Its official competitive-play overview says structured PvP adjusts characters to max level and provides access to the same high-level weapons and armor. That can make this mode appealing if you want to focus on the match rather than first reaching a particular character level or acquiring high-level equipment. This normalization claim applies to structured PvP; do not assume it applies to World vs. World.
For duels or an arena team
Throne and Liberty’s launch notes describe 1v1 Conquest Battles and 3v3 Arena, with solo or party queue mentioned for the arena. That gives you documented options for individual fights or a small team. The same notes mention changes intended to address PvP fairness, but they do not establish how the current rules work or how evenly matched players are today.

Before choosing, ask how much character progression, equipment, and coordination the mode expects. The available official description gives a specific answer only for Guild Wars 2 structured PvP: characters are raised to max level and receive access to the same high-level weapons and armor. Do not extend that rule to WvW or to Throne and Liberty; check the current rules for the mode you plan to play.
