Choose the provider that can demonstrate capacity for your exact accelerator, zone, account and dates—not the one that merely lists the chip or offers a discount. Start by specifying the workload, verify product-specific location support and your project quota, then obtain written confirmation of the provider’s actual capacity mechanism. A quota, a future reservation request and a billing reservation solve different problems.
Availability changes by accelerator model, region and zone. The practical decision is therefore a capacity-and-risk assessment, not a permanent ranking of cloud brands.

Why uncertain chip supply changes the cloud decision
AI capacity has three separate dimensions:
- Technical support: whether the accelerator and service are offered in the required location.
- Entitlement: whether your project, subscription or account has enough quota to request the resources.
- Physical capacity: whether the provider can allocate those resources when you need them.
These checks are independent. Google Cloud states that a region can show GPU quota even when GPUs are not currently available there. In other words, a successful quota check does not prove that a VM, managed training job or inference endpoint can start.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCommercial products also have different meanings. A capacity reservation can attempt to hold compute, while a future reservation request may require approval and remain conditional. A billing reservation can reduce the price of capacity you already deployed without holding any service capacity. Treating all three as interchangeable is a common cause of delayed launches.

Define the workload before comparing providers
Write a one-page capacity specification. Provider sales teams and reservation systems can only confirm what you describe precisely.
Record the accelerator requirement
- Accelerator family and generation, including whether an alternative generation is acceptable.
- GPU or TPU memory required by the model, batch size and framework.
- Number of devices, hosts and clusters, plus whether the job needs a particular topology or high-speed interconnect.
- Required service: virtual machines, Kubernetes, a managed training service, a managed model endpoint or another platform.
Do not write only “accelerators.” A request for one current-generation device is a different allocation problem from a request for 64 devices connected as one training cluster.
Record the schedule and interruption tolerance
- Earliest start date and hard deadline.
- Expected run length and whether usage is continuous or in bursts.
- Whether the job can be queued, split into stages, moved to another zone or paused and resumed from checkpoints.
- Maximum acceptable delay and the business consequence if capacity arrives late.
Training jobs often need a fixed block of interconnected devices. Inference may need fewer devices but continuous availability, predictable latency and a failover location. A provider that can eventually supply a large training block may still be unsuitable for an always-on endpoint if replacement capacity is uncertain.

Decide in advance whether you can use another accelerator generation, a different region, a second provider, a smaller cluster, quantized inference or a managed service instead of raw VMs. Every substitute should have an acceptance test: maximum performance loss, memory limit, software compatibility and data-transfer impact. This turns a shortage into a controlled decision rather than an emergency redesign.

- Check the service-specific location table. Confirm the exact accelerator, region and zone for the service you intend to use. A location that supports a GPU on Compute Engine may not expose the same device through GKE or a managed AI service. Google publishes separate GPU and TPU location information and flags some GPU locations as limited availability.
- Check account quota. Verify the project, subscription or account has quota for the accelerator family, device count and region. Request increases early; approval timing is separate from physical allocation.
- Attempt a small, representative deployment. Where practical, request the exact SKU and zone rather than a generic family. A successful small VM is useful evidence, but it does not prove that a larger cluster or a future date will be available.
- Ask for an explicit capacity path. Obtain the product name, configuration, location, dates, quantity and conditions in writing. Ask whether the result is an immediately usable reservation, a future request subject to approval, a quota allocation or only a financial discount.
- Recheck before committing data and schedules. Record the check date, exact SKU, zone, quota result and provider response. Capacity information is dynamic, so an earlier green light is not a permanent guarantee.
Google Cloud’s GPU documentation warns: "Some regions might display quotas even though GPUs are not currently available in that region."
How the major capacity mechanisms differ
| Provider | Documented mechanism | What it can and cannot establish | Checks before commitment |
|---|---|---|---|
| AWS | EC2 Capacity Blocks for ML | Advance blocks for eligible GPU instances for a defined duration and machine-learning use. AWS announced on June 12, 2026 that blocks can be booked up to eight weeks ahead, last up to six months and cover one to 64 instances. These are product terms, not a universal guarantee for every account or region. | Supported instance family, account eligibility, region, requested dates, cluster size, current capacity and whether the framework can use the instance. |
| Microsoft Azure | VM Capacity Reservations; separately, Microsoft Foundry provisioned-throughput (PTU) reservations | VM reservations can fail when quota or provider capacity is insufficient. Foundry PTU reservations provide a billing discount for deployed PTUs; they do not reserve service capacity. | Confirm VM size and region support, quota, allocation result and model deployment capacity. Keep VM capacity reservations separate from PTU billing reservations. |
| Google Cloud | GPU and TPU reservations, Flex-start options and approval-based future requests, including calendar-mode reservations | Availability is location-specific. Immediate and flexible options have different conditions; future requests may require approval. Google’s calendar-mode documentation describes qualifying reservations for future periods of up to 90 days. | Accelerator version and zone, project quota, approval and eligibility, reservation duration and whether Compute Engine, GKE or Vertex AI offers the same device in that location. |
AWS: evaluate EC2 Capacity Blocks for ML
EC2 Capacity Blocks for ML are designed for customers that need GPU instances in advance for a defined machine-learning period. The June 12, 2026 announcement describes booking as far as eight weeks ahead, durations up to six months and block sizes from one through 64 instances. The announcement also gives GovCloud examples: P6-B200 in GovCloud US-West, and P6-B200 and P6-B300 in GovCloud US-East.
Those figures describe the announced product scope and regional examples, not a promise that every listed instance is available to every customer. Before relying on a block, confirm the supported instance family, your account’s eligibility, the region, exact start and end times, cluster size and current inventory. Verify that your training stack, drivers and interconnect assumptions match the selected instance.
Capacity Blocks are most useful when a deadline justifies a fixed reservation window and the workload can consume the instances continuously. They are less suitable when dates are uncertain, the job can use many interchangeable SKUs or the team needs an indefinite pool. Compare the cost of unused hours inside the block with the cost of a late start.
Azure: separate VM capacity from PTU billing
VM Capacity Reservations
Azure VM Capacity Reservations target supported VM sizes in specified regions. Creation can fail if the requested allocation cannot be met. Azure’s documentation advises checking supported sizes, location and quota before creating the reservation. A reservation that has not been successfully allocated should not be counted as launch capacity.

Microsoft Foundry PTU reservations
Foundry PTU reservations are a different product. They discount billing for provisioned throughput units that you have deployed; they do not hold model-serving capacity. Microsoft states: "Because capacity availability for model deployments is dynamic and changes frequently across regions and models, always create deployments first, then purchase the Azure Reservation to cover the PTUs you’ve deployed."
Follow that order. First deploy the required model in the target region and verify usable throughput. Only then purchase a reservation sized to the PTUs actually deployed. Buying the discount first can leave you paying for an entitlement without a working deployment.
Google Cloud: match reservation type to timing
Google Cloud documents GPU and TPU location tables, quota requirements, immediate reservations, Flex-start options and approval-based future requests. The same accelerator family may have different availability in different zones, and a managed service may expose a narrower set than Compute Engine.
Immediate and flexible options
Use an immediate reservation when the workload can start now and the exact zone and device are available. Flex-start can suit jobs that can wait for placement under the product’s stated conditions, but it should not be described as a guaranteed start time unless the reservation terms explicitly provide one.

Future and calendar-mode requests
Approval-based future requests are planning tools, not automatic allocations. Google’s calendar-mode documentation describes qualifying GPU and TPU reservations for future periods of up to 90 days; eligible accelerator types, durations and approval conditions vary. Record the approval status, start window and cancellation or change rules, and keep a fallback region or accelerator ready until the capacity is actually usable.

| Dimension | Questions to answer | Why it matters |
|---|---|---|
| Capacity proof | Is this an allocated reservation, a pending request, a quota grant or a discount? | Only an allocated resource proves that the provider has accepted the placement. |
| Scope | Which accelerator SKU, host count, zone, service and account are covered? | A reservation for one VM type may not cover another generation or managed service. |
| Timing | How far ahead can you request, and what is the usable start window? | Future requests and fixed blocks have different scheduling risks. |
| Duration | What is the minimum term, and are unused hours charged? | Long blocks reduce availability risk but increase waste if the project slips. |
| Change rules | Can dates, quantity or zone change? Is cancellation allowed? | Model-training schedules often move after data or software failures. |
| Dependencies | Are networking, storage, images, licenses and quota ready in the same location? | Compute capacity is unusable if a dependent service cannot be provisioned. |
| Failure remedy | What happens if allocation is late or a host fails? | Define refunds, replacement capacity, migration and escalation before the deadline. |
| Operational fit | Can the team checkpoint, monitor and move the workload? | Portability lowers the cost of a regional or provider failure. |
A procurement workflow that reduces launch risk
- Freeze the specification. Write the accelerator, memory, device count, topology, service, region, zone, start date and run duration.
- Create a fallback matrix. Rank alternate zones, generations, providers and managed services. Mark which changes require model retuning or data movement.
- Validate software early. Run a short compatibility test with the intended framework, drivers, container image, networking and checkpoint storage on each acceptable accelerator.
- Check quota and location support. Save screenshots or API responses with timestamps, because both quota and location availability can change.
- Request capacity in provider language. Ask for an allocation tied to the exact SKU, quantity, zone and dates. Do not accept “available in the region” as confirmation of your account’s placement.
- Test the allocation. Deploy the smallest representative unit, then the full topology if possible. Validate interconnect performance, storage throughput and endpoint behavior.
- Align commercial terms. Match the reservation term to the schedule, document cancellation rules and buy billing discounts only after the underlying deployment works.
- Set a revalidation checkpoint. Reconfirm capacity shortly before data transfer and again before the launch window. Keep the fallback path technically ready until the primary job starts.
Common failure modes and fixes
Quota exists but the VM will not start
Likely cause: quota is present but physical capacity is exhausted in the selected zone. Try another supported zone or accelerator, ask the provider for an explicit allocation path and do not infer availability from the quota screen.
A reservation request is rejected
Check the exact VM or accelerator size, location, account quota and requested dates. Azure documents that VM reservation creation fails when quota or provider capacity is insufficient. Correct the deficient condition or move to a pre-approved alternative; a rejected request is not a partial guarantee.
A discounted PTU reservation exists but the model cannot deploy
The discount is not a capacity hold. Deploy the model first in the required region, verify throughput, then purchase the reservation for the deployed PTUs. If deployment is unavailable, change the region or model plan rather than treating the discount as evidence of capacity.
Best Value
The provider confirms a future request but the date slips
Ask whether the request was approved, allocated or merely submitted. Confirm the exact start window, quantity and cancellation terms. Keep checkpointing, a second zone and a smaller emergency configuration ready until the devices are usable.
The first VM works but the cluster does not
Large placements add topology, host and networking constraints. Request the full cluster shape, test interconnect and verify that all dependent services can be placed in the same location. If the workload supports it, split the job into checkpointed stages or smaller batches.
When to choose each provider mechanism
- Choose an AWS Capacity Block when a defined machine-learning window, eligible instance family and known cluster size justify an advance block and the announced booking limits fit your schedule.
- Choose an Azure VM Capacity Reservation when you need supported VM sizes in a specific region and can obtain a successful allocation after checking quota and capacity.
- Use an Azure Foundry PTU reservation only as a billing decision after the model deployment and required PTUs are already working.
- Choose a Google immediate reservation when the exact GPU or TPU, zone, quota and service are available now.
- Use Google Flex-start or a future/calendar request when the workload can tolerate the product’s waiting and approval conditions and you retain a fallback.
Keep the decision current
Accelerator support, inventory, quota and reservation terms are volatile. Before purchase or publication of an internal plan, recheck the provider’s current location table, exact SKU, zone, quota, reservation eligibility, approval status and cancellation rules. Record the date and the person or system that confirmed each item.
