Verify credentials and disciplinary history, learn who will perform and supervise the work, compare fees and terms, and discuss confidentiality, availability, and conflicts. If the engagement includes an audit, review, or other attest report, separately confirm signer authorization and applicable independence requirements.
Start by defining the work you need
Before comparing firms, describe the business problem and the service you expect. “Accounting” can mean routine bookkeeping or accounting operations, tax preparation or planning, financial statement preparation, a compilation, review, or audit. A consulting engagement might instead involve CFO or management advisory services or a defined project.

Ask each firm to specify what it will deliver, what it will not do, what information it needs from you, the key dates, and how you will assess whether the engagement succeeded. A firm may offer many services, but that does not establish that every proposed team member has the relevant experience or legal authority for your assignment.

Verify credentials and standing for the specific service
A professional title or license is not proof of experience in every area. Match the proposed lead’s credentials, recent work, industry familiarity, and continuing education to the assignment. For a CPA, check active license status and public disciplinary or enforcement history with the relevant regulator. Also confirm that the firm is lawfully operating where required; a directory listing alone does not establish good standing.
#1 Best Overall
For an audit, review, or examination of prospective financial information, ask whether the CPA who would sign the report is authorized and qualified for that specific work. Requirements vary by jurisdiction and engagement. For example, California has a defined signer-authorization framework; its rules should not be treated as a general standard for other locations or as a measure of overall competence.
Ask about peer review when it applies to the service. It is an independent review of specified accounting and auditing work—not a guarantee covering every consulting service, every client interaction, or the firm as a whole. The California Board of Accountancy’s consumer guidance discusses license and enforcement checks, service-specific qualifications, attest authorization, and peer review. Virginia Board of Accountancy consumer guidance also recommends checking lawful operation, licensing compliance, applicable monitoring or peer-review requirements, and disciplinary history. Confirm current requirements with the regulator for your location.

Find out who will actually do the work
Meet the proposed engagement partner or lead and ask how the delivery team is organized. Clarify who handles routine work, who reviews it, and how much direct access you will have to the lead. A senior person’s name on a proposal is not enough if the day-to-day team, supervision, or availability is unclear.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Who is responsible for the engagement, and who is the backup?
- What relevant experience does each person have?
- How will the firm handle deadlines, urgent questions, handoffs, and staff changes?
- Will subcontractors or offshore providers receive your information? What work will they perform, and what safeguards apply?
- How much work can the team take on during your critical periods?
The firm should be able to explain that it has the expertise and resources to deliver the work. For UK practices, ICAEW practice-assurance guidance emphasizes adequate resources and expertise, clear terms, and conflict management.

Compare proposals on the same criteria
Request written proposals that answer the same questions. Compare them against the work you defined—not simply by headline price or firm size. No firm size or business model is universally best, and the available professional guidance does not establish a market-wide fee benchmark.
| What to compare | What to establish |
|---|---|
| Service fit | Experience with the specific service and, where relevant, your industry and business circumstances. |
| Credentials and quality review | Relevant licenses, experience, continuing education, and any peer review applicable to the work. |
| Team and access | Named lead, delivery staff, reviewer, capacity, and your access to decision-makers. |
| Scope and deliverables | Work included, exclusions, assumptions, client responsibilities, timing, and the form of deliverables. |
| Fees | Whether the fee is fixed, hourly, recurring, or calculated another way; what could change the estimate; and how out-of-scope work is approved. |
| Information handling | Confidentiality and security commitments, record access, any outsourcing, retention, and transfer arrangements. |
| Communication and continuity | Communication cadence, response expectations, urgent-contact arrangements, and coverage during busy periods or staff changes. |
| Conflicts and independence | Relevant relationships or financial interests, proposed safeguards, and—if attest work is involved—whether independence requirements are met. |
Put the agreement and fee terms in writing
Before work starts, make sure the engagement letter or other written terms identify the services, deliverables, timing, responsibilities on both sides, assumptions, exclusions, named team, fees, and fee basis. Clarify what can change the estimate and when the firm will seek your approval before doing out-of-scope work. Confirm communication arrangements, complaints information, confidentiality and security commitments, and how records can be accessed, retained, or transferred.

Agree how changes will be handled: if the services or fees change, both sides should document revised terms rather than relying on an informal understanding. Review the disengagement and transition provisions too, including how unfinished work and records will be handled. ICAEW’s guidance addresses written fee basis, complaints information, revised terms when scope changes, and disengagement; Virginia Board of Accountancy guidance describes engagement letters as covering services, timing, responsibilities, charges, and signatures.

Interview the proposed lead, not only a salesperson. Ask for examples of similar work and references where appropriate. Find out who will answer routine questions, how urgent issues are handled, and whether the firm can explain recommendations and tradeoffs in plain language. A firm’s willingness to define its process is useful; a promise of a particular outcome is not a substitute for a clear scope and qualified team.

Ask about business, financial, family, referral, or client relationships that might affect objectivity. Request disclosure of relevant referral arrangements or financial interests and ask what safeguards would apply. The AICPA Code of Professional Conduct, Rule 102.01, reproduced by the PCAOB, says members should maintain objectivity and integrity, be free of conflicts of interest, and not knowingly misrepresent facts or subordinate professional judgment. For audits, reviews, and other attest engagements, verify independence requirements directly: disclosure and consent do not cure an independence impairment where independence is required.
Use a consistent decision process
- Write a short brief. Describe the business problem, the service needed, the expected deliverable, key dates, and the information you can provide.
- Check standing. Verify relevant licenses, firm authorization where required, and public disciplinary history with the appropriate regulator.
- Interview the proposed team. Confirm relevant experience, supervision, capacity, access, and any outsourcing or subcontracting.
- Compare written proposals. Use the same criteria for every candidate, including scope, exclusions, staffing, fee basis, security, communications, and transition terms.
- Resolve open questions before signing. Confirm conflicts and, if attest work is involved, signer authorization and independence. Get agreed terms in writing before work begins.
Rules for licensing, attest authority, privacy, complaints, and independence differ by location and type of service. The cited regulator and professional-body materials span US state guidance, AICPA ethics text, and UK practice guidance; check the rules that apply to your own jurisdiction and engagement, and verify firm-specific claims directly.
