Choose the software path before you choose the processor. Write down the model, task and Windows application or runtime you will use, then verify which execution provider—CPU, GPU or a particular NPU—can run that model. A Copilot+ PC is required for some Windows features that specify a 40+ TOPS NPU, but it is not a universal requirement for local machine learning. Windows ML can run supported ONNX workloads on CPU, GPU or NPU hardware, subject to the model, driver, Windows build and provider support.

What an “AI PC” does—and does not—tell you

“AI PC” is a marketing category, not a workload specification. Two computers sold under that label can have different processor architectures, memory capacities, graphics hardware, cooling systems and software support. Neither the label nor a processor family name proves that your chosen model will run locally, use an NPU or meet a latency target.

Start with four questions:

  • Which model or models will you run, and in what format?
  • What task matters: text generation, image processing, speech, classification, computer vision, video or something else?
  • Which application or runtime will load the model?
  • Does that software support the exact CPU, GPU or NPU in the computer you are considering?

Microsoft describes Windows ML as a local inference framework powered by ONNX Runtime. It supports x64 and ARM64 systems and can select CPU, GPU and NPU execution providers. That makes the runtime and provider support more important than a generic “AI” sticker.

When a Copilot+ PC is actually necessary

Copilot+ is relevant to particular Windows experiences, not to every local model. Microsoft’s Copilot+ PCs developer guide says many new Windows AI features require an NPU capable of 40+ trillion operations per second (TOPS). This is a platform-feature threshold, not a universal inference-speed benchmark. A machine can perform local inference without meeting that threshold, while a 40+ TOPS machine can still fail to run a third-party model if the software has no compatible provider.

Before paying for a Copilot+ designation, identify whether the Windows feature you need explicitly lists Copilot+ or a 40+ TOPS NPU as a requirement. If your goal is simply to run an ONNX model locally, evaluate the model’s provider compatibility and measured performance instead.

An NPU also needs software written to use it. Microsoft notes that NPU execution can require model conversion or quantization and an appropriate Windows ML provider. An NPU that exists in the specifications but is unsupported by your application may remain idle while the CPU or GPU does the work.

CPU, GPU and NPU: choose the path that matches the workload

Workload or goal Hardware path to investigate Checks before purchase
Built-in Windows AI feature that names Copilot+ NPU meeting the stated platform requirement Exact feature requirement, supported Windows edition and build, and supported device list
Sustained, power-sensitive inference with NPU support NPU Operator and model compatibility, supported precision or quantization, driver, provider availability and real workload performance
High-throughput image, video or generative work Discrete GPU is a candidate Runtime support, usable GPU memory, model compatibility, cooling and benchmarks for the actual workload
Small models, broad fallback or development experiments CPU and/or integrated GPU Measured latency, system memory use, thermal behavior and whether the application has a compatible provider

CPU: the broadly available fallback

CPU inference is available on the widest range of Windows computers and is often the fallback when an accelerated provider cannot load a model. It can be adequate for small models, preprocessing, testing and occasional requests. Its suitability depends on model size, context length, precision, thread behavior and the latency you can accept. Do not infer performance from core count alone; measure the complete application path, including model loading and preprocessing.

GPU: throughput when the software can use it

Microsoft characterizes discrete GPUs as generally offering the highest performance for high-throughput image, video and generative workloads. That is a general hardware description, not a benchmark for a particular laptop. Verify that your runtime supports the GPU provider, that the model’s operators are implemented, and that the GPU has enough memory for the model, context and intermediate tensors. A nominally powerful GPU can still fall back to the CPU when one unsupported operator breaks the accelerated graph.

NPU: efficient sustained inference, with stricter software requirements

NPUs are designed for efficient, sustained AI inference and can reduce power use during supported workloads. Their benefit is conditional: the model must use operators the provider implements, the model may need conversion or quantization, and the Windows build and driver must expose the provider. NPU TOPS is not directly comparable to GPU performance across architectures, precisions or applications, so do not use the number as a standalone speed promise.

Pick the Windows software route first

Microsoft’s Windows AI solution comparison separates three practical routes:

  • Windows AI APIs: ready-to-use Windows models and features when your application fits the APIs Microsoft exposes.
  • Foundry Local: a broader model catalog and hardware support for applications that need a packaged local-model experience.
  • Windows ML: a lower-level route for bringing ONNX models and selecting execution providers with more control.

The Windows AI FAQ also explains how applications can access local hardware. Select the route that matches your application architecture; buying a processor first and searching for a compatible runtime later reverses the safest order.

Windows ML compatibility requirements

Windows ML targets CPU, GPU and NPU execution through providers. Microsoft’s overview states that CPU support and GPU support through DirectML are available on supported Windows versions, while hardware-optimized providers for NPUs and specific GPUs require Windows 11 version 24H2 (build 26100) or later. Provider and device requirements can change, so check the current documentation and vendor release notes for the exact model of computer.

For each candidate, verify all of these layers:

  • Architecture: x64 or ARM64, and whether the application supplies a native build or relies on emulation.
  • Windows build: edition and version, including whether the required provider needs Windows 11 24H2 or newer.
  • Driver: graphics, NPU and chipset drivers supplied for the exact laptop SKU.
  • Model format: ONNX or the format required by the application, with supported operators and tensor types.
  • Precision and quantization: whether the provider accepts the model’s FP32, FP16, INT8 or other representation, and whether conversion changes accuracy acceptably.
  • Application behavior: which provider it selects, whether it falls back automatically, and how it reports a fallback.

Ask the application vendor for a device-and-model compatibility statement when documentation is unclear. “Supports Windows” is not enough; you need support for the specific accelerator and model path.

A step-by-step buying process

  1. Define the workload. Record the model name and version, file format, expected input size, context length, precision, request frequency and acceptable latency. Include preprocessing, postprocessing and batch size rather than describing only the neural network.
  2. Name the runtime. Identify the application, SDK or framework that will load the model. Confirm whether it uses Windows ML, ONNX Runtime, DirectML, a vendor provider or another path.
  3. Map supported providers. Find out whether the runtime can use CPU, integrated GPU, discrete GPU or the exact NPU family. Check operator coverage and the documented fallback behavior.
  4. Check Windows and drivers. Match the candidate’s Windows edition and build to the provider requirements. For optimized NPU or GPU paths, verify Windows 11 24H2 (build 26100) or later where the documentation requires it, then confirm current drivers for the exact SKU.
  5. Decide whether Copilot+ matters. Buy for a 40+ TOPS NPU only when a Windows feature or supported application you actually need specifies that requirement, or when your validated runtime benefits from that NPU.
  6. Size memory for the complete job. Account for model weights, runtime overhead, context or activation memory, operating-system use and other applications. For GPU execution, check dedicated GPU memory; system RAM cannot automatically substitute for it without a performance penalty or a different execution path.
  7. Evaluate sustained behavior. Compare configuration-specific measurements under a long enough run to expose throttling, fan noise, battery drain and temperature. A short benchmark or a peak specification does not establish sustained performance.
  8. Verify the exact SKU. A product family can contain different CPU architectures, memory amounts, GPU options and NPU capabilities. Check the manufacturer’s full model number, not just the family name or retailer headline.
  9. Test before the return window closes. Run the exact model and representative inputs. Record provider selection, first-response time, steady-state latency, throughput, memory use and errors on both wall power and battery if mobile use matters.

How much memory and GPU memory do you need?

There is no universal RAM or GPU-memory minimum established for all local machine-learning workloads. Requirements change with model parameter count, context length, precision, quantization, batch size, image or video dimensions and application overhead. A compact classifier and a long-context generative model can have radically different needs even when both are described as “local AI.”

Use the model’s documented size as a starting point, then add runtime and working memory. Leave headroom for Windows and the rest of your workflow. If the model barely fits, expect loading failures, swapping or a provider fallback. For a discrete GPU, confirm that the complete model and working set fit in dedicated memory at the intended precision; otherwise, a partially offloaded graph may be slower than a CPU run.

Battery life, cooling and portability are part of performance

Local inference keeps computation on the computer, so sustained workloads expose the limits of a thin chassis, cooling system and battery. An NPU can be attractive for supported, continuous low-power inference, while a discrete GPU may deliver higher throughput at greater power and heat. A laptop that wins a short burst test can lose over a 30-minute session if it throttles.

When comparing mobile systems, look for measurements made with the same model, precision, input size and power mode. If no independent, configuration-specific result exists, treat the vendor’s peak TOPS or GPU figures as specifications rather than proof of application performance.

Where the common buying assumptions fail

“Copilot+ means every AI model will use the NPU.”

It does not. NPU use requires application support, a compatible provider and often a prepared model. A Copilot+ label establishes a platform capability for specified Windows experiences; it does not certify every third-party framework.

“More TOPS always means faster inference.”

TOPS depends on operation type and precision and does not account for memory bandwidth, unsupported operators, model conversion, thermal limits or software overhead. Use a benchmark for the exact model and runtime.

“A discrete GPU is automatically the best choice.”

A GPU is a strong candidate for throughput-heavy workloads, but the application must expose a compatible provider and the model must fit its memory. For light, intermittent or battery-sensitive work, a CPU or NPU path may be more practical.

“The product-family specification applies to every configuration.”

It may not. CPU architecture, NPU generation, RAM, storage, GPU and display options can vary within one family. Confirm the exact SKU and its driver package.

“If acceleration is unavailable, the application will explain why.”

Some applications silently fall back to the CPU. Check logs, provider settings or diagnostic screens and run a controlled test. A working result is not proof that the intended accelerator was used.

Windows AI examples: useful evidence, not universal guarantees

Microsoft describes Phi Silica as an NPU-optimized local language model for Copilot+ PCs, exposed through Windows AI APIs. This is a concrete example of a model integrated with a supported Windows platform path. It does not establish compatibility for every third-party model, nor does it turn the Copilot+ requirement into a general rule for local inference.

Use such examples to confirm that a particular Windows feature is supported, then separately validate your own application, model file and provider.

A practical comparison worksheet

Item to record Candidate A Candidate B Why it matters
Exact SKU and architecture Record manufacturer model number Record manufacturer model number Prevents family-name assumptions
Windows edition and build Record installed or supported build Record installed or supported build Providers can have version requirements
CPU provider Supported/not supported; measured result Supported/not supported; measured result Provides broad fallback coverage
GPU provider and memory Provider, dedicated memory and benchmark Provider, dedicated memory and benchmark Determines whether high-throughput work fits

System memory and storage Installed capacity and free space Installed capacity and free space Models, caches and applications need headroom
Sustained behavior Long-run latency, temperature and battery result Long-run latency, temperature and battery result Reveals throttling and power trade-offs

Fill the worksheet with measurements from the exact model and representative workload. If a value cannot be verified, mark it as unknown and treat that uncertainty as a purchase risk rather than filling it with a generic processor claim.

What to do when the model runs slowly or falls back

  • Confirm provider selection first. Inspect runtime logs or settings to see whether the CPU, GPU or NPU actually executed the graph.
  • Update only compatible software. Check Windows build, chipset and graphics/NPU drivers, then use the provider version documented for your runtime.
  • Validate the model graph. Identify unsupported operators or data types. Convert or quantize only when the provider and application support the resulting model.
  • Reduce the working set. Test a smaller input, shorter context, lower batch size or an approved quantized model, and measure the effect on accuracy.
  • Check thermals and power mode. A battery saver setting or sustained thermal throttling can change results even when the provider is functioning.
  • Use CPU as a diagnostic baseline. A CPU run can reveal whether the problem is model correctness, provider setup or hardware throughput.

The shortest defensible buying rule

Buy the computer that has a verified execution path for your exact model and runtime, enough memory for the complete workload, and sustained performance within your power and portability limits. Add a 40+ TOPS NPU when a required Windows feature or validated application needs Copilot+ capability—not merely because the box says “AI PC.”
