How to Choose an Office License for a Business: LTSC, Microsoft 365, or Perpetual Office

For most businesses, start by comparing the exact Microsoft 365 plan your users need. Choose Office LTSC 2024 only when a commercial, device-based volume license and a fixed feature set fit a regulated, isolated, or otherwise restricted environment. Choose Office Home & Business 2024 when a small business needs the classic desktop apps on one PC or Mac and genuinely wants a one-time retail purchase.

Those products are often described as “subscription versus perpetual,” but that shorthand hides the important differences: who may buy each product, whether the license follows a user or a device, whether cloud services are included, how updates work, and when support ends. This guide separates those choices so you can model the right license for your users and equipment.

The three Office choices are not interchangeable

Microsoft uses different licensing channels and product designs for the products commonly grouped under “Office.” The table below is a decision aid; the exact rights still depend on the SKU, agreement, country and applicable terms.

Microsoft’s enterprise comparison also emphasizes that Microsoft 365 Apps and Office LTSC serve different deployment needs: enterprise, business, education and government suites. Before ordering, have the person responsible for licensing verify the exact terms rather than treating the table as legal advice.

What Office LTSC 2024 is—and when it makes sense

Office LTSC 2024 is Microsoft’s commercial, on-premises Office release for organizations that need a fixed feature set. Microsoft describes LTSC as “designed for use in highly regulated or restricted environments that can’t take feature updates.” The product is available to organizations through volume licensing, not as a normal retail download.

Typical examples include a process-control computer on a manufacturing floor, a specialty workstation that must remain isolated from the internet, or a regulated system whose validated software configuration cannot change every few months. Microsoft’s deployment guidance discusses these kinds of fixed-purpose environments in its Office LTSC 2024 overview.

What you receive

  • A specific Office 2024 feature set installed and maintained on an assigned device.
  • Security and quality updates during the supported lifecycle.
  • No new feature stream after release. New capabilities introduced in later Microsoft 365 Apps builds do not automatically arrive in LTSC.
  • A commercial licensing route administered under the organization’s volume agreement.

What LTSC does not mean

LTSC is not simply “Office without a subscription,” and it is not a guarantee of lower cost, greater security or unlimited support. It does not include Exchange Online, SharePoint Online, OneDrive storage or other Microsoft 365 subscription services. An LTSC installation can connect to services such as Exchange Online and SharePoint Online while LTSC 2024 remains in mainstream support, but the separate service subscriptions are still required. Microsoft documents that distinction in its Office suites guidance.

Support date you must put on the project plan

Office LTSC 2024 has a five-year support period under Microsoft’s Fixed Lifecycle Policy. Microsoft’s FAQ states: “Office LTSC 2024 will go out of support on October 9, 2029.” Put that date in the asset and replacement plan before approving a deployment; selecting LTSC moves the next licensing or migration decision into the planning horizon rather than eliminating it.

Read the current lifecycle wording in Microsoft’s Office 2024 and Office LTSC 2024 FAQ. The date applies to LTSC 2024, not automatically to every product sold as “Office 2024.”

How Microsoft 365 Apps differs

Microsoft 365 Apps is the continuing-update option. The desktop applications remain on a supported update channel and receive feature, security and quality changes as Microsoft publishes them. Licensing is user-based: model how many people need the applications and how many devices each person uses under the terms of the plan, rather than comparing a per-user subscription with one device license.

Apps-only versus a business plan

“Microsoft 365” is a family of plans, not one fixed bundle. Microsoft 365 Apps provides the current desktop applications. A business plan that includes desktop apps may also provide cloud workloads such as Exchange Online email, SharePoint Online collaboration, storage, identity controls and security capabilities. The exact services, limits and administration features depend on the plan and region.

Use Microsoft’s Microsoft 365 and Office 2024 comparison as a starting point, then open the terms for the particular plan you intend to buy. Microsoft says plan selection depends on business size, field, devices, required features, IT support and security needs. Do not assume that a plan named “Business” includes the same desktop apps or services as another plan with a similar name.

Support and configuration obligations

Microsoft 365 Apps follows the Modern Lifecycle Policy rather than a single five-year end date. To remain in support, the organization must keep a supported, up-to-date configuration. That means update management, testing and change control are part of the operating model. Microsoft’s Office and Windows configuration support matrix explains the relationship between supported configurations and lifecycle status.

When the changing feature stream is an advantage

  • Users need newly released application features or file-format improvements.
  • Staff work across several devices and a user-based entitlement is easier to administer than assigning a license to each computer.
  • The business wants hosted email, shared sites, cloud storage, collaboration or additional security in the same procurement decision.
  • IT can test and deploy updates through an appropriate update channel and change process.

What “perpetual Office” usually means for a small business

Office Home & Business 2024 is a one-time retail purchase positioned by Microsoft for a family or small business. It includes classic desktop applications, including Outlook, for one PC or Mac. It is not Office LTSC and it is not a volume-licensed commercial suite.

Good fit

  • One named work computer needs the traditional Office applications.
  • The buyer wants to pay once through a retail channel rather than enroll in a Microsoft 365 subscription.
  • The business does not require the cloud services or centralized volume-deployment rights bundled with some business plans.

Important limits

A one-time purchase does not include Microsoft 365 subscription services or the ongoing feature stream of Microsoft 365 Apps. “Perpetual” describes the right to use that release under its terms; it does not promise perpetual support, free upgrades to future releases, or permission to install it across an organization’s devices. Confirm the current country, seller and license terms before buying. Microsoft’s enterprise and business suite information is at this support page.

Because Microsoft’s consumer Office 2024 lifecycle policy is distinct from LTSC, do not copy the October 9, 2029 LTSC date into a Home & Business 2024 asset record.

A practical selection process

  1. Describe the workload and the device. Record whether the computer is a general employee workstation, a shared terminal, a manufacturing or process-control system, or a specialty machine. Note internet access, isolation requirements, operating-system support and whether feature changes can be validated.
  2. Decide whether cloud services are part of the requirement. List email, calendars, file storage, intranet or team sites, collaboration, identity and security controls. If those services are needed, compare plans that actually include them; an LTSC or retail Office license alone does not provide them.
  3. Count users and devices separately. For Microsoft 365, count people and the devices each person is allowed to use. For LTSC, count the devices that need the commercial suite. For Home & Business, verify that the one-PC-or-Mac retail right matches the intended computer.
  4. Choose the update posture. If users need ongoing improvements, evaluate Microsoft 365 Apps. If a validated or isolated system cannot take feature updates, investigate LTSC. If one computer simply needs the current classic release, evaluate Home & Business 2024.
  5. Verify eligibility and purchasing channel. LTSC requires the appropriate commercial volume-licensing route. A retail product is not a substitute for an organization-wide volume agreement, and an online subscription plan may have different user, device and service terms.
  6. Model the full operating cost. Include subscription renewals, service subscriptions, device replacement, deployment tooling, update testing, support labor and the migration date. No official comparison cited here establishes a universal cost winner; Microsoft’s total-cost statements are vendor positioning, not an independent study.
  7. Record the lifecycle decision. If you select LTSC 2024, schedule work before October 9, 2029. If you select Microsoft 365 Apps, document the update channel and the configuration-maintenance responsibility. If you select Home & Business 2024, record its separate support policy and replacement assumptions.

Decision examples

A regulated production workstation

The workstation runs a validated control application, is isolated from the internet and cannot accept untested Office feature changes. Investigate Office LTSC 2024 through the organization’s commercial licensing channel. Confirm that the operating system, deployment method, security controls and any required Exchange or SharePoint connections are supported. Budget a migration or renewal decision before the 2029 end-of-support date.

A 30-person office replacing hosted email and collaboration

Start with Microsoft 365 business plans that include desktop apps and the required mail, storage, collaboration and security services. Compare the exact plan contents, user count, device use, administration features and regional terms. A retail copy of Office Home & Business 2024 would not supply the hosted services, while LTSC would add a commercial deployment route without solving the service requirement.

A sole proprietor with one Mac

If the need is the classic applications and Outlook on one work Mac, Office Home & Business 2024 may match the one-time retail requirement. Verify the seller, country and activation terms, and do not describe the purchase as LTSC. If the user needs cloud mail, shared files or several devices, compare a Microsoft 365 plan instead.

A mobile consultant using a laptop and desktop

Model the user’s entitlement and permitted devices under Microsoft 365 Apps or a business plan. A device-based LTSC license can require separate assignments for separate computers, while a retail one-device product may not cover the intended pattern. The final choice depends on the applicable terms, not on the word “perpetual.”

Deployment, update and support pitfalls

Calling every one-time purchase LTSC

Correct the terminology in purchase requests. LTSC is a commercial volume-licensing product designed for fixed-feature deployments. Home & Business 2024 is a retail one-PC-or-Mac product. Mixing the names can lead to buying the wrong channel or assuming rights the SKU does not grant.

Assuming no feature updates means no updates

LTSC still receives security and quality updates during its support period. Freeze the feature set, not the security-maintenance process. Test patches in the same validated environment and retain rollback procedures appropriate to the system.

Assuming LTSC includes the services it can connect to

An LTSC installation may connect to Exchange Online or SharePoint Online while supported, but those services require their own subscriptions. Separate the Office application license from mail, storage, collaboration and identity entitlements in the design and budget.

Comparing prices without matching units

A per-user subscription, a per-device commercial license and a single-device retail product are different units. Build a simple inventory containing users, computers, shared devices, replacement cycles and required services before comparing quotes. Local pricing, tax, currency, agreement discounts and availability change over time and geography.

Ignoring update governance

Microsoft 365 Apps is not “set and forget.” Assign an update channel, test business-critical documents and add-ins, define maintenance windows and monitor whether devices remain on a supported configuration. Conversely, an LTSC deployment still needs security-patch governance even though its feature set is fixed.

Questions to resolve with your licensing owner

  • Which exact SKU and agreement is being quoted, and is it licensed per user or per device?
  • Does the plan include desktop applications, or is it an online-services-only plan?
  • Which mail, storage, collaboration and security services are included, and which require separate subscriptions?
  • How many users and devices must be covered, including shared or lab computers?
  • Can the target devices receive feature updates, and who validates changes?
  • What is the support policy for this exact product in the purchasing country?
  • For LTSC 2024, what is the migration plan before October 9, 2029?
  • For a retail purchase, do the activation and one-computer terms match the intended owner and hardware replacement plan?

Use Microsoft’s upgrade-planning guidance when moving older Office installations to Microsoft 365 Apps, and keep the final license record with the agreement and proof of purchase.

The Bottom Line

Choose Microsoft 365 when users need current features or bundled cloud services; choose LTSC 2024 only for a qualifying commercial, fixed-feature environment and plan for its October 9, 2029 support end; choose Office Home & Business 2024 for a one-time, one-PC-or-Mac small-business purchase. Verify the exact SKU, user/device rights, services and lifecycle terms before committing.
