Choose the workflow before you choose the platform. Start by mapping the process, its systems, permissions, exceptions and failure costs. Then decide whether a function, a conventional workflow or an autonomous agent is appropriate. Shortlist platforms that fit your existing stack and team, test the hardest cases in a time-boxed pilot, and only then commit to production.
No platform is universally best. The right choice depends on how open-ended the work is, which systems must be connected, how much control your organization requires and who will operate the result.

1. Define the workflow before evaluating products
Write a one-page description of the process you want to automate. Include:
- Trigger: what starts the work, such as an incoming request, a record change or a scheduled event.
- Inputs: documents, messages, database fields, API responses and other data the system may use.
- Expected result: a recommendation, a completed transaction, an updated record or an external message.
- Systems touched: applications, data stores, search indexes and communication channels.
- Exception paths: missing information, contradictory records, policy conflicts, unavailable systems and requests outside the process.
- Uncertainty behavior: what the system must do when it cannot determine the right answer.
- Ownership: the person accountable for the process, the technical operator and the person authorized to approve consequential actions.
Separate work that generates advice from work that changes a record, spends money, grants access or communicates externally. The second category needs stricter permissions and usually a human approval step.

Also record the cost of failure. A wrong internal summary may require correction; an incorrect payment, legal communication or customer-facing action may create financial, regulatory or reputational harm. That difference should influence the platform’s autonomy, approval controls and monitoring requirements.
2. Decide whether you need an agent at all
An AI agent is useful when a system must interpret an open-ended request, plan a route through several tools and adapt as information changes. It is not automatically the right choice for every automated process.
“If you can write a function to handle the task, do that instead of using an AI agent.”

That is the direct guidance in Microsoft’s Agent Framework documentation. Use the simplest mechanism that reliably handles the process.
| Process shape | Usually the best starting point | Why |
|---|---|---|
| Known inputs, fixed rules and a defined output | Function or deterministic code | Execution is predictable, easy to test and straightforward to authorize. |
| Several known steps with an explicit order and branching conditions | Conventional workflow | The sequence, retries and approvals can be expressed directly without model-directed planning. |
| Variable requests that require interpretation, planning and tool selection | AI agent | The system can decide which supported actions to take and adjust its plan as it receives results. |
| Mixed process: predictable controls around an uncertain task | Workflow containing a bounded agent step | Keep approvals, validation and record updates deterministic while using an agent only where interpretation adds value. |
Questions that indicate an agent may be warranted
- Do users express the request in many valid ways rather than through a fixed form?
- Must the system choose among tools or data sources based on context?
- Can the path vary materially from case to case?
- Would a rules-only implementation become a large set of brittle exceptions?
- Can you define the actions the agent is allowed to take and the evidence it must produce?
If the answer to the last question is no, pause the agent project. Unbounded tool access is a governance problem, not a feature.
3. Check what your existing stack already provides
Inventory the environment before making a shortlist. Record your business applications, data locations, identity provider, cloud environment, approved models, integration standards and existing SaaS agents. An existing product may cover a standard function with less implementation and maintenance work than a custom build.
Microsoft’s technology-planning guidance uses a progression: first ask whether a ready-to-use SaaS agent meets the functional requirement; if it does not, evaluate custom options such as low-code Copilot Studio, Microsoft Foundry or a more controlled infrastructure path. Treat that as a decision pattern, not a requirement to stay within one vendor’s ecosystem.

- Which applications must the system read, and which must it write?
- Are supported connectors available, or will you need custom APIs, webhooks or middleware?
- Can the platform use your existing identity groups and service accounts?
- Where may prompts, retrieved content, traces and outputs be stored?
- Which models and protocols are already approved by security or procurement?
- Who will build, test, monitor, update and retire the agent?
- What data-residency, retention, encryption and audit requirements apply to the workflow?
The existing stack should narrow the search, not decide it by itself. A convenient connector is not sufficient if the platform cannot enforce the required write permissions, approval gates or audit trail.

4. Compare finalists against the real workflow
Use the same requirements for every candidate. A feature checklist is useful only when each item is tied to a step in your process.
Integration and action coverage
List every required connector, API, retrieval source and write action. Confirm whether the integration is native, requires custom code or depends on a separate integration service. Test authentication, pagination, rate limits, error responses and idempotency. A demo that reads data is not evidence that the platform can safely update it.
Control and permission boundaries
Determine which steps are deterministic, which are model-directed and which are mixed. Check whether you can restrict tools by agent, environment, user, record type and action. Look for approval checkpoints before sending messages, changing records, issuing refunds, publishing content or granting access. Verify that a failed or repeated call cannot create duplicate side effects.

Low-code authoring can shorten the first prototype for business teams, while code-first tooling can provide deeper orchestration and infrastructure control. Neither path removes the need for testing and operations. Assess who can diagnose a failed tool call, update a prompt or policy, rotate credentials, review traces and roll back a version.
Governance and security
Evaluate agent identity, data boundaries, environment policies, secrets handling, audit logs, retention controls, threat detection and separation between development and production. Microsoft’s governance guidance recommends standardizing approved agent frameworks and protocols, aligning them with existing infrastructure and applying consistent organizational policies across environments. It discusses the Model Context Protocol (MCP) for structured access to tools, APIs and data, and Agent2Agent (A2A) patterns for delegation and context sharing. Adopt those patterns only when they fit your architecture and security review.
Operations and reliability
Ask how the platform supports versioning, test environments, tracing, evaluations, simulations, alerting, rollback, retries, rate-limit handling and incident investigation. Define what an operator sees when an agent is uncertain or a downstream system is unavailable. A platform that produces a convincing answer but leaves no usable trace is difficult to operate responsibly.
Portability and flexibility
Check supported models, frameworks, protocols, export formats and data access. Estimate the work required to move prompts, tools, evaluations, policies and conversation history if your architecture changes. Current vendor documentation does not establish comparative lock-in or portability outcomes, so inspect each provider’s technical documentation and contract terms rather than assuming interchangeability.
Cost
Obtain current license, model-usage, infrastructure and support terms directly from each provider. Build the estimate from pilot volumes: requests, tokens, retrieval operations, tool calls, storage, environments, seats and human review time. Include engineering, security review, monitoring and ongoing maintenance. No comparable current price or total-cost figure is established across the platforms described here.

5. Understand the main platform paths
The following options are documented paths to evaluate, not a performance ranking or a complete market census.
| Platform path | Documented capabilities | When to evaluate it | Important qualification |
|---|---|---|---|
| Microsoft Copilot Studio | Low-code SaaS authoring, prebuilt connectors, retrieval and task agents, and integration with Azure AI Search. | Business teams need low-code development and the workflow fits available connectors. | Microsoft describes moderate customization; test the exact functional and security requirements in the intended environment. |
| Microsoft Foundry | Managed runtime, orchestration, model choice, external tool integrations, and low/no-code plus pro-code approaches. | The workflow needs deeper customization or model and runtime control than a low-code prototype provides. | A deeper custom path can require more engineering and operational capability; compare it with a low-code implementation. |
| Gemini Enterprise Agent Platform | Low-code Agent Studio, code-based development, a model catalog, runtime and memory options, agent identity, a gateway, governance capabilities, evaluation, simulation and observability. | The organization wants both visual and code-based paths and needs documented identity, evaluation and tracing features. | The Google Cloud overview was last updated 2026-10-09 UTC. Verify availability, service terms and workload fit before relying on any listed capability. |
| Amazon Bedrock Agents Classic and AgentCore | For Bedrock Agents Classic, AWS documents task interpretation, API actions, knowledge-base retrieval, testing, traces and deployment. | Existing customers may need to maintain a Classic implementation; new evaluations should examine the current AgentCore path. | AWS says Bedrock Agents Classic is no longer open to new customers and points to Bedrock AgentCore for similar capabilities. Validate current migration and feature details in AWS documentation. |
| Conventional workflow or function | Explicit steps, conditions, approvals and deterministic execution. | The process has known rules or can isolate the uncertain part inside one bounded step. | Confirm that the design still handles real exceptions before rejecting an agent entirely. |
6. Design governance before production
Governance should be part of the architecture, not a review performed after the prototype is complete.
Identity and least privilege
Give each agent or deployment an identifiable runtime identity. Grant only the actions required for the workflow, separate read and write credentials where possible and keep production secrets out of prompts and source code. A human’s access should not automatically become an agent’s access.
Approval and escalation
Define thresholds that require a person: high-value transactions, external communications, sensitive-data access, policy exceptions and low-confidence outputs. Specify who receives the approval request, what evidence they see and what happens when nobody responds. The agent should stop or return a safe status rather than improvising.
Data and environment controls
Separate development, test and production data. Set retention and deletion rules for prompts, retrieved documents, traces and outputs. Apply consistent policies across environments, then introduce enforcement in phases so teams can identify unintended blocking before the system handles consequential work.
Evaluation and monitoring
Maintain a test set that represents ordinary cases, edge cases, ambiguous requests, missing data and failed integrations. Monitor task completion, factual and action errors, approval rates, latency, tool failures, retries and human corrections. Review traces for unauthorized or unnecessary tool use, not only for final-answer quality.
7. Run a comparable pilot
Prototype the difficult part of the workflow, not a polished demonstration. Microsoft’s planning guidance recommends time-boxed experiments that assess development speed, functional coverage and integration complexity, document findings and obtain stakeholder review before scaling. It gives one to two weeks per option as an example, not a universal duration.
- Freeze representative cases. Select ordinary requests, rare but costly cases, incomplete inputs, ambiguous wording, conflicting records and unavailable integrations. Do not let each finalist use a different test set.
- Define success and stop conditions. Set acceptable error, correction, latency, approval and cost thresholds. Specify failures that automatically disqualify a platform, such as an inability to prevent an unauthorized write.
- Implement the smallest safe slice. Connect only the systems required for the test. Use synthetic or appropriately protected data and keep consequential actions behind approval.
- Record setup effort. Track configuration time, custom code, identity work, connector gaps, security exceptions and troubleshooting. These are part of the eventual cost.
- Run identical cases. Repeat each case enough times to expose variable behavior. Capture the agent’s plan, tool calls, retrieved evidence, final action and human intervention.
- Have process owners review outcomes. A technical demo can pass while the people who own the process reject the output, escalation path or audit record.
- Document the decision. Record measured results, unresolved risks, required controls, estimated operating cost and the conditions under which the pilot can expand.
8. Use a scorecard that reflects business risk
A weighted score prevents an attractive demo from outweighing a critical control gap. Set the weights with process, security and operations owners before testing.

| Criterion | Evidence to collect during the pilot |
|---|---|
| Functional coverage | Percentage of representative cases completed correctly, including exception paths. |
| Action safety | Unauthorized, duplicate or incorrectly parameterized tool calls; approval behavior for consequential actions. |
| Integration effort | Connector availability, custom code, authentication work, rate-limit handling and failure recovery. |
| Development speed | Time from blank project to a safe testable workflow, separated from time spent on access and review. |
| Human workload | Corrections, approvals, escalations and investigations required per case. |
| Reliability and latency | Completion time, timeout rate, retries and behavior when a dependency is unavailable. |
| Governance | Identity, permissions, auditability, data controls, environment separation and policy enforcement. |
| Operations | Quality of traces, evaluations, alerts, versioning, rollback and incident diagnostics. |
| Economics | Measured platform and model usage plus labor, infrastructure, security and support costs at expected volume. |
Use the scorecard to expose trade-offs rather than produce a misleading universal ranking. A platform with the highest functional score may still be unsuitable if it cannot meet a mandatory security or approval requirement.
9. Common selection mistakes and how to correct them
Starting with a vendor demo
Problem: The team chooses the product that presents the smoothest scripted scenario.
Correction: Freeze the workflow, test cases and mandatory controls first, then require every finalist to demonstrate the same difficult cases.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Using an agent for deterministic work
Problem: A model introduces variability into a process that already has explicit rules.
Correction: Implement a function or workflow, or isolate only the interpretation step inside a bounded agent.
Confusing a connector with an integration
Problem: The platform can retrieve a record but cannot safely perform the required write, handle errors or respect business permissions.
Correction: Test the complete read-to-action path, including authentication, validation, retries, duplicate prevention and audit evidence.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesLeaving security until after the prototype
Problem: The proof of concept depends on broad credentials or unrestricted data access that cannot be approved.
Best Value
Correction: Use least-privilege identities, protected test data, environment separation and approval gates from the first meaningful test.
Measuring only answer quality
Problem: A fluent response hides wrong tool calls, excessive retrieval, slow execution or a large correction burden.
Correction: Measure actions, traces, latency, human workload, failures and cost alongside the final text.
Recommended Free Tools
Assuming today’s product status will remain unchanged
Problem: A service or capability changes between evaluation and deployment.
Correction: Recheck current documentation, availability, limits and contract terms at the decision point. AWS’s notice about Bedrock Agents Classic illustrates why service status must be verified for new projects.
10. Make the decision and plan the next stage
Choose a finalist only after it passes the mandatory controls and demonstrates acceptable results on representative work. Write down what the platform is approved to do, which actions remain human-controlled, the data it may access, the owner for each integration and the metrics that will trigger a pause or rollback.
Roll out in stages: internal or low-risk cases first, then a wider population after monitoring confirms that quality, permissions, latency and operating cost remain within bounds. Keep a conventional fallback for critical processes while the agent proves itself. Review the evaluation set as the workflow, connected systems and policies change.

The durable decision is not a brand choice. It is a documented match between one workflow, one risk profile, one operating team and a platform that can be tested and governed at the required level.
