What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Choose an AI agent platform by proving two things in a controlled pilot: every side-effecting action is evaluated at the boundary where it can do harm, and the resulting evidence lets an investigator reconstruct who acted, what was proposed, which policy applied, what decision was made, and whether anything executed. A policy page or attractive dashboard is not proof of runtime enforcement.
The right platform depends on your cloud and identity commitments, agent architecture, regulatory duties, retention rules, channels, and the tools agents can call. Use the framework below to test those conditions rather than accepting a universal ranking.

What “reliable enforcement” should mean
Reliability is a claim to verify, not a product category. An agent can produce a harmless answer, call an internal function, invoke an external API, write to a database, send a message, or start a process. Each action may cross a different trust boundary. A control that checks the initial prompt may not inspect a later handoff, a tool call, an MCP destination, a shell command, or a direct API request.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- Is the request intercepted before the side effect reaches its destination?
- Can the policy return explicit allow, deny, and human-review outcomes?
- What happens when evaluation times out or the policy service is unavailable?
- Does the event record both the decision and the execution result?
Controls should fail according to your risk appetite. A payment, deletion, credential change, or production deployment normally needs a deny-by-default or mandatory-review path when the policy engine cannot answer. A low-risk read-only lookup may tolerate a different failure mode. Require the platform and your implementation to document that behavior instead of inferring it from marketing language.
Compare platforms on the enforcement boundary, not the feature list
Use the following axes as a common scorecard. They are decision criteria, not a neutral benchmark; the available documentation does not establish comparative efficacy or an overall winner.
| Axis | Questions to verify in your tenant | Evidence to retain |
|---|---|---|
| Enforcement surface | Are model actions, framework tools, external APIs, MCP destinations, shell or process calls, and selected functions all intercepted? Is the decision made before the side effect? | Architecture diagram, request IDs, denied-call tests, and destination logs |
| Policy behavior | Is there a dry-run or inspect-only mode? Are allow, deny, and review states distinct? What is the timeout and outage behavior? | Policy version, evaluation result, reason, latency, timeout and fallback records |
| Identity and least privilege | Does each agent have its own identity? Can access be limited to registered tools and destinations? Can it act as itself or on behalf of a user? | Principal, delegated-user, IAM and destination mappings |
| Audit evidence | Can you correlate agent, user, policy version, proposed action, tool or destination, decision, reason, execution outcome and timestamp? | Searchable events, export tests, and monitoring correlation |
| Conversation privacy | Does an event contain full text, a transcript pointer or no content? Where are transcripts stored? Can retention be configured? Which channels are omitted? | Retention configuration, transcript retrieval test and channel inventory |
| Operational fit | Does it integrate with your identity provider, SIEM, data-loss-prevention controls, cloud, deployment pipeline and compliance ownership? Are features available in your region, tenant and license? | Tenant-specific documentation, license confirmation and an owner for each control |
| Change evaluation | Can representative traces be graded and rerun after prompt, policy, tool or routing changes? Can deployment history be correlated with runtime evidence? | Versioned test dataset, trace results and release approval |
Map the complete execution path before testing
Start with a diagram from the user request to the model, orchestration layer, every tool, gateway, external service and final side effect. Mark where data leaves a trust boundary and where an irreversible action can occur. Include alternate routes: retries, handoffs, background jobs, direct API calls, connectors, MCP servers and administrator channels.

Assign an identity to each meaningful hop. An agent that shares a broad service account with unrelated workloads makes least-privilege analysis and forensic attribution difficult. Prefer identities that can be scoped to registered destinations and APIs, and distinguish an agent acting as itself from an agent acting on behalf of a user.
Then define the evidence contract for every action. At minimum, an investigator should be able to retrieve:

What the documented platforms demonstrate
Google Gemini Enterprise Agent Platform
Google’s governance guidance describes a staged sequence: provision workload identities such as SPIFFE IDs, register tools and destinations, configure IAM policies, configure Model Armor, configure semantic governance policies, deploy Agent Gateway, and monitor traffic in Cloud Logging. Semantic governance policies are intended to align actions with user intent and organizational constraints. The sequence is useful because it places identity, destination registration and gateway monitoring around the agent rather than treating a prompt policy as the entire control.
The guide documents dry-run or inspect-only operation before active enforcement. In that mode, administrators can inspect policy evaluations and check Cloud Logging without blocking traffic. Move to blocking only after confirming that every relevant route generates an event. Test whether traffic actually traverses Agent Gateway, and which runtimes, destinations and tools are covered; a gateway cannot enforce calls that bypass it.

Microsoft Copilot Studio, Power Platform policies and Purview
Microsoft documents Power Platform data policies for governing agent features and capabilities, and describes Agent 365 as a centralized observability and policy-enforcement control plane for onboarded Copilot Studio agents. The practical question is which agent, connector, channel and outbound path is onboarded and governed in your tenant, not whether a control exists in the service catalog.
Purview audit documentation lists authoring events such as creation, deletion, publishing, sharing, authentication changes and component changes, plus a CopilotInteraction event for usage. One user action can generate multiple SDK-layer events, so define correlation rules before relying on event counts. Usage records include time, organization, user or resource identifiers and a transcript thread ID. The full chat text is stored separately and can be retrieved through DSPM for AI; an audit event therefore should not be assumed to contain the conversation itself.

Microsoft says some channels are excluded from logging. Activity collection is enabled by default, but Purview audit logs can be disabled, and a retention policy can be set to zero days for Copilot Experiences to prevent retention of user and agent text. Verify channel coverage, retention policy, transcript access, export and the required Microsoft 365 licensing and tenant eligibility. The documented transcript and audit behavior does not apply to FedRAMP tenants in the same way.
Customer Lockbox also does not cover every outbound data path: Copilot Studio security audit logging and certain Agent 365 governance and audit events use separate pipelines. Map those pipelines to your data-handling and access-review requirements rather than assuming one lockbox setting covers all records.
Review Microsoft security and governance documentation and the Purview audit-event guide.
OpenAI Agents SDK and API evaluation surfaces
The Agents SDK tracing documentation says traces can collect model generations, tool calls, handoffs, guardrails and custom events for inspection in a dashboard. Tracing is enabled by default but can be disabled globally or per run. It is unavailable for organizations using OpenAI APIs under a Zero Data Retention policy, so confirm that constraint before making traces part of your compliance design.
Tracing is valuable for reconstructing workflow behavior, but availability and coverage must be tested in the actual deployment. Ensure custom tools emit the fields your investigators need, preserve correlation IDs across services and define how sensitive arguments are redacted or retained.

The guardrail behavior has important boundaries. Input guardrails run only for the first agent in a chain, output guardrails only for the final agent, and tool guardrails only on function tools to which they are attached. For side effects, place validation next to the tool that performs the action, then test every handoff and alternate tool path. Responses API and Agents SDK applications do not automatically inherit Codex Auto-review; developers must add review and enforcement in their own harness. For sensitive cybersecurity actions, use independent filesystem, network, identity and project boundaries, and record decisions and outcomes.
OpenAI’s evaluation guidance describes traces as end-to-end records of model calls, tool calls, guardrails and handoffs. Trace grading can identify workflow issues, while repeatable datasets and evaluation runs let you benchmark changes over time. Use these mechanisms to compare versions of a prompt, policy, tool schema or router instead of approving a change from a few successful examples.
Read the Agents SDK tracing documentation, the agent-evaluation guide, and the guardrails and human-review guide.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Audit logs are not necessarily conversation transcripts
Separate three kinds of evidence in your requirements:
- Control-plane events: authoring, publishing, sharing, authentication and configuration changes.
- Runtime events: model calls, tool requests, policy evaluations, handoffs, approvals, denials and execution outcomes.
- Content records: prompts, responses, tool arguments, attachments and full transcripts.
A platform may provide one category without the others. A runtime event containing a transcript thread ID can prove that a conversation existed while keeping the text in a separate store. Conversely, a transcript may show what a user wrote but not prove that a blocked API request never reached its destination.
Best Value
Ask where each category is stored, who can read it, how long it is retained, whether legal holds or deletion policies apply, and how records are exported to your SIEM or case-management system. Test searches using a known correlation ID, then verify that an investigator can join the policy event, tool event, destination response and transcript pointer without privileged database work.
A practical evaluation script
- Draw the path. Include user, model, orchestrator, every tool, gateway, external system, retry route and background worker. Mark each side effect and trust-boundary crossing.
- Build a representative case set. Include allowed, prohibited, ambiguous and unavailable-policy cases. Add prompt-injection attempts and attempts to route around a guarded tool where relevant.
- Run non-blocking first. Use dry-run or inspect-only mode when available. Confirm that every relevant request creates a searchable policy evaluation, including alternate channels, agents, tools and endpoints. Investigate missing events before enabling blocking.
- Enable blocking for a limited scope. Verify that denied requests do not reach the destination, ambiguous requests pause for the required review, and timeout or policy-service failures follow the documented fallback.
- Reconstruct each test. Starting with the user and agent identity, find the policy version, proposed action, decision, reviewer if any, execution result, timestamp and transcript or payload location.
- Change one variable. Modify one prompt, policy, tool configuration or routing rule, then rerun the same cases. Compare traces and audit evidence, not just the final answer.
- Make it release control. Store the dataset, expected decisions, trace grades and audit queries with the deployment. Require reruns after policy, prompt, model, tool, connector or gateway changes.
- Confirm commercial and geographic fit. Verify licensing, region, tenant restrictions, channel coverage, retention, SIEM export and operational ownership for the exact deployment before signing.
Failure modes that expose weak controls
A policy blocks the prompt but not the action
Cause: validation is attached to initial input or final output while a later handoff or tool call performs the side effect. Fix: attach enforcement at every side-effecting tool and test direct, retried and alternate routes.
The dashboard shows activity but no decision
Cause: telemetry records a model response or transcript without the policy version, outcome or destination. Fix: require a joinable policy-evaluation event and prove that it reaches your monitoring system.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe transcript exists but the action cannot be proven
Cause: content retention is being mistaken for execution evidence. Fix: correlate transcript pointers with tool requests, destination acknowledgements and policy outcomes.
Logs disappear during an investigation
Cause: retention is disabled, set to zero, limited by channel, or excluded by tenant type. Fix: test retention and export with real records, document deletion schedules and obtain legal or compliance approval for the required period.
Blocking creates unsafe workarounds
Cause: a denied connector can be replaced by an ungoverned endpoint or service account. Fix: inventory all egress paths, restrict identities and destinations, and include bypass attempts in the case set.
Questions to put to each vendor and internal owner
- Which exact calls are intercepted before execution, and which are outside the enforcement boundary?
- Can we see allow, deny, review, timeout and unavailable-policy outcomes as separate searchable states?
- What identity is recorded when an agent acts for a user, and can that identity be limited to approved destinations?
- Can we export policy evaluations, traces, tool calls and outcomes to our SIEM with stable correlation IDs?
- Does an event contain content, a transcript pointer or metadata only? Where is the content stored?
- Which channels, connectors, runtimes, regions and tenant types are excluded?
- Can administrators disable logging, and can retention policies remove message text before our required period?
- What licensing, regional, FedRAMP or other eligibility conditions change the documented behavior?
- How are policy, prompt, model, tool and deployment versions linked to runtime evidence?
- Who owns policy updates, exception approvals, log monitoring and incident response?
How to make the selection
Choose the platform that covers your highest-risk side effects with the fewest unmonitored paths, provides identities and least privilege you can operate, and produces evidence your investigators can actually retrieve. Favor staged rollout when you need to discover coverage gaps safely: inspect first, block second, then keep the same cases in release review.
Do not award the decision based on the number of policy types, a polished dashboard or a claim that an “audit log” exists. Approve only after a tenant-specific test demonstrates enforcement before the side effect, complete identity and decision evidence, known transcript handling, acceptable retention, and repeatable evaluation after changes.
