For a DRM-free purchase with an offline installer, GOG is the clearer choice: its published policy requires games to be DRM-free and it provides backup installers. Steam offers an Offline Mode and an optional DRM wrapper, but neither tells you how a particular game is configured or guarantees it will launch offline. Check the specific game’s launch requirements and prepare it before you depend on offline play.
Are Steam games DRM-free?
Not as a storefront-wide guarantee. Valve offers developers a Steam DRM wrapper that verifies ownership and launches the Steam client, but it is an option—not proof that every Steam game uses it. A game may also rely on a publisher’s launcher, account, or other authentication. Valve’s Steam DRM documentation describes the wrapper, not the full configuration of every title.

Steam Offline Mode is also different from a standalone DRM-free copy: it lets the Steam client operate without a network connection in supported circumstances, but does not remove a game’s other dependencies. Steam Support notes that a game may not start offline if the client or game files need updating. See its Offline Mode guidance and do not assume a title will work just because it is in your library.
Is GOG DRM-free, and can you download games without Galaxy?
GOG publishes a platform-wide DRM-free policy. Its developer documentation says games should work regardless of Galaxy authentication, whether the Galaxy client is installed, or internet availability. GOG describes this as its policy, not as an independent test of every current game build. It also qualifies the promise: features that inherently require online services, such as multiplayer or other server-backed functions, are not available offline. GOG provides offline backup installers, so you can download the installer files and install the game without using Galaxy. The installers are generated after a game build is published, and processing can take time; an installer may not appear immediately after a release or update. Check your account’s download options for the specific game and edition before relying on them.
What to compare before buying a particular game

How to prepare for offline play
For a Steam game
- While online, install the game and any required publisher launcher or supporting components.
- Sign in and complete any first-run setup or authentication the game requires. Check the game’s store listing and documentation for external account or launcher requirements.
- Update Steam and the game before disconnecting. Steam Support warns that pending client or game updates can prevent an offline launch.
- Use Steam’s Offline Mode instructions to switch the client while you still have a connection, then launch the game to confirm the setup works without relying on network access.
For a GOG game
- Open the game’s download options in your GOG account and obtain the offline backup installer files for the edition you purchased.
- Save the installers somewhere you can access later, such as a separate drive or other suitable storage.
- Install and launch the game offline once, if practical, and distinguish offline single-player play from online-only features.
Are Steam backups the same as GOG offline installers?
No. GOG’s backup installers are downloadable installation files. Steam’s built-in backup feature works only for games that completely download, install, and patch through Steam; games using many third-party installers or downloaders are excluded. Check Steam Support’s backup feature documentation for compatibility details before treating a Steam backup as a reinstallable copy.

An external hard drive or SSD can be a convenient place to keep installer files or compatible backup files, but it is optional: use storage you already have if it is sufficient. Keep in mind that a saved installer preserves files, not online services or server-dependent features.

If your priority is a storefront-wide DRM-free commitment and a downloadable offline installer, GOG is the more direct fit. If you prefer to buy on Steam, evaluate the individual game rather than assuming it uses—or avoids—the Steam DRM wrapper, and test its offline setup before travel or another period without internet. For either store, the decisive question is whether the particular edition supports the launch, offline play, and reinstall path you need.
