Of the providers covered here, only HorizonVPN explicitly says it is incorporated in the British Virgin Islands and outside the alliance; that statement comes from the provider, not independent verification. For every candidate, jurisdiction is only part of the privacy picture: what data a service collects, retains and can access matters just as much.
What “outside the 14 Eyes” does—and does not—tell you
Private Internet Access Support describes the Fourteen Eyes as intelligence-sharing cooperation among 14 countries, including the United States. Its July 16, 2026 article does not enumerate all members, so this comparison does not provide a country list.

A provider’s headquarters or incorporation country is useful legal context, but it does not by itself show what information the provider possesses. A VPN changes which parties can observe parts of a connection: it can reduce what a local network or internet provider sees about the connection, while shifting trust to the VPN service. It does not make a user anonymous. A VPN provider may still handle account, billing, diagnostic or connection information, and websites or services can identify visitors through other means.

Private Internet Access Support puts the jurisdiction distinction this way: “A company’s headquarters location does not, by itself, determine what customer activity data it has available to disclose.” That is the provider’s explanation, not independent legal advice.

This table compares only claims and audit details stated in the cited providers’ materials. “Not stated” means the cited material did not establish that point; it is not evidence that the provider has no relevant data or legal exposure.

How to evaluate a VPN privacy claim
Separate location from the data the provider handles
Identify the legal entity that contracts with customers, not just the brand name or a marketing description of where the service is “based.” Then read the privacy policy for account, payment, diagnostic, connection, traffic and device data. “No activity logs” is narrower than “collects no data”; it does not establish that a provider has no account or billing records.

Read audits as dated, scoped assessments
Check who performed the work, the standard or framework used, the assessment dates, the systems examined and the conclusion actually reported. A no-logs assurance and a technical security audit answer different questions. An audit also describes the assessed period and scope, not necessarily every system or later change. IVPN itself notes that service operations can change after an assessment.
Check what can be inspected publicly
A provider’s summary is not the same as a report that readers can review. Note whether the auditor is named, whether the scope and findings are described, and whether the report is publicly accessible or restricted to account holders. This affects how independently a reader can examine the claim; it does not by itself prove that a claim is false.

Verify practical fit separately
The evidence above does not establish current prices, device limits, supported operating systems, protocol options, speed results or feature availability for these providers. Verify those details directly against current provider documentation before choosing. They matter to whether a VPN fits your devices and needs, but they cannot be inferred from its jurisdiction or an audit announcement.

The evidence here cannot support a defensible winner. HorizonVPN makes the clearest explicit outside-the-alliance claim in the cited material, but it is a provider assertion. The other cited materials do not establish that their providers are outside the alliance, and their audit evidence is not directly comparable: the scopes, dates and report access differ. A sound ranking would also require current, consistently sourced information about each provider’s legal entity, ownership, data practices, audit scope, platform support, features and price.
