A presigned URL gives temporary access to a particular Amazon S3 object operation; an S3 event notification reports selected bucket events to a destination such as an SNS topic. They can be combined in an upload workflow: an application issues a URL, a client uploads an object, and S3 can then notify downstream subscribers that the object was created. Creating the URL does not itself trigger a notification, and the notification is not the URL.
What each mechanism does

S3 objects are private by default. A presigned URL can provide limited access without changing that default. Treat the URL as a secret bearer token: anyone who obtains it can use its permitted operation while the URL and signing credentials remain valid.

How an upload-and-notify flow works
- Choose an object key. Your application decides where the upload belongs, preferably using a unique key if replacing an existing object would be a problem.
- Create a presigned URL for PUT. The application signs the URL using an IAM principal authorized for the intended operation. Give the URL only to the intended client.
- Upload the object. The client sends the PUT request to S3 before the URL or signing credentials expire. Uploading to a key that already exists replaces that object, so control key selection or overwrite behavior accordingly. AWS: presigned URL behavior
- Let S3 evaluate the configured event rules. If the bucket notification selects the resulting object-creation event and its key passes any configured filters, S3 sends a notification to the destination.
- Process the notification downstream. SNS distributes a message to its valid subscribers. The handler should identify the object from the event details and be prepared for duplicate delivery.
This separation is useful: the client receives access to one operation on one object, while the bucket independently determines which events should trigger downstream work.

A presigned URL remains usable until its configured expiration or until the credentials used to sign it expire, are revoked, deleted, or deactivated—whichever comes first. AWS documents an expiration range of one minute to 12 hours in the S3 console, and up to seven days when using AWS CLI or SDK methods. Temporary credentials can make the effective lifetime shorter than the requested URL lifetime. AWS: presigned URL expiration

S3 checks expiration when each HTTP request starts. A download that begins shortly before expiration may continue, but a retry or a new request after expiration fails. If a URL expires earlier than expected, check both the requested expiration and the lifetime or status of the signing credentials.
- Use the narrowest operation that fits the job, such as PUT for an upload rather than broader access.
- Choose a practical short lifetime and deliver the URL privately; avoid exposing it in logs, public pages, or messages visible to unintended recipients.
- Consider bucket-policy controls such as Signature Version 4 signature-age conditions where they suit your access policy. AWS: presigned URL guidance
- For supported checksum workflows, AWS documents additional checksum algorithms with Signature Version 4. Use a checksum when the application needs to validate upload integrity.
Configure S3 notifications to reach SNS
For direct S3-to-SNS delivery, use an SNS Standard topic in the same AWS Region as the bucket. The topic needs a valid subscription, and its policy must permit the S3 service to publish. Restrict permission to the intended bucket and account where practical. AWS: event destinations AWS: destination permissions

- Create or select an SNS Standard topic in the bucket’s Region, then configure and confirm an appropriate subscriber.
- Allow S3 to publish. Add a topic access policy granting the S3 service principal permission to publish, scoped to the bucket ARN and account as appropriate.
- Configure the bucket notification. Select the relevant event type, such as object creation, and choose the SNS topic as the destination. AWS’s console sends a test message when the notification configuration is saved. AWS: enabling event notifications
- Test the full path. Upload an object whose key matches the configured event and filters, then confirm that the subscriber receives and processes the message.
Notifications can be selected for object creation and removal, restore, replication, lifecycle, tagging, ACL, annotation, and retention events. Choose only the event types the application needs. Prefix and suffix filters can limit delivery to matching object keys. AWS: filtering notifications by prefix and suffix

AWS describes S3 event notifications as designed for at-least-once delivery. They typically arrive within seconds, but delivery can take a minute or longer; the documentation does not establish exactly-once delivery or a strict latency guarantee. AWS: S3 Event Notifications

- Make consequential processing idempotent. Duplicate messages should not cause duplicate billing, repeated side effects, or corrupted state. Validate the object identity and event details before acting.
- Do not promise instantaneous processing. Build user-facing status and downstream timeouts around asynchronous delivery rather than assuming a fixed arrival time.
- Prevent recursive triggers. If a notification handler writes output back to the triggering bucket, that write can generate another event. Use separate input and output buckets or filter notifications to an input prefix that excludes generated output. AWS: notification filtering
When to use SNS versus another destination
S3 also supports SQS, Lambda, and EventBridge as notification destinations. Select the destination based on how consumers need to receive work, whether buffering or fan-out matters, and how much routing control the system needs.

S3 does not directly support SNS FIFO or SQS FIFO destinations. If a FIFO queue is required, route through EventBridge as documented by AWS. AWS: supported event destinations
