

TDI’s HelpInsure information can help you review sample rates and policies, but sample figures are not substitutes for actual quotes for your home.
