Choose Demand Gen audience signals by matching the signal to the campaign job and the quality of evidence behind it. Use first-party audiences—customers, site visitors, app users, or YouTube viewers—when you need re-engagement. Use a high-intent first-party seed for Lookalike prospecting, or describe category interest with a custom segment built from relevant search terms, URLs, and apps. Treat selected signals as guidance when optimized targeting is active, and verify the current Lookalike control in your account because Google is changing that behavior in phases during 2026.
A quick decision rule
Start with the conversion you want, then ask what evidence you have about people likely to complete it. A recent purchaser list is strong evidence for finding similar purchasers; a broad visitor list may be more useful for remarketing than for high-value acquisition. If you do not have meaningful first-party data, describe the category and intent with a custom segment, then let campaign results determine whether the inputs are useful.

What audience signals do in Demand Gen
Demand Gen campaigns can use several audience-input families: demographic information, affinity and detailed-demographic groups, life events, in-market groups, first-party data segments, custom segments, Lookalikes, optimized targeting, new-customer acquisition goals, and exclusions. The exact controls shown can depend on the campaign type and account configuration, so use the labels in the live campaign rather than assuming every option is present.

A signal is not always a hard delivery boundary. In particular, optimized targeting can use the audiences or signals you select as starting information and then look beyond them for people it predicts are likely to convert. That makes the role of a signal different from a strict audience constraint. Before launch, identify which behavior your campaign is configured to use.

Match the signal to the campaign goal
Re-engage existing prospects and customers
Use first-party audiences when the people you want have already interacted with the business. Typical inputs are customer lists, website visitors, app users, and YouTube viewers. Select the audience according to the next action, not merely the fact that someone visited. For example, past purchasers may need a replenishment or upgrade message, while product-page visitors may need proof, pricing information, or a reminder to finish a purchase.
Keep materially different journeys separate. A customer list and a short-window product-viewer list usually represent different levels of familiarity and deserve different creative or offers. Do not combine them simply to make the audience appear larger if doing so would make the message or conversion event ambiguous.
Prospect for new customers with a Lookalike
A Lookalike uses a first-party seed—such as customers or people who interacted with a website, app, or YouTube channel—to find people similar to that seed. Build the seed around the outcome you want. A list of recent converters or frequent purchasers is more informative for purchase acquisition than an undifferentiated pool of all visitors.

Google’s guidance also points to combining Lookalikes with high-intent custom segments in some situations. That combination gives the campaign both a similarity signal from known users and a description of the category or intent you want to explore. It is still an input strategy, not a promise of a particular conversion rate.

Describe category interest with a custom segment
Custom segments let you provide keywords or phrases, website URLs, and app names related to the offer. Use terms that express the interest, purchase intent, or conversion intent you actually want to reach. A specialized product query is generally more informative than a broad word that could describe many unrelated needs.
The Demand Gen FAQ recommends 10–15 search keywords for a custom segment. Treat that range as Google’s setup guidance rather than a minimum, maximum, or expected performance threshold. Review the resulting audience and campaign outcomes in the account; the platform does not publish a universal keyword count that guarantees scale or efficiency.
Use Google-built segments when their definition fits
Google-built options include demographic groups, affinity categories, detailed demographics, life-event audiences, and in-market groups. These represent different kinds of estimated characteristics or intent. Select a segment only when its documented definition connects to the campaign’s offer and conversion. For example, an in-market category can be more relevant to an active purchase journey than a broad affinity label, while a life-event segment makes sense only when timing around that event changes the need for the product.

Support a new-customer acquisition goal
For acquisition campaigns, consider a new-customer goal together with prospecting signals and an exclusion for existing customers when that matches the business objective. Excluding a first-party customer audience can prevent budget intended for acquisition from being spent on people who already purchased. Confirm that the exclusion reflects the business definition of an existing customer and that the list is current before relying on it.
Make first-party data usable before launch
Audience quality determines how useful a first-party signal can be. Complete these checks before building the campaign around a list:
- Define the event. Decide whether the seed represents a purchase, qualified lead, subscription, high-value account, product view, app action, or another measurable step. Document the event and the date range used to create the list.
- Choose the right recency window. A recent converter list can support an acquisition message based on current intent, while a long-term customer list may be appropriate for retention. Avoid mixing people whose expected next action is materially different.
- Check eligibility in the account. Google’s audience-signal guidance says a list should have more than 1,000 active and eligible users. This is an eligibility note, not a recommended ideal seed size or a performance benchmark.
- Refresh the source. The same guidance says lists should be refreshed every 540 days. Set an internal owner and schedule so an audience does not silently become stale.
- Allow processing time. New or updated lists, including Lookalike audiences, may take 24–72 hours to populate accurately. Do not judge a missing or apparently small audience immediately after an upload; check its status after the processing window and confirm that the source is still eligible.
- Map exclusions deliberately. If the campaign is for new customers, identify which customer lists should be excluded and whether recent purchasers need a separate retention campaign instead.
Build a custom segment that describes intent
A custom segment is most useful when every input points toward the same offer and action. Build one around a narrow theme rather than placing every possible category term into a single audience.
- Start with the conversion. Write the action you want—such as buying a specific class of product, requesting a quote, or installing an app—before collecting inputs.
- Add 10–15 focused search keywords. Use phrases that express interest, purchase intent, or conversion intent. Include the language a person would use while researching or selecting the offer, not just internal product names.
- Add supporting URLs. Choose pages that represent the relevant category, comparison activity, or solution. Avoid URLs that are merely popular but unrelated to the conversion.
- Add relevant apps when they describe the same audience. An app should indicate a meaningful category or behavior connected to the offer, not simply a large app with broad reach.
- Review policy and audience interpretation. Google reviews custom-segment inputs for policy compliance and uses the campaign’s settings when determining who may be reached. Remove inputs that are ambiguous, unrelated, or likely to attract the wrong intent.
- Test the segment against the actual conversion. Keep the naming specific enough that you can identify which theme was used when reviewing results. Do not infer success from audience size alone.
Lookalike targeting and optimized targeting are different
These mechanisms can appear in the same planning discussion, but they solve different problems.

| Mechanism | Starting information | What it seeks | What to verify |
|---|---|---|---|
| Lookalike | A first-party seed such as converters, customers, site users, app users, or YouTube viewers | People similar to the seed | Seed quality, recency, reach setting where available, and the current campaign control |
| Optimized targeting | Selected audiences or signals plus conversion information | Additional people the system predicts are likely to convert, potentially beyond the selected signals | Whether expansion is enabled and whether the campaign requires a strict audience boundary |
If your reporting or compliance plan requires delivery to remain inside a defined audience, do not assume that selecting an audience creates that boundary. Inspect the campaign settings and confirm the targeting mode supports the constraint you need.
The 2026 Lookalike transition
Google’s current help material describes a phased 2026 transition in which Demand Gen Lookalikes move toward suggestion mode. The documentation also describes an opt-out path intended to retain the earlier targeting-constraint behavior. Rollout is phased, so accounts may show different controls at the same time.
Open the campaign’s audience settings and read the current explanation next to the Lookalike option. Record whether the segment is acting as a constraint or a suggestion, and recheck after major account changes. Do not build a forecast or a strict exclusion plan on the assumption that every account has the same transition state.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Choose reach, similarity, and control deliberately
There is a practical trade-off between a narrowly defined audience and the system’s ability to find additional converters. A high-intent purchaser seed may improve relevance but limit available reach. A broader visitor seed can supply more scale but may contain people with mixed intent. Optimized targeting can expand beyond manually selected signals, which may help conversion discovery but makes the selected audience a less precise description of delivered users.
Best Value
Make the trade-off explicit in the brief:
- Similarity priority: use a seed closely tied to the desired outcome and inspect the available Lookalike reach setting.
- Scale priority: allow broader exploration only when the conversion event is reliable enough for the system to learn from.
- Control priority: verify that the campaign’s targeting mode and exclusions enforce the audience boundary your business requires.
- Learning priority: avoid fragmenting similar audiences when each ad group would receive too little data to support bidding decisions.
Organize ad groups around real decisions
Google’s guidance contains two recommendations that must be applied together. Separate distinct targeting strategies and creative approaches into different ad groups when you need different management or performance reporting. At the same time, combine similar audience types into fewer ad groups when they share the same creative, budget, and decision criteria so bidding can learn from more data.
Use this decision rule:
- Create separate ad groups when audiences require different creative, landing pages, bids or budgets, exclusions, or reporting decisions.
- Group similar audiences when they have the same message and conversion goal and you would take the same action based on their results.
- Do not split audiences merely because they have different names in the platform.
- Do not merge audiences when a combined result would hide whether one group needs a different message or treatment.
There is no universal audience-size or performance threshold in the cited guidance that determines the correct structure. Base the choice on the decisions the account team must make and the amount of conversion data each ad group can realistically collect.
A comparison framework for selecting signals
Before launch, score each candidate signal against the same questions:
| Question | What a strong answer looks like | What a weak answer indicates |
|---|---|---|
| Does it fit the goal? | The audience’s likely next action matches the campaign conversion | The signal is related only by a broad demographic or topic |
| How strong is the evidence? | Recent, relevant first-party behavior or a clearly defined intent theme | Old, mixed, tiny, or unexplained source data |
| What is its role? | You know whether it is a constraint, a Lookalike seed, or optional guidance | The team assumes selection guarantees delivery within the group |
| Can it support the required reach? | The audience is eligible and the reach setting suits the budget | The seed is too narrow, still processing, or unavailable in the account |
| Does it need separate reporting? | Different creative, budget, or action justifies an ad-group split | Splitting would create fragments with no distinct decision |
| Is it operationally ready? | Lists are refreshed, exclusions are mapped, and rollout controls are verified | The audience status or 2026 Lookalike behavior is unknown |
Launch checklist
- State the campaign goal as re-engagement, new-customer acquisition, or broader conversion exploration.
- Choose a first-party audience, Lookalike seed, custom segment, Google-built segment, or a deliberate combination.
- For a first-party list, confirm more than 1,000 active and eligible users, the 540-day refresh requirement, and the 24–72-hour processing window.
- For a custom segment, use specific keywords, URLs, and apps, with Google’s 10–15-keyword guidance as a starting point.
- Decide whether existing customers should be excluded and whether a new-customer goal is enabled.
- Read the live settings to determine whether optimized targeting can expand beyond selected signals.
- Check whether the account has the new Lookalike suggestion behavior or an available opt-out for the earlier constraint behavior.
- Split ad groups only when creative, budget, landing page, or reporting decisions differ.
- Give similar audiences enough shared data when they use the same message and conversion goal.
- Define the conversion event and the reporting period you will use to evaluate the signal.
Troubleshoot common problems
| Symptom | Likely cause | Action |
|---|---|---|
| The list is unavailable or too small | Eligibility, matching, freshness, or processing issue | Check active and eligible user status, source quality, refresh timing, and allow 24–72 hours for a new or updated list |
| A Lookalike reaches beyond the expected audience | The account is using suggestion-style behavior or optimized targeting | Read the current campaign explanation and verify whether a constraint is supported |
| A custom segment attracts irrelevant traffic | Keywords, URLs, or apps describe a broad or mixed intent | Remove ambiguous inputs and rebuild around one conversion theme |
| Ad groups produce little learning data | Similar audiences were split into too many groups | Combine groups that share creative, budget, and reporting decisions |
| Existing customers consume acquisition budget | Customer exclusions or the new-customer goal do not match the intended audience | Review the customer definition, list freshness, and exclusion settings |
| A segment option is missing | Campaign type or account settings limit availability | Use the controls currently exposed in the account and choose another evidence-based signal |
Measure the signal without inventing a benchmark
The official guidance does not establish an industry-wide ranking, causal lift, or conversion benchmark for these audience choices. Evaluate each signal against the conversion goal configured for the campaign, using a consistent date range and the same attribution and reporting definitions.
Compare signals by the decisions they support: whether they produce eligible reach, whether delivery is behaving as configured, whether conversions are relevant to the stated goal, and whether the resulting cost and volume justify the creative and reporting complexity. A signal that generates many clicks but few qualified conversions may be less useful than a smaller audience with stronger business outcomes. Conversely, a narrow seed that cannot supply enough eligible reach may need a broader but still relevant source.
When results are inconclusive, change one major input at a time. For a first-party strategy, test a different seed or recency window. For a custom strategy, revise the intent theme rather than adding unrelated terms. For structure, consolidate ad groups only when their creative and decision criteria are genuinely shared. Keep a record of the account’s Lookalike and optimized-targeting settings so later results can be interpreted in the correct targeting context.
