How to Choose Concrete for Marine Construction: Geopolymer, Portland Cement, and Other Options Compared

There is no universally best concrete binder for marine construction. The right choice depends on where and how the structure is exposed, the reinforcement and structural demands, freeze-thaw and chemical risks, and whether the mix can be reliably placed, cured, inspected, and maintained. Portland-cement concrete is a familiar baseline; slag-blended systems have encouraging but mix-specific marine exposure evidence; geopolymer concrete is promising, but available results do not establish a general field-life advantage over Portland systems.

What should guide the choice?

Start with the structure’s exposure and performance requirements, not a binder label. ACI identifies several marine deterioration routes: freeze-thaw damage, corrosion and expansion of reinforcing steel, and chemical attack. For Portland-cement hydration products, seawater’s magnesium, sulfate, chloride, and dissolved carbon dioxide are among the damaging agents described by ACI.

Those mechanisms can overlap. A binder that performs well against one form of chemical exposure does not automatically solve chloride transport to reinforcement, freezing in a tidal zone, poor curing, or difficult inspection and repair. The project’s design team should establish the governing exposure conditions and applicable local requirements before selecting a mix.

Map the exposure before comparing binders

  • Wetting regime: distinguish atmospheric, splash, tidal, and continuously submerged portions of the structure. Different zones can face different combinations of wetting, drying, salt exposure, and freezing.
  • Reinforcement: assess chloride ingress and the corrosion-protection strategy along with structural requirements and reinforcement compatibility.
  • Chemical exposure: consider sulfate, magnesium, and other relevant agents in the actual water and site environment.
  • Climate: determine freeze-thaw severity, especially where tidal or splash-zone concrete may become saturated and freeze.
  • Delivery and upkeep: account for the specified curing regime, placement conditions, quality control, inspection access, and maintenance plan.

How the main binder options compare

Option What the cited evidence supports Key qualification
Portland-cement concrete A familiar reference system for evaluating a project-specific mix. Seawater exposure can involve chemical attack, reinforcement corrosion, and freeze-thaw; the sources do not establish one universal recipe.
Portland cement blended with blast-furnace slag A 1992 UK marine exposure study found that most tested blends resisted seawater attack well compared with similar OPC or sulfate-resisting mixes. Performance depended on mixture and exposure zone; severe freezing in the tidal zone exposed a frost-damage concern in high-slag mixes.
Fly-ash-based geopolymer A 2026 laboratory study found that results varied by mixture and exposure environment. The study does not establish comparative field service life for marine structures.
Sulfate-resisting Portland cement It served as a comparator in the 1992 marine exposure study. The available abstract does not establish a universal advantage over other systems.

Portland-cement concrete: use it as a baseline, not a recipe

Portland cement remains a familiar starting point for comparison, but its name alone does not define marine durability. ACI’s account of seawater effects makes clear why the project must address the combination of chemical exposure, transport through the concrete, reinforcement protection, freezing risk, and workmanship. The available sources do not prescribe a single Portland-cement mix suitable for all marine projects.

Slag-blended concrete: promising evidence with important limits

G. J. Osborne’s 1992 ACI-indexed account describes a Building Research Establishment exposure study in which 100-mm concrete cubes were placed in tidal and full-immersion settings at a UK marine site. Attack and retained compressive strength were assessed after one, two, and five years. The abstract reports that most tested ground-granulated or pelletized blast-furnace slag/Portland blends compared well with OPC or sulfate-resisting Portland cement at similar proportions.

The results were not uniform across formulations or exposure zones. The abstract says durability varied with cement C3A content, slag alumina, replacement proportion, and storage environment. The most durable mix tested in both zones used OPC with medium C3A content. Mixes with 60% and 70% slag replacement showed good chemical resistance but surface frost damage in the tidal zone; the abstract recommends air entrainment where severe freeze-thaw exposure is expected. This older study is useful comparative evidence, not a performance guarantee for modern products or a ranking that can be applied without project-specific testing and design.

Geopolymer concrete: assess the specific formulation

Geopolymer concrete is not one fixed material. NACOE’s 2016 review describes it as an emerging Australian alternative in which industrial or natural waste products such as fly ash or blast-furnace slag replace most traditional OPC, and notes that performance and cost depend on the product.

A paper published by Amir H. Shokouhy, Alireza Javid, Vahab Toufigh, and Mohsen Ghaemian on September 1, 2026, examined low-calcium fly-ash geopolymer concrete with different OPC replacement proportions under tap-water, seawater, alkaline, and acidic immersion. Its abstract reports roughly 20–30% strength losses after 12 months in seawater across the mixtures tested. These are laboratory results for those formulations and exposure conditions; they do not show that every geopolymer performs similarly, nor do they establish how a geopolymer system compares with Portland concrete over the field life of a marine structure.

How to make the comparison useful for a real project

  1. Define the exposure by zone. Record which parts of the structure are atmospheric, in the splash or tidal range, or continuously submerged, and identify relevant water chemistry and freezing conditions.
  2. Set structural and reinforcement requirements. Have the design team establish the required structural performance, reinforcement strategy, and durability criteria under the governing local code and project specification.
  3. Shortlist actual mixes, not generic binder names. Obtain the proposed binder composition, supplementary cementitious material source and proportion, curing requirements, and quality-control plan. “Slag concrete” and “geopolymer” each cover formulations that can differ materially.
  4. Check evidence against the project conditions. Review test data and field experience for comparable exposure, mixture, and construction conditions. Treat laboratory immersion findings and older exposure studies as evidence with defined scope, not as a substitute for a project-specific durability assessment.
  5. Plan construction and the full service life. Confirm that the mix can be supplied, placed, cured, and inspected as specified. Include inspection access, monitoring, repair options, and maintenance responsibilities in the design.
  6. Compare whole-life implications. Consider cost, supply reliability, quality assurance, expected maintenance, and emissions using evidence specific to the candidate products and project. The cited material does not support a universal cost, emissions, strength, or service-life winner.

Use current guidance and the local specification

ACI’s marine-concrete resources list ACI PRC-357.3-25 for waterfront and coastal structures, ACI PRC-357-24 for fixed offshore concrete structures, ACI PRC-546.2-20 for underwater repair, ACI PRC-365.1-17 for service-life prediction, and ACI PRC-233-17 for slag cement. These are useful starting points for the design team, not substitutes for the governing local code; verify which editions and provisions apply in the project’s jurisdiction.

The UK Environment Agency published marine-concrete good-practice guidance on February 22, 2021, drawing on UK, French, and international research and practical experience. Its scope includes design, construction, inspection, monitoring, and maintenance, and it links to CIRIA C674, The use of concrete in maritime engineering – a guide to good practice. The breadth matters: durable marine construction depends on decisions made throughout the structure’s life, not only on its binder.
