There is no single best VPN for every large enterprise. Choose first between broad network access through a traditional VPN and application-specific access through a zero trust network access (ZTNA) service. Then compare products against your existing infrastructure, identity controls, workload, and operating requirements. An October 5, 2026, Expert Insights comparison lists Cisco Secure Client/AnyConnect, Fortinet FortiClient, Palo Alto Networks GlobalProtect, and Zscaler Private Access among its options, but assigns them different organizational fits rather than declaring one universal winner.
What does “best enterprise VPN” mean?
For some organizations, an enterprise VPN means a managed encrypted tunnel that gives a remote device access to corporate network resources. Others may need employees to reach only specific private applications. Those are different access models, and products described as VPN, ZTNA, or secure access service edge (SASE) are not automatically interchangeable.

NIST’s November 2022 publication, SP 800-215: Guide to a Secure Enterprise Network Landscape, discusses VPN, ZTNA, and SASE within the broader evolution of enterprise networking; it does not prescribe one as the universal replacement for the others. The practical question is which access model fits your users, applications, and risk controls.
When broad network access may be needed
A traditional remote-access VPN may suit work that depends on network-level reachability, including legacy protocols or applications that cannot be exposed through an application-specific access layer. Map which users need access to which network segments rather than assuming every remote user needs the same reach.

When application-specific access may fit
ZTNA commonly brokers a user’s access to authorized private applications using identity and device context. Zscaler describes Private Access as this kind of application-level access, rather than placing a user on the corporate network. Consider this model when narrow, application-by-application access is the goal; assess separately any systems or workflows that still require network-level access.

| Candidate | What the available information indicates | What to validate |
|---|---|---|
| Cisco Secure Client / AnyConnect | Cisco says Secure Client incorporates AnyConnect VPN/ZTNA and offers a unified cloud-management view for endpoint security agents. Expert Insights associates it with Cisco-first enterprises. | Required Cisco components, licensing, deployment architecture, and whether the combined client and management approach fits your environment. |
| Palo Alto Networks GlobalProtect | Palo Alto Networks describes deployments using its next-generation firewalls or Prisma Access. It lists authentication methods including LDAP, SAML, Kerberos, RADIUS, TACACS+, and client certificates, as well as two-factor authentication and endpoint HIP checks. Expert Insights associates it with Palo Alto ecosystem organizations. | Which authentication and endpoint features apply to your intended deployment, what licenses they require, and how the service fits your identity and network design. |
| Zscaler Private Access (ZPA) | Zscaler describes ZPA as a ZTNA service that brokers access to specific authorized applications rather than placing the user on the corporate network. | Whether application-specific access covers the needed workloads, how exceptions or network-level dependencies will be handled, and which product claims are supported by evidence relevant to your requirements. Zscaler’s security claims are vendor claims, not independently validated here. |
| Fortinet FortiClient / FortiGate | Expert Insights describes FortiClient as VPN plus endpoint software and associates it with Fortinet ecosystem organizations. Fortinet lists physical FortiGate firewall appliances, including the 7121F. | Required software and appliance components, licensing, model suitability, and performance for your traffic and deployment. The existence of a physical gateway product does not establish that a particular model is appropriate for your enterprise. |
That comparison also includes Twingate, Check Point Harmony SASE, Citrix Secure Private Access, Google Cloud VPN, and OpenVPN Access Server. Their inclusion illustrates why a list labeled “VPN” can span different architectures and roles; compare the access model and deployment function before treating options as direct substitutes.

1. Define access requirements
- List applications, network segments, and user groups that need remote access.
- Identify legacy protocols, non-web applications, administrator access, third-party access, and site-to-site requirements.
- Decide where broad network access is necessary and where access can be limited to particular applications.
2. Verify identity and device controls
Check single sign-on, multi-factor authentication, certificate support, identity-provider integration, device posture checks, endpoint-management integration, and policy enforcement. Confirm which capabilities are available in the proposed edition and license, and test the policies using representative users and managed devices.
3. Map architecture to your existing estate
Document on-premises and multi-cloud systems, network segmentation, internet egress, branch connectivity, and dependencies on existing vendor products. Compare cloud-managed, on-premises, hybrid, self-hosted, and appliance-based designs against those needs. NIST SP 800-215 is useful context for the changing enterprise network landscape, not an endorsement of a particular product.

4. Test scale and reliability with your workload
Have shortlisted vendors demonstrate peak concurrent sessions, throughput, latency, failover, geographic coverage, and client reliability under scenarios resembling your organization’s traffic and locations. Published capability lists or starting prices do not establish production performance. Set acceptance criteria before a pilot and test failure and recovery paths, not only normal operation.

- Central administration and the effort required to change policy.
- Logging, diagnostics, and the information operators need to investigate access problems.
- Support response, upgrade process, and staffing requirements.
- Whether the team benefits more from cloud-managed administration or needs the control of a self-hosted design.
6. Establish total cost and compliance fit
Request a quote for the actual user or device count and required feature tier, then model how costs change as deployment grows. Expert Insights’ published starting prices are not enterprise quotes and may change. Validate data handling, certifications, authorizations, retention, and regulatory requirements against current vendor evidence and your own control requirements; do not infer compliance from broad marketing language.

How can you reach a defensible decision?
- Write down the use cases. Separate user groups and applications that need network-level access from those suited to application-specific access.
- Set mandatory requirements. Record identity, device, architecture, operational, scale, and compliance needs, including the license tier or deployment component needed for each.
- Choose candidates that match the estate. Start with products aligned to infrastructure already in use, but include a distinct architecture when it could better meet the access requirement.
- Run a controlled pilot. Test representative users, devices, locations, applications, peak-load scenarios, policy changes, and recovery procedures against pre-set criteria.
- Compare the complete operating cost. Include the quoted feature tier, required infrastructure, deployment effort, administration, support, and expected growth—not just an advertised starting price.
- Confirm evidence before approval. Check current licensing, integrations, supported operating systems, performance specifications, compliance documentation, and contract terms directly with the vendor.
What the 2026 comparison can—and cannot—tell you
The October 5, 2026, Expert Insights list is useful for identifying candidates and their stated ecosystem fits. It does not provide a universal enterprise winner, prove performance for a particular deployment, or replace a requirements-based evaluation.
