How to Choose Tanks and Liners for Produced Water Storage

The right produced-water storage system starts with the service, not a product name. First decide whether the project needs welded steel tanks, a surface impoundment, or a combination; then document the water chemistry, temperature, capacity, storage duration, site soils and hydrology, containment arrangement, and governing permits. Select a tank standard and liner system that an engineer can verify for those conditions. No generic liner or “API 650 tank” is automatically suitable for every produced-water application.

The American Petroleum Institute (API) advises evaluating site-specific hydrologic conditions and produced-water characteristics for impoundment liner selection, using tank standards appropriate to the tank’s use, monitoring integrity, and planning inspection, maintenance, records and closure. The framework below turns those principles into a procurement and design process.

Start by defining the storage job

Produced water may be held while treatment, recycling, transport or disposal arrangements are completed. The storage configuration affects permitting, civil works, leak consequences, operating labor and the evidence you must obtain from suppliers. Write a short design basis before requesting quotations. It should state:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Whether the facility will use tanks, an impoundment, or both.
  • Whether storage is temporary, seasonal, campaign-based or part of a longer operating arrangement.
  • Required working and emergency capacity, expected fill and drawdown rates, and whether vessels will be interconnected.
  • Maximum and minimum operating temperature, pressure conditions and exposure to weather or sunlight.
  • The location, foundation or earthworks, groundwater and surface-water setting, and available inspection access.
  • The jurisdiction, facility classification and permit conditions that control construction, operation, monitoring and closure.

API produced-water guidance treats steel tanks and impoundments as possible holding options while disposition is determined. It also directs operators to check applicable regulations and to use standards suited to the particular tank service. A design basis prevents a supplier from substituting a familiar product for the configuration your permit and site actually allow.

Tank or surface impoundment?

Neither configuration is universally better. Compare them against the project’s duration, footprint, geology, operating arrangement and regulatory obligations.

Decision axis Aboveground tank Surface impoundment
Typical construction Fabricated steel vessel on a designed, uniformly supported foundation, with secondary containment where required. Engineered excavation or embankment with a natural or synthetic liner system and controlled drainage or containment features.
Best questions to answer Which tank standard applies to this type and use? Can the foundation, shell, bottom and appurtenances support the loads and operating conditions? What do soil, groundwater, surface-water and stormwater conditions require? How will infiltration and liner damage be detected?
Inspection and leak response Shell, bottom, roof, nozzles, valves and containment can be inspected through defined procedures; soil conditions within secondary containment still matter. Liner integrity monitoring, inspection access, volume records and a documented response to suspected leakage are essential.
Site implications Requires a suitable foundation and room for containment, access and safe connections. Requires earthwork, stable slopes, compatible subgrade, hydrologic evaluation and a closure plan.
Regulatory variability Tank, fire, air, spill-prevention and local construction requirements may apply. Impoundment, groundwater, stormwater, waste-management and closure rules may apply.

Use a tank when the project benefits from a compact, inspectable vessel and the foundation and containment can be engineered for it. Use an impoundment only when the site, liner system, monitoring program and permit conditions support an engineered basin. A hybrid arrangement may be appropriate, but each component still needs its own design basis and approvals.

Characterize the produced water and the site

Document the fluid service

“Produced water” is not a single, uniform chemical service. Before selecting steel coatings, bottom linings, gaskets, seals or geomembranes, assemble the best available operating data for the actual stream. Include constituents that can affect corrosion, swelling, embrittlement, permeation, deposits or biological activity; suspended solids and hydrocarbons; pH and salinity; temperature range; and any treatment chemicals that may enter the tank or pond. Record whether the composition changes between wells, batches or seasons.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the material supplier for written compatibility evidence covering the complete service, not merely a statement that a material is “chemical resistant.” The evidence should identify the tested or evaluated fluid, concentration, temperature, exposure duration and acceptance criteria. If the water chemistry is uncertain, define sampling and conservative design assumptions with the engineer. API’s catalogue description of tank-bottom lining practice makes the key point: lining selection varies with the service environment and does not designate one lining for every application.

Define capacity, temperature and duration

State gross volume, usable working volume, freeboard or vapor space, and the maximum credible surge. Explain how quickly the system fills and empties, whether it is continuously mixed, and how long water may remain in contact with the liner or tank surfaces. Temperature affects material compatibility, corrosion rates and installation limits. Storage duration affects inspection intervals, aging exposure and whether a temporary facility is being used beyond its permitted period.

Investigate soil, foundation and hydrology

For tanks, characterize bearing capacity, settlement, drainage and the condition of soil inside secondary containment. Differential settlement can distort a bottom or shell even when the tank was fabricated correctly. API specifically calls attention to soil conditions when tanks are placed within secondary containment.

For impoundments, evaluate groundwater elevation and movement, flood and stormwater pathways, surface-water proximity, permeability, slope stability and subgrade conditions. The liner is only one part of the barrier: subgrade preparation, geotextile or protective layers where specified, anchoring, seams, penetrations, drainage and leak-detection features must work together. API’s guidance states: “The operator should evaluate site-specific hydrologic conditions and produced water characteristics to guide liner selection.”

Choose a tank design basis that matches the vessel

Understand what API Standard 650 does and does not cover

API Standard 650 covers specified vertical, cylindrical, aboveground welded storage tanks operating at approximately atmospheric pressure, with defined design limits and uniformly supported bottoms. Those scope limits matter. A reference to “API 650” is not a universal answer for every produced-water vessel, pressure condition, geometry, foundation or service.

API has published a 13th edition of Standard 650. During design and procurement, the project engineer should verify the current edition, purchaser requirements, amendments and whether the jurisdiction has adopted or modified the standard. Confirm that the proposed tank’s diameter, height, operating temperature, internal pressure or vacuum, roof arrangement, bottom support and materials fall within the selected standard’s scope.

Check whether another tank standard is needed

Production-liquid tank standards may be relevant depending on the tank’s purpose, construction and jurisdiction. The applicable basis could combine a recognized tank standard with local structural, seismic, fire, environmental, welding, inspection and spill-control requirements. Ask the engineer to identify the governing documents in the design package rather than accepting a supplier’s generic code list.

Specify the complete tank, not just the shell

A usable specification addresses shell and bottom materials, weld examination, corrosion allowance or lining, roof and vents, nozzles, piping, valves, level measurement, overflow routing, access, earthing and foundation loads. It also defines hydrostatic testing, inspection records, coating or lining preparation, repair criteria and acceptance documentation. If tanks are connected in series, show the connection philosophy and isolation points so operators can inspect and repair each vessel without creating an uncontrolled transfer path.

Select the liner and containment as a system

Require service-specific compatibility evidence

For an impoundment, decide whether a natural liner, a synthetic liner or a layered system is appropriate after the hydrologic and fluid assessment. For a tank, determine whether the bottom or other wetted surfaces need a lining or coating and whether secondary containment requires its own impervious barrier. Material names alone do not establish suitability. Require a compatibility statement or engineering evaluation that covers the actual produced-water composition, temperature, contact time, mechanical loads, ultraviolet or weather exposure where relevant, and installation conditions.

Design primary and secondary barriers

Define what constitutes the primary barrier, what constitutes secondary containment, and how a leak moves to a detectable location. For impoundments, specify seam construction, penetrations, anchoring, subgrade preparation, protection from puncture, drainage or leak-detection layers and inspection access. For tanks, define the containment volume, floor and berm details, drainage control, rainwater management and the inspection route around the vessel. Include overflow prevention and a safe method to isolate or transfer contents.

Plan installation quality assurance

The installation specification should identify approved materials, storage and handling limits, weather restrictions, seam or weld testing, subgrade acceptance, repairs, as-built records and independent inspection responsibilities. Require the installer to document liner type, thickness, strength, expected service life basis and installation method when those details are required by the permit or design. Do not accept a generic product data sheet in place of project-specific quality records.

Provide for monitoring and repair

Decide how integrity will be checked during commissioning and operation. An impoundment needs a documented liner-inspection and monitoring procedure, defined alert levels, access to suspect areas and a response that protects groundwater and surface water. A tank system needs inspection of shell, bottom, roof, fittings, valves and secondary containment at intervals appropriate to the service and rules. State who can authorize a repair, how contents will be isolated or removed, how a repaired area will be retested and what records must be retained.

Use jurisdiction-specific rules—Utah example

Regulatory requirements are local and facility-specific. Utah’s R649-9-5, amended with an effective date of February 26, 2025, is a concrete example for the covered temporary produced-water recycling tank-facility context. The rule requires primary and secondary impervious synthetic liners for the stated large-capacity tanks and calls for information about liner type, thickness, strength, lifespan and installation method.

That Utah provision should not be generalized into a nationwide rule or applied to every Utah facility without checking its scope. Before procurement, identify the exact facility category, capacity threshold, temporary or permanent status and permit language. Confirm whether the regulator requires double liners, leak detection, particular materials, inspection frequencies, closure measures or submittals. If the project is outside Utah, obtain the corresponding state, provincial or local requirements rather than copying this example.

Build the operating and monitoring program

Control filling, transfer and overflow

Set normal and high-high level limits, alarm response, transfer sequencing and emergency shutdown authority. Route overflow to an engineered containment or recovery point, not to soil or a watercourse. Verify that pumps, hoses, valves and flexible connections are rated for the fluid and temperature and are protected from vehicle or equipment damage. Keep an up-to-date drawing showing every tank, impoundment, valve, drain and transfer line.

Inspect connected tanks and containment

When tanks are interconnected in series, API guidance calls for checking connections and valves daily for leaks. Make the check specific: inspect flanges, valve stems, hoses, low points, containment floors and any wet or stained area; record the result, level readings and corrective action. A daily check does not replace the formal inspection and testing program required by the design or regulator.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record volumes and integrity observations

Maintain dated records of opening and closing volumes, transfers, precipitation or evaporation where relevant, alarms, inspections, repairs and unexplained losses. For an impoundment, compare measured volume with expected inflow, outflow and weather effects. Investigate a persistent discrepancy rather than treating it as measurement noise. Retain liner installation records, compatibility evidence, test results, photographs, drawings and closure documentation for the period required by the permit.

Plan closure before commissioning

Closure is part of the design. Define how remaining water and solids will be removed or managed, how the tank or basin will be decommissioned, how liners and contaminated soils will be handled, and what post-closure confirmation the regulator requires. API recommends closing impoundments in accordance with applicable regulations. A temporary designation does not eliminate closure obligations.

A practical selection workflow

  1. Identify the governing jurisdiction and facility category. Obtain current permits, adopted codes and regulator guidance before fixing the layout or liner specification.
  2. Write the service description. List water chemistry, solids, hydrocarbons, treatment additives, temperature range, contact duration and expected variability.
  3. Set capacity and operating cases. Define working, maximum, emergency and freeboard volumes, fill and drawdown rates, transfer arrangements and storage duration.
  4. Choose the configuration. Compare tank, impoundment and hybrid options against footprint, foundation, hydrology, inspection access, leak consequences and permit conditions.
  5. Complete site investigations. Document soil, settlement, groundwater, flood, stormwater, slope and nearby surface-water conditions; design foundations or earthworks accordingly.
  6. Assign the tank design basis. Confirm whether API Standard 650 or another standard fits the vessel and service, and identify the current edition and jurisdictional modifications.
  7. Specify barriers as a system. Define primary and secondary containment, compatibility evidence, installation quality assurance, leak detection, inspection access, repair and replacement criteria.
  8. Obtain engineering review. Have qualified professionals check structural, geotechnical, materials, environmental, process-safety and regulatory aspects before ordering.
  9. Verify supplier documentation. Require drawings, calculations, material certificates, weld or seam test records, compatibility documentation, installation procedures and as-built records.
  10. Commission and operate under written procedures. Test alarms, level instruments, valves, transfer lines, containment drainage and integrity-monitoring systems; then begin the inspection, volume-recording and maintenance schedule.

Questions to put in every quotation

  • What exact standard and edition is the tank designed to, and which portions are outside that standard’s scope?
  • What design temperatures, pressures, loads, settlement limits and corrosion assumptions were used?
  • Which wetted materials, coatings, linings, gaskets and seals are proposed, and what evidence demonstrates compatibility with the stated produced-water service?
  • For a synthetic liner, what are the specified type, thickness, strength, service-life basis, seam method, installation limits and repair procedure?
  • How will the subgrade, foundation, secondary containment and leak-detection features be accepted and documented?
  • What inspections and tests occur during fabrication, installation, hydrostatic testing or commissioning, and who signs the records?
  • How are overflow, transfer isolation, emergency access, maintenance and eventual closure handled?
  • Which assumptions must the owner verify before fabrication, such as chemistry, temperature, groundwater or permit conditions?

Common selection mistakes and corrections

Choosing by material name alone

Mistake: Selecting a liner because a catalogue calls it chemical-resistant. Correction: Require compatibility evidence for the actual water, temperature, concentration, exposure time and mechanical installation conditions, then have the engineer approve the complete system.

Treating API 650 as a universal produced-water specification

Mistake: Assuming any vessel described as “API 650” is suitable. Correction: Check the standard’s scope, current edition, design limits, foundation assumptions and the additional requirements imposed by the tank’s use and jurisdiction.

Copying another state’s liner rule

Mistake: Applying Utah’s dual impervious synthetic-liner provision to every facility. Correction: Verify the exact Utah facility scope or obtain the rule that applies in the project’s jurisdiction and classification.

Ignoring subgrade and hydrology

Mistake: Treating the liner as an independent sheet over an otherwise unexamined site. Correction: Investigate soil, settlement, groundwater, stormwater and flood conditions; design the subgrade, drainage, protection and monitoring layers as one barrier system.

Leaving monitoring and closure until later

Mistake: Buying storage first and writing inspection or closure procedures after installation. Correction: Include leak detection, daily checks where applicable, volume records, repair authority, emergency response and compliant closure in the original design and permit package.

What a defensible decision looks like

A defensible choice is traceable from the fluid and site data to the configuration, standard, barrier materials, installation controls and operating procedures. The project file should show why a tank or impoundment was selected, which requirements govern it, how compatibility was established, how leaks will be detected and managed, and how the facility will be closed. If any of those links is missing, pause procurement and resolve the gap with the responsible engineer and regulator.
