How to Choose an Authorized Penetration Testing Service for a Financial Organization

By Freedom251 Team · · 11 min read

The right penetration-testing provider is the one that can test your specific financial systems, under written authorization, without creating unacceptable operational or data risk. Choose it by first documenting your objectives, assets, data flows, dependencies, test methods and risk limits; then compare providers on relevant experience, tester capability, independence, safety controls, reporting, evidence handling and remediation support.

Do not let a vendor’s default package define the engagement. Before any testing begins, sign rules of engagement (ROE) that identify authorized targets, dates and time windows, permitted exploitation, communication and escalation paths, third-party approvals, sensitive-data handling and conditions for pausing or stopping work.

What an authorized penetration test means

An authorized penetration test is a controlled attempt to identify and validate security weaknesses in systems that the organization has explicitly approved for testing. Authorization should come from the legal entity responsible for the assets and should be documented before testers receive access or send traffic.

Written authorization protects the institution, its customers and the testing team by defining what is allowed. It should cover the targets, methods, timing, contacts, data-handling rules and the degree of exploitation permitted. PCI Security Standards Council guidance states: “Prior to the commencement of any testing, it is important to document and agree upon the conditions in which testing is to be performed and the degree of exploitation, if any, that is permitted.”

A penetration test is not the same as a vulnerability scan. A scan may identify possible weaknesses automatically; a penetration test validates selected weaknesses through an agreed testing process and explains business impact, evidence and remediation. Payment-data environments may also need an Approved Scanning Vendor (ASV) service for PCI vulnerability scanning, but an ASV designation does not qualify a company for every penetration-testing engagement.

Define the engagement before comparing providers

Prepare a written scope and objectives document before requesting proposals. Otherwise, each firm will price and describe a different service, making comparison unreliable.

Inventory the systems and data flows

List the legal entities, business units, locations and environments involved. Identify internet-facing domains and IP ranges, internal networks, remote-access gateways, applications, APIs, mobile components, identity systems, payment components, databases and administrative interfaces. Map how customer, account, payment and authentication data moves between them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include systems that are managed, built or used by the organization, while marking infrastructure operated by a cloud host, processor, managed-service provider or other third party. Shared services and segmentation boundaries can change what is legally and technically testable.

State the security questions

Turn broad goals into testable questions, such as whether an external attacker can reach a critical application, whether an authenticated user can cross a privilege boundary, or whether network segmentation limits access to payment systems. Identify the threat perspective: external, internal, authenticated, unauthenticated or a combination. Specify whether the work is network-focused, application-focused or both.

Set operational risk limits

Decide which production systems may be tested, acceptable traffic rates, maintenance windows, blackout periods and actions that are prohibited. For example, the ROE may prohibit denial-of-service activity, destructive payloads, data modification, persistence, password spraying or access to real customer records unless separately approved. A provider should design methods around these limits rather than ask you to accept its standard playbook.

Record exclusions and dependencies

List excluded systems, shared services, subsidiaries, locations, test accounts and data sets. Explain dependencies that could make an apparently harmless action disruptive, such as authentication services, transaction queues, fraud controls or third-party APIs. Every exclusion should have an owner and a reason so that the final report distinguishes an untested area from a tested area with no finding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare proposals with a consistent scorecard

Send every candidate the same scope and request written answers. The following criteria reflect the issues that matter most in a financial environment.

Criterion What to request
Scope coverage A target list, test perspective, methods, dates, assumptions and explicit exclusions mapped to your systems and data flows.
Relevant experience Examples of comparable financial systems, network architectures, applications, payment environments and technologies tested by the proposed team.
Tester qualifications Names or roles of the people who will perform and review the work, their practical experience and the techniques they will use.
Quality assurance The firm’s process for peer review, evidence validation, severity review and report approval before delivery.
Independence and conflicts Disclosure of consulting, implementation or other relationships that could affect testing or finding severity.
Operational safeguards Rate limits, source addresses, monitoring coordination, pause criteria, emergency contacts and escalation procedures.
Third-party handling How cloud hosts, processors, managed services and shared infrastructure will be approved and included or excluded.
Reporting quality A redacted sample or report outline showing scope, methods, evidence, impact, severity rationale and remediation guidance.
Retest terms What remediation validation includes, how fixes are verified and when retest results will be delivered.
Evidence protection Storage location, encryption and access controls, retention period, deletion or return process and treatment of credentials or sensitive records.

Ask for the actual team and subcontractors, not just the firm’s general capabilities. A credential or logo on a proposal does not establish that the assigned testers fit your technology or threat model.

Verify the people, independence and quality controls

Confirm who will do the work

Obtain the proposed lead tester, application and infrastructure specialists, technical reviewer and engagement manager. Ask which portions will be subcontracted and whether substitutions require your approval. Request comparable assignments that demonstrate experience with your operating systems, cloud arrangements, application frameworks, authentication model and payment components.

Assess practical capability, not certificates alone

Professional certifications can indicate study or examination, but they do not prove that a tester can safely assess your environment. Ask candidates to explain how they would test a representative access path, validate a suspected issue without exposing customer data and distinguish an exploitable weakness from a scanner false positive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check independence and conflicts

Require disclosure of current or recent implementation, managed-service, software-development or remediation work for the systems being tested. Decide how conflicts will be handled, including whether an independent reviewer must approve findings or whether another firm should perform validation.

Examine quality assurance

Find out who reviews raw evidence, reproduces material findings, checks severity ratings and verifies that the report matches the agreed scope. A quality process should prevent unsupported claims, duplicate findings and severity labels that do not explain business impact.

Write rules of engagement that operators can follow

The ROE is the operational contract for the test. It should be specific enough that a tester, system owner and incident-response team would make the same decision during an unexpected event.

Authorization and targets

  • Name the legal entity authorizing the work and the accountable business and technical owners.
  • List domains, IP ranges, applications, accounts, facilities and environments in scope.
  • Mark excluded assets, production restrictions, shared services and areas needing separate written approval.
  • Identify the internal or external perspective and whether testing covers networks, applications, APIs or specified combinations.

Timing and test conditions

  • Set start and end dates, daily testing windows, blackout periods and maintenance constraints.
  • Define traffic or availability limits and prohibited actions such as destructive testing or denial-of-service activity.
  • Provide tester source IP addresses, approved equipment requirements and the communication channel for routine updates.
  • Specify how monitoring, security controls and the organization’s incident-response process will be handled.

Escalation and stop conditions

  • Name primary and backup contacts for the testing team, system owners, security operations and executives.
  • Define when a tester must pause immediately, such as service instability, suspected data exposure, unexpected access or an alert indicating a live compromise.
  • Set the escalation path, required notification time and authority that can resume or terminate the test.
  • Agree how evidence of an active compromise will be preserved and transferred to the incident-response team.

Exploitation limits

State whether testers may prove impact with a non-destructive demonstration, access a restricted record, create a temporary account, pivot between systems or attempt privilege escalation. If a step is not explicitly permitted, treat it as prohibited until written approval is obtained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handle cloud, processors and other third parties first

Your contract with a hosting provider or processor may prohibit testing without advance notice or written consent. A customer’s authorized scope can include systems it manages, builds or uses while excluding infrastructure supplied by a third party; the contract and technical ownership determine the boundary.

  1. Map every in-scope asset to its owner and hosting or processing agreement.
  2. Review acceptable-use, penetration-testing and notification clauses before selecting test dates.
  3. Obtain written approvals and required ticket numbers from cloud hosts, processors and managed-service providers.
  4. Give the tester the approved contacts, source addresses, windows and restrictions.
  5. Attach the approvals to the ROE and require the provider to stop if an asset appears outside the authorized boundary.

Do not assume that a cloud provider’s general permission covers a managed database, a neighboring tenant, a marketplace service or an integrated payment processor. Confirm each dependency.

Protect credentials, customer data and test evidence

Penetration testing may expose passwords, tokens, personal information, cardholder data or configuration secrets. Decide in advance whether real data may be accessed and what safer substitutes are available.

  • Issue named, least-privilege test accounts with an expiration date; avoid shared credentials.
  • Define whether testers may retrieve, copy, display or retain sensitive records and how much evidence is necessary to prove impact.
  • Require encrypted transfer and storage, restricted access, audit logging and a named evidence owner.
  • Set retention and deletion dates for raw captures, screenshots, credentials, logs and working notes.
  • Specify how credentials will be revoked and how evidence will be returned or securely destroyed at closeout.
  • Require immediate notification if sensitive data is exposed beyond the agreed limit.

The ROE should also explain how the provider will protect its own equipment, source addresses and collected evidence. A technically strong test can still create unacceptable risk if evidence is copied into uncontrolled tools or retained indefinitely.

Demand a report that supports decisions and remediation

Agree on deliverables before work starts. At minimum, require an executive report and detailed technical findings.

Executive report

The executive section should identify the business purpose, dates, overall scope, material exclusions, major risks and priorities. It should help leadership understand what the test can and cannot conclude without implying that excluded systems were secure.

Technical findings

Each finding should state the affected target, attack path, conditions, evidence, business or technical impact, severity rationale and recommended remediation. Include enough evidence for the system owner to reproduce the issue without exposing unnecessary customer information. A list of vulnerability names without context does not fulfill the improvement purpose of a penetration test.

Methods and limitations

Require a description of testing methods, access levels, tooling categories, time windows, rate limits, blocked techniques and interruptions. The report should explain whether a result was observed directly, inferred from configuration or limited by an exclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retest and validation

Define whether retesting is included, which findings qualify, the remediation evidence required and the deadline for validation. The final report should record what was retested, the result, residual risk and any issue that remains open. Ask about availability for a targeted validation after major fixes or architectural changes.

Understand PCI and financial-regulatory context

PCI penetration-testing guidance

PCI SSC’s Penetration Testing Guidance was published as an information supplement in September 2017. It provides practical engagement considerations, but it explicitly says that the supplement does not replace or supersede requirements in any PCI SSC standard. Use it to structure planning, then verify the current PCI DSS requirements that apply to your payment environment.

For PCI-related work, pay particular attention to access points, critical systems, segmentation, exclusions, third-party infrastructure, testing windows, communications, compromised passwords, sensitive data, tester source addresses and actions if a live compromise is discovered.

ASV scanning is a separate service

PCI SSC’s ASV program concerns approved vulnerability scanning. ASVs are evaluated for scan administration, scan performance and scan reporting and undergo annual recertification. That designation is evidence about the scanning program; it is not proof that the provider is qualified for every penetration test. If ASV scanning is relevant, verify the provider’s current program status directly with PCI SSC and procure the penetration test separately when required.

FFIEC BSA/AML guidance

FFIEC BSA/AML independent-testing guidance describes a risk-based approach whose scope and frequency are commensurate with a bank’s size, complexity, risk profile, activities, geography, technology and overall risk-management strategy. It addresses BSA/AML independent testing, not a universal penetration-testing interval. There is no single cadence, credential or procurement rule established for every financial organization; applicability depends on the institution, jurisdiction, payment environment, contracts and governing requirements.

Use a disciplined procurement process

  1. Assign ownership. Name the executive sponsor, security lead, system owners, procurement contact, legal counsel and incident-response lead.
  2. Document objectives and scope. Inventory assets and data flows, define threat perspectives, identify exclusions and set operational limits.
  3. Identify third-party permissions. Review cloud, hosting, processor and managed-service contracts and obtain required approvals.
  4. Issue a consistent request. Send each provider the same scope, ROE requirements, deliverables, evidence rules and response deadline.
  5. Interview the proposed team. Ask testers to walk through methods, safety controls, escalation decisions and a representative finding.
  6. Review evidence of quality. Examine a redacted report or outline, peer-review process, severity model, insurance, confidentiality terms and subcontractor controls.
  7. Score proposals against the same criteria. Record scope coverage, relevant experience, qualifications, independence, safeguards, third-party handling, reporting, retest terms and evidence protection.
  8. Negotiate the contract and ROE together. Resolve exclusions, notification times, stop conditions, data handling, retention, liability and change-control procedures before the start date.
  9. Run a readiness meeting. Confirm accounts, allowlists, monitoring contacts, backups, maintenance windows, approvals and emergency communications.
  10. Close the engagement deliberately. Receive the reports, revoke access, collect or delete evidence as agreed, brief owners and schedule remediation validation.

Warning signs in a provider proposal

  • The proposal offers a generic package without naming targets, exclusions, methods or test conditions.
  • The firm cannot identify the people who will perform and review the work.
  • A single certification or designation is presented as proof of universal capability.
  • The provider refuses to disclose conflicts, subcontractors or evidence-retention practices.
  • The report is described only as a vulnerability list, with no impact analysis or remediation guidance.
  • There is no emergency contact, pause condition, source-address plan or live-compromise procedure.
  • The provider assumes cloud or processor permission without reviewing the underlying contracts.
  • Retesting, validation scope and results are absent from the statement of work.
  • The firm requests unrestricted production access or real customer data when a safer test design could demonstrate the issue.

Make the final selection

Select the provider whose proposed team, methods and safeguards fit your documented risk—not necessarily the lowest bid or the broadest list of services. A defensible decision records why the scope is complete, which exclusions remain, how authorization was obtained, how sensitive evidence will be controlled and how findings will be verified after remediation.

Before the first packet is sent or account is used, both parties should be able to answer five questions unambiguously: What may be tested? When may it be tested? How far may exploitation go? Who is called if something unexpected happens? What happens to the evidence afterward? If any answer depends on an informal assumption, the engagement is not ready to start.
