How to Choose an Underwater Camera for Coral Reef Monitoring

Choose the survey method and the measurements you need before choosing a camera. A camera for single photo-quadrats used to estimate coral cover is not automatically the right setup for a repeatable 3D photogrammetry survey. For either method, the camera is only one part of the system: the lens, compatible housing and port, repeatable settings, lighting and color workflow, scale references, diver handling, and field protocol all affect whether images are useful.

Start with the monitoring question

First decide what the images must measure. NOAA’s Pacific National Coral Reef Monitoring Program (NCRMP) describes two different approaches: photo-quadrats, in which individual images are analyzed for benthic cover, and photogrammetry, in which overlapping images are processed into 3D models for measurements such as organism demographics. The acquisition method determines what camera controls, coverage, overlap, and field references you need.

  • For photo-quadrat cover estimates: follow the sampling and annotation protocol for your program. NOAA’s Pacific method describes 30 photos per site, taken at 1 m intervals along one side of a 30 m transect, with 10 random annotation points per photo. The protocol identifies CoralNet for benthic-cover annotation. The page does not state a publication date for this method.
  • For 3D mapping and repeat measurements: plan for a sequence of overlapping images, consistent acquisition, ground-control or scale references, and processing into a 3D model. NOAA Ocean Exploration explains the basic photogrammetry process as stitching multiple images into a 3D representation.

Sampling design matters alongside equipment. NOAA distinguishes fixed sites, which support comparisons at the same location over time, from random sites, which help produce geographically comprehensive estimates for a region. A capable camera cannot make inconsistent site selection or field methods comparable.

NOAA’s program overview describes monitoring shallow reefs from 0–30 m; that is the program’s stated scope, not a universal depth rating for camera housings. Follow the depth limits of the actual housing and your diving plan.

What to compare in a camera system

Compare complete camera systems, not camera bodies in isolation. NOAA’s Pacific Islands Fisheries Science Center SOP recommends considering the camera and lens, settings, watertight housing, changing light, ground controls, and safe, repeatable, efficient survey choreography.

Decision What to check Why it matters
Survey output Single-image cover classification or overlapping-image 3D reconstruction The method determines acquisition pattern, overlap, scale references, and processing needs.
Detail at working distance Resolution, lens and focal length, field of view, focus, and image footprint at the planned distance A high pixel count alone does not tell you how much useful detail reaches the seafloor.
Repeatability Ability to hold exposure, shutter speed, focal length, white balance, and capture rate to your protocol Consistent image quality makes comparisons and reconstruction more dependable.
Housing and optics Exact compatibility among body, lens, housing, port, and controls; depth rating; service support A housing must fit the intended camera and lens configuration, not merely be waterproof in general.
Field logistics Bulk, portability, battery and card capacity, dive time, training, support, and backup plan A system must be practical for the team to operate consistently at the site.
Image conditions Motion blur, shadows, visibility, lighting, color, and overlap Blurred, poorly lit, low-resolution, or obstructed images can be unsuitable for analysis.

What NOAA’s photogrammetry example shows—and what it does not

NOAA’s Pacific Islands Fisheries Science Center documents a Canon SL2 or SL3 DSLR system with an 18 mm lens, Ikelite housing, and 6-inch dome port for its Structure-from-Motion (SfM) work. NOAA reports that it tested Canon G9X, GoPro 5, Nikon D90, Sony A6300, and Canon SL2 systems, then selected the SL2 based on a combination of lens quality, resolution, white-balance performance, user control, portability, continuous shooting, and affordability. The SOP says NOAA moved to the SL3 in 2022 after Canon stopped selling the SL2.

This is a documented program choice, not a current head-to-head ranking or proof that the same kit is the best purchase today. NOAA’s comparison shows that different camera types can be considered for SfM; it does not establish that every action camera, compact, or DSLR is suitable or unsuitable. Choose against your protocol and verify current body, lens, housing, and port compatibility before buying. The detailed workflow is specific to NOAA’s Pacific NCRMP design and practice, although NOAA says other programs may adapt the methods. Regional protocols differ, so use your program’s current SOP where available.

Plan working distance, coverage, and overlap

In NOAA’s cited SL2/SL3 example, a 24 MP camera with an 18 mm lens held about 1 m above the substrate produces an image footprint of approximately 1.03 m × 0.69 m. These figures describe that setup; a different lens, sensor, camera angle, or distance changes the coverage and useful detail.

There is a practical trade-off: moving closer can improve image definition but covers less area and requires more survey paths. Moving farther away covers more area with fewer paths but provides less image detail. Set distance and footprint for the smallest features your analysis needs to resolve, while keeping the acquisition feasible within the dive and survey design.

For its cited SfM workflow, NOAA specifies approximately 60% side overlap and 80% forward overlap, and recommends keeping each seafloor feature in at least three consecutive offset images. These are method-specific acquisition targets, not universal camera specifications. NOAA InPort metadata for a Pacific SfM collection also reports 60–80% overlap.

NOAA’s example survey uses a 3 m × 20 m rectangle, collected in six passes along a transect, with an operational collection time of about 10 minutes. Treat that as a description of NOAA’s procedure, not a time or coverage guarantee for another team or camera.

Make settings and color repeatable

NOAA’s SOP states, “Standardized settings make image quality more consistent across reef surveys.” For its SL2/SL3 example, the listed settings are 18 mm focal length, manual mode, F10 aperture, Auto ISO up to 3200, and a 1/320-second shutter speed. NOAA notes that 1/250 second may be used if conditions are too dark and F11 if conditions are bright. These values are tied to its particular camera, lens, and workflow; determine and validate settings for your own equipment and light conditions.

The SOP describes high-quality JPEG as its operational choice when collection time matters. It notes that RAW can offer more flexibility for SfM image processing, while the cited SL2/SL3 records approximately one RAW frame per second versus approximately five JPEG frames per second. That is a workflow trade-off, not a general frame-rate claim for other cameras.

Color consistency requires a field method, not just post-processing. NOAA lists an 18% gray card for white balance at depth and says to white-balance at the beginning of every SfM dive. Build the card and the procedure for using it into the team’s repeatable setup.

Include scale references and image-quality checks

For 3D models, scale references connect the reconstructed geometry to real-world measurements. NOAA’s workflow uses rigid scale bars with coded markers; known spacing between markers constrains model scale and supports accurate measurements. These are field references in a survey system, not a substitute for camera resolution or overlap.

Before settling on a setup, check whether it can reliably produce images that meet the protocol. NOAA’s cited data workflow excludes images that are poorly resolved, poorly lit, blurred, or contain extraneous objects. Review representative images from the planned distance and conditions, and make sure the team can keep the subject unobstructed and the camera path consistent.

Use a field-ready housing and care routine

Confirm compatibility for the exact camera body, lens, housing, port, and controls. Check the housing’s rated depth and whether service and replacement parts are available where the team operates. A generic waterproof bag is not equivalent to a system designed to operate and control a particular camera-and-lens combination underwater.

NOAA’s checklist includes these operational steps:

  1. Inspect the housing and O-rings before use.
  2. Perform a vacuum-seal check before the dive.
  3. Take a test photo before entering the water.
  4. After diving, soak the housing in fresh water and follow the manufacturer’s care guidance.
  5. Maintain the O-rings regularly.

Also plan for battery and card capacity, camera support, diver training, and a backup arrangement. A short capture window or a difficult housing setup can undermine otherwise adequate image quality.

A practical selection sequence

  1. Write down the indicator and output. Specify whether the project needs benthic-cover classifications from individual images or 3D geometry and repeat measurements.
  2. Find the governing protocol. Use the current regional and project SOP to establish sampling design, image requirements, overlap, scale references, and acceptable settings.
  3. Set the working geometry. Decide camera-to-substrate distance, target footprint, smallest feature to resolve, and survey path before comparing resolution claims.
  4. Check the whole optical system. Confirm the body, lens, housing, port, controls, and depth rating work together as configured.
  5. Test repeatability in the target conditions. Verify focus, exposure, white balance, image quality, capture rate, overlap, and reference visibility with the actual team and dive workflow.
  6. Evaluate operational support. Account for carrying and handling, battery and card capacity, maintenance, training, service, and a backup plan.

Use the protocol’s software guidance

For photo-quadrat annotation, NOAA’s NCRMP protocol page identifies CoralNet. NOAA’s 2024 technical memorandum recommends Agisoft Metashape for its SfM processing and gives a minimum version in that SOP. Software requirements can change, so consult the current protocol and software documentation before setting up a project.
