Choose an identity and access management (IAM) tool for AI agents by testing five controls in your own environment: every agent has a distinct identity, delegated authority remains traceable to the person or organization that granted it, permissions are limited to the exact tool and action, policy is enforced before execution, and consequential actions require appropriate approval with tamper-resistant audit evidence. The right product depends on where the agent runs, which resources it reaches, whether it acts for a signed-in user, and the harm a mistaken action could cause.

What an AI-agent IAM tool must prove

An agent is not just another application account. It can plan, call several tools, delegate to another agent, and continue working after a user has left the screen. Your IAM design therefore needs to answer four questions for every action: which human or organization initiated it, which agent and runtime acted, what authority was delegated, and why the target system allowed the result.

Shared user passwords or a single undifferentiated service account fail that test. They hide whether a person, orchestrator, or sub-agent acted, make revocation blunt, and make it difficult to prove that an agent stayed within its assignment. NIST’s initial public draft on software and AI-agent identity and authorization identifies identification, authorization, auditing, non-repudiation, and prompt-injection mitigation as relevant concerns. It is a proposed project, not a mandatory standard; the draft was published on February 5, 2026, and its comment period closed on April 2, 2026. Read the NIST concept paper.

A useful buying decision is consequently a control decision rather than a feature-count contest. A product that issues tokens but cannot preserve delegation context, enforce resource-level policy, or produce usable evidence is not sufficient for an agent that can change data or trigger external side effects.

Start with a principal and trust-boundary map

Before comparing vendors, draw the complete path of an action. Include the human requester or owning organization, the orchestrator, each sub-agent, the tool or API, and the data or service being changed. Mark every boundary between your tenant, a cloud service, a SaaS application, an on-premises system, and an external model provider.

Questions your map must answer

  • Can the IAM system assign a separate, durable identity to each agent and workload?
  • Can an administrator distinguish an orchestrator from a sub-agent and from the tool it calls?
  • Does a downstream resource receive the original user or organization context, or only an opaque application identity?
  • Can a policy record the purpose, limits, expiry, and delegation path for the access?
  • What happens when the user is disabled, the agent is retired, or a downstream tool is compromised?

NIST’s summary of comments describes the central challenge as tracking who delegated authority, to which agent or workload, for what purpose and constraints, and through which downstream agents or tools. Use that chain as a required field in your architecture and in your audit schema. The NIST comment summary also discusses policy engines, OAuth 2.0, SPIFFE/SPIRE, and WIMSE-related work.

Choose the access pattern that matches the job

There is no universal “agent permission.” Select the pattern from the task’s ownership and runtime, then verify that the target application enforces it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Access pattern Use it when Controls to require Typical failure
Delegated, user-context access The agent acts on data or services that belong to a signed-in user. Short-lived tokens, explicit scopes, preserved user and agent identity, and revocation when the user loses access. A backend silently uses broad application permissions and bypasses the user’s restrictions.
App-only or workload access A scheduled or background agent acts as an organization-owned service rather than as a person. A separate workload identity, least-privilege application roles, resource restrictions, expiry, and owner accountability. One service identity accumulates permissions for unrelated jobs.
Managed identity An agent runs on a supported Azure workload and the platform can issue the identity without a developer-held secret. Confirm resource coverage, role scope, token audience, rotation behavior, and what appears in downstream logs. The design assumes managed identity support where the target service does not provide it.
Service principal or workload federation The runtime is outside the managed-identity fit, spans clouds, or needs a federated trust with another issuer. Subject restrictions, short-lived credentials, issuer and audience validation, rotation, and rapid revocation. A long-lived secret is stored in code or a general-purpose CI variable.

Microsoft’s guidance describes these patterns in its access-patterns and controls article. Treat the examples as design patterns, not proof that an integration is safe. A delegated token should not be used merely because it is convenient, and an app-only token should not inherit a user’s privileges by implication.

Define permission at the tool boundary

List every operation an agent can invoke, not just the APIs it can reach. Classify each operation as read, search, draft, send, create, modify, delete, provision, approve, or transfer. Then scope the permission by tool, resource, tenant, record, field, and task context.

Separate read, draft, and write authority

  • Give a knowledge-search tool read-only access to an approved corpus; do not let a search connector update that corpus.
  • Allow an email agent to prepare a draft, but require a separate approval before sending to an external recipient.
  • Permit a CRM agent to write only approved fields for an allowed customer set, rather than granting unrestricted record updates.
  • Expose delete, financial-transfer, provisioning, and permission-changing operations through separate tools with stronger policy and approval requirements.

These examples follow Microsoft’s least-privilege guidance for AI capabilities. The important test is whether the authorization decision is made for the exact action and target before the downstream system executes it. A role that says “CRM user” or “mail user” is not granular enough unless the application adds those resource and action checks.

Use policy attributes where roles stop being precise

Role-based access can establish a baseline, while attributes can express customer, geography, data classification, environment, time, or task constraints. Cedar and Open Policy Agent (OPA) are examples of policy components identified in NIST’s comment summary; neither is a complete IAM platform by itself. If you adopt one, document who owns policy, how changes are reviewed, how policy versions are tied to decisions, and how a denied request is exposed to the agent without leaking sensitive data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Require a policy enforcement point before execution

Identity issuance and authorization are different controls. A token can be valid while a particular tool call is forbidden. The enforcement point may live in an API gateway, tool broker, application middleware, or the resource service, but it must evaluate the action before side effects occur.

Microsoft Learn states: “A policy layer is the deterministic part of the system that decides whether an action is allowed.” That is vendor guidance, not a standards-body requirement, but it captures the buying test: ask the vendor to show the deterministic decision, the inputs it used, and the point at which a denied request was stopped. Request a demonstration with an out-of-scope action, not only a successful happy path.

Evidence to request for each decision

  • Initiating user or organization, including tenant or account identifier.
  • Agent, runtime, and sub-agent identities, with the delegation chain.
  • Requested tool, operation, target resource, and relevant attributes.
  • Policy version, decision (allow or deny), and reason code.
  • Approval identity and timestamp when a human confirmation was required.
  • Downstream result, correlation identifier, and error or rollback status.

Logs should be exportable to your existing monitoring and governance systems, retained for the period required by your policy, and protected from alteration. A dashboard that shows only “agent succeeded” is not an audit trail.

Design credential issuance, expiry, and delegation

Ask how an agent obtains credentials, where private material is held, how tokens are audience-restricted, and how access is revoked. Prefer short-lived, task-bound credentials and secretless or federated mechanisms where your runtime supports them. Test expiration during an active workflow, not only at login.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delegation questions

  • Can a token state that a user authorized this specific task, rather than merely identifying the application?
  • Can a downstream API validate the issuer, audience, task scope, and expiry independently?
  • Can a sub-agent receive only a reduced capability set instead of inheriting the parent’s full token?
  • Does revoking the user, task, agent, or organization stop new calls promptly?
  • Can administrators distinguish a user’s direct action from an agent action taken on that user’s behalf?

OAuth 2.0 can carry delegated access tokens, but protocol support alone does not guarantee a correct identity chain or resource authorization. SPIFFE provides a workload-identity model and SPIRE is a reference implementation for issuing and managing those identities; NIST characterizes them as relatively mature and operational. WIMSE working-group work is relevant to workload and execution-context identity, but NIST characterizes its maturity as early to mid-draft. Evaluate how each protocol maps to your actual resource servers rather than scoring a checkbox.

Put high-impact actions behind review

Separate planning and drafting from irreversible side effects. An agent may assemble a purchase, permission change, production deployment, customer message, or deletion request without being allowed to execute it immediately. The approval gate should receive the proposed action, target, material parameters, initiating principal, and the policy reason it was flagged.

Define what requires fresh confirmation

  • Irreversible deletion or destructive migration.
  • Money movement, purchase, refund, or contract acceptance.
  • External communication that creates legal, financial, or reputational exposure.
  • Production deployment, security-control changes, or access grants.
  • Bulk updates whose aggregate effect exceeds a stated threshold.

Do not treat a one-time consent at sign-in as approval for every later action. Require confirmation close enough to execution that the user can see the final target and parameters. Record who approved, what was approved, whether the action changed afterward, and the resulting status.

Compare standards and integration maturity honestly

Standards support matters only in relation to your identity provider, clouds, workloads, and resource servers. Distinguish deployed specifications from proposals when comparing products.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Technology or initiative What it contributes Maturity or boundary to note
OAuth 2.0 Delegation and access-token mechanisms. Does not by itself define your agent’s policy, delegation semantics, or resource-level authorization.
SPIFFE/SPIRE Workload identity model and reference implementation for issuing and managing identities. NIST describes the pair as relatively mature and operational.
WIMSE IETF work on workload identity and execution contexts. NIST describes the relevant work as early to mid-draft; verify implementation status.
AI Identity Management System (AIMS) Proposed best practices applying existing standards such as WIMSE and OAuth 2.0. The September 15, 2026 document is an IETF Internet-Draft with Informational intended status and an expiry date of March 19, 2027. It may change or be replaced.
MCP and A2A Implementation-layer interoperability between agents, tools, or agent systems. NIST’s summary does not treat them as complete identity or authorization standards.

For the current standards landscape, see the AIMS Internet-Draft, the NIST summary, and NIST’s AI Agent Standards Initiative, updated August 14, 2026. Ask vendors which dependencies are production deployments, which are previews, and which rely on drafts.

Use a weighted evaluation scorecard

Score each candidate against the same evidence, giving more weight to controls that limit your greatest harm. A simple 0–3 scale works: 0 means absent, 1 means roadmap or manual workaround, 2 means supported with configuration, and 3 means demonstrated in your environment. Require written evidence for every score of 2 or 3.

Evaluation axis What to verify
Identity coverage Distinct identities for users, agents, workloads, tools, and sub-agents.
Delegation Preserved authorizer, purpose, constraints, and downstream call chain.
Authorization granularity Scopes by action, tool, resource, tenant, record, field, and context.
Credential lifecycle Secretless, federated, short-lived, expiring, rotating, and revocable credentials appropriate to the runtime.
Runtime enforcement Decision before execution, explicit deny behavior, and approval gates for high-impact actions.
Audit and governance Identity ownership, policy versions, decisions, approvals, results, exports, retention, and access review.
Standards and integration Compatibility with your identity provider, cloud and on-premises stack, resource servers, and clearly labeled draft dependencies.
Operational fit Monitoring, incident response, policy change control, support boundaries, and administration across all trust zones.

Do not announce a universal “best” product from this scorecard. The same tool can be a good fit for a managed cloud workload and a poor fit for a multi-cloud agent that must preserve user context into legacy systems. Current product availability, licensing, and coverage must be verified for your edition and region.

Run a proof-of-control pilot

A feature demonstration is not enough. Use one real agent, one narrow task, and the actual tools and data it will access. Capture the result of every test and retain the exported evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Create a distinct agent identity. Confirm its owner, runtime, tenant, credential issuer, audience, and expiry. Verify that its events are distinguishable from the developer’s or operator’s events.
  2. Authorize one narrow task. Grant only the read, draft, or write capability required for that task. Record the policy and scope.
  3. Attempt an out-of-scope action. Try a different resource, a forbidden field, a delete operation, and an unapproved recipient. Verify denial occurs before the downstream side effect.
  4. Exercise both access patterns. Run a delegated user scenario and an app-only background scenario. Confirm that the resulting logs preserve the different principals and that neither path bypasses the resource owner’s policy.
  5. Test expiry and revocation. Expire the credential, disable the user, revoke the agent, and remove a role while the workflow is active. Measure whether new calls stop and how partial work is reported.
  6. Trigger an approval gate. Require fresh confirmation for a consequential action. Change a material parameter after approval and verify the system requests approval again.
  7. Export the audit chain. Retrieve the initiating principal, agent, policy decision, approval, target, downstream result, and correlation identifiers. Check that an investigator can reconstruct the event without vendor-only context.
  8. Repeat after a policy change. Version the policy, rerun an allowed and denied action, and confirm that the logs identify which version made each decision.

These are buyer tests synthesized from the identity, least-privilege, delegation, and policy requirements described by NIST and Microsoft; they are not evidence that any particular vendor has passed them.

Common selection mistakes and fixes

Using a shared user credential

Symptom: Logs show a human account for every agent action. Fix: issue a distinct workload or agent identity and preserve user delegation separately.

Granting a broad application role for convenience

Symptom: A search agent can write, delete, or access every tenant. Fix: split tools and roles by action and resource, then enforce attributes at the API boundary.

Assuming the model will obey instructions

Symptom: A prompt says “never send externally,” but a tool call can still send. Fix: make the policy engine, not the model, the authority that allows or denies execution; test prompt-injection and conflicting-instruction cases.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Approving a workflow once

Symptom: A standing consent allows later high-impact actions with changed parameters. Fix: require fresh approval for the final operation and bind approval to the exact target and parameters.

Buying on draft-standard claims

Symptom: A roadmap feature is scored like a deployed control. Fix: label production, preview, and draft dependencies separately and set an exit plan if a draft changes.

Collecting logs without the authority chain

Symptom: You know what the tool did but not who authorized it or which policy allowed it. Fix: make principal, delegation, policy version, decision, approval, and result mandatory correlated fields.

Questions for vendor and internal architecture reviews

  • Show a denied tool call and identify the enforcement point that stopped it.
  • Show the same action in delegated and app-only modes, including downstream logs.
  • Demonstrate a sub-agent with fewer permissions than its parent.
  • Explain how credentials are issued, stored, rotated, expired, and revoked for each runtime.
  • List every operation that can create an external side effect and the available approval controls.
  • Provide policy versioning, change approval, simulation, rollback, and testing capabilities.
  • Export an investigation-ready record without proprietary identifiers that your security tools cannot interpret.
  • Identify production standards, previews, and Internet-Draft dependencies separately.
  • State current availability, licensing, regional limits, and supported resource types for your exact deployment.

Govern the system after deployment

IAM selection is only the first control decision. Assign owners for agent identities, tool registrations, policies, approval groups, and audit retention. Review permissions when an agent’s task changes, not only on a calendar. Monitor denied calls, unusual delegation depth, sudden scope expansion, repeated approval requests, and attempts to reach unregistered tools. Keep an inventory of agents and their owners so an abandoned runtime cannot retain access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At incident time, your runbook should revoke the agent or workload credential, disable affected tools, preserve the delegation and policy logs, identify any downstream side effects, and restore only the minimum required access. Test that runbook during the pilot; a theoretical kill switch is not an operational control.

A practical decision rule

Select the candidate that can demonstrate the complete chain in your environment: a distinct agent identity, an explicit relationship to the authorizing user or organization, least-privilege permissions at the tool and resource boundary, deterministic pre-execution enforcement, review for consequential actions, and an exportable audit record. If a product cannot show one of those controls, treat the gap as an architecture risk rather than compensating with a larger role or a longer prompt.
