Start with the breach notice, not a subscription page. Confirm what information was exposed, whether the organization offers free monitoring or identity-theft insurance, the enrollment deadline, how long the offer lasts, and what it actually covers. Then compare any service on monitoring scope, bureau coverage, alert delivery, recovery help, insurance terms, renewal price, cancellation and privacy practices.
Monitoring is detection, not prevention. The Consumer Financial Protection Bureau says, Most monitoring services don’t protect your personal information from being stolen — they merely alert you after it has been stolen.
A free credit freeze or fraud alert may be more important than a paid plan for limiting new-credit fraud. This guide is for U.S. consumers; rules and breach remedies differ in other countries.

Start with the breach notice
The incident notice is the most relevant source for your decision because it identifies the data at risk and the assistance tied to that specific breach. Do not assume that a service described as identity monitoring covers every type of identity misuse.

Look for a plain-language list of affected data. It may distinguish contact information from account credentials, payment information, Social Security numbers, medical data or other identity attributes. The risk and the useful response depend on that list. A service focused on credit-file changes may be relevant when financial identifiers were exposed, while a credential compromise also calls for securing the affected account and any account that reused the password.

Record the offer and deadline
- Find the enrollment deadline, eligibility code and official enrollment address in the notice.
- Write down the free-service start date and end date, if stated.
- Check whether monitoring, restoration assistance and insurance are all included or are separate options.
- Note whether a paid upgrade is optional and what happens when the free period ends.
- Save the notice, confirmation email and terms so you can prove enrollment and check cancellation requirements later.
The Federal Trade Commission advises consumers to use a free monitoring or insurance offer from the organization responsible for the exposure when one is available. Its business guidance recommends that organizations consider at least a year of free credit monitoring or other support when financial information or Social Security numbers were exposed; that is a recommendation to organizations, not a universal entitlement or a guarantee that every offer lasts a year. See the FTC’s breach guidance and its business response guide.
Know what monitoring can and cannot do
A monitoring service watches specified data sources and sends an alert when it detects a defined event. It does not retrieve information already stolen, block every fraudulent transaction or guarantee that an identity thief cannot use your information. The CFPB’s explanation of credit monitoring makes the detection-versus-prevention distinction explicit.
That limitation changes what “good” means. Evaluate how quickly and clearly a service reports an event, whether the alert identifies the source and recommended action, and whether a person can help you respond. A plan that promises many alerts but gives no practical next step may be less useful than a narrower service with actionable notices.
Use this comparison checklist
Before enrolling or paying, collect the answers below in writing. “Identity monitoring” is not a standardized scope, so two services with similar names may watch different information.

|---|---|
| Exposed data match | Does the service address the specific information named in the breach notice? |
| Credit-file coverage | Does it monitor one credit bureau or all three nationwide bureaus: Equifax, Experian and TransUnion? |
| Other identity signals | Which non-credit data sources and events are included, and which are excluded? |
| Alert delivery | How are alerts delivered, how soon after detection, and what details appear in each alert? |
| Response tools | Can you dispute an item, secure an account or get a recovery specialist from the alert? |
| Recovery assistance | Is help self-service, human-assisted or limited to certain incidents and hours? |
| Insurance | What are the policy limits, exclusions, eligibility rules and insurer, and is insurance separate from monitoring? |
| Offer duration | When does free access end, and is the end date tied to enrollment or the breach date? |
| Renewal cost | What is the post-offer price, billing frequency and renewal process? |
| Cancellation | How do you cancel, when must you cancel to avoid a charge, and what access remains afterward? |
| Privacy | What information does enrollment require, how is it used and which current privacy terms apply? |
Compare the monitoring scope
Credit-file monitoring
Credit monitoring generally looks for activity on a credit report, such as a new inquiry, account or other change. Confirm which bureau reports are included. One-bureau monitoring can miss an event reported only to another bureau, while three-bureau coverage gives a broader view of the nationwide files. Do not infer bureau coverage from a plan name; read the current terms.
Identity-signal monitoring
Some services advertise monitoring beyond credit files. Ask the provider to name the sources and events rather than accepting a broad label. Find out whether the service watches the data exposed in your notice, how it verifies a match, and whether an alert means confirmed misuse or only a possible match requiring investigation.
Match the scope to your risk
If the notice lists a Social Security number or other financial identifier, prioritize credit-file coverage and the free protections described below. If the notice concerns login credentials, monitoring cannot substitute for changing the password, securing the account and checking for reuse elsewhere. If the notice lists several data types, a broader service may be convenient, but convenience is not proof of complete coverage.
Judge alert delivery and usefulness
Ask where alerts arrive—email, text, an app or another channel—and whether you can change those settings. Clarify what “real time,” “daily” or similar timing language means in the contract; do not treat a marketing phrase as a guaranteed response time unless the terms define it.

An actionable alert should identify the affected source, the event date or detection date when available, and the next step. Check whether you can open a dispute, freeze access, contact the affected company or reach a specialist directly from the alert. Also ask how duplicate or false-positive alerts are handled, because a high volume of unverified matches can make it harder to notice a genuine event.
Separate recovery help from insurance
Recovery assistance
Recovery service and monitoring are different benefits. Determine whether assistance is a self-service checklist, a named recovery specialist, or a combination. Ask whether the specialist helps contact creditors and companies, prepare documents, replace identity documents, dispute accounts and track correspondence, or merely explains the process. Check whether help is limited to fraud involving the monitored person, a particular breach or a specific account type.
Identity-theft insurance
Insurance may reimburse certain covered expenses, but a headline policy limit is not a guaranteed payment. Read the actual policy for limits, deductibles, exclusions, eligibility, covered costs, claim deadlines and the insurer. Confirm whether the insurance applies during a free breach offer, continues after cancellation or is an optional upgrade. Monitoring, restoration and insurance can each have different definitions and end dates.

Check duration, price and cancellation before the free period ends
Write the offer’s end date on your calendar rather than assuming it renews or stops automatically. A free period may expire, convert to a recurring paid plan, or remove only certain features. Verify the renewal price, billing frequency, taxes or other charges stated in the terms, and whether the price can change later.

Read the cancellation path in advance. Note whether cancellation is available online, by phone or both; whether a confirmation number is provided; and whether access to reports or restoration assistance ends immediately. If the breach sponsor pays for the service, determine whether canceling a paid upgrade also cancels the sponsored benefit or only the upgrade.
Review the current privacy policy and enrollment disclosures. They should explain what personal information the provider collects, why it is needed, how it is used and how long it is retained. If those details are unclear, ask the provider before entering additional sensitive information. Do not assume that a service’s privacy practices are identical to those of the organization that reported the breach.

A monitoring alert tells you that an event may have happened. A credit freeze restricts access to your credit report, which can make opening new credit in your name harder. A fraud alert asks businesses that check your credit to verify your identity before extending new credit. They address different risks and can be used with monitoring.

| Protection | What it does | Operational detail |
|---|---|---|
| Credit freeze | Limits access to a credit report and can make new-credit fraud harder. | Free under federal law; request it separately from Equifax, Experian and TransUnion. |
| One-year fraud alert | Signals that creditors should take extra steps to verify an applicant’s identity. | Request it from one nationwide bureau; that bureau must notify the other two. It lasts one year and can be renewed. |
| Extended fraud alert | Provides a longer alert period for qualifying identity-theft victims. | Available to identity-theft victims and lasts seven years. |
| Credit-report review | Lets you look for unfamiliar inquiries, accounts or other changes. | Review reports from the nationwide bureaus and investigate anything you do not recognize. |
The CFPB explains the free federal-law credit-freeze rules in its security-freeze guidance. IdentityTheft.gov’s recovery steps explains how a one-year alert can be placed through one bureau and how an extended seven-year alert works for identity-theft victims.
Place a freeze correctly
- Go to each nationwide bureau’s freeze process separately; one request does not automatically freeze all three files.
- Complete the bureau’s identity verification and save the confirmation or PIN it provides.
- Keep the credentials needed to lift the freeze temporarily when you apply for credit, housing, insurance or employment that requires a credit check.
- Remove or lift the freeze only when necessary, and restore it afterward if you still want the protection.
Choose a fraud alert when a freeze is impractical
A fraud alert may be easier when you expect to apply for credit soon. You place the initial alert with one bureau, which must tell the other two. The standard alert lasts one year and may be renewed. If you have confirmed identity theft, ask whether you qualify for the extended seven-year alert and follow the required documentation process.
Best Value
Choose based on your situation
When the breach-sponsored service may be enough
Use the free offer first when its scope matches the exposed data, the enrollment period is long enough for your risk, and its alerts and recovery terms meet your needs. Confirm the end date and cancellation rules so “free” does not become an unexpected renewal.
When paid monitoring may add convenience
A paid plan can be reasonable if you want broader signals, multi-bureau monitoring, a single dashboard for several people or human assistance and you accept the recurring cost. Pay for a documented feature you will use, not for a promise that identity theft is impossible. Compare the paid plan with the free breach offer and free freezes before entering payment details.
Recommended Free Tools
When to prioritize a freeze or alert
Prioritize a freeze when preventing new-credit access is your main concern and you do not need to apply for credit immediately. Consider a fraud alert when you need a less restrictive measure or have confirmed identity theft. Neither option replaces checking existing accounts or responding to fraudulent activity already underway.
If an alert shows possible fraud
Do not wait for a monitoring provider to complete the investigation before acting. Use this order so you preserve evidence and reduce further misuse:
- Check the alert against your records and contact the company where the suspicious activity occurred using a trusted contact method.
- Secure the affected account: change the password, avoid reusing it and enable available account security controls.
- Review your credit reports and account statements for related inquiries, accounts or transactions.
- Report identity theft to the Federal Trade Commission and obtain the tailored recovery plan at IdentityTheft.gov.
- Follow the plan’s instructions for disputes, document replacement and creditor contacts.
- Keep a dated log of calls, confirmation numbers, letters and copies of documents. Ask each company what evidence it needs and when it will respond.
The FTC’s overview of what to know about identity theft distinguishes credit monitoring, identity monitoring, recovery services and identity-theft insurance. Monitoring is not a substitute for these recovery steps.
Questions to ask before entering payment information
- Which specific data sources and events are monitored, and which are not?
- Are Equifax, Experian and TransUnion all included, or only one or two?
- How are alerts delivered, and what information will each alert contain?
- Can a human recovery specialist help, and what incidents or family members qualify?
- Is insurance included, who underwrites it, and what exclusions and claim limits apply?
- When does the free or introductory period end, and what price and billing frequency follow?
- Does the service stop automatically, or must I cancel to avoid renewal?
- What happens to alerts, reports and recovery support after cancellation?
- What information must I provide to enroll, and how is it handled under the current privacy terms?
Understand the U.S. limits of the advice
This guidance uses U.S. federal sources. Credit-report rights, freeze procedures, fraud-alert rules, insurance regulation and breach remedies vary by country and may also vary by state. No market-wide statistic establishes that one monitoring provider prevents more identity theft than another, and the available guidance does not establish a universally best provider or a guaranteed effectiveness rate.
The practical decision is therefore straightforward: verify the breach offer, match coverage to the exposed information, add a freeze or fraud alert when appropriate, and pay only for clearly documented monitoring or recovery help that you expect to use. If misuse appears, move from monitoring to the IdentityTheft.gov recovery process immediately.
