The best seed is not simply the packet with the highest germination number. Choose a variety suited to your crop, climate, soil and intended use, then verify the specific lot’s identity, purity, germination, vigor, health, treatment and certification. Those checks answer different questions, and a weakness in any one of them can reduce the value of an otherwise promising purchase.
What “quality seed” actually means
Seed quality has several dimensions. A lot can germinate well in a laboratory yet be the wrong variety for your season. It can be the right variety but contain excessive inert matter or weed seed. It can be clean and correctly labeled but lose performance after poor storage. Treat quality as a set of checks rather than a single score.

- Variety identity and regional fit: whether the genetics match your climate, soil, planting window, production system and market or household use.
- Physical purity: how much of the lot is the stated crop and variety rather than dirt, broken plant material or other seeds.
- Germination: the percentage of pure seed that produces normal seedlings under the stated test conditions.
- Vigor: how well seedlings emerge and grow when conditions are less than ideal, such as cool soil, crusting, drought or excess moisture.
- Seed health: whether the lot carries pathogens or pests that could reduce emergence or spread disease.
- Truthful lot information: a current test date, traceable lot identity, treatment disclosure and the information required by the jurisdiction where the seed is sold.
- Handling and storage: whether moisture, temperature, packaging and treatment have preserved the lot since testing.
Certification can strengthen confidence in several of these areas, but certification is not proof that a variety will perform in every field. Suitability remains a crop-and-location decision.

Define the production goal
- Crop and end use: fresh eating, processing, animal feed, grain storage, seed production or a specific market grade.
- Planting window: the expected sowing date and the length of the frost-free or rainy season.
- Production system: open field, protected culture, irrigated, rain-fed, organic or conventional.
- Constraints: soil type and pH, salinity, drainage, altitude, heat, cold, drought, flooding, known pests and diseases.
- Scale and risk tolerance: a home plot may justify trialing several small lots; a commercial planting needs stronger traceability and a backup plan.
Local extension services and seed authorities can connect these conditions to varieties that have been evaluated in your area. Kenya’s Plant Health Inspectorate Service states: “Consult the Agricultural Extension Service for advice on the suitability of various crop varieties for their specific regions.” That principle applies broadly, even though each country uses its own testing and release system.
Separate adaptation from seed quality
Adaptation is primarily a variety question. A high germination percentage says the tested seeds produced normal seedlings under favorable laboratory conditions; it does not establish maturity timing, yield, drought response, disease resistance or market quality in your field. Ask whether the variety has been recommended, released or tested for your region, and whether the stated resistance applies to the disease strains found there.
Choose the variety for traits that matter locally
Seed genetics influence yield potential, environmental adaptation and resistance to insects and diseases. Do not accept “best variety” as a complete recommendation without the crop, location and production details.

Match maturity to your season
Choose a maturity class that can finish before heat, frost, drought or the end of the rainy season. A long-season variety may have higher potential where moisture is reliable, while an earlier one can be safer in a short or uncertain season. Confirm whether the stated days are measured from planting, emergence or another reference point; catalogs do not always use the same convention.
Match resistance claims to local problems
Look for resistance or tolerance to diseases and pests that are documented in your area. “Resistant” does not mean immune, and a resistance label may cover only particular races or strains. Keep crop rotation, sanitation and field management in the plan.
Match quality traits to the buyer
For vegetables, shape, color, firmness and harvest window can matter as much as yield. For grain or pulses, moisture behavior, cooking quality, storage life and market class may determine profitability. A variety that performs well agronomically can still be unsuitable for your intended buyer.
Read the seed lot label, not just the front of the packet
Seed is sold by lot. The label or accompanying certificate should let you identify that lot and understand what was tested. Requirements differ by jurisdiction, so use the rules where the seed is sold and planted.

For seed shipped in interstate U.S. commerce, the Federal Seed Act requires specified information, including purity and germination percentages, noxious-weed-seed information, chemical treatment disclosure when applicable, kind and variety identification, and the interstate shipper’s name and address. Those requirements should not be treated as universal law outside that context.
| Label field | What it tells you | How to use it |
|---|---|---|
| Kind and variety | The crop species and named cultivar or variety represented by the lot. | Confirm it matches the variety recommended for your location and intended use. |
| Lot or reference number | A traceable identifier for the specific production and test batch. | Keep it with your purchase record and use it when asking about a complaint or retest. |
| Pure seed | The percentage classified as the stated kind and, where applicable, variety. | Use it with germination to estimate usable planting material. |
| Inert matter | Non-seed material such as soil, chaff or plant fragments. | Higher values mean less of the package is potentially plantable seed and may signal cleaning issues. |
| Other crop seed | Seeds of crops other than the named crop. | Consider whether volunteers or crop mixtures would create management or marketing problems. |
| Weed seed or noxious weed seed | Unwanted plant seeds, sometimes reported by count per unit of weight under local rules. | Check the named weeds and the applicable legal limits for your jurisdiction. |
| Germination | The share of pure seed producing normal seedlings in the stated standard test. | Check the test date and method; do not assume the result applies indefinitely. |
| Vigor result | Evidence about emergence or seedling performance under a specified stress or vigor test. | Give it extra weight when planting into cold, wet, dry or otherwise difficult conditions. |
| Treatment disclosure | Chemicals, biologicals, colorants or other treatments applied to the seed. | Read handling, personal-protection, disposal and planting restrictions before use. |
| Test date and seller or shipper identity | When the lot was tested and who is responsible for placing it on the market. | Prefer current, traceable information and retain the invoice and label. |
NC State Extension uses the terms pure seed, inert matter, other crop seed, weed seed and germination in this way. Its numerical examples and rules of thumb are North Carolina guidance, not worldwide thresholds.
Understand germination and vigor separately
What a germination percentage measures
A germination test places a sample under specified, favorable conditions and counts normal seedlings. It is useful for comparing lots and calculating a starting seeding rate. The percentage belongs to the tested lot and test framework, not to every packet of the variety forever.
What vigor adds
Vigor concerns speed and uniformity of emergence and subsequent seedling performance when conditions are stressful. Two lots with similar laboratory germination can behave differently in cold soil, a dry seedbed, compacted ground or a wet spring. Vigor tests vary, so read the test name and conditions rather than treating “high vigor” as a standardized universal grade.
Use both results in a planting calculation
When a label provides both figures, use germination as the minimum planning input and use vigor to judge risk. A simple estimate of viable seed in a lot is:
usable planting fraction = pure-seed fraction × germination fraction
For example, a lot listed at 98% pure seed and 90% germination contains an estimated 0.98 × 0.90 = 0.882, or 88.2%, potentially normal seedlings under the stated test conditions. This is not a field-emergence guarantee; stand establishment also depends on depth, temperature, moisture, pests and soil conditions.

Check purity and contaminants
Physical purity affects both the number of crop seeds you receive and the risks you introduce. Dirt and plant fragments add weight without adding plants. Other crop seed can create mixtures that are difficult to separate at harvest. Weed seed may increase hand weeding, herbicide costs or regulatory problems.
Compare the actual percentages and weed-seed disclosures between lots rather than relying on a seller’s description such as “clean.” If the label gives a noxious-weed count, identify the units and legal category used. A count per pound in one jurisdiction cannot be compared directly with a count per kilogram or a different weed list elsewhere.
Investigate seed health and treatment
Seed can carry fungi, bacteria, viruses or insects. Health testing may be especially important for crops with seed-borne disease risks or for seed moving between regions. Ask what health tests were performed, what organisms were covered and whether the result applies to the current lot.
Read treatment details before opening the package
Treated seed may carry fungicides, insecticides, biological products, inoculants or colorants. The label should identify the treatment where local rules require disclosure and provide handling and disposal directions. Follow restrictions on food, feed, oil production, livestock access and re-use of containers. Never save treated seed for consumption or assume treatment makes a poor-quality lot acceptable.
Consider moisture and packaging
Proper moisture at packaging and suitable packaging help preserve viability, but no seller can promise a fixed storage life without lot-specific moisture, temperature, packaging and test information. Examine bags or packets for tears, dampness, condensation, insects or evidence of heat exposure. If a lot has been stored for a season, request a current test where practical.

What certification can—and cannot—prove
Certification generally adds a controlled process: field inspection, identity checks, sampling, laboratory testing and official labeling. It can reduce the risk of varietal mix-ups and undisclosed quality problems. The exact classes, minimum standards and authorities are jurisdiction-specific.
United States
The Federal Seed Act governs certain labeling of seed shipped in interstate commerce. USDA’s Seed Testing Program lists physical-purity, noxious-weed, germination, vigor, viability, moisture and variety tests. Federal labeling rules and voluntary or regulatory testing services are not the same thing as a recommendation that a particular variety suits your county or state.

Kenya
KEPHIS describes certification activities that include field inspection, processing inspection, sampling and laboratory testing. It also directs growers to local agricultural extension advice for regional variety suitability. A Kenyan certification label should therefore be read within Kenya’s seed classes and rules, not translated into a foreign standard.
European Union
The European Commission describes marketing requirements, value-for-cultivation-and-use considerations for agricultural varieties and certification steps involving field inspection, sampling, testing and official labeling. EU requirements should not be presented as interchangeable with U.S. or Kenyan requirements.
In every system, certification is evidence about the process and the lot. It does not prove local adaptation, guarantee field emergence or eliminate the need to inspect packaging and storage conditions.
Compare lots with a consistent scorecard
When two lots or sources appear similar, record the same fields for each one. A spreadsheet prevents a low price or a large packet from hiding weaker quality.
| Comparison axis | Questions to record |
|---|---|
| Local adaptation | Is the variety recommended or tested for your climate, soil, altitude and planting window? |
| Intended-use traits | Does it meet the required maturity, resistance, quality, storage or market specification? |
| Identity assurance | Are kind, variety, lot number and seller or shipper clearly stated? |
| Germination | What percentage was reported, by which test, and on what date? |
| Purity and contaminants | What are pure seed, inert matter, other crop seed and weed-seed values? |
| Vigor | Is a relevant vigor test available for the stresses you expect? |
| Health and treatment | Are health tests, treatments, restrictions and handling instructions disclosed? |
| Certification | Which authority or scheme issued the label, and what does that scheme actually cover? |
| Traceability and freshness | Can the seller provide a current lot record, test date and storage history? |
| Economics | What is the cost per viable seed or planting unit after accounting for purity and germination? |
Calculate cost per viable seed
If package weight and sowing rate are available, divide the purchase price by the estimated number of viable seeds, not simply by packet size. Adjust for pure-seed and germination fractions, then include expected replanting or cleaning costs when comparing a premium lot with a cheaper one. This calculation is a decision aid, not a universal quality threshold.

- Write a crop-and-location brief. Record crop, end use, planting date, production system, soil and climate constraints, and the pests or diseases that matter locally.
- Ask a local authority or extension service for variety options. Confirm maturity, adaptation and resistance claims for your specific region.
- Shortlist named varieties. Remove entries that do not meet your end-use or season requirements, even if their germination percentage is attractive.
- Request lot-specific information. Obtain the label or certificate showing identity, lot number, purity, germination, test date, contaminants, treatment and any vigor or health results.
- Verify the certification scheme. Identify the issuing authority and read its local definitions and minimum standards.
- Inspect the physical package. Reject damaged, damp, pest-infested or untraceable packaging unless the seller can document a valid retest and proper handling.
- Compare usable planting value. Estimate viable seed and cost per planting unit, then account for the risk of difficult field conditions.
- Buy a manageable trial quantity when uncertain. Test a small area or split a planting among two locally suitable varieties rather than committing the entire field to an unverified choice.
- Store and document the lot. Keep the label, invoice and treatment instructions; store seed cool, dry, sealed and protected from pests according to the supplier’s directions.
- Monitor establishment. Record emergence, gaps, disease symptoms and field conditions. Use those observations when selecting the next lot, but do not rewrite a variety’s performance from one unusual season.
Common mistakes and how to correct them
Choosing by germination alone
Problem: A 95% result is treated as proof that the variety will yield well locally.
Correction: Verify adaptation and intended-use traits first, then use germination to compare lots of suitable varieties.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsTreating certification as local adaptation
Problem: “Certified” is assumed to mean recommended for every field.
Correction: Identify the certifying authority and ask local extension staff whether the named variety fits your region.

Ignoring the test date
Problem: An old percentage is read as a current condition.
Correction: Prefer current lot information and request retesting when storage time or conditions make the original result less representative.
Overlooking contaminants
Problem: A large bag appears cheaper, but much of its weight is inert matter or unwanted seed.
Correction: Compare pure-seed fraction, contaminant disclosures and cost per viable planting unit.
Failing to read treatment restrictions
Problem: Treated seed is handled, fed to animals or saved for food as though it were untreated.
Correction: Read the treatment statement before purchase and follow every use, protective-equipment and disposal instruction.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Assuming a variety name is enough
Problem: A familiar name is purchased without confirming the lot or seller.
Correction: Match the packet, lot number, certificate and invoice, and keep them until the crop is established.
When evidence is incomplete
Some sellers provide only a variety name and a broad germination claim. If purity, test date, treatment or lot identity is missing, you cannot make the same risk assessment as you can with a fully documented lot. Ask for the missing information, choose a traceable source, or reduce exposure by buying a small quantity and conducting a clearly recorded field trial.
For a new crop or region, no single document can replace local observation. Combine official variety recommendations, the lot label, current testing information and your own field records. Reassess after a season because weather, disease pressure and seed storage can change the outcome.
