How to Choose Emergency Preparedness Training for Healthcare Staff

Choose emergency preparedness training by matching each staff member’s assigned emergency role to your facility’s hazards, response plans and patient needs. Start with your risk assessment and emergency procedures; then compare course content, practice format, assessment, documentation and applicable requirements. A general awareness course may suit some staff, while people assigned to command, clinical surge, evacuation or decontamination need preparation for those specific tasks.

Start with your facility’s risks and emergency plan

Training should prepare people to carry out the procedures your organization expects them to use—not just cover emergencies in the abstract. Review the facility’s risk assessment, emergency plan, communication plan, patient population and likely hazards before comparing courses. Consider which teams may need to shelter in place, evacuate, maintain continuity of care, triage, transfer or discharge patients, manage surge, communicate during an incident, or use hazard-specific protective measures.

ASPR TRACIE’s CMS EP Rule materials organize the federal framework around an emergency plan, policies and procedures, a communication plan, and training and testing. The requirements and summaries differ by provider type, so check the current guidance for your exact organization rather than assuming one rule or training interval applies to every healthcare setting.

Map staff roles to training depth

Make a role map before selecting a course. List each staff group, its expected emergency functions and the competencies needed to perform them. For example, general awareness may be appropriate for people who need to recognize procedures and know where to get instructions; staff with assigned response duties may need more detailed preparation and practice.

  • Complete Multi-Age Training Set: This professional collection includes one adult, one child, and one infant manikin in a medium skin tone, providing a comprehensive solution for teaching CPR techniques across all age groups.
  • Integrated Performance Indicators: Each manikin is equipped with an internal rate indicator that provides real-time visual LED feedback, assisting students in maintaining the recommended compression speed for each specific age model.
  • Mechanical Depth Cues: Features built-in clicker mechanisms that provide a tactile and audible signal when the correct age-appropriate compression depth is reached, reinforcing proper physical technique.
  • Realistic Anatomical Landmarks: Designed with accurate physical features including a palpable sternum and ribcage to ensure students practice correct hand placement and depth for adults, children, and infants.
  • Efficient Instructor Setup: All models feature a patented clamshell torso design for tool-free lung bag installation. Includes a padded carrying case and a starter set of age-specific face-shield lung bags. (Batteries for indicators not included).

ASPR TRACIE’s summary of Recommended Disaster Core Competencies for Hospital Personnel describes awareness, mid-level and advanced competency levels as a way for hospitals to consider which personnel need which depth of preparation. Use it as a planning aid, then adapt the levels to your facility, patient population and current emergency plan.

People assigned hands-on response work should receive instruction tied to that work. A course that covers decontamination and personal protective equipment, for instance, is not interchangeable with a general preparedness orientation. Match the level of instruction to the task, and include new and existing staff, volunteers, and people providing services under arrangement when they are expected to assist during an emergency.

Check requirements for your provider type

Before enrolling staff, have the compliance lead identify applicable CMS provider-type requirements and any other relevant jurisdictional or accreditation requirements. The CMS materials address initial training consistent with expected roles, documentation, demonstration of staff knowledge, recurring training and updates when policies or procedures change. Verify current requirements for your setting in the ASPR TRACIE CMS EP Rule collection; do not turn a summary for one provider type into a blanket claim about all healthcare organizations.

Choose a format that builds the needed capability

Courses and exercises serve different purposes. Select the format according to what staff need to learn or demonstrate, and consider combining instruction with practice so people can apply procedures and identify gaps.

Format Useful for What to review
Instructor-led or online course Learning concepts, procedures or planning methods Role relevance, curriculum, instructor qualifications, accessibility, time commitment, assessment and how local plans are incorporated
Tabletop exercise Discussing decisions and coordination against a scenario Whether the scenario and discussion guide fit your hazards, staff roles and patient population
Unit-level short exercise Practicing team-specific actions within everyday unit work Whether the exercise reflects the unit’s responsibilities and is practical to schedule
Drill or operations-based exercise Practicing and assessing response procedures in action Realism, opportunity to practice, feedback, evaluation, documentation and improvement follow-up

For example, the FEMA Center for Domestic Preparedness syllabus for its Health Sector Emergency Preparedness course describes an eight-hour course covering risk assessment, emergency-plan development, policies and procedures, communications planning, and training and testing. It is an example of a broad planning course—not evidence that every staff member needs the same course or that it is currently available in every location. Confirm schedule, eligibility, delivery method and prerequisites with the provider.

For healthcare personnel assigned incident-response duties, ASPR TRACIE’s summary of the CDP Hospital Emergency Response Training for Mass Casualty Incidents describes a three-day course that includes decontamination and PPE selection and use. This is a distinct operational use case from general preparedness orientation. Check current availability and fit directly with the Center for Domestic Preparedness.

Tabletop resources can help teams explore specific decisions. The Chicago Department of Public Health guide summarized in ASPR TRACIE’s tabletop exercise guide includes discussion materials on pediatrics, communications, emergency operations center management and medical surge. The Association of Healthcare Emergency Preparedness Professionals’ 2024 collection is described as short exercises for hospital units. For drills and operations-based practice, ASPR TRACIE’s Exercise Program and Exercise Resources describe ways to assess plans, procedures, training, equipment and facilities. Exercise findings should feed into revisions and improvement actions.

Vary exercises enough to examine different hazards and response functions. Repeating a single scenario may leave other capabilities untested; use findings to identify which procedures, training or resources need attention.

Use a practical selection process

  1. Identify staff cohorts and tasks. List who may assist in an emergency and what each group is expected to do.
  2. Review local conditions. Check current hazards, patient needs, emergency plans and communication procedures.
  3. Confirm requirements. Work with the compliance lead to identify current provider-specific CMS rules and other applicable requirements.
  4. Set the competency level and format. Decide whether each task calls for awareness, intermediate or advanced preparation, and whether it needs a course, tabletop, drill or operations-based exercise.
  5. Review the offering. Check syllabus, instructor credentials, scenarios, accessibility, schedule, cost and assessment approach; verify current course availability with the provider.
  6. Plan records and improvement. Decide how you will document attendance, demonstrated knowledge, exercise performance and corrective actions.
  7. Revisit the program. Review training after material plan changes, incidents, exercises or identified performance gaps.
