Choose an agent-native wallet when your software must hold and spend onchain value under programmable limits. Choose a payment API when you run a paid service and need merchant acceptance, card or stablecoin methods, reconciliation, refunds, and established business controls. The right architecture depends on who owns the funds, which payment rails your agent uses, where it operates, and how you will authorize, monitor, reverse, and account for every transaction.
Wallet or payment API: what are you actually choosing?
An AI agent transaction has two distinct sides. A wallet gives an agent, or an application acting for it, a place to hold assets and sign onchain payments. A payment API gives a merchant or service provider a way to accept and settle payments without handing the agent unrestricted custody of funds.

Wallet infrastructure is appropriate when an agent must buy API calls, compute, data, storage, or other services autonomously. The wallet needs tightly scoped permissions, spending ceilings, key protection, transaction monitoring, and a recovery plan. Payment APIs are usually better when you operate the service being paid for and want cards, stablecoins, refunds, reports, Connect-style account management, and payouts in a business balance.
Recommended Free Tools
Do not select a product solely because it supports “AI payments.” First define whether your system is primarily a payer, a merchant, or both. A payer needs custody and authorization controls; a merchant needs acceptance, settlement, reconciliation, and customer support. A hybrid can cover both roles, but only if one system is clearly authoritative for balances, permissions, refunds, and audit records.

Coinbase introduced Agentic Wallets on February 11, 2026, describing them as “the first wallet infrastructure built specifically for agents.” Coinbase also reports that x402 has been battle-tested with more than 50 million transactions. That figure is a Coinbase-reported vendor metric, not an independent measure of total market usage.
Circle says its Agent Stack lets agents hold funds, discover services, and transact with USDC and programmable payments. In an April 2026 announcement, Circle reported $24.24 million of x402 volume in the preceding 30 days and said 99.8% of transaction value settled in USDC, citing Artemis. Those are cited ecosystem figures, not an independently audited market total.
Stripe describes machine payments as a flow in which a server returns a payment challenge, an agent presents a valid credential, and Stripe settles the charge to the Stripe balance. Its documentation states that “Machine payments let agents pay for APIs and services programmatically.”
Coinbase CDP Agentic Wallets: when x402-first spending is the priority
Coinbase’s Agentic Wallets are designed for an autonomous payer rather than a conventional checkout. The wallet can hold assets, approve transactions, and use x402 to pay a compatible service when the service requests payment. Coinbase emphasizes enclave isolation for private keys, session caps, transaction limits, KYT screening, plug-and-play skills, and gasless trading on Base.
Choose this architecture when
- Your agent directly pays APIs, data feeds, compute, storage, or other x402-enabled endpoints.
- Base is an acceptable primary network and gas sponsorship simplifies operations.
- You want wallet-level session and transaction ceilings instead of giving an agent a general-purpose signing key.
- CDP telemetry and monitoring fit your incident-response process.
Questions to verify before production
- Which chains and assets are supported for your exact wallet and x402 flow, not merely in a product announcement?
- Where is policy enforcement performed, and what happens if the enclave, policy service, or monitoring layer is unavailable?
- How are keys recovered, rotated, or revoked after a compromised agent session?
- What KYT coverage and compliance responsibilities remain with your business?
- Are session caps sufficient for your call volume, and how quickly can an operator freeze a wallet?
Use the reported 50-million-plus x402 count as context for ecosystem activity, not as proof that a particular integration will be reliable, cheap, or available in your jurisdiction.

Circle Agent Stack: when USDC policies and multichain reach matter
Circle’s Agent Stack treats the wallet as a policy-controlled account for an agent. Controls include global spending limits, per-service caps, contract and chain allowlists, and time-bounded sessions. The surrounding stack adds an Agent Marketplace, Circle CLI, Skills, and nanopayments.
Choose this architecture when
- USDC is your preferred accounting and settlement unit.
- One agent must use several networks or services while retaining centrally defined rules.
- You need explicit per-service, contract, and chain boundaries rather than a single account-wide allowance.
- Frequent, very small payments make nanopayments economically useful.
- Service discovery through a marketplace is part of your operating model.
Circle lists Arbitrum, Arc testnet, Avalanche, Base, Ethereum, Monad, OP Mainnet, Polygon PoS, and Unichain on its product page. Treat that list as a starting point: verify whether each network is in production for the wallet feature, asset, and region you intend to use. A testnet listing is not evidence of production settlement.
Circle advertises gas-free sub-cent nanopayments. Confirm the applicable network fees, sponsorship terms, minimums, rate limits, and failure behavior for your call pattern. The April 2026 figures of $24.24 million in 30-day x402 volume and 99.8% USDC settlement should retain their Circle and Artemis attribution when used in internal planning.
Stripe Machine Payments: when the merchant needs payment operations
Stripe Machine Payments is oriented toward the service provider accepting money. An API returns a payment challenge; the agent supplies an approved credential; Stripe verifies and settles the payment to the provider’s Stripe balance. This model avoids giving the agent direct custody of the merchant’s operating funds.
Supported payment combinations documented by Stripe
| Method | Documented combination | Important threshold or restriction |
|---|---|---|
| Cards | MPP using scoped Shared Payment Tokens | Minimum card SPT payment is $0.50 |
| Stablecoin | MPP on Tempo with USDC.e | MPP settlement minimum is 0.01 USDC |
| Stablecoin | MPP on Solana with USDC | MPP settlement minimum is 0.01 USDC |
| Stablecoin | x402 on Base with USDC | x402 settlement minimum is 0.01 USDC |
Stripe states that stablecoin payments are available to US businesses except those in New York, with access requests for businesses in more than 30 other countries. Availability, approval, supported assets, and geographic rules can change, so confirm them for the legal entity and account you will use.

- Refunds, reconciliation, reports, multi-currency payouts, or Connect are core requirements.
- You want payment credentials scoped to an agent or transaction instead of exposing a merchant wallet key.
- Your finance and support teams already work from Stripe balances and webhooks.
Stripe’s model does not remove the need to secure agent identity or prevent credential replay. Define token scope, expiration, audience, idempotency, webhook verification, and revocation before enabling autonomous purchases.

1. Custody and key exposure
Ask who can move the money. Coinbase documents enclave-isolated keys. Circle applies policy controls at the wallet layer. Stripe uses scoped Shared Payment Tokens for cards and settles to a Stripe balance rather than giving the agent a merchant private key. Direct wallet custody gives an agent more autonomy but increases the impact of a compromised policy, prompt, credential, or integration. Credential-based acceptance can reduce custody exposure while adding approval and token-lifecycle dependencies.
2. Authorization controls
At minimum, implement a global budget, a per-transaction ceiling, a per-service allowance, an expiration time, and an emergency revoke path. Add contract and chain allowlists where onchain calls are involved. The IMF identifies scoped permissions, revocation, auditability, agent identity, real-time compliance and fraud filtering, and programmable settlement controls as separate architectural requirements. Treat them as separate layers in your design rather than assuming one wallet setting covers all of them.
3. Protocol and rail fit
x402 is suited to onchain pay-per-request flows. Stripe’s MPP supports its machine-payment flow for cards and stablecoins. USDC can make machine-to-machine accounting more predictable than volatile assets, while cards remain important when a user or merchant requires fiat rails. Choose the rail that matches the seller’s challenge, your treasury process, and the geography in which the transaction must settle.
4. Network, currency, and geography
Confirm the exact chain, token, wallet type, business country, customer country, and production status. A product may list a network without supporting your asset or feature there. Stripe’s documented New York exception and Circle’s network list illustrate why a deployment decision must be tested against current rules rather than a generic “multichain” label.

5. Merchant operations
If you are the seller, compare refund behavior, reconciliation fields, reporting exports, payout timing, Connect support, directory or marketplace discovery, webhook guarantees, and human support. Stripe is strongest in the documented merchant workflows. Circle adds an agent marketplace and service-discovery components. Coinbase adds CDP telemetry and monitoring for wallet operations. None of those claims substitutes for testing your own accounting and support flows.
6. Unit economics and latency
Calculate the complete cost per call: network fee, sponsored gas, payment-provider fee, conversion spread, minimum charge, failed-attempt cost, and reconciliation work. Measure confirmation and webhook latency under normal and congested conditions. Sub-cent or high-frequency calls may be practical with nanopayments or a 0.01 USDC minimum, while a $0.50 card minimum can make tiny card purchases uneconomic.
How to make the decision step by step
- Write the payer and seller responsibilities. State whether your system holds funds, accepts funds, or does both. Name the legal entity responsible for refunds, disputes, tax records, and compliance.
- Specify the first payment rail. Record whether the initial launch requires x402, MPP, cards, USDC, or more than one. Do not assume a wallet and a merchant API are interchangeable because both mention stablecoins.
- Set a transaction envelope. Define maximum spend per transaction, hour, day, service, contract, chain, and agent session. Include a default-deny behavior when a rule or price is missing.
- Choose custody deliberately. Select an agent wallet if the agent must sign and hold onchain value. Select a payment API if the merchant should retain funds in a business balance and expose scoped credentials.
- Validate geography and production availability. Test the exact business country, customer location, token, network, and account type. Document exceptions such as Stripe’s New York stablecoin restriction.
- Prototype the complete request loop. For x402 or MPP, test challenge, credential presentation, settlement, success response, timeout, duplicate request, and declined payment. Record correlation IDs for every event.
- Connect accounting and controls. Map authorization decisions, wallet debits or Stripe balance entries, provider revenue, refunds, and fees into one ledger. Decide which system is authoritative when records disagree.
- Run abuse and outage tests. Simulate a stolen credential, a prompt that requests an excessive purchase, a replayed webhook, a chain outage, a provider timeout, and a refund after the agent has already consumed the service.
- Launch with small limits. Start with low per-session and per-service caps, monitor real traffic, and raise limits only after reviewing failures, latency, and reconciliation accuracy.
Designing safe spending limits for an autonomous agent
Use layered controls because a single daily budget cannot stop a malicious or malfunctioning agent from spending the entire allowance on one call. A practical policy has:
- Identity: a stable agent identifier, service identity, and credential audience.
- Scope: approved services, contracts, chains, assets, and payment methods.
- Amount: per-request, per-service, per-session, and global ceilings.
- Time: short-lived sessions and explicit expiration timestamps.
- Decision logging: requested amount, policy version, approval result, transaction ID, and settlement status.
- Revocation: an operator or automated detector can disable a session, credential, wallet, or service without waiting for expiry.
- Compliance: KYT, sanctions screening, fraud checks, and escalation ownership appropriate to your jurisdiction.
Keep policy evaluation separate from the language model. The model may propose a purchase, but a deterministic policy service should decide whether the request is allowed. Require a price, recipient, asset, chain, and expiration; reject incomplete payment challenges rather than asking the model to infer missing values.
Cards or USDC?
Cards are useful when end users or suppliers expect fiat, chargebacks, and familiar statements. They also introduce card-credential scope, approval, disputes, and a documented $0.50 minimum for Stripe Shared Payment Token payments. USDC is useful for predictable-value machine settlement and onchain services, but it requires wallet or credential controls, network selection, token support, compliance screening, and a plan for converting or accounting for balances.
An agent can use both, but make the routing rule explicit. For example, route a service that advertises x402 on Base to an approved USDC wallet, while routing a merchant that accepts only card MPP to a scoped card token. Never silently fall back from one rail to another if the price, jurisdiction, or authorization policy changes.
Best Value
When a hybrid architecture is justified
A hybrid can separate responsibilities: an agent wallet handles onchain purchases, while a payment API handles card acceptance and merchant payouts. It is justified when one rail cannot cover your users or suppliers. It is risky when two systems both appear to own the balance, refund, or authorization decision.
Before combining providers, document one source of truth for each item: available funds, approved limits, transaction status, refund status, customer identity, and audit history. Define how a wallet debit is matched to a merchant charge, how a duplicate callback is suppressed, and which system wins during a partial outage. If you cannot draw that boundary clearly, start with one architecture.
Pre-launch verification checklist
- Current production networks, assets, stablecoin contracts, and minimum payment sizes.
- Business and customer jurisdiction eligibility, including country or state exceptions.
- Custody terms, enclave or key-isolation design, recovery, rotation, and revocation.
- Location of policy enforcement and behavior when the policy service is unavailable.
- Session, transaction, service, chain, and contract limits, including update and rollback procedures.
- KYT, AML, sanctions, fraud, and agent-identity responsibilities.
- Rate limits, gas sponsorship, network fees, confirmation targets, and timeout handling.
- Challenge and credential formats, expiration, replay protection, and idempotency keys.
- Webhook signing, delivery retries, ordering guarantees, and reconciliation exports.
- Refund, dispute, cancellation, and consumed-service behavior.
- Incident response contacts, status visibility, and a tested emergency freeze.
- Retention and access controls for prompts, payment credentials, transaction logs, and customer data.
Common failure modes and fixes
The agent spends outside its intended scope
Likely causes include a broad allowlist, a shared wallet, or policy checks performed only in the prompt. Fix this with deterministic service, contract, chain, amount, and time limits enforced outside the model; then revoke the active session and rotate affected credentials.
A payment succeeds but your ledger does not
Do not infer settlement from the agent’s response. Consume signed webhooks or provider status events, use idempotency keys, and reconcile transaction IDs against wallet or balance records on a schedule.
The service accepts one rail but the agent uses another
Read the server’s payment challenge and route only to a configured rail. Maintain an explicit capability registry for x402, MPP, card, asset, chain, and jurisdiction; fail closed when the combination is unsupported.
Small calls cost more than the service
Compare provider minimums, network fees, sponsored gas, and conversion costs before launch. Batch work, use a supported nanopayment path, or set a minimum billable amount instead of allowing uneconomic card transactions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA refund cannot reverse an already consumed call
Define refund semantics with the service provider. Record whether a refund is full, partial, credit-based, or unavailable after delivery, and expose that result to support and accounting systems.
Quick Recap
Which choice fits which scenario?
- Autonomous buyer of Base-based APIs: start with Coinbase CDP Agentic Wallets, then verify enclave behavior, x402 compatibility, limits, KYT duties, and Base availability for your region.
- USDC-first agent operating across networks: evaluate Circle Agent Stack for global and per-service policies, allowlists, sessions, marketplace discovery, and nanopayments; verify production status network by network.
- API company accepting agent payments: evaluate Stripe Machine Payments when cards, stablecoins, refunds, reconciliation, reports, multi-currency payouts, or Connect are essential.
- Business that both buys and sells: consider a hybrid only after assigning a single authority for authorization, balances, refunds, and audit records.
