How to Choose Between a Bank, ATM, and Currency Exchange Counter Abroad

There is no universally cheapest way to get money abroad. Compare the amount you will actually receive or be charged after exchange-rate margins, counter commissions, ATM-owner surcharges, and your bank or card issuer’s fees. Then factor in whether cards and ATMs are accepted, accessible, and safe where you are going.

Start with the kind of payment you need

Card purchases, cash withdrawals, and exchanging physical cash are different transactions. A card may be convenient for purchases where it is accepted, while an ATM can provide local cash and an exchange counter may be useful if you need notes or cannot readily use a card. If you expect cash-only expenses, plan how to obtain some local currency rather than assuming a card will work everywhere.

Acceptance and cash access vary by destination. Check official travel advice for your destination and ask your bank whether it has international partner banks. The Government of Canada and the U.S. Department of State advise travelers to research access ahead of time; the Department of State also advises considering alternatives where ATMs are insecure or not widely available.

Compare the full cost, not the advertised fee

For each option, compare the final amount delivered or charged for the same source amount and target currency, at approximately the same time. A stated “no fee” or a headline exchange rate does not prove an option is cheapest: a margin can be built into the rate, and separate charges may apply.

  • At an exchange counter: Ask how much local currency you will receive for a specific amount after every commission and fee.
  • At an ATM: Check the ATM’s displayed surcharge and include your issuer’s withdrawal, foreign-transaction, or currency-conversion charges.
  • For card purchases: Check the issuer’s exchange-rate arrangements and any foreign-transaction or conversion charge, as well as whether the merchant accepts the card.

The Australian Competition and Consumer Commission (ACCC) advises comparing the amount received after fees and margins. Its inquiry included a historical example from May 2019: an overseas withdrawal equivalent to AUD 100 in GBP, when GBP was not preloaded, incurred around GBP 2 (about AUD 3.70) in ATM fees plus a 5.25% currency-conversion fee. This is a dated inquiry example, not a current quote or a typical fee for all cards or destinations.

How the three options compare

Option What to compare May suit Limitations to check
Bank or card for purchases and account services Issuer’s exchange rate and foreign-transaction or conversion fee, card acceptance, and account terms Purchases where the card is accepted and its terms are competitive Acceptance varies; “no fee” alone does not establish that the exchange rate is competitive
Overseas ATM withdrawal Issuer withdrawal and currency fees, ATM-owner surcharge, currency choice, withdrawal limit, and access and safety Getting local cash when the ATM is reliable and the debit-card terms suit you Charges may come from both the ATM operator and your issuer; a home-currency conversion offer may add a separate rate and fees
Currency-exchange counter Final amount of local currency, exchange-rate margin, and all commissions and fees Getting physical cash when card or ATM access is inconvenient A headline rate may exclude charges, and rates vary by provider and location

This is a comparison, not a universal ranking. The best choice depends on your card or account, the provider’s offer, and the destination.

Check your bank or card terms before travelling

Ask your bank or card issuer about overseas ATM fees, foreign-transaction or currency-conversion charges, withdrawal limits, and international partner banks. Do not assume that using a bank-branded ATM means the withdrawal is free: the ATM owner may charge a surcharge, and your issuer may charge separately. The FDIC and Government of Canada both advise checking relevant bank or card fees. The Government of Canada also warns that using a credit card at an ATM can incur cash-advance costs; check your card’s terms before withdrawing.

Choose carefully at a currency-conversion prompt

An ATM or payment terminal may offer to charge you in your home currency instead of the local currency. This is dynamic currency conversion (DCC): the merchant or ATM provider performs the conversion using the rate it offers, which may include additional fees. Visa explains that the offer should be examined before you accept it.

Account for destination-specific access and rules

Card acceptance, ATM availability, security, and cash needs depend on the destination. Check official travel guidance and your bank’s partner network, and keep a suitable backup payment method. Retain ATM and transaction receipts so you can compare the amount charged with the displayed offer and your issuer’s posted transaction; the Government of Canada recommends keeping receipts.

Disclosure requirements and pricing rules also vary by jurisdiction. Your Europe states that EU law does not set currency-conversion charges; conversion pricing is commercial. Banco de España describes EU requirements to disclose exchange rates and fees before an offered conversion service is initiated. These points concern the EU and should not be treated as rules for every country.
