Choose an antifouling coating by matching its operating assumptions and application limits to the vessel’s actual speed, idle time, routes, water conditions, fouling exposure, niche areas, maintenance plan and dry-docking interval. Then screen the shortlist for AFS Convention and local compliance, compatibility with planned cleaning, and total lifecycle cost. No single coating chemistry is best for every commercial vessel.

Start with the vessel, not the product catalogue

An antifouling system works within a particular operating and maintenance regime. A coating selected for a fast vessel that spends most of its time underway may be a poor choice for a ship that remains alongside or at anchor for long periods. Likewise, a system that performs well on a smooth main hull may not be suitable for sea chests, bow-thruster tunnels, rudders, propeller areas or other niche locations.

Build a written vessel profile before asking suppliers for recommendations. That profile becomes the basis for comparing technical data, application specifications and service-life assumptions.

Record the vessel and hull configuration

  • Vessel segment, size and hull form.
  • Substrate and coating zones, including the main hull and niche areas such as sea chests, bow thrusters, appendages and protrusions.
  • Existing coating type, age, thickness where known, condition, repair history and adhesion or failure observations.
  • Previous dry-dock dates, coating brands or systems used, and the areas that have required premature repair.
  • Locations where different substrates or operating conditions may require separate coating specifications.

Describe how the vessel actually operates

  • Typical speed range and the proportion of time underway.
  • Time alongside, moored or at anchor, including the longest expected idle period.
  • Trading routes, ports visited and anticipated changes in route or deployment.
  • Water temperature, salinity and known local fouling pressure.
  • Expected time between dry-dockings and the date of the next planned docking.
  • Planned inspection, touch-up and in-water-cleaning practices.

The International Maritime Organization identifies vessel design, operational profile, places visited and maintenance history as factors that influence biofouling. New Zealand Ministry for Primary Industries guidance likewise ties coating selection to the operational profile, planned time between dry-dockings, maintenance and correct application. That guidance is jurisdiction-specific; use it as a planning reference rather than as a universal legal standard.

Set the service-life target and maintenance assumptions

“How long should the coating last?” has no useful answer without a defined maintenance scenario. State the intended interval between dry-dockings and whether the hull will be inspected or cleaned in service. Include the cleaning equipment, frequency, permitted aggressiveness and whether waste capture is available at the intended cleaning locations.

Service life depends on both the coating system and the way it is applied and maintained. The required dry film thickness (DFT) must be specified for the selected system and verified during application. A coating applied below its required DFT, over poorly prepared steel or outside the manufacturer’s permitted conditions may not deliver the service period used in the commercial proposal.

Define acceptance criteria before procurement

Write down what a successful system must achieve. Typical criteria include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Coverage of the main hull and each niche area, with any separate systems identified.
  • Target service period until the next scheduled dry-dock.
  • Permitted cleaning method, cleaning interval and restrictions after application.
  • Required DFT, surface-preparation standard and application conditions.
  • Compatibility with sound existing layers or a requirement for complete removal.
  • Inspection records, repair procedure and documentation needed for class, flag or port-state review.

These criteria prevent a low purchase price from disguising a system that needs early cleaning, repair or recoating.

Pass the regulatory and environmental gate first

The International Convention on the Control of Harmful Anti-fouling Systems on Ships (AFS Convention) was adopted on 5 October 2001 and entered into force on 17 September 2008. It prohibits harmful organotin compounds acting as biocides and provides a mechanism for controlling other harmful substances.

Cybutryne requirements

Amendments controlling cybutryne entered into force on 1 January 2023. Ships must not apply or reapply an antifouling system containing cybutryne from that date. Where an affected system is already present, removal or application of a barrier coating is required at the next scheduled renewal after 1 January 2023, and no later than 60 months after the last application, subject to the exceptions and details in the Convention.

Certificates and surveys

Ships of 400 gross tonnage and above engaged in international voyages generally require an International Anti-fouling System Certificate and associated surveys. The threshold has vessel-category exceptions and other qualifications, so the operator should confirm the exact obligation with the flag administration and recognized organization.

AFS compliance and invasive-species control are related but distinct. A coating may address attachment or growth while the operator still needs a biofouling-management plan covering inspection, cleaning, documentation and movement between ports.

Compare coating approaches on the same axes

Commercial guidance describes biocidal and non-biocidal systems, including hard coatings, controlled-depletion or ablative coatings, self-polishing copolymers and fouling-release coatings. The available evidence does not support ranking one category as universally superior. Ask every supplier to state the operating assumptions behind its recommendation and to identify evidence from vessels with a comparable profile.

Approach or category What to establish with the supplier Important limitation
Biocidal coating Active substances, release behavior, permitted use in each jurisdiction, DFT, renewal interval and cleaning restrictions. Biocidal coatings prevent attachment by releasing substances toxic to aquatic life. Cleaning can produce pulses of biocide, particularly soon after application.
Non-biocidal system How the surface limits attachment or makes release easier, its speed and idle-time assumptions, and its approved cleaning method. Do not infer suitability from the label alone; performance still depends on route, fouling pressure, surface condition and maintenance.
Hard coating Resistance to the planned cleaning process, repairability, compatible primer and topcoat, and expected condition at the next dry-dock. A hard surface may still be damaged by an unsuitable cleaning method or poor preparation.
Controlled-depletion or ablative coating Expected consumption rate, required DFT, idle-period assumptions and recoating procedure. Service-life calculations must match the vessel’s actual operating profile and dry-dock interval.
Self-polishing copolymer Polishing behavior at the vessel’s speed and in its water conditions, plus compatible repair and cleaning procedures. Supplier performance estimates are conditional; confirm how they were established.
Fouling-release coating Surface-preparation requirements, handling during docking, cleaning limits and evidence from vessels with similar speeds and routes. Release performance is sensitive to operating and cleaning conditions and should not be treated as a guarantee.

For each candidate, require a technical statement covering the vessel speed and idle assumptions, route and water conditions, niche-area treatment, expected service period, DFT, compatible substrate and existing layers, application conditions, cleaning method, repair process and evidence supporting the recommendation.

Make application quality part of the selection

Two vessels can use the same product and obtain different results because surface preparation, mixing, environmental conditions and film thickness differ. The procurement package should therefore specify the application system, not only the product name.

Surface preparation and compatibility

Establish whether the existing coating can remain, which areas require removal, and what primer or tie-coat is approved. Obtain written compatibility confirmation for every retained layer. Where adhesion, blistering, contamination or unknown coating history makes compatibility uncertain, plan for additional testing or removal rather than assuming that a new antifouling layer will correct the problem.

Dry film thickness and application conditions

Use the manufacturer’s required DFT and measurement method. Record steel temperature, ambient temperature, humidity, dew-point margin, overcoating windows, curing time and the number of coats. The required DFT is tied to the service-life design; reducing it to save material can shorten the interval before repair or renewal.

Yard and applicator capability

Confirm that the selected yard can achieve the specified preparation standard, measure DFT, segregate incompatible materials and document repairs. Use qualified applicators familiar with the system. Include hold points for inspection before the next coat and before the vessel leaves dry-dock.

Design cleaning and inspection around the coating

Cleaning is not a neutral maintenance activity. The IMO states: “In-water cleaning is an important measure to remove biofouling from the hull and niche areas, but may physically damage the anti-fouling coatings, shorten coating service lifetime and release harmful waste substances and invasive aquatic species.”

The IMO approved guidance on in-water cleaning in 2025. Incorporate the planned cleaning method into the coating specification before purchase, and confirm:

  • Whether the coating permits in-water cleaning at all.
  • The earliest time after application when cleaning is allowed.
  • Brush, water-jet or other equipment limits.
  • Acceptable cleaning frequency and inspection intervals.
  • Whether capture, filtration or other waste controls are required.
  • Where cleaning is legally permitted on the intended route.

Cleaning soon after application can release pulses of biocide from a biocidal system. A method that removes fouling quickly but damages the film can reduce total service life and increase lifecycle cost. Record the coating condition before and after cleaning so that repeated damage is detected before it becomes a dry-dock failure.

Plan removal and waste handling

Renewal is more than applying a new coat over the old one. The IMO’s 2024 guidance on best management practices addresses removal of antifouling coatings and waste generated during removal. Prepare a shipyard plan for containment, collection, storage and compliant disposal, then verify the rules at the actual dry-dock location. Include contaminated blasting media, paint chips, wash water and other residues in the waste plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate lifecycle cost instead of paint price

Compare candidates over the intended operating period. A useful lifecycle calculation includes:

  • Material, freight and application labor.
  • Surface preparation, masking, staging and inspection.
  • Primer, tie-coat or complete removal where required.
  • Dry-dock days and lost operating time.
  • Scheduled and corrective in-water cleaning.
  • Touch-ups, niche-area repairs and propeller or appendage work.
  • Removal, containment and disposal of coating waste.
  • Survey, certification and documentation costs.
  • Any measured change in resistance, speed or fuel use.

Do not convert a supplier’s percentage estimate directly into a guaranteed financial return. Fuel savings depend on vessel size, speed, loading, weather, propeller condition, route, hull roughness and the quality of the baseline comparison. Include sensitivity cases for early cleaning, partial repair, a delayed dry-dock and different fuel prices rather than relying on one optimistic forecast.

Interpret fuel and resistance claims cautiously

IMO GreenVoyage2050 reports a potential reduction of 1–5% in total fuel consumption. The page does not state a year for that figure and says the potential depends on vessel size, segment, operational profile and trading areas. The same source reports that several commercial-ship and laboratory tests found high-end products reducing overall ship resistance by up to 8%. Those are source-reported potentials, not guarantees for an individual vessel.

For a ship-specific assessment, establish a normalized baseline before coating or major maintenance. Compare speed, power, draft, displacement, weather, sea state, propeller condition and route as consistently as practical. Use the same method after application and allow for the time needed for the coating to reach its intended condition. If the vessel cannot produce comparable data, present the claimed saving as an unvalidated hypothesis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand test-panel evidence

ASTM D6990 is a standard practice for evaluating biofouling resistance and physical performance using test panels. ASTM cautions that exposure conditions and fouling organisms vary across and within sites, and coating performance can vary accordingly. A panel result can help compare candidates under defined conditions, but it is not a guarantee that a coating will perform the same way on a particular trading vessel.

Use a repeatable procurement workflow

  1. Complete the vessel profile. Record speed, idle time, routes, water conditions, niche areas, existing coating, cleaning history and dry-dock interval.
  2. Set the service target. Define the planned time between dry-dockings, inspection frequency, cleaning method and acceptable repair threshold.
  3. Apply the legal screen. Check AFS Convention obligations, cybutryne status, flag and port requirements, product approvals and certificate needs.
  4. Request comparable proposals. Give every supplier the same vessel data and require assumptions, DFT, application conditions, cleaning limits, service-life basis and supporting evidence.
  5. Check compatibility. Confirm substrate, existing layers, primer or tie-coat, niche-area systems and removal requirements.
  6. Model lifecycle cost. Include application, downtime, cleaning, repair, waste, surveys and a range of possible fuel or resistance outcomes.
  7. Approve the application plan. Specify preparation, environmental limits, DFT measurement, inspection hold points and documentation.
  8. Write the maintenance plan. State when and how the hull may be cleaned, how waste is handled and what condition triggers repair.
  9. Measure the result. Keep coating, DFT, cleaning, fouling and performance records so the next dry-dock decision uses vessel-specific evidence.

Questions that should decide between shortlisted systems

Ask suppliers and the yard to answer these questions in writing, using the same format for every candidate:

  • What vessel speed, idle time and route conditions underpin the recommendation?
  • What service period is expected between the stated dry-dock dates?
  • What DFT is required on each hull and niche-area zone?
  • Which existing coatings can remain, and what preparation is required?
  • What cleaning equipment, timing and frequency are permitted?
  • What happens if the vessel is idle longer or trades in warmer or more fouling-prone water than assumed?
  • What evidence comes from comparable commercial vessels rather than laboratory or panel tests?
  • Which substances are present, what declarations are supplied, and where is the system approved?
  • What removal, containment and disposal procedure is required at renewal?
  • Which inspections and records are needed for the vessel’s flag, class and ports?

Common selection failures and their remedies

Choosing by product category alone

Symptom: The coating is selected because it is described as “premium,” “self-polishing” or “fouling-release” without matching vessel conditions.

Remedy: Require operating assumptions and comparable evidence. Re-score the candidate against speed, idle time, route, niche areas, cleaning and dry-dock interval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring idle periods

Symptom: The vessel performs well underway but accumulates fouling during long lay-ups.

Remedy: Include the longest expected idle period in the supplier brief and maintenance plan. Ask how the system is intended to be inspected and cleaned during that period.

Applying the specified product at the wrong thickness

Symptom: Early wear, holidays, uneven polishing or premature repairs.

Remedy: Verify DFT during application, retain measurement records and investigate preparation or environmental deviations before blaming the formulation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cleaning without checking coating limits

Symptom: Roughness, exposed primer, damaged niche coatings or increased fouling after cleaning.

Remedy: Follow the manufacturer’s approved method and timing, use capture and waste controls where required, and inspect the film after each operation.

Assuming treaty compliance covers every location

Symptom: A product meets a general AFS requirement but is rejected by a port, flag administration or local environmental authority.

Remedy: Verify national and port-level rules for the vessel’s actual itinerary and retain current declarations and approvals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a fuel-saving estimate as a promise

Symptom: The business case depends on a percentage that cannot be reproduced in operating data.

Remedy: Establish a normalized baseline, measure after application and report uncertainty. Use the estimate as a scenario, not as guaranteed savings.

What the final decision should look like

The final selection record should explain why the chosen system fits this vessel and what would invalidate that choice. It should identify the operating profile, route and water assumptions; hull and niche-area specifications; DFT and application controls; cleaning limits; legal approvals; expected dry-dock interval; lifecycle-cost assumptions; and the performance data that will be monitored.

If two systems remain technically acceptable, choose the one with the clearer evidence, better compatibility with the planned maintenance regime, lower regulatory uncertainty and a more practical application and waste plan. A slightly higher material cost can be justified when it reduces dry-dock disruption or repair risk, but only when those savings are documented in the lifecycle model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The right antifouling coating is therefore not a universal winner. It is the system whose chemistry, thickness, application quality, cleaning method and compliance profile remain suitable for the vessel’s real operations until the next planned decision point.
