First define whether you need to measure stateful tool use, general dialogue ability, long-horizon memory, task completion, or a particular language and business domain. Then check the candidate’s interaction structure, users, language, labels, executable environment, and how clearly success can be observed. A tool-use benchmark that tests one isolated API call cannot establish that an agent remembers state, handles a changed goal, executes tools correctly, and responds consistently over several turns.
Start with the evaluation claim
Write one sentence describing what you intend to claim about the agent. Examples include: “The agent remembers a customer’s constraint after six turns,” “It notices when a user changes a booking requirement,” “It selects and executes the correct tool while preserving conversation state,” or “It completes an HR workflow for Chinese-speaking users.” Each claim implies a different dataset design.

Dataset names and headline sizes are poor substitutes for this definition. A broad dialogue collection may contain many conversations but little tool state. A task-oriented set may have checkable goals but limited language or persona diversity. A long-context memory benchmark may be unsuitable if your main risk is incorrect API execution. Treat the benchmark as evidence for a defined behavior, not as a general certificate of agent quality.
Separate the behaviors that are often conflated
- Context tracking: retaining facts, constraints, and references introduced earlier.
- Goal updating: revising the plan when the user changes an objective or adds a condition.
- Tool awareness: knowing which tools exist and what each can do.
- Tool selection and execution: choosing valid arguments, calling the tool at the right time, and interpreting its result.
- State management: preserving changes made by previous turns or tools.
- Task completion: reaching a verifiable goal rather than merely producing a plausible reply.
- Role-consistent response: explaining the result in a way that fits the agent’s assigned role and the user’s latest request.
These abilities can fail independently. An agent may remember a preference yet call the wrong API, or execute the right tool but report a result that contradicts the updated state.

Why single-turn tool tests are insufficient
The DialogTool authors identify a central measurement problem: “Existing benchmarks that assess Language Models (LMs) as Language Agents (LAs) for tool use primarily focus on stateless, single-turn interactions or partial evaluations, such as tool selection in a single turn, overlooking the inherent stateful nature of interactions in multi-turn applications.” That limitation matters whenever the agent must act over a sequence rather than answer one isolated request.
For a stateful tool-use evaluation, inspect whether scenarios exercise the complete chain:
- The agent recognizes the available tool and its purpose.
- It selects the tool in response to the current conversational state.
- It constructs and executes a valid call.
- It incorporates the returned result or changed state into the next turn.
- It gives a role-consistent answer to the user.
DialogTool also includes tool creation and a simulated mobile environment, making it relevant when the agent must work with tools that are not merely fixed, predeclared functions. The ACL Findings of ACL 2025 paper reports evaluations involving 13 open- and closed-source language models. That result describes the paper’s experiment; it does not prove that the benchmark predicts performance in your deployment.

Construct coverage
List the behaviors represented in the conversations and the behaviors absent. Check whether the benchmark measures the complete interaction or only one stage, such as tool choice. For memory claims, look for information that must be retrieved after intervening turns and for contexts that evolve rather than merely grow longer.

Target language and domain
Record the language, terminology, workflow, regulations, and user roles in your production population. A Chinese-language benchmark with persona variation can be valuable for a Chinese assistant but should not be presented as evidence for an English customer-service system. Likewise, an HR benchmark should not be treated as a general-purpose agent test.
Dialogue length and statefulness
Count turns, but also inspect what changes between turns. Long conversations with independent questions do not necessarily test memory. A shorter scenario in which a reservation, account, or tool state changes can be more diagnostic.
Scenario and user diversity
Look for varied goals, speech acts, personas, ambiguity, corrections, refusals, and conflicting constraints. Uniform scripted prompts can produce stable scores while hiding brittle behavior in real interactions.
Observable success
Prefer outcomes that can be checked against a goal, database state, tool result, or explicit label. A fluent final answer is not proof that the task was completed. If an automated evaluator judges success, determine how it was calibrated against human judgments.
Operational readiness
Before adoption, verify that the current release is accessible, that the license permits your intended use, that prompts and code are available where promised, and that the project is maintained. The cited project pages do not establish consistent current license terms, versions, or maintenance status for every artifact.

How the leading candidate types differ
| Resource | Documented focus | Investigate it when | Important boundary |
|---|---|---|---|
| DialogTool | Stateful tool interactions covering tool creation, awareness, selection, execution, and role-consistent response; includes a simulated mobile environment. | Your agent’s behavior unfolds through tools and state changes over multiple turns. | Its results concern the documented tasks and models, not every production tool stack. |
| MT-Bench-101 | Three-tier taxonomy for fine-grained multi-turn dialogue abilities; 4,208 turns across 1,388 dialogues and 13 tasks. | You need broad conversational assessment and its task taxonomy matches your system. | Dialogue breadth does not automatically measure executable tool state or your domain. |
| CMT-Eval | Chinese multi-turn dialogue organized around speech acts, diverse personas, and conversational challenges; 596 dialogues and 4,431 turns. | Your target users communicate in Chinese and persona, speech-act, and evolving-need coverage matter. | It is not a language-neutral substitute for evaluation in another population. |
| RHELM | Realistic, heterogeneous, evolving long-horizon memory for AI assistants; the project page links a paper, dataset, and code. | Memory across long or changing contexts is a primary product requirement. | Memory performance alone does not establish tool execution or domain task completion. |
| MultiTurnTaskBench project | A proposed setup combining an LLM, user simulator, and evaluator, with resources such as MultiWOZ and SPIDER for backend tasks and user goals. | You are studying simulated task completion and evaluator validation. | The page is a project description; treat it as such rather than proof of a finished benchmark release. |
| HR-MultiWOZ | 550 labeled conversations across 10 HR domains, with a documented data-generation recipe. | Your agent handles HR workflows or you need an HR-specific generation method. | Its narrow business scope limits claims about general agents. |
What each benchmark can and cannot answer
DialogTool for stateful tool behavior
Choose DialogTool when the critical question is whether a model can operate tools over a conversation rather than select one function in isolation. Examine whether its simulated environment resembles your tool contracts, state transitions, error conditions, and role expectations. If your production agent creates tools dynamically, the tool-creation component is particularly relevant; if it uses fixed enterprise APIs, you may need additional scenarios matching those APIs.

MT-Bench-101 for broad multi-turn abilities
MT-Bench-101 reports 4,208 turns, 1,388 multi-turn dialogues, and 13 tasks, and its paper reports evaluations of 21 language models. Those figures make it useful for a structured survey of dialogue abilities when the taxonomy fits your use case. Map each of your claimed behaviors to the benchmark’s tiers and tasks. Do not infer that a high score covers memory persistence, tool side effects, or a specialized business workflow unless those are actually represented.
CMT-Eval for Chinese users and varied conversational acts
CMT-Eval contains 596 dialogues and 4,431 turns and is built around a speech-act framework, diverse user personas, and varied conversational challenges. It is a candidate for Chinese-language systems whose users may express the same goal through different conversational acts or whose needs evolve during a session. Confirm that its language variety, formality, terminology, and persona distribution resemble your users before using it as a primary gate.
RHELM for long-horizon memory
Microsoft’s RHELM project describes a benchmark for realistic, heterogeneous, evolving assistant memory. Investigate it when the agent must retain and update information over long horizons, potentially across changing contexts. Design a companion test for your own retention policy, deletion requirements, privacy boundaries, and session model: a benchmark can show retrieval or update behavior without matching your product’s memory rules.
MultiTurnTaskBench and evaluator-based completion
The MultiTurnTaskBench project description combines an LLM, a user simulator, and an evaluator, using resources including MultiWOZ and SPIDER for backend tasks and user goals. Its proposed comparison with human evaluation is important if you plan to use an automated judge. Treat the proposal as a design reference until you verify that a complete, accessible release exists and that its evaluator has been validated for your tasks.

HR-MultiWOZ for HR workflows
Amazon Science describes HR-MultiWOZ as 550 labeled conversations spanning 10 HR domains and provides a recipe for generating the data. It is appropriate for investigating HR-domain agents, such as systems that answer policy questions or guide employees through structured processes. Use it as domain evidence, then add cases for your organization’s policies, permissions, escalation paths, and data systems.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical selection sequence
- Write the evaluation question. Name the behavior, the expected outcome, and the failure that matters. “Good conversation” is too vague; “updates the shipping address after the user corrects it and confirms the final state” is testable.
- Define the target distribution. Document language, domain, user types, task mix, typical and maximum turn counts, whether sessions span days, and which tools or backends are involved.
- Map candidates to the distribution. Compare the documented scope with your target. Mark each dimension as covered, partially covered, or absent. A large mismatch should trigger supplementation or a different benchmark.
- Check outcome observability. Identify the reference used to decide success: a label, database state, tool result, goal checklist, or human judgment. For an automated evaluator, require evidence that its decisions were compared with people, as proposed for the MultiTurnTaskBench design.
- Inspect interaction structure. For tool agents, verify that cases include awareness, selection, execution, state changes, and the final response. For memory agents, verify retrieval after intervening content and updates when facts change.
- Measure coverage and gaps. Build a matrix of behaviors versus scenarios. Add application-specific cases for anything missing, especially permissions, tool failures, adversarial instructions, cancellation, and changed goals.
- Pilot before setting a gate. Run a small sample end to end, inspect disagreements, and check whether failures reflect the agent or ambiguity in the dataset. Revise prompts and scoring rules before publishing a threshold.
- Verify the artifact. Follow the project’s data and code references and confirm current access, version, license, allowed use, and maintenance status. Record the exact release used so later scores remain comparable.
Build a comparison matrix for your own agent
A simple matrix prevents one attractive benchmark from carrying claims it cannot support. Use rows for behaviors and columns for candidate datasets. In each cell, record the evidence type and a short coverage judgment.
| Behavior to test | Evidence to record | Questions to ask |
|---|---|---|
| Remembering a constraint | Turn distance, distractors, and expected value | Must the fact survive unrelated turns? Can it be corrected? |
| Changed goal | Old goal, new goal, and final state | Does the scenario require abandoning an obsolete plan? |
| Tool use | Tool schema, arguments, return value, side effect | Is success judged on execution and state, not only the final text? |
| Task completion | Goal checklist or backend state | Can an evaluator verify completion independently? |
| User fit | Language, persona, domain, speech act | Does the test population resemble the people you serve? |
| Long-horizon behavior | Session boundaries and evolving context | Are retention, update, and deletion conditions represented? |
Common selection mistakes and fixes
Choosing by dataset size
More turns can improve statistical precision while still missing your core behavior. A smaller, domain-matched set with explicit state transitions may be more useful than a larger general dialogue collection.
Equating fluent responses with success
Require an external outcome wherever possible. A polished explanation after a failed tool call is still a failure if the user’s task was not completed.

Using a domain benchmark as a general benchmark
HR-MultiWOZ can reveal HR workflow behavior; it cannot establish performance for travel, finance, healthcare, or unrelated users. State the scope of every reported result.
Best Value
Ignoring language and persona mismatch
Translate or rewrite only with care. Language, speech acts, politeness, and persona assumptions can change the task itself. Prefer a benchmark whose original population resembles yours, then add local cases.
Trusting an automated judge without calibration
Compare evaluator decisions with human ratings on a representative sample, inspect false positives and negatives, and keep a human-review path for ambiguous or high-risk outcomes.
Assuming a published artifact is still usable
Project pages can outlive releases, links, licenses, or maintenance commitments. Verify those details at the time you adopt the dataset and record the version and access date internally.
How to report results responsibly
State the benchmark version, task subset, language, number of conversations or turns evaluated, scoring method, and any filtering. Separate model performance from evaluator uncertainty. Report per-behavior results when possible rather than one blended score that hides tool failures or memory failures.
Explain what the benchmark does not test. For example, a result on MT-Bench-101 can support a claim about the covered multi-turn dialogue tasks, while a DialogTool result can support claims about its stateful tool scenarios. Neither result alone demonstrates safe production behavior across every user, tool, language, or session length.
Use the benchmark as one layer in a test portfolio: broad dialogue checks, stateful tool scenarios, long-horizon memory cases, domain-specific workflows, and application-specific regression tests. Re-run the same fixed set after model, prompt, tool-schema, or memory-policy changes so that improvements and regressions are visible.
