How to Choose Games Without Loot Boxes or Pay-to-Win Purchases (2026 Guide)

The reliable way to avoid loot boxes and pay-to-win games is to screen each title yourself. Use the current store listing and rating entry as starting points, identify every purchase and whether any reward is randomized, then test whether paid items change power, competition, or progression. Recheck after major updates. A label or a one-time review is not a permanent guarantee.

What you are trying to avoid

A loot box is a paid or earnable package that gives a randomized virtual item. The Federal Trade Commission (FTC) describes the mechanic as randomized virtual items that may be bought or obtained through play. Publishers may use different names: item packs, card packs, prize wheels, treasure chests, mystery awards, or gacha. The name matters less than whether you pay (or spend paid currency) before learning exactly what you will receive.

Random rewards can be cosmetic, such as a character outfit, or functional, such as a weapon, upgrade material, or card that changes performance. A game can therefore have loot boxes without being pay-to-win, and it can sell no random items yet still sell advantages directly. Screen for both properties independently.

Loot boxes versus ordinary purchases

  • Known-content purchase: You see the exact character, level, map, expansion, or cosmetic before paying.
  • Randomized purchase: You buy a pack, roll, chest, or draw and discover the result afterward.
  • Earnable random reward: You can obtain a random item through play without paying, but paid currency may provide more attempts or faster access.
  • Direct advantage: You purchase power, progression boosts, resources, or competitive equipment with no random draw.

Only the last two categories tell you about competitive fairness; the first three describe monetization mechanics. Record each finding rather than collapsing them into a single “good” or “bad” rating.

How can I tell if a game has loot boxes?

Use this six-step check before installing or spending money. Perform it for the exact platform, region, and edition you intend to use.

1. Search the rating entry

In North America, search the game title in the ESRB database. Read the interactive-elements section, not just the age category. “In-Game Purchases” means the game offers purchases. “In-Game Purchases (Includes Random Items)” means at least one purchase contains randomization.

ESRB introduced the purchase element in 2018 and the random-items element in February 2020. A title rated before those dates may not display either element even if a later update added purchases. Treat the entry as a first screen, not a certification that the current version is free of loot boxes.

2. Read the current platform listing

Open the live product page on the store where you will play. Search its description, warnings, screenshots, and purchase disclosures for “loot box,” “random items,” “gacha,” “mystery reward,” “pack,” “chest,” or “in-app purchase.” In the UK, the ASA/CAP enforcement notice says a generic “offers in-app purchases” statement is not specific enough to explain random purchases. A prominent, explicit disclosure is more useful than a generic label.

Store pages can differ by country, console, mobile operating system, age setting, or edition. Capture the listing date or version number you checked. If the listing is silent, that is an information gap—not proof that no randomized purchase exists.

3. Inspect the in-game shop before spending

If the game has a free trial or an opening tutorial, visit its shop without buying. Look for rotating banners, premium currencies, “draw” or “open” buttons, pity counters, duplicate conversion, and bundles that hide the number of attempts. Note whether the shop sells a fixed item, a choice of items, or an unknown result.

Some games reveal a probability table only after you select a banner. Follow every “details,” “rates,” or information icon. Save a screenshot or written note because banners and prices can change with events.

4. Find the publisher’s current probability page

Search the game’s official support or terms pages for drop-rate disclosures. Ask whether probabilities are listed for every item or only for rarity tiers. A statement such as “five-star items: 1%” does not tell you the chance of the particular item you want when several items share that tier. Check guarantees, duplicate rules, featured-item splits, and whether rates change between banners.

5. Convert virtual currency into real money

Write down the smallest bundle that can buy one attempt and the bundle required for a guaranteed or targeted reward. Include starter packs, taxes, regional pricing, and leftover currency. A price shown as “300 gems” is not a real-money cost until you know how many gems each currency bundle provides. If the exchange rate or the number of attempts is unclear, mark the cost as unverified rather than estimating.

Resident Evil 4 - PS5
  • Reawaken a Classic – Resident Evil 4 preserves the essence of the original game, now reconstructed using Capcom’s proprietary RE Engine to deliver realistic visuals and additional narrative depth to the iconic story that was not possible at the time of the original release.
  • Modernized Gameplay – The team from 2019’s Resident Evil 2 returns to build upon the series’ modern approach to survival horror. Engage in frenzied combat with the Ganados villagers, explore a European village gripped by madness, and solve puzzles to access new areas and collect useful items for Leon and Ashley’s constant struggle to survive.
  • Overwhelming Hordes – Face hordes of rabid enemies that threaten to overwhelm Leon with even more diverse methods of attack than in the original release.
  • Survive on a Knife’s Edge – Years of intense training have taught Leon new ways to use his knife, helping to even the odds against the unrelenting onslaught of enemies. By parrying enemy attacks, you can avoid debilitating damage and evade lunging enemies seeking to grab Leon and hold him in place. Make smart use of scavenged knives to deliver precise finishing moves on vulnerable enemies, and even use the element of surprise to quietly dispatch unsuspecting foes before they break.

6. Recheck after updates

The FTC warns that ratings and reviews may lag behind frequent game updates; its consumer guidance on kids and video games recommends checking current ratings, reviews, and updates. Repeat the store-and-shop check after a major season, expansion, or monetization change. A clean launch listing does not describe every future event banner.

What does “includes random items” mean?

The ESRB phrase means that at least one in-game purchase gives a randomized result. It does not specify how often the mechanic appears, whether the items are cosmetic or functional, or whether spending is necessary to finish the game. It also does not state that the game is pay-to-win.

Use the phrase as a trigger for deeper inspection:

  • Identify the random product: pack, chest, wheel, card draw, or another format.
  • List the possible rewards and separate appearance-only items from gameplay items.
  • Check whether the same rewards can be earned through ordinary play and how long that takes.
  • Record published probabilities, guarantees, duplicate handling, and the real-money conversion.
  • Check whether the random items can be used in ranked, player-versus-player, cooperative, or leaderboard modes.

If the rating entry shows only “In-Game Purchases,” direct purchases may still include fixed advantages or random items that the older rating system did not capture. Examine the live listing and shop in either case.

How can I tell if a game is pay-to-win?

“Pay-to-win” has no universal legal or rating definition. Decide whether paid goods affect the outcomes that matter to you. A cosmetic-only shop is materially different from a shop selling stronger equipment, faster progression, extra attempts, or resources that are scarce for non-paying players.

Check competitive power

Ask whether money can improve damage, defense, speed, card quality, character statistics, team composition, or access to a stronger loadout. Then ask where those benefits apply. A boost restricted to a single-player mode is different from an advantage in ranked matches, shared worlds, tournaments, or leaderboards. Document the mode and the duration; temporary boosts can still affect competition during their active period.

Check progression pressure

Compare the normal path with the paid path. Warning signs include energy timers that limit play, upgrade materials that are unusually scarce, repeated duplicate requirements, or a late-game grind that can be skipped with paid currency. The FTC has reported workshop participants’ concerns about “pay-to-progress” and “pay-to-win” loops in which players face grinding unless they buy loot boxes; that account records discussion, not a legal or empirical definition (FTC workshop recap).

A faster route is not automatically pay-to-win. In a cooperative or single-player game, an optional convenience may not affect another player. In a competitive game, even a time-saving purchase can matter if it unlocks the full power curve before free players can reasonably reach it.

Check whether the core game is complete without spending

Play far enough to see whether ordinary missions, characters, maps, and competitive modes remain available without payment. Look for paywalls on essential systems rather than optional cosmetics. A free game can be fair if spending is limited to known-content cosmetics; a premium game can still undermine fairness if it sells combat advantages after purchase.

Use a simple verdict scale

Finding Practical classification What to do
No purchases or only fixed cosmetics Low monetization risk Confirm that updates have not added a premium power system.
Random cosmetics, no competitive effect Loot-box exposure but not pay-to-win on the evidence checked Decide whether randomness itself conflicts with your preference; check odds and spending controls.
Random or fixed items that speed progression Pay-to-progress risk Measure the free grind and whether the boost affects shared or ranked play.
Paid items increase power in competitive modes Strong pay-to-win signal Choose another title unless that mode is irrelevant to you.
Mechanics or costs cannot be verified Unverified Do not call the game loot-box-free; wait for clear information.

How to read odds, guarantees, and currency prices

Probability disclosure is useful only when it answers the purchase decision you are making. A rarity-tier percentage can conceal the chance of a specific character or weapon. Read the complete table and note whether featured items share a tier, whether a guarantee activates after a number of attempts, and whether pity progress carries between events.

Calculate a conservative cost before buying:

  1. Write the number of premium-currency units per attempt.
  2. List every available currency bundle and its real-money price in your region.
  3. Determine the cheapest combination that supplies enough units, including unavoidable leftover currency.
  4. Multiply by the number of attempts needed for the stated guarantee, if one exists.
  5. If no guarantee exists, record that the desired outcome has no stated maximum cost.

Do not treat an advertised “first pull” discount as the normal price. Promotional bundles, event rates, and one-time bonuses should be labeled as such in your notes. If rates are published only by rarity, write “specific-item odds not stated” rather than converting a tier percentage into a precise probability.

How to compare two games on fairness

When choosing between titles, use the same questions and the same date for both. This prevents a polished store page for one game from being compared with an old review of another.

Choose the title with the clearest evidence that matches your priorities. If one game has an unknown shop while the other clearly sells fixed cosmetics, “unknown” is a reason to defer—not a reason to assume the unknown game is safer.

Can I block in-game purchases for my child?

Yes, when the platform and account support controls. The FTC’s consumer guidance recommends checking parental-control options with the ESRB or the game-system manufacturer. Depending on the device, controls can turn off purchases, require a password or approval for each transaction, or impose a dollar limit.

Set controls at every layer

  1. Platform account: Enable the platform’s purchase restriction, family approval, password requirement, or spending cap on the child’s account.
  2. Payment method: Remove saved cards where practical, disable one-click checkout, and require the account password for any wallet charge.
  3. Game account: Check the title’s own parental settings for age gates, purchase confirmation, and chat or trading controls.
  4. Device store: If the game uses a separate mobile or PC store, apply that store’s family setting as well.
  5. Verification: Test with a free or low-value transaction flow and confirm that an adult approval prompt appears before payment.

Review receipts and account history regularly. A spending limit is not the same as a loot-box block: a child can remain within the limit while making repeated randomized purchases. Explain that virtual currency is real money, especially when bundles obscure the per-attempt cost.

What UK guidance does and does not cover

The UK Department for Culture, Media and Sport describes industry-led paid-loot-box protections published by Ukie on July 18, 2023, including parental consent for under-18 purchases and default £0 spending limits on child accounts (DCMS guidance). The government explicitly says the commitments do not cover the entire UK games sector. Treat them as UK industry guidance, not a universal rule or a substitute for checking the account settings yourself.

What recent enforcement and guidance mean for shoppers

Regulatory actions show why transparent odds and costs matter, but they do not create a universal “safe game” list. In a January 2025 blog, the FTC said HoYoverse agreed to a proposed $20 million penalty in a case concerning allegations about unclear loot-box odds, virtual-currency exchange rates, and the cost of obtaining rewards. The FTC also said the proposed order required federal judge approval before taking effect. Report the matter as a proposed settlement and allegations, not as proof that the order became effective (FTC account).

UK app-store disclosure expectations similarly focus on giving consumers clear information before download. The ASA/CAP notice says random-purchase disclosures should be prominent and that generic in-app-purchase wording is insufficient; its page states that active monitoring would begin May 26, 2026 (ASA/CAP notice). These measures apply within their stated jurisdictions and channels. A game available elsewhere may follow different rules.

A repeatable decision checklist

  • Search the exact title in the relevant rating system and read interactive elements.
  • Open the current platform listing for your region, edition, and device.
  • Look for explicit random-item terms, not only a generic in-app-purchase label.
  • Inspect the shop and locate current odds, guarantees, duplicate rules, and event conditions.
  • Convert premium currency into the real-money cost of one attempt and any target reward.
  • Separate cosmetic rewards from items that alter power, progression, or competitive access.
  • Play or review enough of the free route to identify grind walls and essential paywalls.
  • Check recent update notes and current player information for monetization changes.
  • Apply platform, payment, device, and game-level controls for a child account.
  • Record the date and version. Recheck after major updates.

When the evidence is unclear

Use the word unverified. Do not infer safety from a missing label, a five-star user review, a “free-to-play” description, or a promise that cosmetics are the main focus. Do not infer pay-to-win solely from the existence of cosmetics or random rewards either. Your decision should rest on what the current game sells, how clearly it discloses the transaction, and whether payment changes the outcomes you care about.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you cannot establish the shop contents, odds, currency conversion, or competitive effect, postpone the purchase and ask the publisher for a current explanation. Revisit the listing after an update. This conservative standard is the only dependable way to keep a personal library aligned with a no-loot-box or no-pay-to-win preference.
