Choose an AI consulting partner only after you can state the business problem, the measurable result, the data involved, and the controls the engagement requires. Then assess the actual delivery team, comparable evidence, testing discipline, security and third-party practices, integration and portability, support, and exit terms. A limited pilot using representative work should precede any broad rollout.
This approach applies to law, accounting, architecture, engineering, marketing, IT, financial, and other professional-services firms. Public-sector guidance from NIST and the UK Government offers useful evaluation principles, but your client obligations, jurisdiction, contracts, and risk tolerance determine the controls you need.

1. Define the problem before discussing AI
A partner should respond to your workflow, not persuade you to adopt a product looking for a use case. Write a short problem brief before issuing a request for proposals or taking demonstrations.

Describe the current workflow
- Name the process, such as preparing engagement letters, reviewing contracts, classifying support tickets, drafting research summaries, or extracting data from client documents.
- Identify who performs each step, which systems they use, where work is delayed, and where quality varies.
- List the information handled: confidential client records, personal data, privileged material, financial information, intellectual property, or public content.
- Record a baseline where practical: average cycle time, rework, error categories, review hours, backlog, or acceptance rate.
State an outcome and a boundary
Define what improvement would justify investment and what the system must not do. An outcome might be reducing first-draft preparation time while keeping a qualified professional responsible for every client-facing conclusion. Include a time horizon, eligible users, excluded matters, and an escalation path for uncertain output.

Ask whether AI is appropriate
Require the prospective partner to explain why AI is suitable and which simpler alternatives were considered. A rules-based workflow, search improvement, template redesign, better data integration, or additional staff may solve the problem with less risk. UK Government procurement guidance specifically recommends explaining AI’s relevance while remaining open to non-AI solutions.
2. Build a shortlist around the people who will deliver
The selling firm’s reputation is not the same as the capability of the assigned team. Request names, roles, expected allocation, and accountability in the proposal.
Require a multidisciplinary team
Depending on the use case, the team may need machine-learning or prompt-engineering expertise, data and integration skills, information security, privacy and legal knowledge, process design, change management, project management, and professional-domain experience. NIST procurement guidance notes that complex AI implementation can require change-management and project-management capabilities in addition to technical skills.
Verify actual involvement
- Who is the engagement lead and who can approve technical or risk decisions?
- How many hours or days will each named person contribute during discovery, pilot, deployment, and support?
- Which people are employees, subcontractors, or temporary specialists?
- Who remains accountable after the sale if a key individual leaves?
- What access will your subject-matter experts have to the team?
Ask for comparable work
Request examples involving similar workflows, data sensitivity, integrations, organizational scale, and professional accountability. Ask what the partner itself delivered, what a subcontractor delivered, which outcomes were measured, and what failed or required redesign. A polished demonstration unrelated to your operating conditions is weak evidence.
3. Demand evidence instead of promises
Use a consistent evidence request for every credible bidder so that a confident presentation does not outweigh a cautious but testable proposal.

Evidence to request
- A written solution design tied to your problem brief.
- Comparable case studies with the supplier’s precise role and measured results.
- References, where clients are permitted to provide them.
- A representative demonstration using your tasks or a protected synthetic substitute.
- A test plan covering normal, edge, and adversarial conditions.
- Defined performance measures, thresholds, limitations, and known failure modes.
- Examples of evaluation reports, audit trails, or reproducibility records.
- A human-review design showing when output is accepted, checked, corrected, or rejected.
Look for honest limitations
A credible partner can explain where the system is unreliable, what data it has not seen, how performance changes across document types or languages, and which decisions remain with professionals. Treat claims such as “hallucination-free,” “fully autonomous,” or “works with any data” as reasons to ask for specific test evidence, not as buying criteria.
Understand current evaluation work
On March 18, 2026, the U.S. General Services Administration and the Center for AI Standards and Innovation announced work on evaluation science for federal procurement, including benchmark selection and hands-on testing in real workflows. That announcement shows growing public-sector attention to practical evaluation; it does not establish that any commercial consulting partner is effective. Your firm still needs its own task-based acceptance tests.

A pilot converts a proposal into evidence while limiting exposure. Agree on scope, data, measures, and stop conditions before work begins.
Design the pilot
- Select representative tasks. Include routine cases, difficult cases, exceptions, and examples that contain the ambiguity professionals actually encounter.
- Protect the data. Use approved production data only when contracts and security controls permit it; otherwise use de-identified or synthetic material that preserves the workflow’s complexity.
- Freeze the evaluation protocol. Define the inputs, expected outputs, reviewers, scoring method, review time, and sampling approach before seeing results.
- Measure more than speed. Track quality, factual or classification errors, omissions, review effort, escalation frequency, consistency, and failure recovery.
- Test varied conditions. Change document formats, writing styles, input completeness, and workload levels. Record where performance degrades.
- Set acceptance and stop rules. Decide what minimum performance is required, what risks are unacceptable, and who can halt the pilot.
- Document reproducibility. Record model versions, prompts or configurations, retrieval sources, data snapshots, and evaluation code or procedures so results can be repeated.
Keep human review explicit
Map each output to a responsible role. For low-impact drafting, a professional may review every result before use. For client advice, legal analysis, financial decisions, or other high-impact work, define mandatory approval, source checking, conflict checks, and escalation for uncertainty. “Human in the loop” is meaningful only when the reviewer has enough time, context, authority, and training to detect and correct errors.
5. Examine data, confidentiality, security, and third parties
Data handling is a selection and contract issue, not a technical footnote. Have counsel, information security, privacy, and the relevant practice leader review the proposed flow.

Map every data movement
Request a diagram showing where prompts, documents, embeddings, logs, outputs, backups, and telemetry travel. Identify regions, hosting providers, model providers, subprocessors, support personnel, and administrative access. Ask whether content is retained, for how long, and whether it is used to train or improve a service.

- Check confidentiality, privilege, privacy, records-retention, and client-contract requirements in each jurisdiction where data is processed.
- Require least-privilege access, strong authentication, encryption in transit and at rest, segregation of customer data, and documented access reviews where appropriate.
- Ask how prompts and outputs are logged, who can view logs, and how sensitive values are redacted.
- Request incident-notification timeframes, vulnerability-management evidence, penetration-test or assurance reports where available, and a process for investigating harmful output.
- Confirm deletion and return procedures for live data, backups, caches, indexes, and derived artifacts at the end of the engagement.
Manage dependencies
NIST AI Risk Management Framework guidance on third parties recognizes that outside models, data, software, and services can improve efficiency while adding complexity and opacity. Require an inventory of those dependencies, ownership of each component, change-notification commitments, availability assumptions, fallback arrangements, and a plan if a model, API, cloud region, or subcontractor becomes unavailable.
6. Establish governance before rollout
Assign responsibility before users receive access. NIST describes its AI Risk Management Framework (AI RMF) as voluntary and intended to improve the incorporation of trustworthiness considerations into the design, development, use, and evaluation of AI systems. Its functions are Govern, Map, Measure, and Manage. The companion Playbook supplies suggested actions; it is “neither a checklist nor set of steps to be followed in its entirety.”
Define decision rights
- Business owner: accountable for the process, outcome, budget, and acceptable use.
- Technical owner: accountable for architecture, integrations, access, configuration, and operational reliability.
- Risk reviewers: responsible for privacy, security, legal, professional, and client-impact questions relevant to the use case.
- Users and approvers: trained on permitted data, review duties, prohibited uses, and incident reporting.
Set operating controls
Document approved use cases and data classes, model or prompt changes, quality sampling, monitoring signals, incident severity, escalation contacts, and reassessment dates. Decide what triggers suspension: a material quality drop, a security incident, a changed model, a new data source, or an unacceptable client complaint.
Scale controls to impact
An internal brainstorming aid may need lighter controls than a system that influences client advice, eligibility, financial outcomes, safety, or access to services. A risk-based approach avoids both careless deployment and unnecessary bureaucracy.

7. Compare proposals on lifecycle value and exit options
Do not rank bids by implementation price alone. Build a total-cost view that includes internal time and the cost of operating the system after launch.
Comparison rubric
| Axis | Evidence to request | Questions to resolve |
|---|---|---|
| Problem fit | Written workflow, baseline, outcome, and explanation of why AI is appropriate | Does the design solve the stated problem or merely showcase a tool? |
| Delivery team | Named roles, allocation, experience, accountability, and subcontractors | Who does the work and who remains responsible? |
| Demonstrated capability | Comparable examples, references, demonstration, and pilot results | Is evidence relevant to your data and professional context? |
| Measurement and reliability | Test protocol, thresholds, limitations, reproducibility, and review points | How will you know when output is good enough? |
| Data and security | Data-flow map, retention rules, access controls, assurance evidence, and incident process | Can the arrangement satisfy client and legal obligations? |
| Governance and third parties | Model and supplier inventory, documentation, monitoring, and escalation plan | What changes outside your control could alter risk? |
| Integration and portability | Interfaces, interoperability, export formats, documentation, and transition plan | Can another team operate or replace the solution? |
| Support and economics | Implementation, training, monitoring, support, usage, model, and internal costs | What is included, recurring, metered, or extra? |
| Contract and IP | Deliverables, acceptance criteria, ownership or licenses, change control, and data exit | What can your firm reuse, modify, or take elsewhere? |
Use the same evidence request and scoring scale for each bidder, then tailor weighting to risk. For a high-impact deployment, give more weight to assurance, monitoring, security, and accountability than to a low-risk internal experiment. NIST and UK guidance provide principles, not a universal regulatory scorecard.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Negotiate contract, ownership, and portability terms
Specify deliverables and acceptance
List the workflows, integrations, documentation, training, evaluation artifacts, runbooks, dashboards, and source or configuration materials to be delivered. Define objective acceptance tests, remediation windows, change-approval procedures, and who pays when requirements change.
Clarify intellectual property
State who owns or licenses custom code, connectors, prompts, evaluation datasets, labeling work, reports, and other work product. Separate your confidential information and client material from the partner’s pre-existing tools and general know-how. Obtain rights broad enough to operate, audit, maintain, and transition the system.
Protect the exit
Require usable exports of data, metadata, configurations, logs, evaluation results, and documentation. Specify deletion certificates or equivalent confirmation, assistance with migration, notice periods, transition rates, and continued access during an orderly handover. NIST procurement guidance highlights interoperability, open licensing considerations, and reducing vendor lock-in; the exact result must be negotiated for your engagement.
Best Value
Price the full lifecycle
- Discovery, design, and implementation fees.
- Integration, data preparation, labeling, and testing.
- Training, change management, and internal staff time.
- Model, hosting, storage, retrieval, and usage charges.
- Monitoring, security reviews, upgrades, and support.
- Rework caused by model changes or new requirements.
- Transition, migration, and data-destruction services.
UK guidance warns that gaps in continued support can create costs. Ask what happens when the initial support period ends, which service levels apply, and what response is available for a serious quality or security incident.
9. Questions for partner interviews
Use open questions, then ask for documentary evidence rather than accepting assurances.
- What business problem do you believe we should solve, why is AI suitable, and what simpler alternatives did you consider?
- Which people will perform the work, how much time will they spend, and who is accountable after launch?
- Show a comparable engagement. What was your role, what did you measure, and what did not work as expected?
- Can you demonstrate representative tasks and identify failure modes, uncertainty, and human-review points?
- Which models, datasets, tools, cloud services, and subcontractors are involved?
- What changes if one of those components changes price, policy, performance, or availability?
- What data do you need, where is it processed, who can access it, how long is it retained, and how is it deleted or returned?
- How will you test quality, robustness, security, bias, and performance limitations, and what evidence will we receive?
- How are model, prompt, data, and integration changes approved and recorded?
- What documentation, training, monitoring, and support are included, and what costs extra?
- What do we own or license, what can we export, and what transition assistance is included if we change providers?
10. Recognize weak proposals and recover safely
Warning signs
- The proposal begins with a branded tool rather than your workflow and outcome.
- The firm will not name the delivery team or disclose subcontractors.
- Case studies provide percentages without a baseline, method, timeframe, or supplier role.
- The demonstration uses idealized data and avoids exceptions or review effort.
- Security answers are generic and omit retention, training use, regions, access, or deletion.
- The partner cannot describe model dependencies, fallback options, or change notification.
- Ownership, export, acceptance, and post-launch support are “to be discussed later.”
- The partner promises autonomy while giving no escalation or stop procedure.
Recovery actions
Pause expansion, preserve logs and evaluation materials, restrict access, and notify the designated owner when a pilot produces harmful or unreliable output. Re-run the agreed tests, isolate whether the cause is data, configuration, integration, model change, or user practice, and require a documented remediation decision. If the issue affects clients, confidentiality, or legal obligations, follow your incident and client-notification procedures rather than waiting for the supplier’s preferred process.
11. Make the decision and oversee the relationship
Select the partner whose evidence best matches your problem and risk, not the one with the largest feature list or most impressive presentation. Record the decision, rejected alternatives, assumptions, residual risks, acceptance results, and the person authorized to approve expansion.
Use stage gates
- Discovery gate: problem, baseline, data classification, alternatives, and success measures approved.
- Pilot gate: protected data, test protocol, named reviewers, stop rules, and contract terms approved.
- Production gate: acceptance results, training, monitoring, incident routes, support, and rollback plan approved.
- Review gate: scheduled checks of quality, cost, security, client impact, model changes, and continuing business value.
Monitor after launch
Track output quality and review corrections, not just uptime or usage. Watch for drift in documents, client matters, language, workload, or model behavior. Reassess when a provider changes a model or subprocessor, when your firm adds a new data class, or when a professional identifies a new failure pattern. Keep the ability to pause, revert, or retire the system without losing essential records or client service.
How do I choose an AI consulting partner for my firm?
Start with a documented business problem and measurable outcome. Shortlist partners with named multidisciplinary teams and relevant delivery evidence. Test claims in a bounded pilot, require explicit human review, map data and third-party dependencies, and compare lifecycle cost, security, support, portability, ownership, and exit terms. Approve rollout only when the evidence and governance fit the impact of the work, then monitor the system as an ongoing professional and operational responsibility.
