How to Choose Solar Panels for a Glare-Sensitive Roof or Location

Choose solar panels for a glare-sensitive site by evaluating the whole proposed system—not a panel label alone. The roof or site geometry, array layout, tilt and orientation, sun path, and the position of people or operations exposed to reflections all matter. There is no universally glare-safe panel model established by the sources below; the right choice depends on the specific site and design.

What makes a solar installation glare-sensitive?

Glare is a question of where reflected sunlight can reach, when it can reach it, and who or what is exposed. Potential receptors include neighboring windows, occupied outdoor areas, roads, airport control towers, and aircraft flight paths. A roof that causes no meaningful issue for one property may create a concern for a different receptor or array configuration.

The FAA’s Airport Solar Guide, updated in April 2018, states that the extent of reflectivity analysis depends on the specific project site and system design. Its discussion includes consultation, coordinated field evaluation, and geometric analysis as possible assessment approaches; it does not prescribe one universal method for every project.

How to assess a roof or site before choosing panels

  1. Map the receptors. Identify windows, nearby properties, roads, occupied outdoor spaces, and—where relevant—airport towers or flight paths. Note their locations and the times or seasons when reflected sunlight could reach them.
  2. Collect the design geometry. Ask for the roof or site dimensions, proposed array outline, panel mounting height, tilt, orientation, and relevant obstructions. These details are needed to assess both energy production and potential reflections.
  3. Ask how glare was evaluated. Have the installer or system designer explain the assessment method, its assumptions, and which alternative layouts were compared. For a consequential or complex case, ask whether a qualified glare-analysis specialist or authority should be involved.
  4. Compare layouts, not just modules. Evaluate the predicted exposure at each receptor and the hours or seasons involved alongside expected production, shading, and practical mounting constraints. A layout chosen only to maximize production has not thereby been shown appropriate for a glare-sensitive location.
  5. Verify product claims. Treat terms such as “anti-reflective” and “low glare” as claims to check against current module documentation. The sources cited here do not provide an independent current comparison of panel models or establish that any named module will eliminate glare at a particular site.

Will solar panels reflect sunlight into a neighbor’s windows?

It is possible for reflections to reach neighboring windows, but the information here cannot determine whether that will happen for a specific roof. The answer depends on the geometry of the proposed array and the neighboring receptor, among other site conditions. Ask the designer to identify the neighboring locations considered and explain the predicted timing and exposure for each layout under consideration.

Can solar panels create glare for pilots or a control tower?

Glare can matter to aviation safety, so airport-adjacent projects need a jurisdiction-specific check rather than assumptions based on residential guidance. The FAA’s May 26, 2021 policy announcement covers proposed solar energy systems at federally obligated airports with control towers. It calls for a Form 7460-1 filing with a statement that the project will not cause visual impact. The FAA also said it was withdrawing its recommendation of the previous tool for measuring ocular impacts on pilots and air traffic controllers.

That scope does not mean every home installation must use FAA procedures. If a project is near an airport, establish whether the policy applies and coordinate with the airport sponsor and the relevant FAA office. Local requirements or other project-specific reviews may also matter; the cited policy alone does not settle every jurisdictional question.

Pre-drilled mounting holes make installation with compatible mounting hardware straightforward.

An earlier NREL airport-siting publication describes the Solar Glare Hazard Analysis Tool (SGHAT) and its inputs, but it should not be presented as a current FAA mandate: the FAA’s 2021 announcement withdrew its recommendation of the prior glare-measurement tool. See the NREL publication alongside the later FAA policy.

A 2015 FAA simulator study reported that perceived impairment was worse for simulated glare sources closer to straight ahead and for longer durations. The study tested simulated glare from four angles—0°, 25°, 50°, and 90° left of straight ahead—and durations of 0, 1, and 5 seconds. Those are experimental conditions, not a statistic about real-world solar installations or a prediction for a particular home, panel, or flight path. The FAA study record describes the findings.

Can PVWatts tell me whether a roof is glare-safe?

No. PVWatts is a production-estimation tool, not a glare assessment or complete roof survey. Its published rooftop size estimate does not account for tilt, azimuth, or shading, and its predictions involve assumptions and uncertainty. Use it as one input to an energy estimate, not as evidence that a proposed layout is safe for a glare-sensitive receptor. See PVWatts.

How should I compare proposed designs?

Ask for each viable design to be compared on the same project-specific basis. A useful comparison keeps glare exposure distinct from energy output and practical feasibility rather than reducing the decision to a single “best panel.”
