Choose books in which girls do more than appear: they make decisions, lead, solve problems and affect what happens. Then look across the whole reading list—not just one title—for varied roles, settings and perspectives. Use agency, story quality, age fit and illustrations as practical prompts, not as a pass-or-fail scorecard.
Start with what the girl character does
A character can be prominent in a picture yet have little influence on the story. Look at the plot as well as the page: does a girl initiate action, make consequential choices, speak up, lead or help solve the central problem? Or does she mostly watch, wait for help or support someone else’s decisions?

The Anti-Defamation League’s selection checklist asks, “Are females as well as males depicted in leadership roles?” That question is a useful starting point, but leadership need not mean holding a formal title. A girl might guide a group, devise a solution, take responsibility or change another character’s understanding.
Check the words and pictures together
Read the text and examine the illustrations. Notice whether girls are central to the action or mostly in the background, and whether the pictures repeatedly confine them to narrow appearances or activities. Consider whether words and images together portray believable, individual characters rather than using a girl as a token presence.

This distinction matters because being visible is not the same as having narrative substance. A study summarized by the University of Chicago’s Becker Friedman Institute found that, outside books selected specifically to highlight females, female characters were more consistently visualized than mentioned in text. Consider who speaks and shapes events, not just who can be spotted in an illustration.

| Dimension | What to look for |
|---|---|
| Agency | Does the girl initiate, decide, lead or solve problems, or mostly react to other people? |
| Range of roles | Does she take part in varied forms of work, care, creativity, adventure or leadership, rather than being restricted to one narrow role? |
| Narrative substance | Does she speak and affect events, or is her presence mainly visual or supportive? |
| Character and illustration | Does she feel believable and multidimensional? Do the words and pictures avoid tokenism and stereotypes? |
| Story and age fit | Is the plot engaging and understandable for the intended reader, with a conflict and resolution that make sense? |
For a concrete example of agency, the ADL contrasts the passive, dependent lead it identifies in Cinderella with the brave, independent lead in Robert Munsch’s The Paper Bag Princess. That contrast can help readers notice who acts and changes the outcome; one example cannot represent every kind of role or determine whether a title suits every child.

Judge literary quality and age fit, too
Representation is one part of choosing a book, not a substitute for a story a child wants to read. Consider whether the characters and setting feel credible, whether the child can follow the plot, and whether the book is appropriate for the reader and the purpose. A title does not need to meet every selection prompt to be worthwhile; weigh its strengths and limitations in context.

Build range across a shelf or reading list
No single book has to show every possibility. Review the collection as a whole: do its books offer girls different roles, backgrounds, settings, perspectives and ways of approaching problems? A varied shelf can make room for many kinds of girls, including those who enjoy traditionally feminine interests. Agency does not require toughness, exceptional achievement or rejecting those interests.
The ADL advises considering a title’s value alongside any questionable elements and the other books available to readers. In practice, note what a book contributes and what the rest of the collection may need to add, rather than expecting one “perfect” title to do everything.

Use curated lists as a starting point
The Association for Library Service to Children’s Embracing Gender Identities list is organized for ages 0–5, elementary students and middle schoolers. It includes fiction, nonfiction and informational picture books that challenge gender norms and explore gender identity and expression. Treat it as a discovery aid, then inspect individual titles for the child’s age, interests and reading purpose.

What representation counts can—and cannot—tell you
A 2021 Becker Friedman Institute at the University of Chicago brief summarized a study of 1,130 books and more than 160,000 pages from 19 award categories, covering material published over approximately a century. It reported that females made up less than 50 percent of pictured characters on average over time, while also noting that male and lighter-skin characters remained dominant across the sampled award-winning collections.
These findings offer context about patterns across the books studied; they are not a score for any particular title or a recommended target for a reading list. The authors note limitations in gender measurement and potential bias and measurement error in AI-based image analysis. Character counts also cannot establish whether representation is stereotyped or reductive. The brief does not prescribe an optimal representation level or demonstrate a specific effect on children.
