The right AI provider is the one that can perform your defined task at an acceptable level of risk, cost and operational effort—not necessarily the provider with the biggest model or longest feature list. Start by documenting the business problem, the data involved and the consequence of a wrong or unavailable output. Then compare shortlisted services on evidence: security controls, privacy roles, output quality, integration, whole-life cost, support, resilience and exit terms.
Start with the business problem, not the provider
Write a short problem statement before viewing demonstrations or negotiating a licence. State who will use the system, which workflow or decision it will change, what the AI must produce and how you will measure success. A useful statement is specific enough to test: for example, “reduce the time a support team spends drafting replies while a human approves every customer-facing message.” “Use AI to improve productivity” is too vague to compare suppliers.

Define the task and the acceptable outcome
- Identify the users, their current process and the point at which AI will be introduced.
- Specify the output: classification, extraction, search, summarisation, drafting, prediction, conversation or another function.
- Set measurable acceptance criteria, such as accuracy on representative cases, response time, availability and review requirements.
- Describe what happens when the output is wrong, incomplete, biased or unavailable.
- Decide whether AI is appropriate at all. A rules-based system, conventional software or a human process may be safer and cheaper for a stable, well-defined task.
For each proposal, ask whether you should buy an established component, build a system, reuse an existing internal capability or combine components. Government guidance on AI procurement recommends weighing the uniqueness of the need, commercial maturity, internal skills and integration effort. An off-the-shelf product can still require custom configuration, data preparation, identity integration and ongoing service management.
Choose the operating model deliberately
Do not treat “one provider” as the default. One service may simplify procurement and support. A combination of providers may give you a specialist capability, stronger resilience or a way to keep a sensitive workload separate. The additional interfaces, contracts, monitoring and failure modes can outweigh those benefits, particularly for a small business. Record why the selected model is proportionate to your users, data and risk.

Map your data before you compare services
An AI provider cannot be assessed properly until you know what information will enter the service, what it may generate and where it will go. Make an inventory for each proposed use case rather than assuming that all business data has the same risk.
Classify the information
- List personal data, including information about customers, staff, children or other identifiable people.
- Identify commercially sensitive material such as source code, pricing, contracts, product plans and credentials.
- Record regulated, confidential or legally privileged information and any restrictions in contracts with your own customers.
- Separate training or reference data from live prompts, uploaded files, logs and generated outputs.
- Document retention requirements, deletion triggers and any need to keep records in a particular jurisdiction.
Map the flow from the user’s device to the provider, its subprocessors, storage, monitoring systems, support staff and any downstream application. Ask whether prompts and outputs are retained, whether they are used to improve a model, and whether administrators can restrict that use. A marketing statement about “private” processing is not a substitute for service-specific terms.
Assess data quality and bias
AI quality depends on the information and labels used in the workflow. Check whether your data is complete, current, representative and consistently formatted. Note known gaps, historic decisions that may encode bias, and categories for which the system has little evidence. A provider’s general benchmark does not prove that its output is suitable for your own documents, language, customers or operating conditions.
Scale security due diligence to the harm that could occur
The National Cyber Security Centre (NCSC) puts the principle plainly: “Any time you choose to use a service operated by a third party to handle and process your data, you will need to build confidence that they will act responsibly, taking care of your data as expected.” The depth of your review should follow the consequences of loss, leakage, corruption or unavailability.

Use a proportionate review
A small organisation using non-sensitive information for a low-impact task may be able to complete a focused review of access control, data use, incident handling, availability and contract terms. Sensitive information, bulk personal data or a service whose failure could cause substantial financial, safety, legal or public harm warrants a deeper assessment using the NCSC’s 14 cloud security principles.
The principles are a due-diligence framework, not a certificate that makes a service safe. Review the contracted AI service and, where relevant, the hosting platform underneath it. A provider may run its application on another cloud or rely on several subprocessors; your risk assessment must cover the configuration and responsibilities that actually affect your data.
Ask for evidence, not slogans
| Area | Evidence or answer to request | Why it matters |
|---|---|---|
| Identity and access | Authentication options, role-based access, administrator controls, logging and support-access procedures | Limits unauthorised use and shows who can reach data or settings |
| Configuration | Secure defaults, tenant separation, encryption, key management and change-control information | Many incidents result from configuration rather than a model defect |
| Operations | Vulnerability management, staff training, monitoring, incident notification and independent assurance evidence | Tests whether controls operate in practice |
| Resilience | Backup, recovery objectives, service dependencies, outage history where available and continuity arrangements | Shows what happens when the service is unavailable or data is corrupted |
| Shared responsibility | A clear division of duties for your tenant, integrations, identities, prompts, outputs and the provider platform | Prevents gaps between your team and the supplier |
Ask for the version and scope of any assurance report, not merely a logo or a list of standards. Confirm that the evidence covers the service and region you will buy. Establish how the provider handles a security incident, what information it will give you, and how quickly you must be notified to meet your own obligations.

For every processing activity, determine who decides the purposes and essential means of processing. A supplier may be your processor for one activity, a controller for another, or part of a joint-controller arrangement. The label in a sales document is not enough: map the actual decisions and data flows across the supplier and its subprocessors.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Record the processing relationship
- Describe the purpose, categories of people and data, operations, duration and permitted instructions.
- Identify every subprocessor that can access or process the information, including changes and objection or approval mechanisms.
- State who responds to access, deletion, correction and other data-subject requests.
- Define responsibilities for security incidents, investigations, notification and evidence preservation.
- Set out retention, return and deletion at the end of the service, including copies in backups and logs where applicable.
Where the supplier acts as a processor, the written terms should cover documented instructions, confidentiality, security measures, subprocessors, assistance with data-subject rights and impact assessments, incident assistance, audit or review and return or deletion at termination as applicable. Check precisely how the supplier may use customer data for its own purposes, including model improvement, and ensure that any such use is authorised and compatible with your legal basis and notices.
Complete a data protection impact assessment when the proposed processing requires one. A cloud-security review does not replace a DPIA. The Information Commissioner’s Office AI contract guidance is under review following the Data (Use and Access) Act, so verify the current legal requirements and the facts of your particular processing before signing.
Test quality, limitations and governance on your own task
Agree what “good enough” means before procurement. Ask the provider what the system is based on, its known limitations, update process, evaluation methods and safeguards. Request information about bias testing, explainability and the controls available to review or override an output.
Build a representative evaluation set
- Collect a lawful, representative sample of real or carefully anonymised cases, including difficult and edge cases.
- Define the correct answer or acceptable range for each case and decide which errors are unacceptable.
- Run the same cases through each shortlisted service under comparable settings.
- Record accuracy, omissions, fabricated content, inconsistent treatment, latency, failure messages and the amount of human correction required.
- Repeat tests for relevant user groups, languages, document formats and operating conditions.
- Set a monitoring plan for production, with an owner, review frequency, escalation route and a way to suspend the system.
Do not infer suitability from a provider’s general benchmark. Your test should reflect your data, workflow and consequences. For high-impact decisions, keep a meaningful human review and an appeal or correction route. Document when the system may advise, when it may act automatically and when a qualified person must decide.

Plan for change
Models, safety filters, interfaces and subcontractors can change after you buy. Contract and operational plans should say how material changes are announced, tested and approved. Decide whether a model update requires a new evaluation, DPIA review, user training or customer notice. Keep version and prompt configuration records where they are needed to investigate a decision.
Compare integration and operating effort, not just features
List every dependency required to make the service useful: identity and access management, APIs, data connectors, storage, workflow tools, monitoring, human review, staff training and support. Estimate internal effort for implementation, testing, security review, procurement, documentation and ongoing administration.
| Cost category | Questions for each provider |
|---|---|
| Implementation | What configuration, data preparation, integration and testing are required? Which skills must you supply? |
| Usage or licence | Is pricing based on seats, requests, tokens, storage, features or a minimum commitment? What happens at limits? |
| People and training | How much user training, policy work, prompt design, review and change management will be needed? |
| Support | Which support channels, response times, service hours and escalation paths apply to your plan? |
| Maintenance | Who maintains connectors, permissions, evaluation sets, monitoring and compliance records? |
| Risk and failure | What is the cost of downtime, incorrect output, remediation, rework or an incident? |
| Exit | What will data export, migration, parallel running and deletion cost if you leave? |
Compare this whole-life cost rather than a headline subscription. A low licence price can become expensive if integration is difficult, support is limited or every model change requires custom work. Conversely, a more expensive service may reduce internal administration or provide evidence needed for a regulated workflow.

Decide whether UK hosting is actually required
Data location matters when a law, customer contract, internal policy or documented risk decision requires it. If that requirement applies, ask how UK-based hosting is maintained for the specific service, data types, backups, logs, support access and subprocessors you will use. “The company is based in the UK” does not establish where processing occurs.
Best Value
Record regions and transfer mechanisms in the contract and verify what happens when the provider changes its infrastructure. If UK location is not a genuine requirement, do not treat it as a proxy for every other security property; assess access, governance and resilience directly.
Review availability, concentration and lock-in
Ask what happens during an outage, account suspension, model withdrawal or provider failure. Establish service commitments, recovery arrangements, status communications and any limits on your ability to retrieve data or continue operating.
Provider concentration is both a technical and commercial risk. Dependence on one supplier may be acceptable for a low-impact workload, while a critical process may need a tested fallback, a second provider or a non-AI procedure. Multiple providers add complexity, so choose them only when resilience, specialist capability or a legal requirement justifies the overhead.
The Tool Desk

- Specify the formats and time limits for exporting prompts, source files, outputs, metadata, configuration and audit records.
- Test whether an export is complete and usable without the provider’s proprietary interface.
- Document how data is returned or deleted from live systems, backups, logs and subprocessors.
- Identify a replacement process, alternative supplier or manual fallback for each critical function.
- Estimate migration, dual-running, retraining and contract-termination costs.
- Assign an owner and review the plan when the service, data or compliance requirements change.
Portability is not just a contractual sentence. Run a small export or migration exercise before committing to a critical dependency.
Use a weighted shortlist and decision record
Give each requirement a weight based on business impact, then score providers against evidence rather than sales claims. A practical shortlist covers:
- Task fit and results on your representative evaluation set
- Accepted data types, retention, data use and processing roles
- Security controls, independent evidence and shared responsibilities
- Accuracy, limitations, bias evaluation, explainability and monitoring
- Integration effort, required skills and operational workload
- Total cost through implementation, use, support, maintenance and exit
- Availability, resilience, portability and concentration risk
- Contract terms, support commitments and privacy assistance
- Data location where a specific legal, contractual or risk requirement applies
Keep a written record of unanswered questions, accepted risks, rejected alternatives and approval owners. “Not stated” is a finding that requires clarification; it is not evidence that a control exists. Set a review date because provider features, prices, subprocessors, security evidence and location terms can change.
A practical decision sequence for a UK business
- Define the need: write the task, users, success measures and consequences of error or outage.
- Choose the approach: compare buying, building, reusing or combining components against uniqueness, skills, maturity and integration.
- Map data: classify personal and commercial information, flows, retention, quality, bias and location requirements.
- Set assurance depth: use a focused review for low-risk data and the NCSC’s 14 principles for sensitive, bulk or high-impact use; complete a DPIA separately when required.
- Demand evidence: examine access, configuration, operations, incident response, resilience, subprocessors and shared responsibilities.
- Test the AI: evaluate representative cases, user groups, limitations, explainability and human controls.
- Agree privacy and contract terms: document roles, instructions, security, assistance, audit, data use, retention and termination provisions.
- Calculate whole-life cost: include integration, training, support, maintenance, risk and exit—not only the licence.
- Plan resilience and exit: decide whether concentration is acceptable, test export and document a fallback.
- Approve and review: record residual risk, owners and a date for reassessment after material changes.
Common selection mistakes
- Choosing from a feature list: a capability is irrelevant if it fails your task or cannot be governed.
- Assuming a benchmark transfers: generic test results do not establish performance on your data.
- Calling every supplier a processor: roles depend on actual decisions and purposes for each operation.
- Equating a security badge with due diligence: scope, version, service configuration and shared responsibility still need review.
- Ignoring support and exit: migration, incidents and model changes create costs after implementation.
- Demanding UK hosting without a reason: location is important when required by law, contract or risk, but it does not replace broader controls.
- Skipping human accountability: define who reviews, corrects and explains consequential outputs.
- Assuming one contract covers every data flow: prompts, files, logs, support access and subprocessors may have different handling.
What a good final recommendation looks like
Your decision paper should name the use case, approved data, expected benefits, evaluation results, residual risks, privacy roles, security evidence, implementation owner, whole-life cost, resilience choice and exit method. It should also state why the rejected options were unsuitable. No provider can be recommended responsibly without those facts; the appropriate choice changes with data sensitivity, budget, technical requirements and the harm an error could cause.
