Choose a VPN by checking what data its provider collects, what independent evidence supports its privacy claims, and how its apps protect your devices if the connection fails. A VPN routes your traffic through servers the provider controls, so it shifts some trust from your internet provider or local network to the VPN company. It does not make you anonymous.
What should you check before choosing a VPN?
Start with the privacy policy, terms of service, and current transparency disclosures—not a “no logs” slogan. Then check what independent audits actually covered, which laws may apply to the provider, and whether the features you need work on your devices. Finally, compare protocols, reliability, speed, device support, and total cost against your use case.

- What browsing, connection, account, and device data does the provider collect?
- How long is each type of data retained, and is it shared or sold?
- What do the audit report and transparency reports establish, and when were they published?
- Are a kill switch and DNS leak protection available on each operating system you use?
- Does the service support current protocols and meet your practical needs?
The Federal Trade Commission (FTC) warns that VPN apps may be able to intercept internet traffic and advises consumers to review privacy policies and terms for third-party sharing. FTC: “In the market for a VPN app?”
What does a VPN provider log?
Policies use terms such as “activity logs” and “connection logs,” but the important question is what information those labels include. Read the definitions and look for whether the provider records browsing activity, connection timestamps, source IP addresses, or other account and device information. Check how long each category is kept, why it is collected, and whether it can be shared with third parties or disclosed in response to legal requests.

“No logs” is a claim to examine, not a guarantee. The Electronic Frontier Foundation (EFF) cautions that a company might log data unless its policy rules that out, and that a no-logging claim alone does not prove good behavior. Read the relevant clauses in the provider’s current policy and terms rather than inferring practices from a marketing label. EFF: “Choosing the VPN That’s Right for You”
How much confidence should you put in audits?
Look for the audit report itself, its publication date, who conducted it, and what systems and practices were in scope. An audit may provide evidence about the apps, infrastructure, data access, or processes examined. It does not establish that every privacy claim has been proven, cover anything outside its scope, or guarantee that practices have not changed since the review.
EFF notes that practices can change after an audit, including under government pressure. A published transparency report can add context by showing what requests for information a provider says it receives or how it responds. Read both kinds of evidence alongside the policy: a report is most useful when its findings are public and its scope is clear. EFF’s VPN selection guide

Why does jurisdiction matter—and what can it tell you?
A provider’s operating locations and the laws that may apply can affect how government or law-enforcement requests are handled. Check the policy for circumstances in which the company says it may disclose data, and look for transparency reporting that describes requests or responses.
Jurisdiction is one factor, not a shortcut to a verdict. A country label alone does not tell you what information the provider has collected or retained. Consider applicable laws together with the provider’s data practices, audit evidence, and disclosures. EFF’s guidance on choosing a VPN
What do kill switches and DNS leak protection do?
Kill switch
A kill switch is intended to stop traffic from falling back to your ordinary internet connection if the VPN disconnects. Without it, some traffic could leave over the normal connection during an interruption.

DNS leak protection
DNS leak protection is intended to keep DNS requests from escaping the VPN path. It addresses a different exposure concern from a kill switch, so check for both rather than treating one as a substitute for the other.

Which protocols and practical features should you compare?
Check the provider’s supported protocols and avoid relying on outdated or broken options. EFF identifies OpenVPN and WireGuard as common options and warns that broken encryption such as PPTP can expose traffic. Confirm which protocols are offered in the apps and platforms you plan to use rather than assuming every app supports every option.

Define the job first: travel, several household devices, large transfers, or streaming may create different needs. Streaming services may block VPN access, so a VPN is not a reliable promise of access to a particular platform. Compare the relevant factors side by side:
| Factor | What to verify |
|---|---|
| Logging and sharing | Definitions of activity and connection data, retention periods, third-party sharing, and legal-request disclosures in current policy documents. |
| Audit evidence | Auditor, date, scope, public findings, and which systems or processes were examined. |
| Jurisdiction and transparency | Where the provider operates, which laws may apply, and whether it publishes information about government requests. |
| Leak protections | Kill-switch and DNS-leak feature availability on each device and operating system you use. |
| Protocols | Supported options in your apps, and whether the provider relies on outdated or broken protocols. |
| Practical fit | Device coverage, connection reliability, speed, use-case suitability, and total price. |
| Provider transparency | How clearly the company explains its practices, limitations, and business model. |
There is no single service that fits everyone. Use the criteria that matter for your situation rather than assuming one feature or a country ranking settles the choice. EFF and Singapore’s Government Technology Agency both emphasize matching the service to your needs and weighing privacy, security, and practical trade-offs.

What a VPN does not protect you from
A VPN can obscure traffic from a local Wi-Fi operator or internet service provider, but your traffic is routed through the VPN provider instead. The provider may be able to see traffic passing through its service. Websites can still recognize you when you sign in or share identifying information, and cookies or browser fingerprinting can continue to track you.

VPN apps do not necessarily encrypt all information, and some may share information with third parties. The FTC’s guidance explains that a VPN app generally will not make you entirely anonymous. FTC consumer guidance; EFF VPN guide.
A VPN is one possible part of a broader security plan. It does not replace HTTPS, strong passwords, multifactor authentication, software updates, or securing your device. EFF cautions: “Do not assume that just because a VPN app is available on an official storefront that it’s safe.” EFF
How should organizations choose a remote-access VPN?
Organizations choosing remote-access VPNs face additional network-security concerns beyond a consumer’s privacy-service comparison. NSA and CISA’s guidance is specifically about organizational remote access: it describes VPN servers as attractive entry points into protected networks and points organizations toward validated products, strong authentication, prompt patching, and reducing attack surface.
