How to Choose an Identity and Access Management Platform for a Growing Business

Choose an identity and access management (IAM) platform by testing it against your actual people, applications, devices, sign-in requirements, and employee lifecycle—not by picking the vendor with the longest feature list or lowest starting price. First map what you need to protect, then verify application and provisioning fit, compare the cost of the required tiers, and run a limited pilot with representative users before rollout.

What should you map before comparing IAM platforms?

Start with the access you need to manage today and the changes you expect as the business grows. A useful inventory records who needs access, which systems they use, how accounts are created and removed, and who owns each decision.

As an Amazon Associate I earn from qualifying purchases.

  • People: Count employees, contractors, guests, and any service identities in scope. Note which groups need different access or approval rules.
  • Applications and infrastructure: List critical SaaS, cloud, and on-premises applications, including shared accounts and tools that do not support modern sign-in.
  • Devices: Record the operating systems and device types people use, and identify whether access rules need device information.
  • Directories and employee data: Identify existing directories and the authoritative source for joiner, mover, and leaver events. For example, decide which system signals a new hire, role change, or departure.
  • Operations: Name the people responsible for identity administration, application access, help-desk recovery, security review, and certificate renewal.

This map becomes a common test plan for every candidate. It also reveals where a new IAM platform would depend on a separate directory, HR system, application license, device-management product, or manual process.

Will the platform work with your applications and workflows?

Do not assume that every application supports single sign-on (SSO) or automatic account provisioning. Check each critical application’s supported sign-in protocols, provisioning options, and account requirements with its owner and the IAM vendor.

Match the sign-in method to each application

Microsoft’s SSO deployment guidance describes OpenID Connect (OIDC) and OAuth for compatible apps, SAML for existing applications that do not use OIDC or OAuth, and password-based SSO for applications without federation support. Password-based SSO can address an integration gap, but it is not equivalent to federated sign-in. Record which method each app requires and what users will experience.

For each application, confirm:

  • Whether it supports the required federation protocol or needs a vendor connector or another method.
  • Whether the IAM platform can assign and remove access, or only authenticate users.
  • Whether groups, roles, and attributes map correctly to the app’s permissions.
  • What remains manual, including shared-account handling, account changes, and deactivation.
  • Whether the person also needs an application-side license or entitlement.

Trace lifecycle events end to end

Follow a sample joiner, mover, and leaver through the systems that should respond. A new hire may need an identity created, groups assigned, and accounts provisioned; a role change may require permissions to change; a departure may require access to be disabled across connected apps. Mark every handoff that depends on a person or a separate system.

Ask which applications support standards-based provisioning, such as SCIM, or a maintained connector, and which require manual work. Also check whether the source system can send the events and attributes the platform needs. Microsoft cautions that mismatches between platform and application licenses can cause provisioning or update errors, so test those assignments rather than treating successful sign-in as proof that the workflow is complete.

Which authentication and recovery controls do you need?

Require multifactor authentication (MFA) wherever possible, and make phishing-resistant methods a goal for accounts and workflows where they are supported. CISA’s small-business guidance lists these methods from strongest to weakest in that guidance:

  1. Physical security key, such as a YubiKey.
  2. Authenticator app with number matching.
  3. Authenticator app with a one-time code.
  4. Biometrics, usually paired with another method.
  5. SMS or email code.

This is CISA’s ordering for the listed methods, not a promise that any one factor prevents every compromise. Confirm that the platform supports the methods you require and that users’ devices are compatible. If considering a FIDO2 security key, verify platform support and plan enrollment, backup, replacement, and account recovery before buying keys or making them mandatory.

Recovery is part of the authentication design, not an afterthought. Decide how people enroll, what happens when a phone or key is lost, who can restore access, and how support staff verify a requester. Test recovery for ordinary users and administrators; an MFA rollout that locks out legitimate staff or leaves a weak recovery route can undermine the intended policy.

NIST’s Digital Identity Guidelines, SP 800-63 Revision 4, address identity proofing, authentication, and federation, including security, privacy, and user-experience considerations. NIST’s page was updated September 30, 2025. Use the specific requirements that match your organization’s assurance needs; buying IAM software does not by itself establish NIST conformance.

How should you compare IAM platforms?

Use the same critical applications, user cases, and lifecycle workflows for every candidate. Record whether each requirement is available in the proposed tier, works as needed, and leaves a manual task or additional cost.

Comparison area Questions to resolve
Identity population and lifecycle Can it cover employees, contractors, guests, and any in-scope service identities? Can it use your source of truth, automate joiner/mover/leaver events, deactivate accounts, and support access reviews if required?
Authentication and policy Does the required tier support your chosen MFA methods, recovery approach, administrator controls, and any conditional or risk-based access policies you actually need?
Application and infrastructure fit Does it cover critical SaaS, cloud, and on-premises apps with the protocols or connectors they support? Which apps support provisioning, and which remain manual?
Administration and operations Can you separate administrative roles, review sign-in and audit logs, provide support, manage certificates, communicate changes, and operate the system with your team’s skills?
Commercial fit Which users must be licensed? Which features require a higher tier or add-on? What app-side licenses, implementation work, taxes, or annual commitments affect the total?
Portability and ecosystem How well does it integrate with existing directories and anticipated systems? Does it support useful open standards and a path for hybrid access?

Okta’s vendor-authored buyer guide recommends examining prebuilt integrations, open standards, directory connections for lifecycle management, hybrid access, and flexibility. Treat those as vendor guidance and verify the specific integrations your organization depends on; the guide is dated 2023.

Score each critical workflow, not just whether a product advertises a feature. For each person-and-app combination, record whether the person can sign in with the required factor, receives the correct access, and has access created, changed, or removed as intended. Note the required product tier and every remaining manual step. A spreadsheet with rows for apps and workflows and columns for candidates, evidence, tier, and unresolved items is usually more useful than a single overall feature score.

How do the named platforms fit into an initial shortlist?

Microsoft Entra ID, Okta Workforce Identity, and JumpCloud are examples to investigate, not ranked recommendations. Their fit depends on your application inventory, existing systems, required controls, and the tier needed to deliver them. The published prices above do not establish which will cost less for a particular business.

  • Microsoft Entra ID: Consider it when Microsoft 365 or Azure is already part of the environment, then verify the relevant Free, P1, or P2 feature requirements and calculate the incremental cost. Microsoft documents differences by license plan, and P1 is included in Microsoft 365 Business Premium.
  • Okta Workforce Identity: Compare its annual per-user suites against the integrations and workflows you need. Okta’s guide can help frame questions about integrations, standards, directories, lifecycle, and hybrid access, but its recommendations are vendor-authored rather than independent findings.
  • JumpCloud: Examine whether the separate SSO & MFA and Device Identity Management offerings, or other platform tiers, match your identity and device requirements. Check current package contents before treating the listed prices as a like-for-like comparison.

How should you validate a shortlist with a pilot?

Keep the pilot limited enough to support safely, but representative enough to reveal real integration and recovery issues. Include users with different roles, devices, and application needs, plus at least one administrator and the support staff who will handle access problems.

  1. Set the test cases. Choose the critical apps and include a new account, a role change, a departure, MFA enrollment, sign-in recovery, and any shared-account or unsupported-app workflow that matters.
  2. Assign owners and permissions. Define administrative and business roles, name the application owners, and decide who approves access and who can restore accounts.
  3. Configure sign-in and provisioning. Use the protocol or method confirmed for each app. Check group and role mappings, account creation and removal, and each app’s license requirements.
  4. Test normal and failure paths. Verify successful access as well as a denied or changed entitlement, a lost second factor, and a user who no longer needs access. Record what the platform automates and what staff must do manually.
  5. Check logs and operations. Confirm that administrators can find the sign-in and audit information they need, that support staff can follow the recovery process, and that application owners know their responsibilities.
  6. Review results against the same criteria. Record the required tier, additional dependencies, unresolved gaps, and support effort for each candidate before deciding whether to expand the rollout.

Microsoft’s deployment guidance also emphasizes defining administrative and business roles, communicating changes, checking both platform and application licenses, selecting the SSO method, and planning certificate handling. For example, Microsoft says a SAML application certificate is valid by default for three years and advises documenting expiry and managing renewal. Ask who owns certificate tracking and renewal for the chosen platform and each application; do not assume that renewals happen automatically.

What should the final decision depend on?

Choose the candidate that meets the organization’s essential access and lifecycle requirements with the fewest unacceptable gaps, at a cost and operational burden the business can sustain. A platform that authenticates users but leaves critical provisioning, deactivation, recovery, or app entitlements unmanaged may not solve the problem you set out to fix. Make unresolved manual work, tier dependencies, named owners, and pilot results part of the decision—not footnotes after purchase.
