The safest way to choose cruelty-free makeup in the UK is to verify evidence at three levels: check a current independent certification or directory listing, read the brand’s own policy for supplier and market coverage, and then check the individual product if vegan ingredients matter. UK cosmetics rules provide a safety baseline, but legal sale in Great Britain is not the same as a worldwide, company-wide cruelty-free guarantee.
Use the process below close to the date you buy. Directory entries, company policies, formulas and UK stock can all change.

What “cruelty-free” means for a UK makeup shopper
“Cruelty-free” is not one single legal status with an identical definition everywhere. Shoppers usually mean that a company does not commission or permit animal testing of its finished products, ingredients or ingredient combinations, often including work by suppliers and testing required in other markets. The exact scope depends on the company’s policy or the certification programme being used.

Government consumer guidance says a cosmetic must be safe, assessed by a qualified professional before it is made available, notified to the Office for Product Safety and Standards, and labelled with required information such as its ingredients. Those are product-safety and market requirements; they do not, by themselves, answer every question about a company’s global testing policy or supplier conduct.

What Great Britain’s cosmetics rules prohibit
Great Britain’s cosmetics framework prohibits products when animal testing of the finished product, ingredients or ingredient combinations was used to meet the requirements of the cosmetics regulation. Official guidance also explains that historic animal-testing data may still be used. Therefore, a product can comply with the current UK cosmetics framework while a shopper still needs to investigate the company’s wider policy, historical data and activity in other markets.
UK REACH guidance from the Health and Safety Executive is related context for chemical registrants. It says vertebrate testing should be a last resort and refers to the 3Rs—reduction, refinement and replacement. That chemical-regulation guidance should not be treated as proof of a particular makeup brand’s testing practices, nor should every REACH-related test be described as a cosmetics test.
Great Britain is not a shorthand for every UK arrangement
The government guidance described above is specifically for Great Britain. Do not silently present it as a complete statement of Northern Ireland’s arrangements. If you live in Northern Ireland, check the rules and product information that apply to your route of supply, and ask the brand how its policy covers the market in which you are buying.

Cruelty-free is not the same as vegan
A cruelty-free claim concerns animal testing. A vegan claim concerns ingredients and, depending on the programme, other animal-derived materials. A product can be cruelty-free and still contain an animal-derived ingredient; conversely, a vegan label is not a substitute for checking the brand’s testing policy.
| Question | What it asks | What you must check |
|---|---|---|
| Is it cruelty-free? | Were animals used in testing connected with the product, ingredients, suppliers or relevant markets? | The current certification entry and the company policy’s scope. |
| Is it vegan? | Does the formula avoid animal-derived ingredients and materials? | The specific product’s vegan statement and ingredient list. |
| Is the whole brand vegan? | Does the company avoid animal-derived ingredients across its range? | A current brand-wide claim; do not infer it from one vegan product. |
Animal Aid gives carmine, beeswax, lanolin, keratin and shellac as examples of animal-derived ingredients. Ingredient names and formulas can change, so check the product you are actually putting in your basket rather than relying on an old list or a different shade.
Use certifications and directories as a first screen
A current third-party listing is usually more useful than a bunny image copied into a retailer page or an old article. It is still important to read what the programme covers: finished products, ingredients, suppliers, future conduct, and which markets are included.
| Evidence level | What it gives you | How to use it |
|---|---|---|
| Current third-party certification or directory listing | An external programme has assessed the company against its stated criteria. | Open the current entry, read the criteria and note the date and scope. |
| Detailed current brand policy | The company explains its own and supplier testing position and relevant markets. | Look for specific answers, not just a general “we do not test on animals” sentence. |
| Vague logo, retailer filter or undated list | Little verifiable information about scope or currency. | Treat it as a lead only; verify it in a current directory or policy. |
Leaping Bunny
The Leaping Bunny programme is associated with the Coalition for Consumer Information on Cosmetics and Cruelty Free International. The licensing terms available for the programme describe supplier monitoring. Do not assume that every bunny logo means the same thing: check the current company entry and the programme’s present criteria before relying on it. The terms retrieved for this guide are from 2022, so a current listing is essential.

PETA’s UK directory
PETA’s UK list available on 2 August 2025 says included companies provide an assurance about their own and suppliers’ testing and future conduct. Its legend distinguishes companies marked vegan from companies licensing its cruelty-free bunny logo. The British Beauty Council glossary also distinguishes PETA’s “Animal Test-Free” and “Animal Test-Free and Vegan” labels.
PETA’s directory covers cosmetics, personal care and other household categories. Inclusion does not mean that every listed company is a makeup-only business or that every product it sells is vegan. Open the individual entry, then verify the makeup product and its UK availability.

A step-by-step method for choosing a brand
- Define your requirement. Decide whether you need cruelty-free testing policies only, cruelty-free plus vegan products, or a fully vegan range. Also decide whether the company’s conduct in every market matters to you, rather than only products sold in Great Britain.
- Search a current directory. Search the brand name in the certification programme’s own directory. Do not rely on an old blog list, a screenshot, a logo in a marketplace listing or a social-media graphic.
- Read the programme scope. Check whether the criteria cover finished products, ingredients, suppliers and future conduct. Note any exclusions, regional limits or licence conditions.
- Read the brand’s current policy. Look for direct statements about suppliers, contract manufacturers, ingredients and sales in markets with different testing requirements. If the policy answers only “we do not test our finished products,” important questions remain open.
- Check the exact product. For vegan requirements, look for a product-level vegan statement and read the ingredient list. A cruelty-free brand can sell both vegan and non-vegan makeup.
- Confirm UK practicality. Check that the shade and product are currently sold through a UK retailer or the brand’s UK channel, and confirm the pack carries the required ingredient and responsible-person information for the market. Stock and formulas are not permanent.
- Record the date. Save the directory page or policy date in your notes. Recheck shortly before purchase, especially if the information is several months old or the brand has changed ownership, markets or packaging.
How to judge a brand’s wording
Specific wording is stronger than a slogan
“We do not test on animals” is incomplete unless the company explains whether that applies to suppliers, raw materials, finished products, ingredients, contract manufacturers and every market in which it sells. A policy that names those areas gives you a clearer basis for a decision.
“Required by law” needs context
A company may say it does not conduct tests itself but can sell in a market where authorities may require testing. Ask whether the policy covers sales through subsidiaries, distributors and local registrations, and whether the company has committed to avoiding such testing in the future.

A cruelty-free logo and a vegan logo answer different questions. Even within one directory, a vegan mark can be separate from an animal-test-free mark. Verify the exact mark, the company entry and the programme’s definition.
How to compare shortlisted brands without making an unreliable ranking
The available evidence does not establish a complete, current shortlist of UK makeup brands across every price point. Build your own shortlist using the same checks for each candidate instead of repeating an undated “best brands” list.
| Comparison axis | Questions to ask | Good evidence |
|---|---|---|
| Evidence level | Is there a current independent listing, a detailed policy, or only a slogan? | A dated directory entry plus a policy that explains its scope. |
| Scope | Does the claim cover ingredients, suppliers and relevant markets, or only finished products? | Explicit language covering each area. |
| Vegan choice | Is the whole range vegan, or are only selected products vegan? | A product-level vegan statement and ingredient check. |
| UK availability | Can you buy the required shade and product in the UK now? | Current UK stock and compliant product labelling. |
| Makeup fit | Does the range meet your needs for complexion, eye, lip or sensitive-skin products? | The current range and shade information, checked at purchase. |
Price, stock and shade availability were not established by the sources used here, so do not treat an old price or a retailer’s “in stock” badge as a lasting fact. Check them live when you make the shortlist.
When evidence conflicts
Sometimes a retailer displays a cruelty-free icon while the brand’s own website uses narrower wording, or a directory entry is harder to find than an old blog claim. Do not average the claims into a reassuring conclusion. Identify exactly what each statement covers and when it was published.
- Directory listing plus detailed policy: compare the programme’s criteria with the company’s wording. A listing is a useful external screen, while the policy may explain markets, suppliers or exceptions in more detail.
- Policy but no directory listing: absence from one programme is not proof that a company tests on animals. Read the policy for specific commitments and ask the company or programme for clarification rather than treating the claim as certified.
- Vegan logo versus ingredient list: check the current product packaging and brand page. If they disagree, pause the purchase and request confirmation for the exact shade or batch.
- Old article versus current entry: give priority to the current directory, policy and product information. Company ownership, formulas and certification status can change.
Retailer, marketplace and packaging checks
Retailers are useful for finding UK stock, but a retailer filter is not a cruelty-free verification system. A marketplace search for “cruelty-free makeup” can help you discover products, yet it does not establish the brand’s supplier policy, vegan ingredients or current certification. Use it only after you have checked the brand or programme independently, and link to an individually verified item rather than implying that every search result qualifies.
At checkout, compare the listing with the physical pack when it arrives. The product should provide the required ingredient information and responsible-person details for the market. If the pack, product page and brand policy describe different formulas or labels, do not assume the discrepancy is harmless; contact the seller or brand and keep a record of the answer. This is especially important when buying a different shade, a reformulated product or stock imported through another route.
Budget and practical fit
Cruelty-free evidence is only one part of choosing makeup. Compare the current UK range, shade availability and product type against your actual need—complexion, eye, lip or another category—without assuming that a certification makes a product suitable for your skin or worth a particular price. No current prices or stock levels are established here, so verify those details at the retailer or brand site when you buy.

If two products meet your testing and vegan requirements, you can then compare the practical details that matter to you, such as whether the exact shade is available from a UK channel and whether the ingredient list is acceptable. Keep the ethical check separate from performance, shade and budget decisions so that a low price or a popular recommendation does not substitute for evidence.
Questions to send a brand’s customer-service team
If the policy leaves a gap, ask precise questions rather than requesting a general “Are you cruelty-free?” confirmation. For example: Does your policy cover raw-material suppliers and contract manufacturers? Does it apply to every market, subsidiary and distributor? Do you permit testing to meet another country’s registration requirements? Is this exact product and shade vegan, and has its formula changed recently? Ask for a written answer and note the date, since a customer-service reply is a dated statement, not necessarily an independent certification.
A dated example: what a brand note can and cannot prove
Animal Aid’s guide, revised and updated in 2022, said that Lush did not test on animals and did not buy raw materials from companies involved in animal testing. The same guide noted that Lush did not carry Leaping Bunny certification and that it marked its vegan products.
This is a dated statement from Animal Aid, not a current independent verification. Use it as an example of how to read evidence: record the source date, distinguish the company’s described policy from certification, and confirm the current policy, range and UK availability before buying. Do not turn one historical guide into a permanent brand-wide guarantee.
Common mistakes and how to fix them
Mistake: treating legal sale as proof of cruelty-free status
Fix: Use UK cosmetics compliance as a safety baseline, then investigate the company’s testing and supplier policy separately.
Mistake: assuming cruelty-free means vegan
Fix: Check the product’s vegan status and ingredients. Look out for animal-derived examples such as carmine, beeswax, lanolin, keratin and shellac.
Mistake: trusting a logo without checking the directory
Fix: Search the programme’s current listing and read its scope. A copied logo can be outdated or used without explaining what it covers.
Mistake: checking only the finished product
Fix: Look for information about raw materials, suppliers, contract manufacturers and testing in other markets.
Mistake: using an old “cruelty-free brands” article
Fix: Confirm the listing and policy close to purchase. Company status, ownership, formulas and directory entries can change.

Mistake: assuming every product from a listed company is vegan
Fix: Check each product and shade. A directory may identify a company as cruelty-free without certifying every formula as vegan.
Mistake: treating a marketplace filter as verification
Fix: Use a marketplace search for discovery only. Verify cruelty-free status, vegan ingredients and current policy with the brand or certification programme, and link or buy only after those checks.

Frequently asked questions
Does UK law make every makeup product cruelty-free?
No. Great Britain’s cosmetics rules prohibit animal testing used to meet the cosmetics regulation, but legal sale does not provide a complete account of a company’s suppliers, historical data or testing in other markets.
Is Leaping Bunny the same as PETA’s cruelty-free logo?
No. They are distinct programmes with their own criteria and listings. Check the current entry and scope for the particular programme instead of treating every bunny mark as interchangeable.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesDoes cruelty-free makeup have to be vegan?
No. Cruelty-free concerns testing, while vegan concerns animal-derived ingredients and materials. Check the individual product for vegan status and ingredients.
Can a cruelty-free brand sell non-vegan makeup?
Yes. A brand can offer both vegan and non-vegan products. Check the exact product, shade and current formula rather than assuming the entire range shares one status.
What if a brand is not in a certification directory?
Read its current written policy and look for direct answers about suppliers, ingredients, finished products and every relevant market. Lack of a listing means you need more verification; it does not by itself establish either compliance or non-compliance.
How current should a cruelty-free check be?
As close to purchase as practical. Directory entries, company ownership, policies, formulas and UK stock can change, so record the date and recheck if the information is several months old.

Can I trust an Amazon or marketplace cruelty-free filter?
Use it for discovery, not proof. Marketplace labels do not independently verify a brand’s testing policy or the ingredients in a specific product. Confirm the item through the brand or certification programme.

What should shoppers in Northern Ireland do?
The government guidance described here applies specifically to Great Britain. Check the arrangements and product information for your route of supply in Northern Ireland, and ask the brand how its policy covers that market.
The decision rule
Choose the product only when a current directory or certification gives you a credible first screen, the brand’s policy answers the supplier and market questions, and the individual product meets your vegan requirement if you have one. If any of those checks is missing, describe the claim as unverified rather than assuming that a legal UK sale, a bunny logo or an old list proves the broader standard you want.
Frequently Asked Questions
Does UK law make every makeup product cruelty-free?
No. Great Britain’s cosmetics rules set safety and testing requirements, but legal sale does not answer every question about a company’s suppliers, historical data or testing in other markets.
Is cruelty-free the same as vegan?
No. Cruelty-free concerns animal testing. Vegan concerns animal-derived ingredients and materials. Check both claims separately.
Can a cruelty-free brand sell non-vegan products?
Yes. Check the exact product, shade and current ingredient list rather than assuming a whole brand is vegan.
What if a brand is not in a certification directory?
Read its current policy for supplier and market coverage, then seek clarification. Absence from one programme is not proof either way.
Can I trust a marketplace cruelty-free filter?
Use it for discovery only. Verify the brand, certification scope and individual product independently.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHow often should I recheck a claim?
Recheck close to purchase because policies, directory entries, formulas, ownership and UK stock can change.
Does Great Britain guidance cover Northern Ireland?
The guidance described here is specifically for Great Britain. Check the arrangements and product information relevant to Northern Ireland.
The Bottom Line
Verify three things before buying: a current certification or directory entry, a detailed brand policy covering suppliers and markets, and the individual product’s vegan status if required. Treat legal sale, retailer filters and old logos as starting points—not proof of the broader cruelty-free standard you want.
